Macron had hoped to setup business friendly policies but has only a small support base. Only about 24% supported Macron in the first round of voting with 40% claimed by parties to the far right and left.  The yellow vest protests are spontaneous and do not have nationalism or race, migration as motivating factors. No far right party is involved, or far left party, or the socialists. It is basically about the institutional and political structures not able to respond to the fears of economic insecurity in rural France and in smaller towns. It is about loss of social cohesion in the economic progress of the last two decades. Stephen Fidler of the WSJ lists 6 factors that will influence the direction of the war in Ukraine.  1. The weather. This will affect operations as muddy wet conditions will limit movement.  2. Bakhmut. Russia is using persistent attacks on this city as a way to show people in Russia that it is making gains in a political effort more than a military one. 3. Ukrainian offensives in the Zaporizhia region in the south. Since this report was written Russia has advanced its forces in this area as Ukraine still awaits western aid in the form of Leopard tanks and other tanks. Russia has called up 300,000 reservists and this is now making an impact in the Russian efforts to advance. 4. Russian defenses. Russian forces are dug in across a smaller front 550 miles instead of 700 after ceding some territory to Ukraine, of which 240 miles are river barriers. Trenches and excavations extend all the way to Crimean beaches. 5. Russian offensives using the 300,000 reservists that were called up and new discipline in the forces. Here experts say the reservists are not expected to do what trained Russian regular armed forces could not do. An attack from Belarus is seen as less likely as massing of forces there would be detected early by western allies of Ukraine. 6. Events outside Ukraine Russia is counting on waning support for Ukraine as Republicans in the House of Representatives raise the debate of the issues in this war and look for alternative solutions. French president Macron's views and German Social Democrats views are also against escalating the war, and are only taking steps for military support one step at a time to not let Russia be seen as coming out of this war as winning by staging an unprovoked attack on a friendly neighbor. ...

The central bank acting as debt manager for the government of India is pushing government securities to trade in lots of 5 crores or more, seven crores being about 1 million dollars. This is now being traded among commercial entities. These are essentially 3 month, 6 month, and 12 month treasury bills, and long term debt instruments for the government that run to maturities of 5 to 40 years. Retail investors are being provided opportunities to participate in a different pathway. Currently institutional investors such as banks, mutual funds, insurance companies are major participants.The government needs 1.2 million crores or $175 billion from the financial markets to fund its ambitious capital expenditures for 2021 financial year. To do this it turns to financing such as government securities. Higher demand for capital leads to higher interest rates. The RBI and the government want to keep interest rates down and one way its to broaden the base of investors for government securities which it is now doing. ...

His BA is from Yale where he was president of the student union, and his Masters is from the Kennedy School of Government at Harvard University.  From 2004-2005 he was a visiting fellow at the Energy and Resources Institute in New Delhi, India.This article says he has been critical of Jewish attitudes yet he comes from a Jewish family and is now a member of the Presbyterian church. He was Deputy Assistant Secretary of the Interior in the first term of DJT. His recent book is on the theme of how the culture and attitude of America was culture an attitude of vast majority of the population from 1600 till 1965 for about 400 years. The Immigration laws of 1965 under JFK/Johnson, he says were not intended to change this, yet a change and relaxation of tight immigration policy has led to the situation similar to what Eisenhower faced in 1954 that led to Operation Wetback- as Mexican immigration surged in the war years by the early 1950's. For 150 years before 1965 the US only opened up for Europeans immigrating to the US. Now that finance ministries around the world are trying to save their economies with trillions of dollars in aid packages their finances are stretched to the limit. The so called digital tax is not really a digital tax. And efforts to recover lost tax revenues in Europe are being opposed by the U.S. because tax levies by France go only to France, not the U.S. The U.S. Treasury or U.S. government or the American people would not turn down tax revenues that it normally gets when its finances are stretched to the limit with trillions of dollars for cornavirus leaving little for crumbling infrastructure and essential public health services, other services that determine quality of life in America.  This Washington Post report shows that there is greater awareness that the right approach is to pay taxes based on where revenues are located and by the number of users in each country. But the problem goes deeper than that. The coronavirus changes the entire perspective and take this back to roots. Companies pay taxes because it is the right thing to do. In Japan Panasonic's founder Matsushita felt that it was a national duty to pay its share of taxes as it too was sharing in the benefits provided by society- in the health, sanitation, education and transportation, parks, and hundreds of services provided by government. Once this is seen as dispensable or somebody else's problem, then these very services and infrastructure can be starved of capital. Coronavirus changes this perspective. People crave for outdoor spaces- who is going to maintain them and set up new spaces. People crave for not moving around on crumbling bridges, roads, subway systems. Who is going to provide them? People crave for good schools, community colleges. Who is going to provide them? People crave for good sanitation systems? Who is going to provide them? People crave for good public health systems. Who is going to provide them? Its just good common sense. Is it possible for common sense to be missing? It is- just ask people today, and it is good common sense to have good critical infrastructure such as sanitation, medicine, public health, and local manufacturing of medicine, yet economic experts and economic theories thought it made sense not to do this.  ...

This WSJ report looks at the state of manufacturing in India in 2023. Foreign companies in renewable energy from Denmark, Apple Computer, and local companies such as Ola in electric scooters, are building factories and expanding manufacturing capacity in Sriperumbudur and other special economic zones in Tamilandu state of India. BMW and Nissan are also located in the state. It comes as friendshoring from the US is encouraging foreign companies to invest in India. There is a definite acceleration in the growth of electronics and machinery exports under the Indian government's Make in India plan. This report shows that India is in a learning curve in developing its manufacturing base. Not shown here are how the goals and execution of a sound overall plan is envisioned by the government. The Gati Shakti plan put forward by Mr. Modi is intended to bring together all agencies of the government to work together seamlessly to provided an overall execution of infrastructure development for logistics, airports, fast rail, roads and bridges, and modern housing. It is a National Master Plan for Multi Modal Connectivity that brings together 16 ministries for building state of the art infrastructure. The national plann ing agency NITI Aayog says it recognizes the multiplier effects plus spillover effects of infrastructure development for  Indian manufacturing, and understands how the US, Japan and China accomplished this going back to the New Deal in the US in the 1930's. It can also pioneer in new ways learning from the experience of these countries. This will bring results in demonstrating how India is learning and developing its own model of the best way to build excellent infrastructure, and do this with renewable energy, and environment inclusive efforts.    ...

Bernie Sanders who won in 23 states running for president says the American system is broken and this is why DJT won in 2026. He says Biden genuinely wanted to bring the changes to help workers. Other Democrats simply wanted to patch the system, a little here a little there. This he tells Reid Epstein of the NYT is not working and Bernie Sanders says DJT is right that the system is broken. Sanders excoriated billionaires in his speeches. Yet the tech billionaires at Apple, Google, Microsoft, and Amazon have over the last two decades supported Democrats and yet paid a lower tax rate than firemen, police, teachers. Apple paid less than 15%, Google less than 16%, Microsoft less than 18% and Amazon less than 9%. This also constitutes an oligarchy similar to the oil companies and pharmaceutical companies. This makes it difficult to have a fair system of taxes that can fund the Nation's crumbling infrastructure, its manufacturing, its chips and advanced technologies, health and education of children. Sanders is focusing his efforts or 2025 to 15 Congressional districts where Republicans won by very thin margins. And he is on his way to Iowa City and Omaha, Nebraska, where the margins were so thin to get his message to workers.  This interview also provides a hint of how DJT has approached the issues with a willingness to try unconventional approaches and people who did not fit the mold. Hardship withdrawals from 401(k)s reach high of 4.8% in 2024. Analysis of 3 million retirement accounts at Vanguard research for 2008-2022 shows higher volatility for hourly paid workers than salaried workers. Hourly paid workers have income swings of 15% compared to salaried and when they leave an employer often take out savings in 401(k)s- 42% with income $50,000 to $75,000 took out their savings compared to 28% in salaried group with same income. Many do so to deal with emergency needs. Thus income volatility hurts workers savings in the hourly sector.

A US law passed in 2022 lets employers automatically enroll employees earning less than $160,000 in emergency savings accounts that they can put in $2500 every year in a Roth type account and withdraw from it penalty and tax free. This is helping some employees avoid touching their 401(k)s.

The vast majority of Americans support the president and understand that they like the president are human and have a bad day or night some days and nights, it is the future that Biden is shaping for which the nation looks to to 2030 just as the Nation did in 1932 and 1936 for FDR, in 1952 for Harry Truman, and again in 1960 for JFK. People should not forget that both the south and the north voted in large numbers for FDR, Truman and JFK, including Texas. In fact Texas was Truman's strongest state in 1948 giving him 66% of the vote to Dewey's 24%, carrying 246 of 254 counties in Texas. The question then was the post war economic future of the US and the free world, today of the post pandemic economic future of the US and of climate change, not about cultural issues, and on this issue as it was then the choice is clear for the American people. ...

The dire situation for basic education in the U.S. states during the pandemic in 2020 and what this means for children growing up is the subject of this WSJ report. Early retirements and quarantines have forced some school administrators to have parents, even bus drivers to conduct classrooms with children. Asymptomatic teachers are allowed in classrooms. Public school employment in U.S. in November was down 9% from February lowest since 2000, according to the Bureau of Labor statistics. The shortage is compounded by layoffs of support staff such as teachers' aides and clerical workers, leaving the burden to be taken up by teachers.  More than 40 states in the U.S. report shortfalls in math, science and special education. The worse off states include Arizona, where school districts were not able to hire certified teachers for 78% of 6,145 open positions in August, and one third of the positions are still vacant. This report looks at the situation and the damage as teachers handle larger classes of over 50 children, do online and in person classes simultaneously, deep clean their classrooms, and take turns as crossing guards. The result burnout for teachers, more teachers quit, parents are frustrated and students do not make progress. Much of the capital investment allocation in the U.S. has gone badly wrong with capital chasing a tech industry with the industry reaching saturation and diminishing returns in, in speculative ventures, at the neglect of infrastructure, manufacturing, health and education. Anton Harder in this Wilson Center publication of research uses correspondence between Jawaharlal Nehru and his sister Vijaylakshmi Pandit ambassador to the US in 1950, to show that the US made an offer for India to take a permanent seat at the UN Security Council. India had supported two resolutions on June 25, and June 27, first condemning the invasion by North Korea and second the organizing of a UN force of 29 countries to push back the North Korean invasion. Even though the US is not seen as actively engaging with India during that period and seeing through British eyes the colonial policies of encouraging  different powers in South Asia, that may not be true.  Who was India's foreign minister in 1950? Jawaharlal Nehru was both prime minister and foreign minister till 1964, which means there was less discussion of foreign policy than happens today during the Ukraine invasion with Jaishankar a career diplomat with 30 years experience, Rajnath Singh, and Mr. Modi, in talks with president Biden recently, and in further discussions Modi had with EU's Von der Leyen and UK's Boris Johnson, Kishida of Japan. Who was India's defense minister in 1950? Baldev Singh, a Sikh independence struggle leader was Minister of Defense for 1947-52 and tackled partition of Punjab and Kashmir issues. The rest of the years to 1957 when India faced the Chinese invasion of Tibet India's defense minister was also for most of the period Mr. Nehru, except Ayynagar in 1953, and Kailash Katju in 1955 and 1956. The controversial V.K. Krishna Menon was Defense Minister from 1957 to 1962, when Indian defenses were further neglected leading to the Chinese invasion of India in 1962, and his replacement by Yashwantrao Chavan. The purpose of this is to look back at what happened in earlier periods to understand where India stands today- and what choices it makes today. Clearly the US was looking for allies then and now. Nehru saw things from his own reading of history seeing China and India as both suffering from western invasion, not realizing that China's experience under Mao was different- that of Japanese invasion and bombing of China's major cities not just colonization of Hong Kong and other ports for trade under British trade based policies in 1850-1900. Thus a Communist Chinese version of China's defense involved taking over border regions such as Tibet putting China in direct and open opposition to India. Nehru never really grasped what was happening in Tibet and the war China fought against the Nationalists. American general Stilwell loved China deeply and had an understanding of its people as shown in Tuchman's account in her book Stilwell and the American Experience in China 1911-1945. Stilwell during that war had a better understanding of China, the strengths and weaknesses of Mao's China and of the Nationalists under Chiang, than Nehru. Some of these errors post 1950's and a concentration of foreign, defense and embassy positions in the person of Mr. Nehru and of Nehru family member such as Mrs. Pandit led to the Indian failure to act on Tibet and see it as see it for what it was -facing a Communist Mao led China that had fought the Japanese invasion as different from Bodhidharma's China of the history books. Bodhidharma's China will outlast Mao's China, yet it is Mao's China that India faces today. This also tells us that India has to think in new ways- as Lincoln said during a period when America was also making its own progress as an industrial nation in the 1860's. "The dogmas of the quiet past are not adequate to the stormy present. The occasion is piled high with difficulty, and we must rise to the occasion. As our case is new, we must think anew, we must act anew. We must disenthrall ourselves, and we shall save our country." India's values are values of democracy heightened not just by Mohandas Gandhi's ideas with Hind Swaraj written in 1910 just as powerful in 2022, but also by the heights of Ladakh where elections are held in remote regions of the Himalayas. India's values are values that are also shared in the best that America has in its values and culture and in the defense of freedom.    ...

Over 50 countries have asked for negotiations with the US over reciprocal tariffs imposed by the US on April 2, 2025. US president DJT says- “There will be fair deals.” DJT says a number of foreign leaders have contacted the White House since April 2nd.  Israel, Japan, Taiwan are beginning negotiations with the US over tariffs. Britain, South Korea and India will follow. The European Union is waiting for an opportunity to do the same. “They’re offering things to us that we would have never even thought of asking them for, Nobody but me would do this.” With China the situation is different and China is unlikely to negotiate. "We have stressed more than once that pressuring or threatening China is not a right way to engage with us,” says the Chinese embassy in Washington DC. After DJT said he would impose a 50% tariff on China over and above the 34% of April 2nd if China does not take back its retaliatory tariffs. This would happen on Wednesday April 9. Healthcare, climate change, pensions and social benefits, are three issues uppermost in the minds of German voters. Three million new young voters most of them only about 2 years old when Merkel started 16 years in office, look for change. They are well informed and for these young voters climate change is the most important issue. DW.com shows three voters and how they plan to vote. One voter has cast a mail in ballot for The Greens party. The second voter will vote for the Greens. Both because of climate change concerns. The third voter Thurid says her mother is a geriatric nurse and is not vaccinated. She is vaccinated but had talks with her mother and understands her worries about vaccination. She will vote for the Free Democrats because they oppose compulsory vaccination. The three leading parties for young voters are the Greens party, the Free Democrats, followed by the Social Democrats all in the range of 16-18% of support. The Greens have sent out 2 million brochures to voters. Out of 60 million voters in a German population of 80  million, 3 million is only 5% of the vote. What makes a difference is that it is consistent with the general direction of voters young and old, all looking for change in Germany as the CDU party attracts only about 20% or one fifth of German voters. Social Democrats Scholz is way ahead of Christian Democrats Laschet in how voters view each candidate. Will German voters be well informed enough to make a decision based on their desire for change after 16 years of Merkel or will the CDU bringing back in the last days of the campaign the old fears that the communist Left party would somehow find its way into the government using the Greens as a way in- this is a question for German voters. In1994 during the Cold War with Soviets Kohl used this to keep the Social Democrats out and Greens out and formed a coalition with the FDP. Yet today Merkel has grown close to both Russia and China and away from the Western alliance in a way that was unimaginable under Adenauer who helped build the new Federal Republic of Germany after the war. Merkel refuses to even immediately accept a call from a new US president Biden, American president who is closest in style and temperament to Harry Truman who faced off the Soviets in Berlin in 1948.  The FDP opposes a wealth tax or any form of taxes in which the wealthier pay a fair share of what is needed to build crumbling infrastructure in Germany neglected in the Merkel years. In Germany social and economic disparities have grown during the pandemic with poverty increasing during the pandemic as has happened throughout Europe and the world. The US is already committing to increase taxes for the upper incomes. This is where voters have a choice- do nothing with infrastructure, health or climate change or do something by increasing taxes. The choice is now before the German people.  With this question comes a choice for western civilization, with the recent election in the US, and two elections in Germany and then France. Will it look with optimism to the future or will it huddle up in a deeply cautious and slightly pessimistic view of the world that is embedded in Angela Merkel's cautious vision that ended up only responding to crises- some self inflicted as in migration policy, and even self inflicted in tackling euro problems created in the euro currency's faulty design. In fiscal policy as in migration policy Merkel has reversed her position- by supporting European solidarity. Will Germans vote for optimism or never ending caution? Are lessons learned?     ...

President Macron abolishes the elite school ENA, Ecole Nationale d'Administration, which with the Sciences Po university functions as the training ground for people serving in the government. Macron graduated from the school in 2004. Many French leaders graduated from the ENA. Macron wants to replace it with Public Service Institute that draws people from different backgrounds after complaints about elitism in France's public and private sectors. Charles De Gaulle established ENA in 1945 to train French leaders after the failures of the Vichy regime in World War II. 

The French people now see no need for an elite institution today, as most of the country's leading universities are quite capable of training the engineers, scientists, and administrative leaders needed to run French companies and the French government, and could do better in bringing diverse backgrounds and abilities.

Trump says he hopes Mueller is fair, and will be fair, is going to be fair. Yet that is not what Conservative media is saying. Trump has criticized the Justice Department. Here he says that he the President can do what he wants with the Justice Department, using the words "absolute rights," for the president's powers. This is a misreading of the powers of the Presidency under the Constitution. If the president thinks this hope is not realized of Mueller acting fairly it could lead to a situation in which the president acts beyond the powers of the president, creating a new gap between Congress and the president and overreaching of powers.

The US is on track to bring back 350,000 jobs in 2022 that were taken overseas during the two decades of hyper growth in China, according to the Reshoring Initiative. A false idea was created mostly by economists and business that shifted jobs to China during two Democratic and one Republican administration, the Clinton, Obama and the Bush administrations, that this would benefit the American workers and families through lower prices at the retail level. It ignored the severe damage this would do to jobs, incomes and whole communities when factories on which they depended for a living were shipped overseas. It damaged labor in ways that destroyed much of the American working class and the families built during the years of FDR, Truman, Eisenhower, Kennedy and Johnson. Business failed during this period to meet the challenge of higher American wages and productivity issues by using innovation and other steps to keep manufacturing at home.  This led to the hyper growth that did not benefit China, because a moderate pace of growth would have helped China control the rampant contamination of its air, water and soil. It also was leading China to a dead end reached during the 2016 election campaign with the election of president Trump with deep discontent from workers in midwestern states. The pandemic simply underscored the need for supply chains that were close to home and reliable in crises. By 2020 president  Biden was committing to a restructuring of the supply chains and pushing forward with it with legislation in the $369 billion Climate bill, and SCIENCE and Chips Act, to make solar panels, semiconductors and other products in the US. Reports from China showed that growth was slight or flat during 2022 and youth unemployment at 20%. The policy was to shift people back from the cities to the rural areas and support the informal economy, a sense of nationalist sentiment, and preparing for a future where the supply chain for the US and the European Union had moved away from China. In the long run the policies now look as ones that benefitted neither the US, the European Union, India or China.  ...
