This editorial in the Economist looks at China's relationship with Russia. It says the Ukraine conflict and western sanctions have resulted in Russia moving closer to China. Yet the two countries have competing interests in central Asia, and different relations with India and Vietnam, in the Asian region. Russia is also wary of China copying designs of Sukhoi aircraft in sales to China of advanced military technology. The major oil and gas deal signed in 2014 provides Russia with a new outlet for oil and gas with the cooling of the relationship with Europe. Yet Russia has strong ties built with Germany over the entire post war period, and differences have emerged in U.S.- German relations. Germany's relationship with Russia- cooled by sanctions and German wariness over Russian intervention in Ukraine and Russian wariness over NATO close to its borders- spans 7 decades and is likely to remain strong in the long term. This comes from the shared sense of awareness of the terrible conflicts of an earlier period, just as it has for French-German relations, and from the strong efforts made by Germany to preserve the relationship and peace in Europe. Chinese president Xi's visit to Moscow on May 9, for celebrations of victory over Nazi Germany, will be followed by a visit May 10 by Chancellor Merkel of Germany. A factor in German-Russian relations is the close trade links, cultural exchanges, and history going back to the GDR where Chancellor Merkel is from, built up over many years, that are likely to set the long term future of relations. China's dominant partner relationship in the China- Russia relations does not bode well for the future of relations, compared to the equal partner relations with its European neighbor, Germany. In this different light Ukraine is a temporary pause, in German-Russian relations and peace in Europe, a situation which is in China's long term interest as it focusses on its economy and the next phase of development for a modernized economy. Especially as China continues to build on its own vital trade relations with Germany and the European Union, the latest example being Germany, other EU nations, and India, joining the China sponsored Asian Infrastructure Investment Bank. ...

Germany's biggest bank Deutsche Bank is described here in WSJ as one of the banking industry's biggest basket cases, having suffered legal investigations, management turnover and legal fines over many years. This time the German government is working on merging the bank with Commerzbank AG in a last effort to straighten out the huge mess and losses at the bank, says WSJ. A former JP Morgan manager, Mr. Zames, 48 years old, who joined the bank at the time of the London whale scandal is now working for Cerberus Capital which is acting in a multilayered relationship with Deutsche Bank  as adviser to management as well as having complex financial dealings with Deutsche Bank. In the process says WSJ he would be rescuing a soured bet on Deutsche Bank by Cerberus which owns 3% of Deutsche Bank as well as 5% fo Commerzbank. The investment made in 2017 was shown as $1.1 billion but is worth half that today. The arrangement is unusual for Deutsche Bank and shows how far the bank has changed from its early years as Germany's leading bank. It was founded in 1870 and in 1998 acquired Bankers Trust for a presence on Wall Street. This turned out to be a bad investment as $4 billion premium paid for Bankers Trust was later written off. Deutsche Bank never really recovered from these moves into Wall Street banking. The SDP in the German coalition government sees the merger with Commerzbank as one more move to get out of the mess, though no one really knows considering the complex dealings of the bank and its problems with legal authorites in Germany. ...

As the pandemic continues to spread and numbers grow with reopening of the economy the question remains -what can we learn from other countries positive experience in controlling spread? Here the Times provides the example of German contact tracing- chancellor Merkel has emphasized that a lot depends on "total" contact tracing, and contact tracing "above all else." Germany's experience is that even if you don't get everything right, you make an honest effort with everything you've got and do it early it makes a real difference. Some of the offices across Germany are stretched and short of staff but they have been working since the beginning of March, sometimes in the early days 7 days a week. Only 33% or one third of the offices throughout Germany for contact tracing have the required 5 person team for every 20,000 people, and 35% are overstretched or at their limit, according to one survey. No apps, just a low tech effort with people from the state administrations who were not working during lockdown trying doing something else, or volunteers. Mainly using the phone, talking to people and tracing the contact chain of people testing positive. Putting this information on the computer with a central database.  The Berlin office has 115 workers and has tracked down every one of 666 virus cases it was given. Because of privacy concerns at the Munich office sometimes even the patient's name is not given and office staff have to locate the name and the person. It requires dedication, flexibility and above all resilience, says Harold Rau, the deputy Mayor of the Cologne office, cited in this Times report. The doctor alerts the local office with a test result. The office calls the person and finds out who he has been in contact with for the last 14 days. Then the people who were in contact with are grouped based on the directness of contact, face to face, so on. These people are asked to quarantine for 14 days, sometimes with the rest of their household. They get daily call to find out how their doing for symptoms. The effort goes back to Robert Koch in the 1892 cholera epidemic in Hamburg. Robert Koch, microbe hunter in Germany, was called in after the epidemic spread from Moscow. It devastated Moscow and Tokyo, but Hamburg suffered far less about 8605 deaths as a result of the contact tracing and strict closing off quarantining of affected chains after isolating them, closing off affected parts of the city. Bit by bit the cholera epidemics sparks were put out before turning into flames, says Koch. In the current pandemic Germany has suffered 8241 deaths and 178,000 confirmed cases. So far this is in line with the cholera epidemic in Hamburg 1892, and this for all of Germany. And it is not just affluent nations that can do this. where there is a will there is a way. In Kerala state in southwestern India, similar efforts have worked to limit spread  with even better results than Germany. ...

The figures are large for displaced people and refugees worldwide. About 60 million displaced, over 30 million refugees and about 6 million asylum seekers. (UNHCR figures). Some are in transit as one report in The Times shows 800,000 entered Greece in 2015. It was at the time of the financial crisis in Greece and other countries, putting a great strain on resources. Even as illegal migration is criticized in many European countries, the fact that Europeans have given refuge to so many at risk of strain in their social systems is also something the says a lot about the goodwill and resilience in European societies after two world wars. A similar show of sentiment is appropriate from these countries in the Middle East and Africa, from the diaspora, and needs to be translated into action by looking at better models of managing the economies and government of these nations so that mistakes of the past are not repeated and there is a place for all. ...

Merkel prods Russia to follow Germany's example as she lands in Kiev on the 75th anniversary of the nonaggression pact signed between Nazi Germany and the Soviet Union. Merkel said: "That today a German chancellor can be here shows what has happened... We want countries to be able to freely decide their political direction. We no longer participate, as the Federal Republic of Germany, in stirring up historical misery, and that is a good development of history." Mistakes under Merkel continue under the Greens and Social Democrats. Germany fails to invest in its solar industry even as the fight against climate change ramps up and the need for solar energy is growing rapidly. Manufacturers of solar cells in east Germany that remained under Merkel- surviving Chinese investment ramped up to overcome a German lead in solar- by pursuing niche markets, are still failing to get the federal government's attention and support. This NYT report shows the situation in Germany as Chinese imports of solar take up 97% of the market. China sends solar panels to Germany and the EU at below production costs this NYT report says, with the US having erected barriers to Chinese imports to build its own manufacturing capabilities with Biden's support. Product intended for America is now put in the European market pushing prices down even further.

French president Macron meets president Putin of Russia for a deescalation of tensions on NATO and Ukraine. Macron for the first time offers an approach that he calls the "Finlandization" of Ukraine. Finland maintained its independence as a neutral country in tensions between US and Russia.  President Biden says the US and Germany are united in their approach, and Nordstream 2 pipeline just completed to supply Germany with Russian gas will be shut down if Russia invades Ukraine. German chancellor Olaf Scholz says little during the crisis and is described as not "audible." Germany has fought two world wars with Russia and seeks a solution that recognizes Russian concerns about NATO yet one that is consistent with the alliance it has with America and concerns of its Polish and Baltic neighbors such as Finland, Sweden, and Lithuania. The German ambassador to India calls the Indian preparations for the G-20 meetings simply outstanding. Annalena Baerbock, the German Foreign Minister, is a very unpretentious person and when her plane arrived early, decided to spontaneously leave the plane without any formal arrival ceremony. The German ambassador says- "she laughed, she thought to herself it was quite funny, and we had a very nice welcome." Annalena Baerbock is simply one of the friendliest persons from Germany to land in India. It is clear about the way she relates to Africa and India- Baerbock was amazing the way she took the Benin Bronzes back to their home ground in Nigeria from Germany recently. For India she is one of those rare visitors the country is grateful to have from Germany, and welcome like no other, as one of its own. Baerbock and Habeck have given Germans something they can feel optimistic about the future.

The pact of competitiveness is designed to bring a closer integration of the eurozone. It includes proposals for increasing the retirement age to 67, ending indexation of wages to inflation, and involvement of other eurozone countries in controlling out of control deficits in some countries. Germany sees this as necessary to convince the German public that financial responsibility is being exercized by countries in budget crises that get help from Germany. This may buy time but it does not come to terms with the reality of Greece being insolvent already, which may be true also for Ireland and Portugal. Some experts see the need for debt restructuring, and the need to start early, especially if Germany is unwilling to make large transfers to these countries.

The small size of the German stimulus plan, $12 billion of new spending over 2 years, 0.25% of GDP, even though German budget was close to balance in 2007 and may be in surplus this year. The reservations about spending arise from the feeling in Germany that spending packages in the 1970's produced little stimulus and aded new debt. When people see the new debts and taxes headed up people tend to save more and spend even less says Scheide of the Kiel Institute of the World Economy. And the coalition of CDU and SPD had set 2011 as year to balance the budget, so the prevailing wisdom is that spending packages do not work and the term economic package is unpopular in Germany. So finance minister Peer Steinbruck says the small stimulus package is not of the old style. But as the economy deteriorates and exports slump, aid may be provided to small and midsized companies, and investments in transport and early education, subsidies for energy conservation and help to the car industry.
