Chancellor Merz of CDU joined the SPD to make a big $1 trillion investment in German infrastructure and defense, and removed the constitutional brake on investment Merkel had unwisely put in, with so much of Germany's infrastructure and digital in bad shape. This pushed up European stocks that had languished under the austerity logic of Cameron/Johnson-Merkel. This also was missed by many as the old logic was suddenly and quickly taken out with Russia emboldened in Ukraine taking over much of the eastern Ukraine's Donetsk region. Defense is now a rapidly growing part of the German economy. 2025 was a year of sudden and rapid change in the world economy with tariffs, US investment deals, and Germany taking on defense and infrastructure, which few could predict. Modi's visit to Moscow and Vienna could be symbolic in setting the stage for a Ukraine peace settlement. Here is why- Austria was occupied by the western powers and the Soviets in 1945. By 1955 Austria sought to become a free country free of occupation zones. It offered its neutrality and asked Indian prime minister Nehru to convey this to the Soviets. Nehru was seen by Austrians as the only person in international affairs who could talk to the Soviets about Austrian neutrality to end occupation. Nehru and his ambassador to Moscow Menon met with Austrian officials. When Russian foreign minister Molotov was approached on the Austrian neutrality proposal by Menon in Moscow Molotov said such neturality could be revoked, Russia needed better assurances. It was the death of Stalin in 1953 that led to the Russian position changing and relaxing its occupation of Austria. Bruno Kreisky, Austrian prime minister, says in his memoirs that the name of Nehru will forever be connected to Austrian neutrality and independence. This led to an independent Austria being formed in July 1955. As Austria accepted entry into the European Union in 1995 and identified with US and EU this part of its history is now forgotten. So it is again that Indira Gandhi in 1983 and Narendra Modi in 2024 visit Vienna. In 2024 Modi can be seen as the only person in international affairs who could take the message of a peace settlement in Ukraine to Russia. For this reason and because of India's call that the war cannot be settled on the battlefield that Modi is stepping into the role that Nehru played in 1955, even though this role is in its early stages. This shows the relationship with Russia has meaning for Europe even as India sees itself as a partner of the US and Europe and Japan. As in 1953 the results are not there, yet as in 1953 this and a changing world situation could finally lead toa breakthrough in this war in Ukraine.   ...

All three regions are heavily invested in each other. Decoupling is a gradual process and China sees the EU as an access point for technology and investment. The US has not decoupled from China even after moves in semiconductors and electric vehicles were made by president Biden. Apple and other American companies are heavily invested in China. The US and the EU are committed to building new supply chains. Their policies are intended to do this in a way that reduces the effect on their economies. The European Union depended on the US for its response to the Russian invasion and to protect freedom in Europe through NATO. By 2024 the European Union policies will be integrated with policy of the US. China is also trying to reduce the effect on its economy by decoupling in a way that maintains growth. ...

China's sharp slowdown in growth to below 4% is likely to reduce inflation in the US, Europe and the rest of the world. This means less demand for oil and gas, other commodities, that China absorbed for the higher growth, in a degree that was disproportionate when compared to the needs of the rest of Asia, Latin America, Africa, the US and Europe. The inflation in other parts of the world with inflation now exceeding 10% in Britain, is driven by the war in Ukraine cutting off supplies of Russian oil, and by supply chain issues. Lower demand for fossil fuels in China could compensate for the loss of Russian oil supplies by adding that much oil and gas to oil markets. Supply chain issues are being resolved though this may take some time. And a new supply chain is being built that replaces the old one that was too stretched out all over the world without emphasis on making at home in the US and Europe, India and other countries. US shale oil companies have not invested in increasing production and this could change adding to oil and gas supplies. Volodymyr Zelensky is given the Charlemagne Prize in Aachen, Germany. After World War II the border town of Aachen in Germany where the grave of Charlemagne is situated, decided to set up a prize for leaders who supported European unity. Charlemagne is the king from eighth century Europe who united France, Italy, Germany and Eastern Europe into a European state, and supported the Carolingian Renaissance and revival of Christianity. Winners of the prize include Monet, Schumann and Konrad Adenauer. Giving the prize to Zelensky and the people of Ukraine is a way to symbolically bring the people of Ukraine into the European community of nations and do this in a solemn commitment with an "obligation of the highest ethical value." Present at the ceremony were Chancellor Scholz, the city officials of Aachen, Ursula Leyen of the European Commission and the prime minister of Poland. Scholz committed Germany to supporting Ukraine as part of the European family in an historic setting that goes back over a thousand years. Mr. Zelensky spoke in Ukrainian and said this must be the first time Ukrainian was spoken inside these walls in Aachen. Dr. Kurt Pfeiffer, its founder in 1950, set the goal of the Charlemagne Prize award- "the prize reaches into the future and at the same time embodies an obligation- an obligation of the highest ethical value. It is directed at a voluntary union of the European people's without constraint, so that in their new found strength they may defend the highest earthly goods- freedom, humanity and peace- and safeguard the future of their children and their children's children." ...

Lower oil and natural gas prices are a big boost to the economies of the US and the European Union. Cost savings equal about 3.5% of GDP in Italy and 2% of GDP for Portugal, Germany, and Spain, according to Capital Economics. The price of oil has dropped to $77 a barrel from $121, falling below its pre Ukraine war levels. This boost could increase eurozone output by 1.5%, equivalent to about a years worth of growth. Instead of contracting by 1.3% eurozone economies are expected to grow by 0.7%.

 Director General of the International Atomic Energy Agency, Rafael Grossi, says he hopes the IAEA visit to the Zaporizhzhia nuclear plant in Ukraine can take place within days. Both Mr. Macron and Mr. Putin have agreed that the inspection visit by IAEA should take place. This nuclear plant is under Russian control but run by Ukrainians and connected to the Ukrainian grid. The fears were that Russia would somehow disconnect it from the Ukrainian grid leading to issues of safety and potential of an accident from lack of cooling systems.

Ukraine's general election in March 2019 comes at a time of very low confidence in government. Only 9% have confidence in the government dropping from the 24% at the time of the 2014 protests. The problem is mainly corruption with the Wold Bank pointing out that politically connected firms control about 20% of the revenue and 25% of the assets. The war in the east has affected Ukraine's economy. Since 2013 average wages have fallen 20% to $320 a month and gas prices have gone up 8 times during a period of the conflict with Russia. The 2014 protests led to the fall of a Russian backed government, Russia taking over Crimea, and the war in the east with separatist rebels. Mr. Poroshenko's government has failed to move quickly to tackle major problems in the economy. ...
