About the collapse of two banks- Silicon Valley Bank and Signature Bank Fed vice chairman for financial and banking supervision, Michael Barr, had this to say at a Congressional hearing last week- "I think anytime you have a bank failure like this, bank management clearly failed, supervisors failed, and our regulatory system failed."  The rest of this report looks at changes the Fed can on its own make stricter supervision of banks over $100 billion, action the Biden administration is thinking of taking, and action by the FDIC. The Biden administration does not want to be seen supporting wealthy depositors at Silicon Valley Bank by guaranteeing uninsured deposits as it did. It took this action solely to protect the financial system so that it would not hurt working families. For this reason alone the Biden administration will seek tighter controls of mid sized banks now that the illusion that banks below $250 billion do not pose a risk to the financial system is gone. It will also seek to recover all funds used to support these failed banks from the banks and financial sector that has lobbied for so long for less regulation leading to failure of banks not once in 2009, but again in 2023. This time under the Biden administration the damage is carefully controlled so that it does not affect the American economy and working families. ...

The changes introduced by the prime minister in the economy should make a big difference in growth. US president Biden calls on intelligence agencies in the US to complete an inquiry into the origins of the coronavirus in 90 days. Biden said he would publish the results of the 90 day inquiry. During the last months of the Trump administration the idea of the virus originating in a Wuhan lab was supported by parts of the US intelligence community. 

The WSJ reports show the intelligence community in the US saying that 3 members of a key Wuhan lab in China were taken to hospital with covid like symptoms before the first case of covid patient was recorded in Wuhan in early December 2019.

The US Labor Department will now require not just 401(k) administrators but also advisers for retirement plans called IRA's to follow the higher fiduciary standards of the 1974 ERISA law that aims to protect American retirees. When workers leave a company or retire they rollover their money into IRA's. This retiree money will now be protected with a high fiduciary standard as it should have been all along. In 2020 alone the IRS estimate is that $620 billion was rolled over to to such IRA's.

This report in The Times shows how Africa is tackling malaria by using modern methods such as drones. Drones are used in Ghana to send medicine to remote parts of the country. The rollout of the world's first malaria vaccine is taking place in Malawi, Ghana and Kenya. The Glaxo developed vaccine requires 4 doses over 18 months. Gavi is a partnership that brings UNICEF and WHO in partnership with private companies to  buy vaccines in bulk and distribute them where it is not affordable. Gavi supported 66 million vaccines in 2018 for children, yet about 20 million children in Nigeria, Congo and other parts of Africa lacked routine immunizations in 2018. UPS and health service workers are joining in the effort for administering this vaccine correctly.  Software that tracks the taking of the vaccines by children is essential for success and this is being implemented with Ghanian authorites. The German labor union GDL is negotiating with Deutsche Bahn. It seeks a 35 hour work week, the reduction of work week for shift workers in rail transport to 35 hours from 28 hours a week. It is also seeking collective agreement for parts of rail infrastructure in Germany. Deutsche Bahn has not accepted this. GDL says there were confidential details of the negotiations leaked to the press including the Bild, and quit negotiations in the recent turn of events. Two strikes affected the rail system as talks fail to reach an agreement.
