THe Punjab police officer in charge of logistics says the force has only 80% of the weapons needed for the 167,000 men. Because police officers take bribes routinely they are also not like by the public, whereas the terrorists act like pious Muslims and mix with the people. The terrorists by contrast are very well equiped and trained making the police no match for them. Making things worse the terrorist groups that were supported by the Inter Services Intelligence or ISI of Pakistan and encouraged to operate against India are now coordinating actions in Pakistan with the Taliban. These terrorists have even more training and equipment than the Taliban, operating in places like Kashmir fighting the Indian military....

Senate Foreign Relations Committee chairman's view of Afghnistan differs significantly from New York Times correspondent Filkins understanding from years of reporting going back about a decade. Filkins sees the complexities of Pastun country inside Afghnistan and Pakistan and the military and ISI's involvement, and other correspondents have pointed to the narcotics trade and corruption. Kerry's simplistic view is that the Taliban do not enjoy much support, when actually Americans are seen on the ground as foreign occupiers. These correspondents in the field point to this as an everpresent danger, which would tilt support to those fighting foreigners, with nationalist and Muslim sentiment prevailing over everything else. And Kerry appears to be too willing to dismiss allegations of narcotics involvement of the Karzai administration with the "show me" comment. For critics of the Bush administration this is simply astounding, when so much is at stake. Does patient mean digging in one's heels slowly? But that is how the Vietnam intervention ran into trouble, without public sentiment in support of the plans....

At Stuyvesant, the most selective of New York public schools the student body is 74% Asian, 19% WHite, 3% Latino, and 1% African American. Mayor Blasio of New York is using the Discovery Program to limit the entry to the program which accounts for about 5% of the overall admissions to kids from schools that have a poverty rate of 60% or higher instead of to economically disadvantaged children in the city.  Two views are presented here. One that of the New York schools chancellor, Richard Carranza who says "I just don't buy the narrative that any one ethnic group owns admissions to these schools." Mayor Blasio of New York says that only 10% of Black and Latino students get offers from the specialized high schools even though they account for nearly 70% of the city's high school population. The other view is that the state is failing in its secondary schools system because New York state tests show only 47% of the city's third through eighth graders proficient in English and 43% in Math, with the number for Black and Latino students dropping to 34% for English and 25% for Math. This means about half or two thirds of New York state's school children cannot read proficiently and the numbers decline with socioeconomic conditions. Even Mayor Blasio is working at the fringes as the problem is deeper and needs to be fixed at another level than by tweaking which segment of the economically disadvantage children should have access to the best schools such as Stuyvesant.   ...

Shiller points to a Gallup poll that shows that two thirds of Americans don't see a recovery in two or more years. He cites the economist Samuel Bowles who points to the errors of thinking that a high performing economy can be based on self-interest alone. In these lectures titled "Machiavelli's Mistake" at Yale, Bowles warns that the overuse and abuse of incentives that appeal to individual's self interest only could lead to a collective disorientation. He points to a book "Identity Economics" that carries the same theme. Their self-esteem has to be woven into the activities of the society and economy. This describes today's mood where other polls done by Wall Street Journal and NBC in January 2010 show a majority of people do not see a bright future for their children's generation. And it has become hard for ordinary Americans to identify with activities in an economy where individuals are pursuing their self interest regardless of how it benefits the society and the economy as a whole....

The SIV's constitute some of these new tricks and mechanisms to extend the duration of the good times in the current housing bubble and the complexities they create magnify the ill effects of the bubble after it has ended, one because no one knows for sure if all the bad debt is out in the open and so see the need to set aside extra reserves and be cautious lenders in the case of the banks leading to a bad credit squeeze, and more lasting damage to the economy....

JP Morgan Chase will modify the terms of $70 billion in mortgages for borrowers who are behind in their payments or expected to be. This covers 400,000 borrowers. The focus is especially on a type of loan structured so that the monthly payment increases, and Chase inherited $54 billion of such loans with the takeover of Washington Mutual in September 2008. Some of these loans are called options adjustable rate mortgages where borrowers can make payments that don't even cover the interest costs, resulting in increasing the loan balance. Chase will replace the options ARM's with fixed rate loans.In taking over WaMU, Chase had a large exposure to the California housing market. WIth WaMu CHase ended up with $16 billion of subprime mortgages. The mortgages that Chase will modify for this plan with affordable payments make up 4.7% of the home loans it owns or are serviced by Chase's EMC Mortgage Corporation. So this is a good start but a lot remains to be done. Chase's Scharf who heads the retail division said that Chase had heard loud and clear what the thought leaders in the country are saying, and wanted to provide leadership on this issue to the whole industry as it does'nt make sense to wait. About 7.3 million American homeowners are expected to default on their mortgages from 2008 to 2010, and about 4.3 million homeowners lose their homes, according to Moody's Economy.com. While opinion leaders like FDIC's Sheila Bair and Reagan adviser Martin Feldstein have called for government help to prevent foreclosures from the early months of 2008,and FDIC has considered about 40% of current monthly payments the affordable amount for loan modification in IndyMac FDIC modifications, neither the Bush administration, banks or companies in the mortgage industry have taken any leadership on this issue. And now Scharf says it makes no sense to wait, in effect a signal to other banks to do the same. Scharf also said the stronger you are the more easier it makes to take these decisions suggesting that the $25 billion in government funds it received helped it reach this decision on this plan, which makes a lot of sense for the banks because foreclosures are the worst way to recover money with bad consequences for all parties and disastrous for the US and global economy....

The Obama idea is to use the need for investment and the need to create jobs constructively by turning it into an opportunity. The opportunity arises from the need for several things that the government is also best equipped to provide or is uniquely equiped to provide. Such things as first rate broadband access across the country, putting in asmart electric grid, putting in the new energy infrastructure of windmills, solar panels, energy efficient appliances and energy efficient heating and cooling systems. Such things as mass transit, work on schools, sewer systems, dams and public utilities, roads and bridges, in the state of the art infrastructure building that is needed. All these things create jobs and create a sustainable advantage for a 21st century economy in which US companies will compete with companies from other countries. It includes such things as education and making it possible for kids to go to college and investing in education. Two concerns are present from conservative economists about this investment on a large scale from $500 billion upwards. One is the large deficit and public spending which crowds out investment by the private sector. In this case with the danger presented by an economic crisis arises a unique opportunity for government to do the right thing if it grasps it correctly and do as President Eisenhower did in building the interstate highway system at a cost of $128 billion according to governemnt estimates in 1991. Would the private sector be crowded out? In these circumtances faced today many companies including the largest ones are faced with great uncertainties and a precarious existence, and with a climate of fear and disappearing credit are not likely to come forward with these investments, so the danger is not in crowding out but in the risk that no such investments will be made at all. The second concern is that a lot of this money is either wasted or each dollar is not spent efficiently. Obama in response to this concern says he will have new spending rules, and measuring the progress for investments made by the number of jobs created, energy saved and American competitive position in the world. As an indication of the jobs created for each dollar spent the nation's governors have $136 billion in road bridge, water and other projects in which the money can be put to immediate use. Their estimate is that each 1 billion dollars spent would create 40,000 jobs. The estimate is from the nation's governors who met with Obama in the 1st week of December 2008. Local and regional transit systems have $8 billion in additional projects that can begin immediately like buying hybrid buses ans expanding light rail systems. ...

It fails to make Tesla competitive in world markets ceding leadership to China.  Tesla gets 68% of 2023 profits of $10 billion from China operations. China operations of Tesla produced 947,000 electric cars 53% of its total with China sales at 600,000. Tesla was able to complete the large factory near Shanghai, the largest of its 7 plants, in record time with assistance from China's government. Elon Musk knows premier Li Qiang of China a Shanghai Communist party official which facilitated the building the Chinese plant, lower 15% tax rate instead of 25% till 2023. This 2023 1 million car production is actually not giving Tesla a foothold in the Chinese market, as Tesla's market share is falling from 7.8% to 6% of the market. What it has given China's local companies such as BYD is a world level competitor for China's local companies to compete with, learn from as China develops its own world class electric manufacturing capabilities. BYD has its own unique battery technology and is making the batteries in house. Local companies dominate a very competitive landscape in which there is very little room for error, with companies consolidating. This suggests that Tesla may be an insignificant competitor in China in the future even as it has enhanced its profitability as a company in its domestic American market with its China operation.   ...

Fiat's Marchionne's decision to focus on the Fiat 500 and the Panda city car in the price sensitive European market. Fiat has no success in selling its Bravo larger car. In 2011 sales of the Bravo model were only 32,036 compared to VW Golf model sales of 522,370 in Europe, according to IHS Global Insight. Sales of the Fiat 500 were 119,836 units vs. sales of 83,150 for the BMW Mini in the first half of 2012. Fiat has suffered more than other automakers in the European market with sales decline of 16.7% compared to 7.2% decline for the overall market, for Jan-Sept 2012. Fiat's new plans are for five new Fiat models and three new Fiat light trucks in Europe between 2013-2016. Fiat launched the 500L minivan in Europe in Sept 2012. Fiat's European factories are running at 45% of capacity on average, and the European operations are likely to burn through 700 million euros in 2013, similiar to 2012, unlikely to breakeven before 2015 or 2016. This makes getting the product decisions right critical for Fiat. Fiat's chief in Europe, Gianluca Italia talks of the functional and emotional soul of Fiat cars for Europe in a emphasis on making Fiat's models in the price sensitive segments more distinctive and commanding a premium in the European market. Fiat's 500 has about a 25% premium over a similiar Ford Ka in its segment. The new Fiat 500 models will be exported to Asia and Latin America in an effort to increase capacity utlilization in its Italian factories....

Reagan viewed the nuclear strategy of Mutually Assured Destruction as immoral and one that would ultimately lead to the annhilation of mankind. And he decided to change the entire strategy and move it towards protecting Americans and the free world, with the ultimate objective of doing away with all nuclear weapons. McFarlane says today the development of defense against ballistic missiles is accepted wisdom but not at that time, when it was seen as risky, costly and not likely to work. At the time in 1983, the Strategic Defense Initiative was criticised by nuclear experts and respected senators. One could add that this applied also to Reagan's looking at the Berlin Wall and sizing up the situation in one line- "Mr Gorbachev tear down this wall." One in which Reagan combined courage with simple straight talk to Russians, Germans and people in the free world, in a manner that struck a chord with millions of people....

Hillary Clinton narrowly loses the Michigan primary to Bernie Sanders in March 2016, as the Sanders campaign focusses on Clinton's support for trade agreements that hurt American workers and lead to loss of manufacturing jobs. About three fifths of voters in the Michigan primary considered this a major issue. Many less educated younger workers see their job prospects diminish and wages drop with free trade that hurts American manufacturing jobs. Bill Clinton signed the NAFTA agreement with Mexico, and as a member of the Obama administration Clinton supported the Trans Pacific Trade Agreement, later opposing TPP when she left the cabinet. Sentiment against trade that hurts manufacturing jobs in the U.S. is strongest in midwestern states such as Michigan, Ohio and Illinois. This was also a major issue benefitting the Liberals under Justin Trudeau who won in Canada's industrial Ontario province which has suffered hollowing out and loss of manufacturing jobs under the Conservative Harper administration. In the U.S. the issue goes back to the Clinton Administration for two decades. New jobs created by Apple, Google, and other tech companies pale in comparison with the industrial jobs created in another era that benefitted working class families. This issue and high unemployment or under employment, lower wages for working class families, was a major issue in the 2016 U.S. presidential election campaign. Widening wealth disparities, and lack of upward mobility, high tution and healthcare costs for ordinary families, dominated the campaign in the U.S....

India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Von Der Leyen also from CDU now joins the former premier of Portugal Antonio de Costa as heads of EU to attend the Republic Day parade celebrations in New Delhi on January 26. A vivid and amazing account of the the earthquake and tsunami that hit the city of Ishinomaki, Japan, 35 miles up the coast from Sendai. It tells the story of where different people were that day, and the hours of their lives before and after the tsunami. Hiroshi Kaneyama, is the mayor of Ishinomaki, who is in Sendai that day attending a symposium on commercialization of algae. He would drive up to a dark town filled with water, and no electricity, and find his way to a Red Cross hospital command center. Toshikatsu Kumagai, is a 34 year old newspaper reporter, who will find himself driving at 3.30 pm that day on a bridge over the Satagawa river, on the western side of Ishinomaki. He spots the first 19 foot wave and tries to make a run for it, racing towards a fence before he was swept away. He finds himself in a landscape that has become part of the ocean. He jumps on top of a plastic tub and is rescued by helicopter 18 hours later. Most of the students at Okawa Elementary School who lined up outside the school when the tsunami alarms sounded, were swept away. Taylor Anderson, is an American teacher who teaches English to Japanese students at 8 schools in this coastal town. She has been in Japan for over 2 years. At Mangokuura Elementary School, Anderson helps students ont the playground and then jumps on her bike heading down Route 398, Onagawa Highway, which runs along the coast, to her apartment. She will never make it, and her body is found washed ashore days later. In this city alone 2,283 bodies were found, 2,643 people were missing, 23,000 in shelters. The town of Onagawa with 10,000 people, near Ishinomaki, was washed away. And this is only one part of northeastern Japan hit by the earthquake and tsunami....

Working class and older Americans show their anger at a system that appears to have left them behind with slogans, stickers, T-Shirts. The idea of the wall figures in much of this and shows that the wall has become not jut about Mexico but a metaphor that captures this anger, that reflects this anger. Another aspect of the 2016 campaign is that those most vulnerable and most in need of help have not sought the comfort of knowing about programs to improve middle class and working class wages, incomes, to build infrastructure, create jobs, stop companies from shifting jobs overseas, plans for improving accesss to health care and education, to ask for specifics and delivery. This is the supreme irony of the 2016 election campaign that not enough attention is going to what will be done for the middle and working class, and what specifics will be delivered, in what time frame- which is essential for restoring the condition of the American middle and working class to where it was in the 2 decades after the Second World War. ...

The Pakistan army and its anti India mindset is at the root of the problem Pakistan faces. The army has factions that support the Taliban. Its intelligence agency, the ISI, helped create the Taliban as a way to get strategic depth (as they called it) in Afghanistan, for it sees as a necessary perpetual conflict with India. And the failure in Pakistan, the crisis of Pakistan, lies in the failure of elected politicians, the failure of the army, to provide responsible government and peaceful relations with India and with Afghanistan. By pursuing a Hindu-Muslim conflict agenda, and a anti-foreigner agenda for Afghanistan, Pakistan has ended up undermining its own government, institutions, and sovereignty over tribal areas and the North West Frontier Province. The US by getting involved in the Hindu-Muslim conflict agenda, and the anti-foreigner agenda during the Cold War, by supplying weapons and aid for this to successive Pakistani military governments, now finds itself as the foreigner in Afghanistan and Pakistan. The Pakistan army's anti-foreigner agenda, now that the Americans are the foreigners, is not something that even the army or the civilian governments can control. The only thing the army knows, and its raison-de-etre, is the protection of the state of Pakistan and an antiIndian, Hindu-Muslim conflict agenda. After 60 years of doing this since its founding the Pakistan army knows no other way. Failure to do what it is doing would remove it from its critical role as the most important institution in Pakistan, and relegate its officers and the army to a smaller role, with smaller committments of resources, a smaller army, and the loss of its privileged role in Pakistani society. This is the answer to Holbrooke's question to Pakistani businessmen, and civilian leaders, in Lahore recently, what is the crisis of Pakistan? And these businessmen and civilian leaders also touched on the army's role. For America as it sees the need to build a new economic partnership with Asia that would help revive economic growth, there is the need for deep soul searching. The Pakistan military sucks up resources that are so badly needed elsewhere, for the kind of construction the Obama administration sees for America, of roads, bridges, schools, new energy infrastructure. How can what is good and planned for America not be whats good for South Asia, for India, Pakistan, SriLanka and the entire region? The resources that are sucked up by the Pakistan military and its actions to foster aconflict atmosphere merely adds to the way resources are sucked for the military in India, when they are badly needed for development, economic growth, and the same kind of infrastructure building and education that the Obama administration plans for the US. Without correcting this flaw in its policies in South Asia the Obama administration cannot create a partnership with Asian countries that could play a critical role in America's own economic growth....

It took a long time for the banks to understand what is in their best interests is in the best interests of the country's economy and homeowners, something Sheila Bair has been saying since the beginning of this year and implementing at IndyMac. Its just too costly for banks to use the foreclosure process to recover their money and it makes much better financial sense on the bottomline of banks and for the economy to make home payments affordable. Because the worse home prices get the worse the economy and banks do and nothing drives home prices down like foreclosures. The Bank of America settlement for Countrywide with state attorney generals to modify loans for 400,000 homeowners because of predatory lending practices also set the direction. Chase Bank is now using the Bair template to get the monthly payments down to an affordable level which is about 40% of the current payment by reducing interest rates and using a smaller loan balance and keep homeowners in their homes. Chase's plan will help 400,000 homeowners and will also help homeowners who are having difficulty making payments. It will put a 90 day hold on foreclosures till the program is put in place. Yet there is one problem. Only $350 billion of the 1.5 trillion in home mortgage it services are owned by Chase, the rest are owned by investors in the form of mortgage securities. It can do little for homeowners covered by these securites that are owned by hedge funds and other funds as a few of these funds oblivious of the overall interest including their own have threated to sue if loans are modified, and it would take some time to figure out who owns each security and what the terms are for modifying loans for that security. Its this part of mortgage securitiization that has slowed down a rational process of unwinding this problem throughout housing by making homeowners monthly payments affordable. And Fed's Bernanke did not come to grips with this point in his talk about mortgage securitization to UC Berkeley on October 31,2008, that mortgage securitization done in a way that make loan modification difficult is dangerous as it is today, and makes a crisis bigger than it otherwise would be, and turn a USA crisis into a global crisis through ricotcheting effects and a series of bad decisons....

The US should ask questions about what is its right role? NATO was started in 1949 against the wall coming up in Eastern Europe under Communism, the Warsaw Pact was formed to oppose NATO in 1955. Yet after the Warsaw Pact was  disbanded by July 1991 after the fall of Communism there was no effort to reassess forming a new architecture that is based on the new situation. Shouldn't NATO have been replaced after Warsaw Pact was no longer in existence? Russia was too weak in the 1990's and till 2010 and there was no one to make the case for a new defense architecture. And no effort to reconsider and see that there is no fallback to positions from the Cold War and before that to British Empire positions about protecting its dominions in India and Asia from Russia. Considering that Russia is the only major nuclear power other than US in 2025, and within the years of a pandemic that destroyed an entire generation of older people- American, Russian, Chinese and Indian.   ...
