India, the UK and Argentina are opening investigations into China's dumping of goods in their countries. Chile is considering new tariffs. Brazil and Indonesia are feeling the impact. They are joining the EU and the US to fight the danger posed by dumping by China. To offset a large property market bust China is pushing more investment in factories leading to overcapacity in markets, much of the product then ends up at lower prices in other markets around the world putting companies out of business in home countries and loss of millions of jobs. Couldn't other countries do the same. The US is taking that approach to support its own industries. Economists and business leaders in the US who have never felt the pain from factories closing have let America down with textbook theory that ignored this leading to the loss of 2 million jobs in the 2000 era, with failed presidents since then ceding American advantage in manufacturing.  ...

 Frustration has grown with the poor early management response from U.S. Health and Human Services Secretary Alex Azar, says WSJ.  The president responded at one point with a tweet that "he told me nothing until later." The WSJ looked into Mr. Azar's missteps in a report recently. The president is considering replacing Mr. Azar says WSJ. Ms. Verma the head of Medicaid and Medicare Services is being considered. She has worked closely with vice president Mike Pence throughout this crisis. Mr. Azar served as HHS general counsel and later deputy secretary under president George W. Bush. He then worked as lobbyist for Eli Lilly.  This WSJ report says Mr. Trump called Mr. Azar on his flight from India to Washington, and the next day replaced Mr. Azar as head of the White House coronavirus task force with Mr. Pence. The president says repeatedly that vice president Mike Pence, as head of the White House task force has worked night and day round the clock to guide the effort- including talking to 51 state governors, coordinating the entire effort, and providing the president with reliable advice. In the depths of this crisis never has so much depended on so few- on vice president Pence, a former governor of Indiana, Admiral Polowczyk, Dr. Birx, Dr. Fauci, and the governors of states worst affected by the coronavirus. ...

Hillary Clinton capitalizes on the surging popularity of Michelle Obama, who has a 64%  approval rating, according to Gallup, 10 points more than president Obama, and above Hillary's 43 percent. Both women show a mutual admiration and sisterhood as they campaign together with rising crowd enthusiasm. For Michelle her unprecedented effort as First Lady is a result of the dirty campaign fought by Donald Trump to turn off voters to the political process, and her effort is meant to counter this. She says about this demeaning of women, "Enough is enough." Both women are drawn together with a campaign for a woman as president. And the slogan coined by Michelle has taken off  "When they go low, we go high." Robert Mueller, the special counsel, says the Mueller Report and his investigation into the 2016 presidential election does not exonerate president Trump. If we had exonerated the president we would have said so, said Mueller in a public statement. "If we had confidence the president did not commit a crime we would have said that," Mueller said. He said the constitution of the U.S. does not allow a sitting president to be charged by the special counsel. Because the special counsel office is under the Justice Department and the department policy set the manner of the report, charging the president was not an option he had. The Republican party controls the Senate and the Democrats control the House of Representatives. Any effort by Democrats in the House to impeach the president would fail in the Senate. Democrats and Speaker Pelosi are wary of impeachment proceedings. Mr. Mueller's statement suggests there is also growing discomfort in Congress about taking no action at all that would be construed as exonerating the president for what happened during the presidential election, because it might set improper precedent for the future. This increases the pressure for impeachment proceedings in the House of Representatives from some Democrats for more information to let Congress decide. ...

Former Special Counsel Mueller answers questions in the U.S. Congress related to his investigation of the president's election campaign and interference by Russia. Mueller continues to say nothing exonerates the president for his actions. And insists that he did not act on his investigation findings as a sitting president cannot be indicted according to Justice Department rules. Only Congress can do this and it was upto Congress to act. Mueller also replied in the affirmative that in this case the investigation could continue and action could be taken on findings after the president leaves office. The 74 year old lawyer calm demeanour appeared to be under strain as he handled question after question from Democratic Congressmen. The appearance of Mr. Mueller only brought the details about the flawed election process and poor judgement of officials at U.S. government agencies and of the candidates themselves, to a larger audience. It left the issue unresolved, with new questions, and no one looking good in the process. ...

This France24 report looks at the question of whether the policies of four term German chancellor Angela Merkel emboldened Russia under president Putin to launch the invasion of Ukraine. FR24's interview with the vice president of the German Marshall Fund and head of its Berlin office, Thomas Kleine-Brockhoff, shows there are many reasons why Merkel's policies were serious errors that ignored caution from past experience and from other western leaders in the US and Eastern Europe. Kleine-Brockhoff says that "Europe did not go wrong, Germany and France did. France and Germany tend to speak for the rest of Europe. Bit these mis-assessments were made in Paris and Berlin, not elsewhere. Eastern Europe didn't go wrong. Northern Europe did'nt go wrong."  Kleine-Brockhoff says the war in Ukraine calls for an urgent re-assessment of the German and French policy towards Russia. "Not only is the post Cold-War order crumbling before our eyes, so are the strategies employed by Germany and France." Under particular scrutiny comes Merkel's policy, and policy supported by Steinmeier of the SPD, that took German dependence on Russian energy supplies from 36% during the annexation of Crimea to 55% in March 2022 with the invasion of Ukraine. Germany's conservative Die Welt has this to say- "What Germany and Europe have experienced over the last days is nothing short of the reversal of the Merkel policies of guaranteeing peace and freedom through treaties with despots," describing Merkel's policies as "an error." About France Kleine-Brockhoff says there were lofty ambitions under Sarkozy and Macron of European strategic autonomy, which did not correspond to reality, to fantasies of European armies when there was nothing but NATO. It is not dialogue with Putin and Russia that was a problem, says Laure Delcour, international relations expert at the Sorbonne Nouvelle in Paris. Some form of dialogue is necessary she says, but the dialogue has to have clear objectives. We must not confuse cause with consequence, she says. We know  that NATO enlargement had a big impact on Russia's perceptions, but the real problem is how Russia responded to enlargement. "In this case the problem is the consequence."  ...

WSJ was effective in calling to the attention of the US president that tactics of one Border Patrol officer were against the American tradition and appeared to be not what police, ICE and Border Patrol, DHS itself was doing in the past. Greg Bovino of Border Patrol led sweeps in LA, Chicago and other cities in what people inside ICE and DHS including Border Head Homan  considered  "unnecessarily aggressive"  and less effective tactics. By being provocative in tactics this attracted more protestors on streets, made law enforcement look worse than when it was using the normal approach of ICE, and by reducing the local authorites cooperation required more and more Border patrol and ICE agents till it became unworkable and attracted critics from within the government and Republicans in Congress. Even DJT said that the this agent was an "out there kind of guy." In Congress many Republicans including Kennedy of Louisiana went on the floor of the Senate asserting the right of peaceful protest enshrined in the US Constitution and called for soul searching to get effective but the right kind of law enforcement that was the tradition in America. Anotehr aspect of what happened in Minneapolis is the troubled history of the city as this is where George Floyd and unarmed man during Covid lost his life in a situation with Minneapolis police, which had already created a sense of unease in that city, compared to Chicago, and Los Angeles BP and ICE sweeps which did not end up like this. In Nashville, and Washington DC National Guard not ICE operated which has different training.  ...

These words "the times in which we could rely fully on others - they are somewhat over." Merkel added "This is what I experienced in the last few days." After the election of Emmanuel Macron in France, Merkel expressed great relief at the outcome of the French election with Macron winning about two thirds of the vote, setting the stage for the election in Germany after several months of difficult watching and waiting. Now there is new confidence in Germany shaping its own future, with France and the rest of the European Union without Britain. Merkel says she "experienced this" meaning that she had undergone a transformation in these few months, and visibly in the last few days. She was also sending a message to Germans and people of the European Union - "we have to know that we must fight for our future on our own, for our destiny as Europeans." This also complements tactically to form the approach of Germany and France at the leadership of the EU, as French president Macron said at the end of the Group of 7 conference that multilateralism was intact, and the U.S. and EU shared many common goals.   ...

The Times looks at Kenya today and the current election in a country long split along tribal lines with the Kikuyu tribe of Kenyatta family dominating  since independence. In the 2007 election Odinga ran against Mwai Kibaki with the results being considered flawed even though Kibaki was made president. A reconciliation after post election violence was arranged by Kofi Annan, UN Secretary General. In that arrangement Odinga was made prime minister. This is the fourth time Odinga at 77 years is contesting the election.

A visit by president Biden to Canada to meet president Trudeau shows a unity of purpose of the two leaders who have a close Justin and Joe relationship, says this report in NYT. Before the trip an agreement had been reached by which the two countries can ease pressures of migration from the southern hemisphere. Migrants seeking asylum in Canada from the US will be turned back at Roxham Crossing. Canada will accept 15,000 refugees from persecution, violence or economic devastation, to ease pressures of illegal crossings into the US from Mexico. The trip comes after Trudeau's frosty relationship with former president Trump. It also comes as Canada and the US build a closer relationship to meet challenges of multipolar world from China.

French president Emmanuel Macron selects Gabriel Attal, 34 years, as the youngest prime minister of France, to succeed Elisabeth Borne. Attal has served as city councillor in Paris, party spokesman, budget minister, education minister before taking on the job of prime minister. Macron is completing his second term as president. Macron has struggled with low approval ratings for most of his presidency. At one time before 2017 his popularity was about 60%. Since then it has fallen steadily. After being reelected his attempt to pass the law for raising retirement age led to large protests. Macron's ratings are in their twenties after avoiding parliament to pass the law on retirement age by executive authority of the president.
