India is storing as much oil as it can at today's low oil prices of about $20-$30 per barrel in May 2020. With India asking the U.S. to store oil from U.S. shale producers at its strategic petroleum reserve storage facilities in the U.S. Already its existing storage facilities of 5.3 million tonnes (39 million barrels) are full, and the storage capacity will be more than doubled with an additional 6.5 million tonnes (48 million barrels) to be built quickly. About 8.5 million tonnes (62 million barrrels)  are in ships on oceans around the world. Demand is only 20% during the lockdown but is expected to reach levels of 2019 by June 2020. Only about 20% of oil consumption comes from existing storage.   That Indian oil capacity is 39 million barrels of storage shows how little was done over succeeding administrations without national aspirations for a growing country with hundreds of million of young people, when the oil storage capacity today of 39 million barrels compares with over 500 million barrels for Japan and for China. A huge Indian government aid package of $280 billion for the economy can be offset by gains in other areas such as low oil price oil storage, and gains in supply chain manufacturing, increasing the size of the domestic market for local manufacturers with incentives and loans, and new rules for stressing local manufacturing for a self-reliant economy. ...

Abolhassan Bani-Sadr, shows clear thinking and agrasp of the situation in Iran, in this lucid and well written article in the Op-Ed pages of the New York Times. He says the four sources of legitimacy for the Iranian government, competence in managing the country's affairs, the official religious authority, committment to Iran's independence, and a stable base of social support, have all been irretrievably undone. He points out that the situation has been changing for some time even before the voterigging. Ayatollah Ali Sistani, the most prominent clergyman in Iraq, opposed the principle of velayat-e-faqih (rule of the clergy), and Ayatollah Ali Montazeri (Khomeini's would be successor) had argued that the doctrine of clergy's powers was a form of false god-making or proof of shirk. The economic rule of the bazaars and the large landholders also had moved away and no longer supported the government. Basically the rule now has come down to rule by a " military-financial mafia," says Bani-Sadr, who was the first President of Iran, after the 1979 revolution. He points out that the Revolutionary Guard now occupies the entire government -as the Revolutionary Guard is also part of economic enterprises its really the only group occupying the government- with the clergy conveniently endorsing this group. Bani-Sadr says the protest movement still needs time to spread throughout the country. At the same time he says this time the government's own cardres oppose Mr Ahamadinejad, and a deepening economic crisis is increasing discontent, indicating that the Iranian people may see this thing through over time....

This follows the election of Maithripala Sirisena as the new president in the recent election. Formerly called Ceylon, this nation and India share a long tradition of democratic processes and free press since independence for almost 7 decades. These are the only 6 nations with British influence that have preserved democratic processes and mutiparty systems, including a vibrant free press, gradually established during the period of British rule- the U.S., Canada, Australia, New Zealand, India, and Ceylon or Sri Lanka as it is now called. These institutions were transferred to 2 nations during a short period of American rule- Japan and Germany. Western Europe, and Eastern European countries since the fall of the Berlin Wall have joined this core group of countries. All these countries have a common bond and interest in building and strengthening democratic institutions and shared prosperity in a larger global neighborhood. Other countries in the British Commonwealth have struggled to develop multiparty systems and free press such as Malaysia, Ghana and Kenya, or had periods of military rule as Nigeria. Indonesia and South Korea have emerged from periods of military rule and are developing effective democratic processes to join what is now a large community of nations with a common interest in democratic process, truly functioning democracy, respect for the opposition, and freedom of people to express their views to participate in the working of government....

Fragmentation based on regions, has led to lack of economic development and enormous poverty in Asia over hundreds of years. The civil wars in Japan's history before the Meiji period, the civil war in China during the period between the wars with Japanese invasion and warlords controlling different regions, acted as barriers to development. The wars between different kingdoms with invasions across Afghanistan and the Punjab in India in the period before 1800, led to British divide and rule, and lack of investment in development by the British for 200 years. It created the fragmentation that acted as a barrier to industrial development and modernization, a barrier to the spread of education, science and technology in these regions. All three regions in East Asia and South Asia have Buddhist/Vedanta civilizations. Biden brought Japan and South Korea together reminding them that their differences over wartime occupation can be overcome, leading to the US, Japan and South Korea forming  close cooperation in 2023. After all it was the US that helped setup the democratic framework in the two Asian neighbors after 1945. This story shows how the problem of South Korean and Japanese technologies illegally transferred is being tackled by both countries in 2023. India's Supreme Court rules on Aadhaar, India's biometric identification program, saying privacy is a fundamental right. Aadhar was started in 2009 as a way to help the poorest citizens and prevent leakage of fuel and food subsidies, and to fight corruption. Using biometric technology the government of prime minister Modi has extended the program as a way to build a database of digital fingerprints, iris scans of most of India's 1.2 billion people as part of a way to extend this into a national id card system for driver licenses, bank accounts, travel on Indian railways, making financial transactions. The government contends that privacy is not a fundamental right in a poor country where most citizens suffer from corruption and leakage of services and subsidies, given that basic safeguards against abuse are introduced. Paul Volcker sets up the Volcker Alliance foundation to support improvement in how government works at the federal, state and local levels. Volcker sees it as a catalyst for improving government and for renewing the spirit of public administration that pervaded America as it recovered from the Great Depression and World War II. Volcker's concerns for the situation in America in 2013 are: the lack of effectiveness of federal regulatory agencies, and the lack of the spirit of public service, the missing enthusiasm for work in public administration. There is he say too much emphasis on the theory in public administration and not on the way it works and getting good governance. The Volcker Alliance will be independent of academic institutions, and act as a catalyst, with senior people working alongside junior people and nonresident fellows. The initial budget is $5 million, some of it from Volcker's own account, and based at his offices in New York.

With Britain not willing to join an EU wide agreement for all 27 countries in the region, Sweden and the Czech Republic asking for time to consult its parliament, and Hungary declining, only 23 EU countries are now on board for new EU wide treaty changes for fiscal discipline. This makes new EU treaty changes unlikely, and means France and Germany will move ahead with a eurozone agreement for the 17 nation group. This can be done much faster than the cumbersome process for EU treaty revisions. The details of the new agreement will be worked out in the coming weeks and should restore confidence in financial markets. The problem now most experts say is that a new agreement might move too quickly to reduce deficits, worsening the economic prospects in the European Union countries. Fernando Fernandez, an economist at IE Business School in Madrid, says the critical question is how much time countries will be given to meet new rules. If for instance debt is to be reduced by 20 percentage points of GDP in 3 years under new rules, this would impact eurozone growth severely with sharp contractions in already fragile economies. Peter Morici, business professor at the University of Maryland, underscores this, saying Germany is close to zero growth and economies of countries like Spain, Portugal and Italy are contracting. Higher unemployment will result with smaller tax bases, making the situation appear to improve as borrowing rates for Italy drop now, but worsening the situation in 2012-2013 as deficit projections are not attainable. This is already true in Britain where earlier deficit projections are being pushed into future years as economic growth is declining....

This article in the Economist provides a detailed account on women in the U.S. armed forces. France, the Netherlands, Australia and Canada exceed the U.S. in the percentage of women in the armed forces. The U.S. is at about 15%. This is a good time for women to join the armed forces as rules are being put in place to protect women from sexual assault, women are increasingly accepted in combat units and are accepted for training in the U.S. Army's elite ranger school. Women are in senior positions in the Navy and Air Force. Getting the best people, intellectually capable as well as pysically capable is a challenge for the new forces. Technology has changed the nature of war, and intelligence, preparation, strategy are critical elements for success. Much needs to be done, as the article at about the same time in the NYT about Lieutenant Courtney shows to get intellectually capable women to stay and invigorate the forces. As this article does to some degree the emphasis on physical prowess, and the lack of enough women in the forces to create pressure to create a better environment for women, act as inhibiting factors. The rules are still set in a way that provides less psychic support for women than they do for men. Some of the psychic stress shows up in the higher rate of single parents for female service members, with 12% of active duty women bringing up children on their own compared to 4% for men, and the failure of marraiges of female service members 3 times the rate for male service members....

Hyundai says it has a road map, though not pecisely outlined, of how it will achieve its goal of an average of 50 mpg for all cars in its lineup. Hyundai sees 75-80 % of its cars running on gasoline engines, and 15-20% being hybrids or plug in hybrids, and 5% runnning on fuel batteries by 2025. Hyundai today is America's fuel economy leader with an average of 30.8 mpg in 2008, the most recent Environmental Protection Agency figures. Honda's comparable figure is 30.1 mpg, Toyota's 29 mpg, and about 24 mpg for Detroit carmakers. Rules set by the government require 35.5 mpg in 2016. Egypt is still under the rule of the military, but many democratic voices are now present and a lively debate is on which will provide the impetus for real change and progress, if properly channelled.
