Over long periods of European history since 1600 Northern Europe including UK, Sweden, Denmark, France, Poland and Germany have contended with Russia and seen purely from this perspective Russia sees itself as a Northern European power and seeks to protect it's interests. Britain, Sweden and France have for the most part been on the opposite side since 1600. US under a Republican administration, and this is not just DJT, sees the larger interests beyond Europe of Asia and the American continent in addition to Europe, and seeks a diplomatic way out of the war in Europe.

An intense debate is taking place as Spain's agricultural regions face prolonged drought. The Valencian Community and Alcoy depend on rain and in drought conditions can lose 100% of crops. Murcia, Alicante and Almeria in the south east get water from local rivers, desalinated water and from the river Tagus. About 40% of water comes from desalinated water and diversion of water from the River Tagus hundreds of kilometres further north. Irrigation helps farmers plant organic lemons in what was once a dry arid region, and drip dry irrigation conserves water. The Spanish government is planning to limit the drop in the levels of the Tagus river to conserve water in the river which would reduce water to the south east around Murcia and Almeria. This region is considered to be the vegetable garden of Europe.

It would give a sense of incredulity and become a rallying point for a demoralized Conservative party say some Conservatives, much as he has done throughout his political career.   Boris Johnson already has the support of 52 MP's and needs 100 in parliament to be nominated for PM again. If of 367 members of parliament one of the three candidates Mordaunt, Sunak or Johnson withdraws the election would then be decided by 160,000 members of the Conservative party with whom Boris Johnson is very popular. Others believe that it was Johnson who won the election by a landslide and it is Johnson who got the mandate.

The US Air Force plans to order 100 planes of the B21 Stealth Bomber at $700 million each. This aircraft is made at Plant 21 in Palmdale, California. The development of this plane was kept hidden for seven years even to families with someone working at the plant. It is made by Northrop Grumman. The previous version of the plane was the B2 Spirit of which only 21 were made leading to a high cost of $2 billon per plane. These planes last for many years. The B52 bombers of the Vietnam era are still in use. Their cost is prohibitive for most countries. During the period after the collapse of the Soviet Union investment in these bombers declined. With new risks emerging for NATO in Europe and in Asia this aircraft is seen as an American deterrent.

The CDC Africa says Africa has recorded over 100,000 confirmed cases for a continent of 1.3 billion people, but as the WSJ reports on May 23 there is a high degree of underreporting. The number of cases the CDC says is about the same this week on May 22, as the cases were last week.The most cases are in South Africa at 19,000. 

Three countries have an increase of 100%, making it a situation that will need vigilance. So far 1.3 million tests were conducted. This report in DW.com contrasts with the WSJ report on May 23 which sees major problems developing in hotspots in Africa from Tanzania to Cameroon, in South Sudan to the Cape town area in South Africa. Cape Town hospitals are expected to be overwhelmed in weeks.

Following president Trump's decision to increase tariffs on $200 billion of Chinese goods on May 9, 2019, the WSJ looks at the mistakes made by both sides in misjudging each other's negotiating position. Mr. Trump says he is willing to increase the pressure on China by imposing tariffs on all Chinese imports into the U.S. after what he sees as China reneging on its commitments on trade by deleting key sections on enforcement provisions and Chinese legislation for enforcement to take place in the 150 page agreement prepared for both presidents to sign.  Early on in the negotiations between Liu He and Mr. Lighthizer, China misread the thinking on the U.S. side. Chinese thinking was that president Trump's urging for the Federal Reserve to lower rates was a perception sign of the weakening U.S. economy. It also may have misread the extent to which Mr. Trump trusts Mr. Robert Lighthizer, who Mr. Trump respects for winning a good deal with the Japanese in similar situation of Japanese rejection of U.S. demands. Mr. Trump also thinks the U.S. has a strong economy, is the largest world producer of oil, strong economic growth in the last quarter of 2018, is also negotiating better deals with other countries including the ones with Mexico, Canada and South Korea. It is also much less dependent on exports to China, giving it a stronger position with more experienced negotiators. China has whole sectors of its economy dependent on exports to the U.S., and crucial numbers of jobs at stake.  China also misread the signals from its stronger than expected economic growth from stimulus efforts in the last quarter, leading to it staking out a tougher position than the U.S. would accept. The U.S. position was set after decades of waiting for China to change and was unlikely to be affected by any temporary considerations.  As a result the U.S. not anticipating the Chinese response of deleting key sections agreed to in advance from the 150 page written agreement gave a strong response. Mr. Mnuchin who accompanied Lighthizer in talks says Mr. Lighthizer "read them the riot act" to the Chinese side. For the Chinese side the effort now shifted to continuing good faith talks without appearing to back down. ...

Each year the amount of forestedd land that is cleared- mainly for cattle needing pasture land- releases the equivalent of greenhouse gas emissions of 600 million cars. Since 1961 methane gas emissions from cattle has increased significantly. This is one of the findings in a report published by 100 climate change experts for a UN body. Loss of peatlands in places like Indonesia is also a problem.  A half a billion people already live in desert. And land is being lost a hundred times faster than it is forming due to changes in weather patterns.  People migrate when weather fails as has happened for central American farmers migrating to the U.S. creating social and political problems in North America. A major issue in climate change is agriculture.  Increasing the productivity of land, reducing food wasted, persuading more people to eat healthy vegetables and less meat, reducing land lost to desertification, erosion and seas, are all actions that can be taken now say these 100 experts from 52 countries meeting in Geneva. The IPCC or Intergovernmental Panel for Climate Change does these reports to give people some idea of what actions to take to reduce the impact of warming that threatens livelihoods of millions especially in Africa and India, as well as other parts of Asia and Latin America. Developed countries are likely to feel the impact from migration which is dividing their societies politically and socially. As one expert from Aberdeen puts it people don't just stay where they are when drought conditions hit their areas, they migrate. ...

Northwest to respond to higher fuel costs by cutting flights 5% and raising fares and fuel surcharge. For flights to Japan the fuel surcharge goes from $140 to $160. Second checked bag is $25 and 3bags checked is $100. Fees for bags over 50 pounds double to $50. Northwest will take 15-20 planes out of service after the summer travel season. Western nations including Europe, Canada, Japan and South Korea, are members of the International Enerrgy Agency, which has 1.5 billion barrels in reserve. The IEA will release oil from its reserves to support president Biden's plan to release 180 million barrels over the next 6 months. OPEC that includes Russia plans to increase production by only about 432,000 barrels a day.  During the Trump administration Saudi Arabia and Russia were at odds on production levels leading to Russia increasing production to higher levels than OPEC would allow. This led to a temporary collapse of oil prices to levels as low as $30. To help the US oil fracking industry which could not operate at these low prices president Trump brought the two sides together into what is now OPEC+. The Biden administration has ties with both Iran and Saudis, and aims to revive the Iran nuclear deal, withdrew support for Saudi air strikes on Yemeni Iran backed Huthi rebels. In this geopolitical situation Saudis are reluctant to respond to US calls to increase production as they have done in the past. With climate change and the COP26 agenda in Glasgow there is a plan to shift away from fossil fuels such as coal and oil that are supplied by OPEC and Australia. This means that a shift away from Russian or Saudi oil is also a shift towards renewable energy such as wind and solar which is needed to combat climate change. The Ukraine war and efforts to wean Europe away from Russia sourced energy will accelerate the changes needed to tackle climate change, even though the US fracking industry will step in to increase production at oil prices at $100+ in 2022. After 2023-2024 the push for conservation and renewable energy from today's crisis and Glasgow COP26 commitments, sharp slowdown in China and renewable focused India is likely to bring down oil prices to reasonable levels for a transition period to renewable energy. ...

The European Union plans to rebuild its solar panel industry by manufacturing in the home country. This means shifting away from supply channels where China controls 80% of production. Chancellor Merkel failed to see the risks of letting German companies be decimated by China's subsidy program supporting solar panel makers in China. A system of customs duties failed when China threatened to retaliate with duties on German car exports. In the end Germany like the US under president Obama and Trump after 2010 failed to support domestic solar panel makers.  Now subsidies are accepted way of competing with China for both the US and the EU. The US under the Biden administration is fully committed to compete with China by developing its own solar panel manufacturing industry with the kind of help China is giving to its own solar panel makers. The EU is following the same path. From 200 gigawatts in 2023 the EU's target is 600 gigawatts from solar by 2030. The 400 gigawatts will come from through a policy of make at home in the EU, including raw materials, polysilicon, wafers, and assembly. Subsidies are now the way the US and the EU plan to get back what they lost to China, their critical manufacturing advantage through errors in policy. The European Commission is also changing the rules to accomodate the move. A story of one more critical advantage surrendered through the orthodoxy of free markets without policymakers understanding what they were doing. ...

This report in the WSJ says about Evergrande and China's housing boom that it was a risky race against time in which developers took in billions of dollars of borrowed money from buyers in cash to launch project after project in every Chinese province. The 25 year old company founded by 37 year old Hui Ka Yan in Guangzhou was setup in 1996. Its name stands for "constant" and "big" in Chinese and during the rapid expansion of the Chinese economy after 2000 it played a part in meeting dream of home ownership. It did this by taking in full cash payment for apartments that were delivered years later. It is the largest symbol of debt for housing developers in China $89 billion in outstanding debt and millions of unfinished properties, 42% of debt due in less than 1 year. Today Evergrande is collapsing, unable to pay creditors, and paying creditors in construction with unfinished properties, says this WSJ Report. Capital Economics estimates that Evergrande has presold 1.4 million apartments valued at $200 billion that are not yet finished. Typical is a woman in retail sales in Shenzen who invested 1.4 million yuan or about $217,000 in 2018 for one 400 square foot apartment in a high rise building.  The Chinese government is unlikely to stop Evergrande from collapsing. Its only interest is in protecting the people who paid in cash for unfinished apartments. ...

The EU moves to support Egypt's precarious economy with 7.4 billion in euros of aid and help for its economy. This comes at a crucial time for a country with 106 million people facing economic difficulties. 5 billion euros of concessional loans, 1.8 billion euros of investment, 600 million euros of grants including 200 million euros to manage migration. This is a positive proactive step taken by Leyen and EU. Leyen visited Cairo. Lessons have been learned. Joining Leyen in Cairo were leaders of Austria, Belgium, Greece and Italy in a new strategic partnership of European Union nations with Egypt. Pandemic and war in Ukraine affecting food supplies, higher energy costs, have hit Egypt hardest . No matter which government was running Egypt the problems simply were too big for a fragile economy in a difficult region. For the first time the EU has learned from the migration crisis and its own eurozone crisis, to work and cooperate with regions outside to ensure a better future for all. And not to be deflected with wars and other crises in making the right decisions ahead of time not reacting to crises but staying ahead of them. How many years have been lost- because the ideas for better lives of all was what president Kennedy's New Frontier was all about when he talked about it in the years 1956-1963. A $100 billion infrastructure project to create a high tech manufacturing and freight corridor between New Delhi and Mumbai with a third of the money coming from Japanese public and private money will be announced this week during Japanese Prime Minister Abe's visit to India this week. Japanese investment in India is expected to rise from $515 million in 2006 to $5.5 billion in 2011. Lack of infrastructure has been a key constraint to investment in Indian manufacturing and this project hopes to address this problem. This would include airports, ports, and a high speed freignt line for the 1500 kilometres between New Delhi and Mumbai. CEO's from companies such as Toyota, Mitsubishi, Canon, Hitachi have joine a new Japan-India business leader forum. Toyota plans to increase manufacturing capacity to 600,000 in India by 2015. Japan played a major role in the rapid modernization of Korea, China, and now is likely to do so in India as well.

Ausra using Australian David Mills technology and research has come up with soar mirrors that focus the intense heat of the suns rays in desert climates onto water that is directly turned into steam that then runs the turbines that generate electricity. With PG&E for distribution and Vinod Khosla's venture capital investment solar energy for about 10 cents per kilowatthour (kwh) is within reach using Ausra's technology and compettitve with cola based energy. Carbon is also going to be about 20% more expensive with higher environmental costs of coal based energy factored into the price as governments restrict its use. The plan is to go from a initial $47 million investment to a $400 million investment for a 100 megawatt plant. This technology could bring a promising future for solar energy and cut dependence on oil and coal, and help bring down oil prices and spur growth with cheaper and clean energy.

The Dal lake is polluted from houseboats and tourist hotels dumping sewage into the lake and not connecting to the sewage system. Jodhpur is polluted from auto exhaust and vehicular pollution.. The WHO says India's efforts to control pollution need to follow the steps taken by China recently. In response to citizen pressure and outrage about health conditions China has closed down polluting factories, and is shifting away from coal, away from coal stoves. India's efforts are inadequate and scattered says the WHO. This includes stopping fireworks sales that aggravated toxic conditions in Delhi. A program giving 37 million poor Indian women free gas connections helps a shift from use of dung fired clay ovens or coal ovens. Pollution kills 7 million people each year says WHO, and over half or 3.8 million people die from use of unhealthy cooking stoves which create indoor air pollution. Of cities above 14 million Delhi ranks first, Cairo, Egypt second, Mumbai, India fourth and Beijing fifth in air pollution levels.  ...
