Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. Pew Research looks at Inequality as an issue. It also looks at whether people see that their children will be better off financially when they grow up. The Better off Financially is not the same as the inequality issue, on inequality issue progress can be inadequate but perceived differently among different income groups in industrialized nations to be inconclusive as in this recent Pew Research in 2024.  On whether children will be Better off financially there is a decisive result in Pew Research in 2024. With France and Canada at the top 81% and 78%,  Italy and UK at 79%, the US at 74%, Japan 77%, Australia 79%, Spain 75%. Almost across all the European Union countries and the US this is decisive, a clear unequivocal result. Both the Trump first term and the Biden first term felt effects of Covid pandemic.  Reviving Manufacturing in the US and  Europe is the only way, and with it infrastructure investment, to bring back a sense of optimism to the US and Europe. For this levelling the playing field and tariffs that do that selectively are the plan in the second term, getting industry to take up the challenge is the second goal in this decade to 2030.    ...

The economy, wages and cost of living, the failures in infrastructure and at Deutsche Bahn, migration or remigration are issues in Germany. During periods when there are Christmas market attacks in recent years  remigration has emerged as an issue. Migration is no longer the issue in Germany as it was during high levels of migration under Merkel following the wars in Syria and Iraq, unrest in North African countries such as Tunisia with Arab Spring.  The policies of CDU's Merkel tapping into potential migrant labor to meet shortages of manpower in the economy have been reversed by CDU and SPD+ Greens since 2020. Musk wades into this issue only to find Christian Democrats, Free Democrats cautioning him that he lacks understanding of what is happening. Remigration is now essentially accepted by the Social Democrats, and Christian Demcorats, advocated by Wagenknect Left and AfD right parties alike, leaving little room for AfD to grow except from unease.  CDU Merz polls at 30-36% but lacks answers to the Ukraine war. AfD is at about 20%. Wagenkenecht has taken positions opposing immmigration and migrants similar to Socialist parties in Denmark, which means most of the European Union across all parties have reversed position on migration similar to Labor in Britain under Keir Starmer. ...

Alan Cullison's exceptional report from Ukraine in 2006, with contribution from Marc Champion, gives a background to the situation in Ukraine in 2014 with street protests leading to the ouster of Yanukovych. None of the hopes for Yanukovych mentioned by Cullison at the end of the article -rule of law, judiciary, corruption, and transforming Ukraine society- were realized. Yanukovych runs for president against Yuvschenko in 2008 and is accused of fraud. He wins in 2010. Tymoshenko spent 2 years in prison under charges from the Yanukovych government with the EU saying the government has been "selective" in its charges. She is released in Feb. 2014 after the ouster of Yanukovych. All the politicians appear to have failed Ukraine's hopes for better governance and national reconciliation to promote economic progress and a shift is needed to a younger generation.

Anne Applebaum of the Washington Post points out that after the faltering campaign of Republican Party nominee Fillon, the only serious candidates remaining in the presidential election in France are Marie LePen of the National Front, and the former Economy minister in the Hollande government, Emmanuel Macron. Macron is now the only person with enough popularity to win over LePen's nationalist movement. Macron launched his En Marche movement in 2016 and his strategy is to bring together the centre right and the centre left moderate voters, and voters who favor remaining in the European Union. Older voters in France unlike that in the U.S. and the UK are favoring candidates other than LePen because they fear the impact on the French economy and their pensions from leaving the European Union. LePen favors holding a referendum to decide whether France should remain in the EU. Macron takes an opposite view fully supporting France's role in the European Union. He has not advocated the huge cuts that Fillon has for job cuts in the public sector, and is able to draw moderate centre left voters to his side. A look at the French presidential election in another piece in the Economist magazine shows that further out one goes from major cities in France there is a surge in the support for the National Front. Moderate parties other than the National Front draw support in most of the major cities and urban areas. Another similarity with the UK and U.S> is that more educated voters support moderate parties other than the National Front. As polls have been proven wrong in other elections it is difficult to know what is likely to happen in this election. Unemployment is high in France at 10% with little change since the election of the Socialist Hollande government. Other issues such as terrorism have unsettled French voters, making this election difficult to predict. Voter dissatisfaction is especially high among younger voters who face a high unemployment rate and stagnant economy. Neither candidate Macron or LePen offers a way out of the low economic growth and lack of new jobs. A lot depends on whether French voters are willing to take the risks of a LePen administration and the further uncertainty from a referendum for leaving the EU which cannot enhance the economic prospects of France.     ...

This BBC report looks at the state of Kerala where migration is leaving parts of the state only with elderly people. About 10% of the $100 billion in remittances each year from Indians overseas come to the state of Kerala. Life span is about 75 years in Kerala exceeding the national life span of 69 years. However this is looking at it backwards as India remains a vibrantly young country even with the advances in longevity where much of India is close to age 70 years in longevity and advances in medical care and health are taking place at a rapid pace. A recent WSJ report on the miscalculations on all sides on Ukraine show the errors by presidents Bush and Obama and German chancellor Merkel that created the situation that led to war in Ukraine- Ukraine not outside or inside but somewhere in the middle for joining NATO. This WSJ editorial says Obama policies reinforced by Angela Merkel's policies as four term German chancellor is one reason Mr. Putin was emboldened to launch the invasion of Ukraine.  Looking even further one sees American and German leaders integrating the economies of the US and Germany with that of China and Russia which also is one reason for emboldening Russia in its invasion of Ukraine. Considering that Russian and Chinese leaders joined in a "no limits" alliance during Putin's visit to Beijing for the winter Olympics just before the invasion. Both Russia and China saw their countries as rivals to the US and European Union in political and economic terms even as Merkel and Bush-Obama supported growing integration of the US and EU economies with Russia and China, and saw no problem with that. ...

European Union countries reopen for travel this summer. A new travel pass or digital Covid certificate is approved to promote freedom of travel as more people get vaccinated. About a third of people are vaccinated for first shot in France and about 40% in Germany, which means in coming weeks they will have the second shot and enough antibodies to make a return to normal life possible. The EU has negotiated this time with Pfizer for 1.8 billion doses and is building enough vaccine supplies. For the first time governments are stepping up with plans and resources allocated - in India the government now has plans to create supplies of 2 billion doses by the end of the year. This means there is new hope if the vaccination is accompanied by efforts to build booster shot supplies this time planning ahead. Managing the risk of those who are vaccine skeptical remains a problem to be tackled. Masks and other essential precautions also need to be followed in crowded spaces as this was neglected where there was a second or third wave. Reports suggest voter turnout of young people 18-24 was close to 70%. With most of the new voters, about 2 million 19-34 year olds registered to vote in the weeks before the election according to the Electoral Commission, drawn into politics by the simplicity and style of Labor leader Corbyn. One voter says young people voted because Labor did not sneer at them, recalling the negative tactics employed in the campaign and the likability of Labor leader Corbyn because he refused to respond. The National Union of Students and organizations such as UpRising, Hope Not Hate, Bite the Ballot, pushed young people into involvement. The election for students was more about the impact of Tory cuts to education, health, and other services, and about the future for generations to come. A new foreign investment law passed by the Chinese People's Congress is designed to address concerns of western companies facing problems operating in China. This includes unequal market access, forced technology transfers, unfair treatment in public procurement. It was passed in only 3 months after the first draft was debated showing the importance Beijing places on the bill. Its a step designed to help in the trade talks with the U.S. about leveling the playing field. China amends its intellectual property law and introduces a punitive damages "mechanism" so that infringements are fairly dealt with. The new Chinese law replaces three foreign capital laws passed between 1979 and 1990, and is a unified legal standard for foreign investment in China. It eliminates the requirement for foreign companies to transfer proprietary technology to Chinese joint venture partners and protects against "illegal government interference." The European Union Chamber of Commerce says Article 40 still allows for"political issues to influence investor-state relations." Experts say this is a small step in the overall effort to level the playing field. ...

It got off the ground in 2016 after Credit Suisse and Softbank took interest in investing. This report in the WSJ shows the hazy history of the company and the details about the missing money in the bank account in the Philippines. Ernst and Young says it was deceived, and the money did not exist in the accounts, as reported in this video by the WSJ. The billions of dollars invested in companies like Wirecard, WeWork and other companies, could easily have funded the PPE equipment, facial masks, and other healthcare equipment held as a reserve for emergencies such as this pandemic, in any large region such as North America or the European Union.   For every Wirecard there are 10 others in every region of the world. Just in the last month several imploded including a coffee venture copied right off Starbucks each involving losses of billions of dollars. ...

Failing schools with poor teachers, and no examination system to keep out teachers who lack training and education, are a major problem for Mexico. It was part of the education reforms passed in Congress in 2013. A week before elections the militant teachers union CNTE has mounted protests to prevent this from taking place. The Mexican government of president Nieto temporarily suspended examinations as a result of the protests. This article in the Economist magazine says this affects the credibility of the government's committment to the reforms Mexico needs to become competitive in the global economy, and could affect how investors see the reforms being implemented for the oil industry. It also questions the autonomy of independent bodies setup to implement the reforms, leading to a statement by the National Institute for Education Evaluation(INEE), clearly setup by Congress to implement this reform, that this violates the constitution. Can this happen to the telecom and energy regulators, whose authority could be undermined in other ways, say critics....

Sinn Fein is very different today from what it was decades earlier as the political wing of the Irish Republican party. When Ireland became independent Britain retained a third of the country as part of the UK as Northern Ireland. Sinn Fein's goal was to reunify the country.  It is popular today along the border and in regions struggling with poverty, including rural areas. As a left of centre party it is unique in Europe as both the main parties are right of center. Housing is an issue for Sinn Fein because it is the first to call for government to play a role in building new housing to tackle a severe housing shortage. With social policies that include government involvement to support social programs, Sinn Fein is likely to be the largest party winning 25% of the votes, with Fiana Fail the current party getting 24%,  and Fine Gael 20%. Yet rival parties are not likely to form a coalition with Sinn Fein. It also shows how much has changed when Irish reunification is now on the agenda with a referendum in 5 years proposed by Sinn Fein, as an accepted feature of the political landscape with Britain leaving the European Union. Under Mary Lou Macdonald who is from Dublin, replacing Gerry Adams, the image of the party is very different today, compared to the violence tinged past of the links to the Irish Republican Army. Most supporters today have few memories of that period, growing up in the period after peace was established in Ireland between different factions.  The exit of Britain from the European Union has provided momentum to the idea of reunification of Ireland from all sides for the first time. The links to the EU are popular in all parts of Ireland and Northern Ireland. The links to the economic crisis of 2009 and free markets have tainted the record of Fiana Fail, long the dominant party.  In Northern Ireland Mr. McGuiness is succeeded by Michelle O'Neill, who was just 21 when the peace deal was signed. In Ireland Mary Lou McDonald entered politics after the peace deal and has a Dublin accent.  The new generation looks at the EU as a natural partner, distancing itself from England. It also thinks and acts differently than Sinn Fein of the past. In just the way Scottish independence has found its way as an accepted idea in Scotland, Irish unification is seen as a positive idea with its association with the European Union, ...

As 22 million Americans go on unemployment benefits some Americans protest in states such as Michigan and North Carolina, Virginia. Even though Michigan was hard hit the western part of the state is quite different from the south east and Detroit which were hit hard. As the situation is different in each state and also by county president Trump has made it clear that it is the governors of the states who will decide and also the reopening could be varied by county. President Trump is also looking at other countries which are reopening in phases such as Germany where April 20, May 4, are dates for phases of reopening starting April 20 with small shops less than 800 square meters in space. European Union is similar to the U.S. in size. Germany went in front, but France like New York is coming in the back of this. France hit hard, has extended the lockdown till May 11.

The more pro-European faction within prime minister Theresa May's Conservative Party is reluctant to push for a vote at this time to avoid what it sees as "political suicide"- a massively disruptive departure of Britain from the European Union without an agreement. This gives May another 2 weeks to come up with a solution. 

Most observers believe Theresa May is simply using a strategy of running down the clock to the March 29 deadline. By not extending the deadline she is seen as planning to hand out to the British Parliament two starkly different options- a massively disruptive no-deal Brexit causing Britain's departure from the European without any agreement and the option of accepting the agreement the prime minister has negotiated with the EU which protects Ireland and Northern Ireland peace and open border trade flows called the Irish backstop.

Comments in the WSJ on the Trump - Putin meeting in Helsinki, and what the U.S. president should watch for in conversations and negotiations.  It says Mr. Putin's top priority is to shore up his prestige at home, to enhance his political standing. It says Mr. Trump is intent on showing the two countries can get along well but is skeptical of Mr. Putin's intentions on arms control and other issues. The efforts to increase the discord between the European Union and the U.S. are seen by the WSJ as Mr.Putin's effort to erode the will of the West to add to its capabilities. That any American president has to be wary of this effort especially in light of recent events.   From Mr. Putin's point of view the Russian economy is now in much better shape than when the "liberals" were running the country with a collapse of the Russian currency. The need to restore Russian prestige. That the expansion of the EUropean Union and NATO to the borders of Russia, and the situation in first Georgia and then Ukraine, required Russia to respond to protect its defense from foreign threats.This led to wars and intervention in Georgia and then Ukraine as part of Russian policy in response to advances of the West to its borders, and support of proxy governments in the Middle East. The response to economic sanctions was to turn to influence elections in the U.S. and Europe and the U.S. to soften sanctions. On the issue of sanctions this has not happened and the goal of Russia is to mitigate the effect of sanctions. ...

This report in the DW on Brexit shows Britain deeply divided, with older voters supporting Leave and younger voters coming out for Remain. Most of northern England and Wales coming out for Leave, and London, Manchester, Liverpool, Leeds  with Scotland and Northern Ireland coming out for Remain. The failure of Labor Party to rally its supporters under Corbyn also rankles with some in the Remain campaign. Corbyn avoided joint appearances with the Remain campaign and said he was 7.5 out of ten in favor of remaining in the EU.

Both leaders see this as an urgent topic for the G20 meeting in Pittsburgh.
