In this highly informative piece WSJ's Scism shows why buying long term care insurance policies in the U.S. in 2015 should be weighed carefully, because of large premium increases, and fewer insurers willing to sell such policies. The period of stays in nursing homes is shorter than previously estimated, with more men and women spending some time in nursing homes as they get beyond age 65. A Boston College study in 2014 shows men and women have 44% and 58% lifetime risk of needing nursing home care, higher than previous research, but the stays are much shorter 10 months and 16 months for men and women respectively. And 50% of nursing home stays for men, 36% for women do not exceed 3 months, giving them coverage under Medicare 100 day maximum for stays following hospitalizations. This changes the earlier calculations. About 8 million people have long term care insurance, according to Limra, a research firm, and 131,000 such policies were sold in 2014, down 24% from 2013, and way down from the 750,000 a year in the 2000s. A typical basic policy provides $164,000 in potential proceeds by paying a premium ranging from $1,685 to $2,813 for a 60 year old couple, according to the American Association for Long Term Care Insurance....

French president Macron is seen as aloof from voter concerns about the rising cost of living. Visiting a farmer in the Burgundy region Marie Le Pen said prices of food and vegetables have gone up 25% over 5 years since Macron became president.  To win over supporters from working class communities in north and northeast who have voted for Jean Luc-Melenchon, a former Socialist candidate, Macron visited Denian, a town in the north of France.  Melenchon's France Unbowed party got about 21.95 % of the vote compared to Le Pen's 23.15%. Getting working class voters to support Macron who had 27.84% of the vote is now crucial for Macron. Denian has an unemployment rate of 36%. Macron told voters the best way to tackle poverty is to bring down the unemployment rate which is now 7.4%.  Many of these communities in the north, northeast, and in the southeast have suffered from the two decade shift of manufacturing to China, creating a situation similar to that in the midwest of the US and posing a challenge for established parties. The Republicains of De Gaulle and the Socialists of Mitterand, the established parties did badly in the election, each getting less than 5%of the vote. It is this problem that Macron has to address to get the votes of working class voters in France. Challenging the notion that he has been aloof from this problem and the problem of cost of living for young and for pensioners Macron says he will listen, learn and act, and he is "not afraid to go into battle in the most difficult areas." On this first day of campaigning for the second round he spent 2 hours talking to people in Denian. Angry voters told him he did not care for pensioners. In his response Macron said he will increase the minimum pension from 10500 euros to 13200 euros a year. A pension reform plan for increasing the retirement age for pensions to 65 from 62 will now be put to a referendum so that voters could reject it if they chose to. Macron also responded to the sentiment that his administration was more concerned about the rich by proposing that firms paying dividends to shareholders will be required to give one off bonuses of 6000 euros to all employees earning less than 46,000 euros a year.  On his opponent Marie Le Pen's plan to cut VAT tax on gasoline to 5% from 20%, Macron told voters that this was counterfeit money, asking "can anyone really say there will be no VAT for gasoline imported from the rest of the world?" ...

Germany's national broadcaster DW.com looks into the details of the vaccination drive in countries around the world, including Germany, and finds that there is more to the story than meets the eye in headlines about safety in vaccinations. Many headlines do not tell the whole story carefully. DW revewed reports from Italy, Austria, South Korea, Germany, Spain, the USA, Norway, Belgium and Peru, and found that in most cases health authorites have not found causal links between the vaccination and deaths.  As of March 15 it says 360 million people have been vaccinated in 120 countries, or about 9.25 million a day.  DW.com cites the Pharmacovigilance Risk Assessment Committee (PRAC) of the European Medicines Agency (EMA) which states: 'there is no indication that vaccination has caused these conditions, which are not listed as side effects with this vaccine. Information available so far indicates that the number of thromboembolic events in vaccinated people is no higher than that seen in the general population." As of March 10, 2021 30 cases of blood clots are recorded for 5 million people vaccinated with Astra Zeneca vaccine in the European Economic Area.  The Paul Ehrlich Institute which is in charge of vaccination in Germany has looked into 113 reported deaths in 46 years to 100 years old patients in Germany. Of these 113 deaths PEI finds that 20 died of the Covid 19 infection as it takes 14 days after the second dose for full protection, and 43 died of pre-existing conditions or other infections. For the patient population it says "they were seriously ill patients with many underlying diseases." PEI says "based on the data we have we assume they died of their underlying disease- in a coincidental time with the vaccination." A virologist at the Technical University of Munich, says that the deaths after vaccination are below the expected number of deaths without the vaccination.  ...

Germany's retail association HDE says about 50,000 shops will be lost in non food sector. There are about 300,000 shops in Germany. These shops have lost 30 billion euros already in lost sales, and with traffic low are losing about 1 billion euros a day, even after being allowed to open. Many shops will be missing when one walks around cities in Germany. 

A big problem is the cost of rent which is not being deferred in the crisis. When rent is deferred corporate landlords charge 5% to 9% interest.

Greg Ip says all the data show the economy is much stronger with low unemployment and inflation coming down, yet for the nation people are not so upbeat, and for their own state really upbeat. He attributes it to the general mood of uncertainty of people, and the negativity with which the media presents news. Some clues to what they actually believe can be seen below the superficial look at the data. For instance as people surveyed say they feel the economy is much worse today by a significant margin for the whole nation they say just the opposite for their own state by an equally significant margin. Listen to this- the WSJ poll Greg Ip cites shows US economy is getting worse or better in the graph. For the US it shows 31% think it is getting worse. The opposite for Arizona 30% and Pennsylvania 25% think it is getting better. In other states people say it is about 18% better- the states are Michigan, Wisconsin, Georgia, North Carolina and Nevada. This suggests that the surveys have to be looked at from the perspective of their own state which reflect the data which clearly shows a big improvement. Greg Ip says the WSJ has seen this in another place, when people are about Congress they say its looking worse, when asked about their own state Congressman they say just the opposite and quite favorable. It is something that is important to bear in mind in 2024 and for the future, the American people are still rational and science based in their thinking, as they have been throughout the nation's history pioneering in the Industrial Revolution. ...

As the Nation faces discord over the right Path Forward it is important to remember- the pandemic's costs for a once in a century event are still being added up. Not just 1 million dead. 1 million with struggles over Long Covid. Yet a lot more could have been done for cost of living action given a president with a single focus determination to fix problems, make the large investments needed and full support of both houses of Congress. It is this lack of full Congressional support of a determined president for taking action that has led to insufficient effort to fix cost of living, wages and public services- something that needs to change to bring help to the middle class and lower income working people of America. ...

Most people would not guess or recognize that this place where elderly people in society were treated shabbily is a country in northern Europe, and a country where citizens pay high taxes for precisely better healthcare across different age groups. Sweden is where about half of the 6000 people dead from coronavirus were elderly people.  Over the last two decades Sweden has cut hospital capacity and discouraged elderly people from entering hospitals during the early period of the pandemic, says this report in the NYT. The for profit nursing homes in the centre of Stockholm were unable to cope. Having turned the work in these homes to low wage workers, it put these workers and the elderly at risk with lack of staff, lack of adequate PPE oreven  basic masks, says this report in NYT.  One of the lessons of this pandemic is the failure not just in turning over manufacturing of health care equipment and pharmaceuticals to China, but also turning over the basic care of elderly to for profit institutions that were totally unprepared and could not give elderly the dignity and care they deserve. Year of cuts to public services and health services now showed in a glaring way what can happen when this is done. It has lessons for countries from Europe to North America, and to Latin America, India and other Asian countries as they redesign policy and allocate resources to public services in the next 10-20 years. ...

The FDA has handled the importation of masks from China badly says this report in WSJ. During the shortage FDA let 3500 Chinese manufacturers selling products of wide variations in quality to send masks to the U.S. Millions of these N95 masks are now available imported from China but their reliability is uncertain. The FDA even has the same manufacturers on approved and revoked approval lists creating more confusion. The FDA gave then revoked approval for products that failed quality standards.  The WSJ found that some of the companies given approval early were just weeks old and had not completed quality review by FDA. The WSJ reports that more than 60% of foreign made masks nearly all Chinese made failed basic U.S. government quality tests that reviewed 22 brands according to regulatory data. About one fifths of the makers were just weeks old and others made claims that were simply not correct. The FDA acted in a crisis situation so bad actors could take advantage of the situation say experts.  What happens now. The states of California,Washington and Texas are now checking their supplies of N95 masks to see if all the makers are on authorized lists and not revoked. Many doctors and hospitals are going through much anxiety because of the safety of their N95 masks in close contact situations in eyecare, dental care and other care, is now uncertain. ...

How the Simpson-Bowles Commission recommendations on reducting tax expenditures and the Romney, Feldstein proposals to limit tax deductions and loopholes to make the rich pay more- at the same time as the tax code is simplified with lower rates- offer a basis for moving towards a deficit reduction plan that has support on both sides of the aisle in Congress, of Democrats and Republicans. Jeb Hensarling and Pat Toomey are the Republican members on the Supercommittee to address deficit reduction, who support a balanced approach to raise revenue from taxes and spending. Obama advisor, Chrisitina Romer sees the Simpson-Bowles approach to limting tax deductions as a good starting point for building an agreement. Older homeowners like Carol Couts of Yuba City, California, who were persuaded to take on mortgages they could not afford on their social security checks which is all they had, often fradulently, are in a position to lose their homes and have nowhere to go. There are say home loan counselors, hundreds of thousands of people like this in places like the Central Valley of California. They do not qualify for the mortgage relief programs of the Obama administration which typically reduce the interest rate and stretch the payments over longer periods to lower the payments substantially. These are people on social security checks, which may be their entire source of earnings, and this is low enough so that the only way they can get relief is to rescind the fradulent loan entirely or cut the principal, things lenders are unwilling to take. These elderly people in such a precarious situation could end up being a blight on the nation, as something like this has not been allowed to happen in the entire post war period....

Many of the 255 Comments on this article in the NYT say it is misleading or grossly misleading title. Michael Crowley of NYT quotes Wertheim for his conclusion that there seems to be a sense that the world is out of control, there is chaos under president Biden. This is subtly presented and clearly wrong. Wertheim is the author of a book that questions America's exceptionalism, and says "isolationism" was somehow concocted by policy makers such as Eisenhower and Dulles, both Republicans for a postwar world built on American supremacy. What Crowley and Wertheim do is put their very idea of asking questions about policy which is a part of the discussion into misrepresenting through misinformation about what happened. Biden has acted with courage to close wars no other president not Reagan/ Rumsfeld who started the conflict with Iran by arming Iraq's unprovoked war on Iran, not Bush who initiated the war in Afghanistan, not Obama and Trump who did not close the war in the mountains around Kabul that is a "graveyard for Empires" - the Maratha Empire in India in the 1700's that opened the door to British rule in India, not the British Empire wisely staying out of it, the Soviet Union beginning its decline there, and the US mired in it similar to the Soviets. Crowley/Wertheim are only making things worse- Netanyahu was emboldened by the former president and made a major security failure. Putin miscalculated in Ukraine, Biden simply acted in the way any wise American president would -strengthened NATO with Finland and Sweden, providing reasons for Russian restraint yet without escalating the conflict. To say this is chaos is to misinform and misrepresent, and favor the very Supremacy that former president Trump proposes as policy based on US power. By contrast Biden' approach is peace through strength from building close relations between partners in Europe and Asia, not provocation or supremacy. Wertheim is only one voice in a larger discussion not the authority he is presented as. For Wertheim to say "isolationism" was a bogey and point to 1950 as the point when it was created is simply wrong. It existed in some form from the early days of the Republic. Washington was an advocate of not involving the fledgling Republic in foreign entanglements of France even though it was an ally. It is not that response to isolationism is the cause of America embracing the role of leading the Free World as it is now. It is simply the situation leaders faced. Truman faced it when Soviets planned insurgencies in Turkey and Greece which would not exist as democracies today without Truman. And across Eastern Europe Hungary 1956 Ike acted cautiously. Czechoslovakia 1968 LBJ Johnson acted cautiously already in the wrong war with Vietnamese nationalism.  ...

Barry Schwartz, a Psychology Professor at Swarthmore College, and author of Paradox of Choice: Why More is Less, points out that the 35 years of research shows that you get exactly what you pay for, but it turns out to be the opposite of what you want, and there are a lot of ways that incentive based compensation can go wrong. In theory choosing a parameter like share price and creating incentives to promote shareholder interests through higher share price as a measure of executive performance is reasonable, but it assumes that there is no manipulation of share price, or other external factors do not distort the measure of performance. In reality you get a situation like Merrill Lynch and other financial firms that gave out huge bonuses and executive pay even while bad decisions- that were later to sink the firms- were being incentivized. Schwartz points to research worldwide by Bruno Frey, Oberhozer-Gee, Uri Gneezy, James Heyman and Dan Ariely, that shows that incentives tend to remove the moral dimension from decisionmaking. Heyman's reaearch showed that when people offer passers by a token payment for help lifting a couch from a van, they are less likely to lend a hand when they are offered nothing. The question people ask themselves he says when money isn't part of the equation is very different he says: what are my responsibilities, what should I do that will fulfill these responsibilities to other people and to my country? In his view even though we put a lot of faith in incentives as a society to influence behaviour in a positive way, they actually do the reverse. Even if they work for some time, after a while some people who have fewer scruples learn ways to game the system and gradually distort the way it functions, leading to perverse results endangering all....

Real tariffs are less than 12% of imports much lower than expected because of exemptions and tariffs announced and later dropped, CEO's have said that the impact of tariffs is much less than expected, and some say the worst is behind us. The administration of DJT and Treasury Secretary Bessent has shown much more flexibility and responded to the stock market declines in its tariffs posture. Bessent says the purpose of tariffs was not the revenues itself but getting other nations to play by the rules for fair play in world trade, rather than try to take the largest share of trade for their nations in the case of China, EU, Canada, Mexico and Japan which have all profited from unfair trade practices. After the Biden executive order closing the Mexico Border following 2500 illegal border crossings a day there remains the challenge of increased funding for DHS Border Control for Asylum processing officers and immigration judges, so that the intent of the executive order can be implemented effectively. Making the claim of asylum requires being in the country, a process that provides an incentive to cross the border from Mexico. Bipartisan legislation is required as the duty of Congress to address these immigration problems so that the Border issue does not become one on which all other problems facing the US can be put on hold and not tackled making the US fall behind in development, infrastructure, climate change action, education, supply chain, and health care, resulting in reducing the standard of living in the US.

Contrast the slow US vaccine export response with that of India, Russia, EU and China. Only in May 2021 after India's daily Covid cases were close to 400,000 a day did the US make a serious offer of vaccines to other countries in need of assistance. U.S. president Biden says that 80 million vaccine doses would be exported by the end of June 2021. The WSJ says citing Airfinity, a London research firm, as of May 10 more than 333 million doses of vaccine were produced by the US and only 3 million vaccine doses were exported. Contrast that with the European Union which has shipped 111 million doses overseas one third of its total production, Russia which has exported 27 million doses.  India has exported 66 million doses according to the Ministry of External Affairs website as of May 17, 2021. This includes 4 million doses to Brazil, 4 million to Nigeria. Within its own region Bangladesh received 10 million and Sri Lanka 1.2 million doses, Afghanistan 1 million. Mexico received about 1 million doses. In Africa the Democratic Republic of the Congo which has suffered from many epidemics including Ebola virus received 1.7 million doses, Nigeria 4 million doses, Kenya 1 million, Uganda 1 million. Of the 66 million about half of it is a direct grant assistance and Brazil, Mexico, Morocco received all vaccine as grant assistance, 70% of Bangladesh's is grant assistance. The list on the Ministry of External Affairs site of the Government of India shows 95 countries including many of the most struggling nations of Latin America and Africa, bringing hope to countries which are struggling to hold onto hope for a better life beyond the pandemic. Sending help overseas through vaccine supplies is suspended for the moment but will resume in July after India has pulled in all of its pharmaceutical manufacturing industry under a government guided effort to go all out. Never has so much help bringing much needed hope gone to so many countries of the world in the twentieth or twenty first century from a nation that is struggling to meet its own needs. The US in pursuing a US first policy of vaccinating all its citizens has not taken into account the need to bring this evolving vaccine technology into the hands of as many qualified pharmaceutical manufacturers as possible. This in a rapid response to expand manufacturing capabilities to meet world wide demand. The risks of not doing so were not taken on early- the very same way the virus spread in January to March of 2020 can be repeated as people travel around the world particularly for tourism, business family reasons. This risk takes on anew dimension of contagious mutations of the virus which are 50% more- the Indian variant being 50% more contagious by some estimates than the UK variant, which itself was estimated to be 50% more contagious than the original one.  The result a pandemic that stretches out indefinitely unless billions of doses are made in a short timetable to beat the timetable of Nature through the coronavirus. India is doing this for the first time with plans to produce billions of doses by engaging the whole of the Indian pharmaceutical manufacturing industry in the effort in a rapid response so that July to December would see 1.2 billion people vaccinated. The US effort, the European effort is left to the individual effort of pharmaceutical makers in the US and Europe, not a government guided effort to engage the entire pharmaceutical industry of the US and Europe in a rapid response timetable of 2-6 months.  ...

Jon Hilsenrath of WSJ provides an illuminating account of how Daniel Tarullo as head of the Large Institution Supervision Coordination Committee has changed the way bank supervision and rules are set for U.S. banks since the days of the 2008 financial crisis. Tarullo started the effort under Ben Bernanke and continues this in 2014-2015 under Fed chairwoman Janet Yellen. The New York Fed is seen as ineffective in bank supervision and the supervisory role is now entirely performed under the leadership of Tarullo, assisted by Kenneth Gibson and Timothy Clark. The trio are some of the great unsung heroes of the effort to put the U.S. financial system and the economy on a safer footing.

Only 27 of 249 Republicans in the House of Representatives have accepted that Mr. Biden won the presidential election, the rest refused to answer. And only 32 of these Republicans in the House say they will accept if this is certified by the Electoral College. The Senate is split 50 Republicans to 48 Democrats with 2 runoff elections in Georgia. In one Senate seat a Libertarian candidate too a slice of the vote denying a clear victory to the Republican Perdue for that seat. In the other election for Senate seat with  about 20 candidates running no one could secure a clear win. Mr. Biden with a very thin margin of 13,000 votes in Georgia over Mr. Trump. Mr. Trump contested the election because of the unprecedented nature of the 2020 election with mail in votes allowed in a way and in huge numbers that was not always well organized to be fault proof. With federal elections being run by state officials in 51 states and not by a national election commission as in India, and each state improvising its way of handling mail in ballots there was not a fault proof way of knowing if everything was 100% unquestionably correctly done. A national federal election commission not belonging to any party and unrelated to state or federal authority can ensure an election is free and fair better than the way it is organized in the U.S. Use of electronic machines for over 1 billion voters also ensures consistent way of doing it in India compared to the haphazard nature of the American process of vote ballots and separate counting in each state. This is the second election in which both parties differed on the election and disputed the result. Infosys CEO Vishal Sikka resigned saying he was responding to criticism which he called "a continuous drumbeat of distractions and negativity." The company's founders including Narayana Murthy had serious differences with the new CEO. Vishal Sikka was hired by the founders in 2014, bringing in an outsider for the first time in the company's history. Sikka worked for SAP before joining Infosys, and was in charge of innovation and development at SAP. Issues of concern to the founders including Murthy were the size of executive pay and the culture changes at the company under Sikka. A similar situation happened at the Tata Group when long time CEO Ratan Tata selected Cyrus Mistry to succeed him. Serious differences about the culture and the changes made by Mistry led to Ratan Tata moving to oust Mr. Mistry from the Tata Group. Narayana Murthy's response to Sikka's statement was that he was concerned "by the deteriorating standard of corporate governance at Infosys." Having an element of public service is part of the tradition at Infosys, and a focus simply on executive pay and shareholder returns to the exclusion of other values may have troubled the founders. In 2009 co-founder Nandan Nilekhani left Infosys to lead the Unique Identification Authority of India at the request of prime minister Manmohan Singh.  Both Ratan Tata and Narayana Murthy are leaders in the business community in India and may have misjudged in their selection of a successor, putting other factors ahead of tradition, governance and culture, leading to this separation in a short time of 2-3 years. This may become part of the broader debate about culture in Indian companies as the country modernizes and moves forward, what aspects from outside to adopt and what aspects of the culture of the founders that are valued to retain and preserve. In the case of Tata the culture goes back from Ratan Tata to legendary figures JRD Tata during the post independence period, and Jamshedji Tata under the British, and is taken seriously.
