She served as vice chairwoman with Fed chairman Bernanke, and she says helped formulate the current strategy. The lack of any response from the FSA on the grounds that its not the FSA's job, or from the Treasury, is disconcerting. Treasury is said to have not said a word, when RBS hired a head trader for a rumored 7 million pounds. All this coming on the heels of the RBS and Lloyds debacle, makes the Labor government open to attack from the Conservatives under Osborne and Cameron. and from Mervyn King of the Bank of England. They have expressed strong disapproval of the busines as usual attitude of bankers.

The Commerce Department reported that America's GDP growth was 3.5% in the third quarter of 2009. But this growth is deceiving as it is supported by government programs for cars and houses, government stimulus spending and government supports of other kinds such as extension of unemployment benefits, and assistance to local governments. Comedian and politician Beppe Grillo, from Genoa, who leads the Five Star Movement party. This party has increased its support from 4% in 2011 to about 18% in recent opinion polls. Grillo is a moderate liberal who has benefitted from the unpopularity of austerity measures taken by prime minister Mario Monti and the rapidly declining support for Berlusconi's People of Freedom party after recent coruption scandals. He has opposed traditional politics of established parties since 2005 when he pulled together people over social media and the internet. Support for political parties in Italy is rapidly fragmenting with Berlusconi's party dropping to 17% in polls and no party having significant support. In this situation business leaders support a continuation of the Mario Monti government beyond the April elections if no party gets a mandate from voters. Grillo says his movement is similiar to other movements that oppose the euro and austerity measures such as the Marie Le Pen movement in France. It is against this background that the Social Democrats in Germany have united behind Peer Steinbruck, a former finance minister, who has the best chance against Merkel in 2013 elections for chancellor in Germany. Most of the difficult and necessary actions that Merkel and the German public have supported are already taken- the changes in labor laws in Italy, France's 2013 budget that targets 3% deficit in 2013, efforts of Italy, France and Spain to improve competitiveness- and capital markets continue to provide vigilance in this direction, creating a situation where Merkel may have exhausted her effectiveness. This creates an opening for a change in policy in the eurozone that offers more German flexibility on stabilizing the eurozone and supporting the embattled governments of Monti in Italy and Rajoy in Spain facing popular protest and not enjoying the kind of support Monti says France has from Germany....

Some startling statistics on U.S. wages and incomes and the increase of part-time workers, by the publisher of U.S. News and World Report, Mortimer Zuckerman. He cites the Pew Research Center reports that show one third of Americans identifying themeselves as lower class or lower middle class compared to one quarter before 2008. This affects social mobility with the increasing gaps in incomes, education and social behaviour acting to reinforce each other and leading to even lower future mobility. Industries that are showing growth are in low wage occupations. The Bureau of Labor Statistics shows growth in future in industries noted for low wage part time work- health care, social assistance and retail, with some jobs lacking minimum wage and overtime protections. Revealing in this respect is that in the last 2 years fully 43% of net employment growth is in the 1.7 million jobs added in low wage work in food service, retail and employment services industries. The number of Americans working full time declined by 5.9 million since Sept 2007, part time workers increased by 2.6 million. The effects of higher part time workers and job recovery predominantly in lower wage industries is likely to affect consumer spending and slow growth....

This BBC report shows how contact tracing works in Singapore to control the spread of coronavirus. On 4 February 20 Chinese tourists visited a traditional Chinese medicine shop in Singapore. Only 18 coronavirus cases had been recorded in Singapore on that date. That visit to the medicine shop created a new cluster for the disease to spread. Singapore's contact tracing units traced such locations through its well developed and extensive contact tracing programme, which follows the chain of the virus, identifying and isolating people before they can spread the virus further. For about 40% of the 243 cases so far on March 19 the first indication they had was a call from the Singapore Health Ministry.      About 6000 people have been contact traced so far, using a combination of CCTV footage, labor intensive detective work with phone calling. This includes an incident of a taxi ride of 6 minutes in which the person a yoga teacher was identified and contacted by the Health Ministry. Enforcement is done as the person was contacted at her home by three people who showed her a quarantine order, which said you could not go out or its fine time and jail time. With about 8000 people per square kilometre, Singapore is small and densely crowded. It could easily be overwhelmed with hospitals not able to cope and the health system collapsing if this was not done. Wuhan could have happened here, says infectious diseases specialist Dr. Leong at Mont Elizabeth Novena hospital, who advises the government.  Because the crime rate is low the police were given this task of tracing as a priority in addition to hospital units working on tracing. It also included the armed forces personnel helping with tracing so that it could be done quickly without delay. This provides a lesson on how countries that have faced the health crisis have used innovative methods to tackle it with good results. ...

A small group of advisers and Macon including Nicholas Sarkozy of the Les Republicains voted to have new elections. Les Republicains governed France under presidents De Gaulle and some of De Gaulle administration members Pompidou, Giscard and Sarkozy. Sarkozy was seen as aloof and was succeeded by the Socialist party's Francois Hollande. At that point in 2017 at the end of Hollande's term the Socialists failed to take up working class families issues, and it marked the beginning of the National Rally of Jean and Marine Le Pen gaining worker support. Macron was a minister in the Hollande government who detected an opportunity in the loss of support for both Sarkozy's Les Republicains and Hollande's Socialists. He set up his own movement for renewal of France saying France needed newer people than the old administrations and got an infusion of support from young people. Yet Macron lacked a specific program to get back the voter support of working class families as he implemented policy on climate without addressing concerns of cost of living leading to yellow vest protests. He was reelected im a close election with a challenge from National Rally 58% to 42% in second round after having only 5% point margin over Le Pen in first round, with help from the left vote. Macron spent the first two years of second term fighting the unions and labor over pension reform, when his measures failed to pass the Assembly he used executive action. As a result support in small towns and other parts of France has shifted to National Rally, with the immigration issue adding to support and young people frustrated by Macron not tackling key issues of working class people decided to shift to the National Rally and to Melenchon left party, and to Socialist parties. As Macron is closely allied with Les Republicains ideology he is looking for away to rebuild the LR and his EN Marche as an alternative in 2027 presidential elections. ...

"The NHS is on its knees," says Starmer, one more reaon to ban outdoor smoking. Labor in 2007 put the ban on indoor smoking. Sunak had a plan for the Tories to ban smoking. Starmer is now following this to reduce the burden on the NHS and improve public health in the UK. The bill would gradually ban smoking for people born after 2009, an idea proposed by Sunak and the Conservatives. The bill would place new restrictions on outdoor smoking, including outdoor spaces at, and pavements outside, clubs and restaurants, as well as at universities, children’s play areas and small parks. Asked about this during a visit to Paris, Starmer said: “My starting point on this is to remind everybody that over 80,000 people lose their lives every year because of smoking,” he said. “That is a preventable death, it’s a huge burden on the NHS and, of course, it is a burden on the taxpayer. So, yes, we are going to take decisions in this space, more details will be revealed, but this is a preventable series of deaths and we’ve got to take action to reduce the burden on the NHS and the taxpayer.”  The prime minister said-“It is important to get the balance right, but everybody … who uses the NHS will know that it’s on its knees.” Dr Layla McCay, the director of policy at the NHS Confederation, told BBC Radio 4’s Today programme: “It is absolutely the health challenge of our time. Boris Johnson was never for austerity and says this in his new book, yet he failed to make the major investments in the British economy in the way Biden has done in the US, and in some ways has left Labor's Starmer with difficult decisions with the strained budget finances of Britain. Of the investments he protected from John Osborne and his austerity plans as chancellor under Cameron Boris Johnson says- “Those big investments – Crossrail, the Olympic site, the Westfield Centre at Shepherd’s Bush – were fortuitously timed for London: vast counter-cyclical programmes that kept the spades going into the ground and people in work.” This was as Mayor of London in 2016. Of Osborne and Cameron so little is left, and so little came out of the period of austerity other than the failed investments Britain failed to make, simply a lost decade for Britain. And the diversion of Brexit under Johnson not taking Britain to a good place for the standard of living of the British people. Of the intraparty conflicts in the Tories he says Sunak's resignation as chancellor should never have happened calling it "worse than a crime," and a mistake for Sunak, the party, and the country. Johnson says that many days as PM he would come back to No.10 flat, exhausted and working into the evening when he should have been talking to colleagues, MP's to keep them all together. After Sunak's resignation from Boris Johnson's cabinet the Tory Conservatives split further apart, this time in the Boris Johnson faction of the party. Sunak's elevation to prime minister was short lived ending up with the Tories going downhill from there.  On the singular goal that led to the splits- that of Brexit- Johnson has little more to say than that in his travels he had found people wanted more Britain. ...

DJT executive orders include one ending birthright citizenship. “It was really meant for children of slaves." DJT is referring to the 14th Amendment that was passed in 1868 by Congress and ratified by 1868 by the states. It came after the Civil War and Emancipation of slaves and was intended without any doubt for one and only one purpose to make slaves citizens of the United States Look at Section 4 of the 14th Amendment which says the United States will not allow any claim for the loss of any slave. "But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void. The only SC decision in US vs Wong Kim that gave citizenship in 1898 to Wong Kim was not intended to go beyond that particular case, it was only meant to make an exception to the Chinese Exclusion Act  of 1882 after which till 1960 (JFK's election) Chinese immigration to the US was stopped, and the same for all Asians. Only immigrant labor allowed in was from Mexico for agriculture till 1960. And in 1954 Operation Wetback wwas conducted by Eisenhower to return about 1 million illegal immigrants to Mexico. DJT says- “It was not meant for everyone to come into our country by airplane, or charging across the borders from all over the world and think they’re going to become citizens.” The millions that came illegally across land border  and the flow of drugs is a new situation that Congress and the Supreme Court are only facing since 2014 a period in which wars in Afghanistan and Iraq took time and resources away from problems at home. ...

About 15% of black men of working age in the population, and 21% of black women, were employed in the U.S. public sector, according to the population survey. The Labor Department reports 500,000 jobs in the public sector were lost since 2007. This reverses an historical trend of resilience in jobs for the public sector during economic downturns. If population increase since 2007 is figured in there are even fewer jobs considering more jobs might have been added, with estimates as high as 1.8 million. This is bad for black people in the U.S. because many work in public sector jobs driving school buses, in the post office, in the police and in other public services, with black people being 30% more likely than whites to hold a public sector job, and twice that of Hispanics. Thic comes at a time when the black community has seen a devastating impact from the foreclosures and other economic damage that followed the 2008 financial crisis. The result is shown in a study of foreclosures for 2005-2009 at Cornell University showing mostly black and Latino neighborhoods were affected by foreclosures at three times the rates for white neighborhoods. According to Pew Research Center the median white family had net assets of $142,000 compared to $11,000 for the median black family. With median black household income at 60% of that of white households the gap keeps increasing especially with high unemployment in black neighborhoods....

U.S. tariffs on a long list of 1300 products includes products such as industrial robots that China sees as a potential area of future growth and technological advantage. In this way the Trump administration tariff is shaping up to be part of a longer term U.S. plan to meet the challenge from Chinese competition in key advanced technology products. These are products China explicitly targeted in its "Made in China 2025" plan. The list compiled by U.S. Trade Representative Robert Lighthizer, the former Trade negotiator under the Reagan Administration, targets products such as electric car batteries. China supports its own electric car battery makers by blocking U.S. suppliers from its domestic markets. The new tariffs would do the same for China in the U.S. market. In industrial robots China has 87,000 in 2016, and plans to meet a shortage of labor in its manufacturing plants by using better and more efficient robots. Aircraft and airplane parts are also targets as China has plans to expand its aerospace industry. The list also includes 200 machines, with machinery exports from China making up a significant part of exports to the U.S. So comprehensive is this list of 1100 products that it includes ships, trains, any product in which China's subsidies for its industries, its industrial policies make it easier for it to gain dominance in a product category as has happened in solar panels. ...

Joe Nocera visits two plants built by Gray Construction in N. Carolina. One is a Siemens plant in Charlotte, N.C., and the other is a Caterpillar plant in Winston-Salem. Both towns have community colleges that stress manufacturing skills. Forsyth Tech created a program working with Caterpillar to train its graduates in machining skills needed at the plant. The Caterpillar plant is huge at 850,000 square feet, and makes axles for mining trucks. The Siemens plant will make 280 ton gas turbines. Siemen's manager Richard Voorberg, tells Nocera the labor cost difference is not that much of a factor in highly skilled work, with shipping costs, and other efficiencies being more significant. Gray's backlog of 22 projects suggests a similiar conclusion. The problem is that the number of skilled workers needed in an highly automated plant with complex robotics is small. Caterpillar's plant will need about 500 workers, and the Siemens plant will need about 800 workers. This makes only a small dent in the enormous job losses of the last decade. And in N. Carolina the jobs lost in the furniture industry as the industry moved to China. Dow Chemical CEO, Andrew Liveris, points to the jobs created in the supply chain for every manufacturing job. And Ford Motor Company CEO, Mullaly, points to the innovation required in state of the art manufacturing, that creates sustainable advantage. The process of creating enough manufacturing jobs will take a long time, including shifts to new technologies and new products....

A study by Bank of Japan's Research and Statistics Department in the Feb. 2013 Bank of Japan Review paper titled "About the Real Effective Exchange Rate," shows how Japan maintained international price competitiveness during the period of the strong yen at 80 to the dollar. It found that with deflation the cost inputs of labor, factory equipment and materials in Japan were reduced, even as the price in overseas markets for finished products went up. It found that while the yen went up against the dollar in nominal terms, in price adjusted terms accounting for deflation it has actually fallen. Nomura economist Kiuchi says the Japanese yen had to go to 54 to the dollar before it matched the level of the 1995 priceadjusted high of 79 to the dollar.

The peaceful transition in Zambia as Michael Sata wins the election. Sata's party won the election with 43% of the votes compared to Hastings Banda's party's 36%. The outgoing president Hastings Banda's party had been in power for two decades. This is a remarkable peaceful transition of power after disputed elections in the Ivory Coast, Zimbabwe and Nigeria. Sata's support came from the urban young, jobless people and the labor unions. He was critical of mining investments by western companies and China for paying low wages, and campaigned for higher tax revenues from the mining industry. This is a remarkable transition and a good example for future elections in Africa. Recent elections in the Ivory Coast led to a transition that had to be enforced with French support.

The Labor Department reports that nonfarm payrolls increased by 200,000 in December 2011, based on its employer survey. Private sector jobs added were 212,000, while the government sector lost 12,000 jobs. A survey of U.S. households showed the unemployment rate declined to 8.5% in December 2011. Overall 1.6 million jobs were added in 2011, taking nonfarm payrolls to 131.9 million in Dec. 2011. This is 6.1 million lower than the figure in Jan. 2008, when the recession started. An estimated 125,000 jobs are needed each month to keep the unemployment rate stable because of the increasing population. The household survey shows 13.1 million people unemployed in December 2011. American workers hourly earnings went up by 4 cents in Dec. to $23.24. Wages are up 2.1% for 2011, lower than reported inflation of 3.4%.

According to the Labor Department nonfarm payrolls went down by 131,000 in July 2010. 71,000 jobs were added in the private sector and 143,000 temporary census workers were jobless. For June data, a revision shows that payrolls declined by 221,000 and not by 125,000 as previously reported. Overall for the first 7 months of 2010 the US had 100,000 jobs added a month on average, which will not make a dent in unemployment. Unemployment remained at 9.5%. In addition to poor rate of job additions in the private sector, the budgetary situation of states and local governments is exacerbating the situation. 48,000 jobs were lost in state and local governments in July. 45% of the unemployed or 6.6 million Americans were jobless for more than 6 months, making finding a job more difficult.

A World Bank 2008 Report concluded that Brazil's current state of education would lead to its falling behind other developing economies, and act as a constraint on growth. Brazil's 15 year old chidren came in 49th out of 56 countries on the reading exam for the Program for International Student Assessment, with more than half scoring in the test's bottom reading level in 2006, with scores in math and science worse than that. Of the 25 million workers who could join the work force in 2010, about 22% are not considered qualified for the labor market, according to a government report. The World Bank Report says Brazil stands to miss out on the "demographic window," in which increasing numbers of younger workers make the economy more productive, unless it addresses problems in education.

The Labor Department statistics show unemployment dropped from 8.9% to 8.2%, however at the same time GDP growth for the 1st quarter only reached an estimated 2.1%, only slightly higher than the economy's potential of 2%, the figure for growth used by Fed chairman Bernanke. This has puzzled Bernanke because there was just not enough growth to account for the drop in the unemployment rate. A lower jobs number of 120,000 for jobs created in March 2012 gives the Fed chairman only a short time to respond with another version of the Operation Twist, before election season begins in earnest with the Fed wanting to stay neutral, says Lahart. Other reports suggest that the U.S. Federal Reserve having come under criticism for being too interventionist may decide to wait longer.
