The US government plans to protect American technologies by restricting investment in China in specific sectors in which the US competes with China. The Biden administration put forward rules that prevent American investment in these sectors including advanced chips. In reports to the US Congress the Treasury Department and the Commerce Department stated that the agencies are considering a new regulatory system to address US investment in advanced technologies overseas that pose national security risks. The reports to Congress show the US will prohibit certain types of investments in other countries and will collect information on other sectors for future steps. Rep Rosa de Lauro of Connecticut has required the US government to prepare a report on the topic of investments in China as part of spending package approval. A group of Republicans and Democrats support this effort to regulate investments in China so that US technologies are protected.

Europe is importing natural gas for heating homes and industry like never before as it shifts imports from Russia to the US, says this report in WSJ. Shown here is the import of LNG from tankers at the LNG terminal in Cherniere, France. Between 2021 and 2022 imports of US LNG to Europe more than doubled. The WSJ shows how drilling for gas takes place in Texas and Louisiana. That gas finds its way through pipelines to places where it is converted into LNG by freezing and transported by tankers across the high seas to European LNG terminals like Cherniere in France. The shale gas comes from the Permian Basin in Texas and New Mexico and a basin in Texas and Louisiana. Technological advances enable drilling 2 miles vertically and then two miles horizontally to reach into shale rock containing gas. Impurities are taken out to get gas that can be sent through pipelines to liquefied natural gas storage locations on the Gulf coast of America. Tankers take the LNG to LNG terminals in Europe that distribute the gas to homes. ...

By multiple standards Greece had the deadliest rail system in Europe with neglect of basic safety features. The European Commission has given $700 million to Greece for modernization of railways. $117 million was given for safety for the Athens to Thessaloniki route alone. Yet little was done. The European Union Agency for Railways says it had an action plan for safety for Greece but there was little action from the Greek government. Even basic automatic braking was not operational at the time of the collision of two trains on one track.

Biden says Republican efforts to block that legislation would bring that to his desk and he would not veto the Republican proposal blocking reducing sentences. This leads to the collision of a freight train with a passenger train which was mistakenly put on the same rail line by a station master. Many of the 342 train passengers were students returning home. Automatic signalling has not been installed in Greece for Athens to Thessaloniki even though equipment was brought in for the 2004 Olympics, and concerns were raised with the government about the risks, say trade unionists in this report in The Times.

President Biden's cyber security strategy recognizes that "too much of the responsibility for cybersecurity has fallen on individual users and small organizations." The strategy signed by president Biden took months to develop with involvement of 20 government agencies. The cyber security strategy says that free markets and a reliance on voluntary security frameworks have imposed "inadequate costs" on companies that offer insecure products and services. The 35 page strategy report says that "we must shift the liability to those entities that do not take reasonable precautions."
