Bangladesh is seen as doing better than India and Pakistan in life expectancy, hunger, fertility rates, and other key development indicators. The new Padma Bridge over the Ganges river operational in 2019 will link different parts of the country and is expected to add 1% to GDP growth. Other infrastructure projects are being planned with $30 billion in projects planned with China including a new port south of Chittagong. The Vision 2021 Plan plans to take Bangladesh out of the poorest nation group by 2021, the 50th anniversary of independence. Germany is the second largest donor and the gender equality in Bangladesh with coeducation in schools is seen by experts as unique among all Muslim countries. The growth of Dhaka and the social and economic change from 5 million garment workers, mostly women and rural could lead to social and cultural change that may be underestimated, says DW.com, providing the view from Germany. DW.com also warns that there are risks for Bangladesh in relying on remittances from Gulf countries, and in not diversifying so that it is not dependent on textile exports alone. After years of decline in Germany's rail system Deutsche Bahn this infrastructure suffering from old technology, broken bridges, lack of drivers, and train delays for 1 in 4 trains, is now up for revitalization. In 2017 about 2 million passengers claimed compensation for delays and were given average of 19 euros. 

ICE 4 is the new generation of high speed trains holding 830 people and 350 metres long. speed is 250 kilometres an hour and costs 22% less for energy.

German attitudes of caution towards the coronavirus. This caution extends to facial coverings and social distancing guidelines. About 89% say they wash hands more often. 88% say they keep a clear distance from others. And 72% say they meet friends and relatives only to a limited extent. Survey is by Infratest dimap conducted for ARD the public broadcaster. That caution has helped Germany, and is being followed in Italy and France. It is in sharp contrast to parts of the U.S. and in places such as Texas where masks became mandatory in public  spaces only on July 3, 2020.

The EU summit under the presidency of Germany completes its task for setting up the European Recovery Fund and providing nonrepayable aid to countries hardest hit by the pandemic that would otherwise have to spiral their already high debt levels to unsustainable levels or provide little assistance to their suffering public. These countries include Italy, Spain, Greece mostly in southern Europe. Also needing aid are eastern European countries Hungary and Poland. For the first time the European Union is jointly taking on this debt of nonrepayable aid to member states most in need. This is a historic step. The Dutch prime minister, almost ruined the solidarity of Europe with his continual effort to cut the amount of funds and place conditions. The Dutch have favored austerity in Europe but at what cost and at what does it say about the Dutch in Europe. Reports show the Netherlands have gained back billions of dollars that would have gone in taxes to the governments of France, Spain and Italy by setting up tax haven. The Netherlands population 17 million, Sweden population 10 million, Denmark population 7 million, together make up less than half the population of any one of the major countries of Europe, Spain and Portugal, France, Germany, Italy. The combined population of about 350 million people in southern, eastern, and western Europe was arrayed against these 34 million northern countries in the long negotiations, that show solidarity but are also a sign of the changes in Europe as these countries in northern Europe were always guided by their own personal or country interest. Rutte fought hard because of elections he faces a second time against the far right wing parties, for a second time since the 2017 election. It could not get more personal than that. Even Britain if it was still in the European Union is likely under Boris Johnson to have reversed policies of Cameron to support solidarity in Europe and aid for recovery, considering how the government has tackled the pandemic in Britain. Setting conditions would only go part of the way is the reality today. The bigger part of preventing mismanaging of funds comes from the individual experience and hardship of people in southern European nations of Italy, Greece, Spain and other countries after the missteps in the eurozone finances in the last two decades. This provides the necessary dose of internal financial discipline. Not acting quickly in solidarity today would have been a serious mistake for Europe. Still Mr. Rutte and the Dutch have cut the European Recovery Fund's nonrepayable aid by 110 billion euros from the initail target set by Macron and Merkel of 500 billion euros. Melbourne enters a tight stage 4 lockdown after a state of disaster is declared in the state of Victoria. Curfew is from 8 pm to 5 am. Victoria had 671 new cases daily on one day over the weekend. In Melbourne residents can shop and exercize only within 3 miles of their homes. Only one person from each home can shop and only once per day. Restaurants, bars, cafes, gyms are closed. The new lockdown actions will last 6 weeks.

A French ship from Reunion island is the only help on the way. Mitsui OSK Lines owns the ship in Japan. It has recovered only 1500 tons of oil so far. A draft decree in the prime minister's office shows a plan to place quarantine covering the Lombardy region of Italy and nearby provinces, including the cities of Milan, Venice and Modena. The population in this region of 10 million people will face restrictions on mobility. The draft decree says transit in and out of the quarantine zones will be granted only in the event of "grave situations." It urges people to stay inside their homes and not travel. A similar quarantine in China around the Wuhan region helped limit the spread of coronavirus and bring it under control. Today the worst hit and not yet under control are Iran and Italy.

Her approval ratings are the highest of any coalition government in the last 23 years. The government says this report in DW.com has appeared level headed in its actions, and Merkel has paid careful attention to advice from Germany's Robert Koch Institute, the German public health agency. Merkel also shared important facts for tackling coronavirus in an effective television address. Six cities have rejected the Olympics, with Calgary in Canada being the last one. The problem with hosting the Olympics is how much it costs. Cost overruns are common. 20141 Sochi WInter Olympics estimated budget was $10 billion, in the end it cost $51 billion. 

Brazil is the latest example of the problem. With huge needs in sanitation, epidemic prevention, infrastructure and public services, the country did badly by spending money on new soccer stadiums in the northeast which were not used after the World Cup soccer championship, and in the summer Olympics. 

Learning from these lessons voters in Calgary, Canada, rejected hosting  the Winter Olympics. Voters or local councils in Innsbruck, Austria, Rome, Italy, Bern, Switzerland, Hamburg, Germany, Oslo and Stockholm have rejected the idea of hosting the Olympics. Other problems are the environmental impact with deforestation to create Olympic sites.
