The NYT provides a good look at the situation in India in September where cases are over 4.5 million, the world's second largest after U.S. During the lockdown in April and May India had successfully stemmed the coronavirus. After reopening in June a lot has changed as can be seen in this look at the steep curve in June, July, August and September. Cases are now at the rate of 95,000 daily and deaths at 1172 daily as of September 9. The deaths are up 16% and cases up 29% over 2 weeks. Maps show the situation in the states with Maharashtra, Andhra, Tamilnadu, Karnataka, and Uttar Pradesh showing the highest cases. Maharashtra has about 1 million cases and the two states in the south east Andhra and Tamilnadu have about 1 million combined with Uttar Pradesh at about 250,000 cases. Delhi has about 200,000 cases. So that about half of the 4.5 million cases are in three states in the southeast and the western state where Mumbai (Bombay) is located. The increase was seen after increased testing from 200,000 a day to 1 million a day by the end of August, a steep jump being seen in late August and September. At the end of July the coronavirus recovery rate of 70% in India and 90% in Delhi were the favorable signs, until things changed in August with increased testing and the spread to rural areas. India is doing over 1 million tests daily. On September 3, 1.1 million people were tested, taking the total to 45 million tested throughout India.  As in Europe and America the reopening which is essential for the economy and jobs has resulted in a big jump in cases. The laws for lockdown were carefully obeyed without many of the problems seen in America and Europe, the early complete lockdown was implemented with success, and Indian pharmaceutical companies are some of the largest in the world giving the public wide access to essential medicines and drugs. The postal service has functioned remarkably well during the lockdown for delivery of essentials throughout the country, and earlier action to establish bank accounts for each and every individual in the country, has enabled rural Indians to get through this most difficult period. This has given the government some breathing room as it faces the cases from reopening in a vast country of 1380 million people.   ...

International Yoga Day was an opportunity to do yoga in Srinagar, Kashmir.

India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Von Der Leyen also from CDU now joins the former premier of Portugal Antonio de Costa as heads of EU to attend the Republic Day parade celebrations in New Delhi on January 26. The Indian government is putting a 76% stake in Air India up for sale. Air India has not made a profit since 2007 and a bidder would be taking on $5 billion in debt. What makes it attractive is a market in India growing at 20% for airline passengers. Potential bidders include Indigo, which is interested only in the international business of Air India to add to the 9 destinations overseas it flies to. Vistara, a joint effort of Singapore Airlines and the Tata Group is also a likely bidder. Air India has international slots at London Heathrow and at New York JFK airports that are attractive for bidders.

A test supply of 170 megawatts from the Kudankulam nuclear project in Tamilnadu state is added to India's southern grid. Full supply of 1000 megawatts is to be added by the Nuclear Power Corp. of India Ltd. by end of 2013. India's Supreme COurt dismissed petitions questioning the project's safety in May 2013. India signed a preliminary contract for nuclear project in Gujarat with Westinghouse. The state owned Nuclear Power Corp. of India is in negotiations for a project planned in Maharashtra state. Over the next 20 years India plans to increase nuclear production capacity from 4700 megawatts to 63,000, a 12 fold increase. The first Kudankulam reactor going into operation in 2013 comes into operation after a delay of 7 years because of antinuclear and land protests as well as court cases. The slowing of growth in India, depreciation of the currency, and the acutely felt energy shortages as industrialization moves forward, are leading to a new perception of the importance of nuclear energy to supplement energy generated from coal and other sources. China is also moving forward aggressively with development of nuclear energy and working with Areva and other companies for safe nuclear energy development. The new planned reactor by Areva in the south of England is also likely to offset the perception of nuclear energy after the Fukushima nuclear disaster. For these reasons nuclear energy development in India is likely to accelerate without the long delays seen earlier....

The Nation as a whole falls behind other nations, and becomes weaker as a result of children being asked to absorb learning on empty stomachs or inadequate nutrition. This is one of the major advances of modern civilization and which differentiated Europe and the US from Asian countries. It is now reversed as Europe and the US are cutting back while India and other Asian countries are backing free School lunches. India has gone one step ahead to destroy centuries of malnutrition for children and families backed a plan that provides free and subsidized grain, vegetables to every household of 1.2 billion people. The starvation and malnutrition are seen in India as a stigma that Europeans and Americans had about India an how they looked down upon India for sanitation and malnutrition. These are twin enemies in India and China for a reason both because of health of children and seen as a ticket to oppression by foreigners who ruled parts of India and China for centuries. One of the most remarkable achievements in school lunches that changed the face of Madras State (Tamilnadu) is the free lunch program for children in teh 1950's and 1960's under Tamil chief minister Kamaraj. ...

BBC looks at the Indus Waters Treaty of 1960 that allocates waters of 6 rivers. Waters of three rivers in the east going to India, and 80% of waters of three western rivers including the Indus river going to Pakistan. Both countries are required to share waters data to manage agriculture. India is upstream for these rivers.  In the same way China is upstream of the river Brahmaputra in India and is building dams in Tibet to control flow of water downstream to India. There is no treaty for the Brahmaputra between India and China as China has occupied Tibet since 1950's and acquired Aksai Chin in the Kashmir region from Pakistan. Before 1950 for ten centuries Tibet region was a distant land mostly unreachable from China and China was never in control of Tibet. Kashmir region for 15 out of 18 centuries since 100 BC was a land of Vedic, Buddhist Shiva cultures. For China the occupation of Tibet on the borders of India creates a situation that is not sustainable for long and stretches resources at a time when India is rapidly building the same level of infrastructure on its side of the border. Chinese people in the provinces bordering Tibet have shown little interest in moving to the vastly different high country of Tibet. At some point in history not too distant by 2050, China (and Japan) will revert to its Buddhist religion and culture and with respect for Buddhist culture see Sarnath, Kushinagar, and Bodh Gaya more as sacred pilgrimage places in India, a common heritage with India to be treasured and revered. Something the Europeans and Americans cannot comprehend, the depth and breath of Vedic Buddhist and Shiv culture in Asia. ...

India has strong cultural and Buddhist connections to South Korea. Cultural connections should be stronger than what they are considering the historical roots of Buddhism in India and Asian Buddhist regions such as Korea, Vietnam and China rediscovering their roots in Buddhism and the Ancient Path historical sites in India after the pandemic. India moves forward with ports and maritime development with projects worth 38,000 crores or $4.75 billion including Mangaluru Port Authority and refinery, petrochemical industries. Priority is being place in port connectivity and development for 150 projects on a 7500 kilometres coastline. Ports are important for logistics and exports, a key priority for linking India to the new supply chain being built by the US and EU, which would link India to manufacturing supply chain in Vietnam, Japan and other countries. It certainly will be true over the next 5-10 years that by improving the conditions of the poorest 300 million people it will go a long way towards creating and enhancing the conditions throughout India, and bring millions of people who could become new markets for the nation's consumer and other companies. The task of providing better nutrition along with hospital care could also be tackled with similar programs and also schooling so that the lives of the next generation can be significantly improved and children do not have to live the drudgery and difficult lives of their parents who are struggling for a living. India's central bank chief, Rajan, favors a lower inflation target of 4%, with fluctuations of 2% up or down. Lower inflation is critical for India to achieve higher growth rates. The World Bank lowered the rate of growth in the global economy but kept the rate of growth of 6.4% for India unchanged. Rajan also favors creating a more formal system for setting rates, with a committee like the Open Market Committee in the U.S. deliberating over the different factors for such a decision. Rajan was a professor at the University of Chicago, and chief economist at the IMF, before joining the central bank. Central bank policies have helped stabilize India's currency, the rupee. The lower cost of oil for India with an oil import bill of $100 billion is a big boost for economic growth. For the global economy this comes at a time when China's growth rate is slowing to below 7%.

The title is misplaced- does India have an edge with development in Uttar Pradesh after many administrations since Jawaharlal Nehru's time in his home city of Allahabad. Can water and electricity, Jal Jeevan and Swacch Bharat (Clean India) make a difference in India's largest state. Is development for all impartially given, funds impartially allocated indifference shown to caste and religious lines for delivery of services by the state and federal governments? India and China were at about the same place in 1990 as both countries opened up- can India close the gap. Can Indians stretch the imagination to set stretch goals like China has done. Most of the Indians who fail to stretch the imagination fail to remember that Beijing was mostly filled with bicycles for transport during 1990. China remained undaunted in 1990, she persevered against all the odds. So must India. In the US and European Union competition with China it looks to India for restructuring the supply chain. Is Uttar Pradesh a good place for domestic and foreign investment? Water and electricity goals are being achieved in Uttar Pradesh. Fundamental to development is the rule of law, as this sets the basis for development. Adequate infrastructure, a clean India, is what creates a good climate for investment from outside the state and from other countries such as Japan, the US and Germany.
