Biden is a US president in a hurry, says this analysis in The Times. And it says this is for a good reason. Biden as vice president in the Obama administration has watched as time slipped by and much of the hopes remained unfulfilled for infrastructure and other plans including climate change. Biden also has long experience in Congress and long experience working with Congressional rules. He also understands that the Democratic majority may not last beyond 2 years, better to go all out now and lose no time. This is the thinking behind his plan for $2 trillion in infrastructure spending in the first 100 days of his administration, and the idea that he does not need to win Republican support by watering down his plan.

The American people now support this kind of bold vision and bold plan after the pandemic showed the weak nature of presidential plans and aspirations till now for three decades.

Argentina's new president takes over a failing economy in 2019. Mr. Fernandez declared a public emergency until 2020. A legislative package recently passed includes tax increases on the wealthy, tax relief for the poorest, a 30% tax on foreign currency transactions abroad, and a currency cap of $200 per person per month imposed by the previous Macri administration.  About 70% of new revenues will go to social programs, including free food vouchers for two million of the poorest Argentines. About 40% of the people in Argentina are in poverty, according to the World Bank, a shocking figure for a country that should be doing better given its natural resources and agricultural resources. The economy is suffering from hyper inflation at over 50%, jumping external debt at 90% of GDP. Total debt is $332 billion including a $57 billion IMF loan. About half the total debt is in foreign currency and is hard to service now that foreign currency reserves have fallen from $66 billion to $43.5 billion. The debt restructuring strategy now is to delay as much of the $70 billion of repayments due before the end of 2020.  ...

India needs more dams to collect, store and channel water to where it is needed. The rainy season is becoming shorter, with alot of the rain as much as 50% falling in about 15 days. This means some areas are flood prone and the water if not collected in dams would be lost. THe other problem is that a lot of water is wasted without proper maintenance of the existing dams and storage areas. Much of the state governments investment in this is ineffective so water is lost for lack of maintenance. The state irrigation departments are underfunded, overmanned and corrupt and are not upto the task of maintaining the existing irrigation systems. This presents ahuge problem because India is estimated to lose the equivalent of two thirds of the new storage it builds to siltation. Between 1992-2004 India built 200 medium size irrigation projects but the area irrigated by these projects actually shrank by 3.2 million hectares. New dams are not coming on fast enough and India has 200 cubic metres of water per person, compared with 1000 cubic metres in China. Groundwater -with the governments providing free electricity to farmers for pumps- is used widely but this is becoming unsustainable. The WOrld Bank estimates that 15% of India's food production comes from "mining" which is the use of unrenewable groundwater supplies. Many of these wells are drying out. Also free electricity is causing electricity boards to have insufficient funds for expanding supply causing chronic shortages. One quarter of India's electricity is given free or cut rate to farmers. And politicians trying to reform this system are often booted out of office. All this as 400 million Indians have no electricity. The answer is not merely to raise prices in places like Haryana state- where according to aWorld Bank study farmers with electricity spend 25% of their incomes for it and to repair engine pumps- but also for the utilities to improve supply. Declan Walsh in another exceptional piece on the ground at customs offices in Torkham, Afghanistan, near the Khyber Pass bordering Pakistan in the southeast. He describes a network of corrupt officials that extends from border customs offices all the way to the central government in Kabul. It is so widespread that one minor customs official at the border paid $10,000 for a customs position where the salary is $150 a month, but money gained through unofficial payments and bribes is $4000 a month. At every step from the guard opening the gate for a truck to the border customs official, to the provincial department officials, to officials in the capital Kabul, there are payments involved for every truck entering Afghanistan. Upto two thirds of customs revenue is lost, and the $500 million of customs revenues collected amounts to 26% of the governments tax revenues.

The auto sector has an outsized effect on economic growth that is not easily grasped. The IMF sees a fifth of slowdown in growth of global gross domestic product and a third of world trade coming just from low demand for autos. The auto sector feeds into demand for steel, aluminium, copper, plastic and electronics, so it feeds into other sectors. Aging populations, stagnant incomes, ride sharing, and economic headwinds on trade for China, slower demand with lower economic activity in India from bad loans and low credit in the finance sector, all have cut into growth. Tariffs from president Trump and tit for tat tariffs increase costs and cut into profits. In Europe there is added factor of mandated drop in carbon dioxide emissions by 20% by 2021. The new technology will increase costs of autos by 800 to 5000 euros and add 5-11% to the selling price, reducing sales by about 5%.  A fast growing market is India but companies such as Ford and GM have moved out as it slows down. Higher emissions standards in India for 2020 are likely to increase prices in a very price sensitive market. Lower availability of credit in China and India have led to drop in sales of about 15% in both major markets for autos since mid 2018.   ...

By offering the prospect of higher returns in a low return environment venture capital firms are raising new funds at the highest rate in 15 years in 2016. Venture Capital firms have raised about $13 billion in the first quarter of 2016 from pension funds, endowment funds, and other sources, with about 50% of the funds going to about 7% of the total number of firms, according to Venture Source- including $2 billion to Accel Partners, other firms are Andreeson, Founders Fund, Kleiner Perkins. The returns for ten years from venture capital are about 11% compared to 6.8% for S&P 500 index, according to Cambridge Associates. Usually the fund capital raising lags behind market downturns. Much of the returns for some of the startups are not reflected in cash inflows with returns being large on paper, and startup financing has increased for firms, resulting in capital shortages and more fund raising in the industry.

New rules enacted after the Reserve Primary Fund broke the buck in the 2008 financial crisis would help prevent another problem for money market funds. Money market funds must keep 30 percent of their holdings in securities that can be converted into cash in 7 days. Another factor mitigating the impact of U.S. money market funds holding about 50% of their assets in European bank debt, is the action taken by the money market funds to reduce their holdings of this debt and shorten maturities. According to S&P estimates of the 500 U.S. and European money market funds rated by S&P, 80% of European bank holdings is limited to 3 months or less, and 95% to 6 months or less. Vanguard's chief investment officer says the situation would have to be one of a very rapid decline, and not just Greece but also impacting Spain and Italy for these debt holdings to result in losses for U.S. money funds.

U.S. stocks were trading at 22.7 times the total earnings of the companies in the index in March 2013, averaged over the past 10 years and adjusted for inflation, according to data developed by Yale University economist Robert Shiller. This is closer to the average of 19.5 times adjusted earnings seen in the last 50 years. In 2000 the level reached 44 times adjusted earnings. Using operating earnings according to data developed by Howard Silverblatt of S&P Dow Jones Indices, the S&P 500 is 15.9 times operating earnings in March 2013. This compares to 28.4 times in 2000 and a long term average of 18.8 times. The European markets are about 25% cheaper says Zweig, with European shares for Ireland, Italy, France and the UK trading at less than 15 times the average of their long term adusted earnings after inflation. By comparison Japan is at 19 times long term adjusted earnings.

With prices of iron ore jumping from a little above 50 dollars to $200 per metric ton between 2006 and 2007 and now back to alittle above $50 in November 2008, mining companies around the world are pulling back according to Thomson Reuters. China's building boom is seeing a big slumo with new floor space up 30%in 2007 now down close to 40% from peak according to data from Macquarie Securities. And the Australian dollar up almost 30% in 2007 is now down about 50% from peak. The last time the mining companies saw such a slump was after the Asian financial crisis in 1997 and the US recession of 2001, with metals coming back only after Chinese demand kicked in in 2003. This affects mining in Africa which was seeing boom times in places like S. Africa where there were electricity shortages because of huge demand from mining.

At a glance see on a world map with colors which countries have accomplished the transition to renewable so as not to get caught in the quagmire of the Middle East for oil supplies- most of Europe has done very well, and the laggards- Asia from China and India that are making an effort to Japan which has a poor dismal record. Brazil Uruguay 90% Denmark 80% Canada 66% Germany Spain and Finland 50% UK 46% Italy 42%  France 27%- share of renewables in electricity production (2023). This means much of the world is not dependent on volatile energy supplies from the Middle East. It is only in China, India, Japan, South Korea that dependence is high on Middle East. And in China and India this is the time to focus again on renewables. Most baffling is Japan with only 23% and it is the country that has so much of its supplies flowing through the Persian Gulf volatile oil lane- when Europe has moved on and accomplished the task of avoiding volatile Gulf region.

A lot of intense give and take to reconcile the House and Senate versions of the Stimulus bill, and the resulting outcome of a $789 billion stimulus bill. It includes about $70 billion relief for taxpayers from the alternative minumum tax in 2009, and has reductions in investments in health care, education, school renovations and other items of spending. Eminent climate ecologist Nicholas Stern says India's commitment by 2070 demonstrates real leadership from Mr. Modi of India.The Guardian says India's commitment to net zero emissions by 2070 is realistic considering that it is decades away from its peak in economic growth and energy consumption compared to US or even China. Energy consumption is expected to grow faster than any other country in the next few years. India's population is also expected to pass that of China as the largest in the world. The Guardian says climate experts who did the modeling have said this was the most realistic scenario for India - to achieve net zero emissions by 2070. This also means India's peak energy emissions will be reached by 2030. Eminent climate ecologist Nicholas Stern says - "This was a very significant moment for the summit. This action might mean India's annual natural greenhouse gas emissions could peak by 2030. This demonstrates real leadership from a country whose emissions per capita are about one third of the global average."  Also significant is Mr. Modi's pledge to deliver on 5 commitments 1. 50% of India's power to be generated by renewable energy by 2030. 2. Increase of 500 gigawatts of renewable energy including solar by 2030. 3. Reducing carbon emissions by 1 billion tons by 2030. 4. Reduce carbon intensity of the economy by 45% by 2030. This relates to how efficiently energy is used to generate 1 unit of economic GDP. With 1.3 billion people India is the third largest emitter of carbon dioxide- at about 3 billion tons- after the US and China. In growth terms this means India is going to grow very differently from the way China did in 2000-2020 with its many highly polluting industrial plants. The head of the US Renewable Energy Agency Mr.Birol says in a BBC intervew that the cement and steel plants alone of China have more emissions than the whole of the European Union's total emissions. Much of this comes from old plants and old technologies with surplus production of steel from what is now a bygone era of excess, inefficiency and chaotic growth. India plans to bring climate change emissions and energy efficiency through renewables into its Gat Shakti master plan for the country's economic.development. ...
