And only for 2 years. On work requirements for government aid to the poor and vulnerable Biden says he supported work requirements when he was a Senator in the US Congress. He outright excludes any work requirements for health benefits. Biden understands that in an economy with jobs going unfilled in construction and hospitality industries, and in child care and teaching, nursing, with higher minimum wages, people looking for work could find work to make a decent or tolerable living.   ...

Rachel Ensign's WSJ report shows huge disparity in incomes and spending that has happened in the US even with the best efforts and intentions of the Biden administration in 2020-2024. US cumulative excess savings by income for the bottom 90% are a mere $291 billion compared to $1.2 trillion for the top 10%, 4 times as large. As a result about half of consumer spending comes from the top 10% in incomes says the WSJ. (Moody's Analytics). It provides clues on why Biden and even less so Harris failed to convince Americans, the middle class, blue collar workers, and others that large social gaps, income disparities and wealth disparities gap were being bridged under Democrats. And makes it harder for Republicans and Democrats alike to address such huge gaps built up over time by outshoring jobs and manufacturing, the 2009 financial crisis from banks speculation, the pandemic and supply shock cost of living crisis. As the $2.6 trillion in pandemic assistance from Biden faded people in the bottom 80% dipped into savings to pay for rising cost of living as supply chain bottlenecks and price gouging sent prices of groceries, housing, apartment rentals, cars up significantly. This has'nt happened to the top 10% or even the top 20% who continue to spend in the same way as before prices went up. Something like this is also happening in Europe and in China, India fueling and anti-incumbency mood, and dissatisfaction with governments. Jaishankar was asked at the 2021 GLOBSEC conference in Bratislava in 2021 why he thinks anyone will help India in case of a problem with China after it did not help others for Ukraine. Chancellor Scholz of Germany cites Indian Foreign Minister Jasihankar's remarks in Bratislava, Slovakia, in 2021. Jaishankar said- "Europe has to grow out of the mindset that Europe's problems are the world's problems, but the world's problems are not Europe's problems. That is if it is you it's yours, if it is me it is ours. I see reflections of that. There is a linkage today which is being made. A linkage betwen China and India and what's happening in Ukraine. Chia and India happened way before anything happened in Ukraine. The Chinese do not need a precedent somewhere else on how to engage us or not to engage us or be difficult with us or not to be difficult with us." These are Scholz's remarks at the Munich Security Conference. Scholz says Jaishankar has "a point."  "This quote from the Indian Foreign Minister is included in this year's Munich Security Report and he has a point it would't be Europe's problem alone if the law of the strong were to assert itself in international relations." To be credible European or North American in New Delhi or Jakarta, it is not enough to emphasize shared values. "We generally have to address the interests and concerns of these countries as a basic prerequisite for joint action. And that's why it was so important to me to not merely have representatives of Asia, Africa and Latin America at the negotiating table during the G-7 Summit last June. I really wanted to work with these regions to find solutions to the main challenges they face growing poverty and hunger, partly as a consequence of Rusia's war, as well as the impact of climate change or COVID-19. The Balance of Power Simms says was maintained for 500 years is simply based on no country allowed to act with impunity, no country allowed to do whatever it wanted because of its position of strength at that moment or period of time. In that situation all other powers regrouped to keep the balance from being upset. The war in Ukraine is also likely to end in a way that is consistent with that which Brendan Simms writes about because this has not changed now for over 500 years. Biden knows this and it has fallen on America to shoulder the burden for this in the last 150 years, Scholz is aware of this, Modi in India sees this, and Jinping in China realizes this even with its concerns about Taiwan.   ...

Too many floods, fires and adverse events by 2024 for the US not to have a plan and deny climate change does not exist. The Biden administration gives flexibility to automakers to meet auto carbon emissions rules by 2032 by accelerating the progress in the last 3 years as the capital investments, research and learning curve for new technologies, manufacturing improvements and cost reduction, and charging station infrastructure enlargement have taken place by 2030. Biden administration officials clearly understand resistance of carbuyers when the charging stations needed do not exist and costs are high in 2024, and EV technologies are at learning stage.

What this Editorial board opinion in the Indian Express is saying is that India should concentrate its efforts on modernizing its economy on a scale that is similar or surpasses that of China because of its access to the latest technologies. Just as China capitalized on the opportunity presented by its entry in the World Trade Organization in 2001, through an economy wide effort to build a manufacturing and export logistics base. India is presented with the opportunity of building its own manufacturing and export logistics base as supply chains are being redesigned in 2023. This requires a longer term plan with clear thinking and concentrated effort with the entire resources of the nation. What looks like a small or gradual shift in supply chain with the US and EU adding India and Vietnam to their Chinese manufacturing base is going to change with every change in world events, as the US concentration of manufacturing in China becomes a situation that is impossible to to maintain. The only logical way for the US and following the US the EU to create a proper balance in its political relationship with China is to change fully its lopsided concentration of manufacturing in China. Biden is only making the initial moves, the EU is only waking up to the need to make its own changes to reduce this concentration. How much distance does the US need to cover to reduce its concentration in China? By a large amount because the shift of manufacturing was excessive and ill advised done as companies in the US raced in a competition to shift outside over 2 decades and simply outdid themselves and performed a disservice to the workers and families of America whom they served. Just for the US to get workers and families to benefit from return of good manufacturing jobs to the US and restore its manufacturing base that has shriveled, it will have to be a massive enterprise, where day by day it becomes more evident that more and more needs to be and accomplished in an accelerated way. What this also means where appropriate to leave a progressively year after a year larger base in India, and also Vietnam, much larger than is envisaged today. This situation is even more acutely felt in Japan which to bring a proper balance in its political relationship with China needs to even more urgently reduce its concentration of manufacturing in China. It must be the task of the Modi government to have a clear view of the road ahead- build the needed logistical base for exports using the latest technologies and set higher and higher targets for manufacturing.  If you look at the map of Asia this is the Global South- India is 60-70% of the Global South with its population of 1.4 billion people mostly young with aspirations for a modern economy like that of the US and Germany. Add to that Indonesia and Vietnam, and other nations already in the redesigned supply chain in 2023 and you have 2 billion people in Asia. Concentrate on this for the next 2 decades for a complete transformation of India, that is what the younger generation demands of its government. ...

The deindustrialization of the US and Germany and France has led to this situation, as jobs were outshored to China under Merkel and Schroeder. Fewer opportunities for people with a basic education and the indifference of governments to these disadvantaged groups under Merkel and Schroeder. The other change is that in Germany in the Eastern parts of the country around Dresden, Jena, Leipzig in Eastern Germany the AfD is now dominant, except for Berlin where the Left and SPD are dominant.

Canada's Carney gives up on USMCA renegotiated deal with US as he makes deal with China Jan 2026. No date is set for USMCA renegotiation. Carney stepped up the criticism of the US and suggested middle powers find their way by makiing deals of their own. This has drawn criticism from DJT, Luttnick and Scott Bessent, the Commerce Secretary and Treasury Secretary. Canada's economy has some fragile points in its dependence on the US and this may not be the wise course of action for Canada at this time. Germany, Italy, are meeting on February 12 and Europe may follow a different course of action of working with the US, India is close to a trade deal, so that Carney's and other remarks about going to partner with China at a gathering as isolated as Davos is from the real world may be very counterproductive.

Much of the economic debate by economists in the US takes place separated by walls from the reality of huge inequalities in the country such as half of retirees having zero savings, the cost of living surge, job insecurity, and two third of children in 4th grade no able to pass the ACT test for reading comprehension. Here economists at the US Fed are cited in a discussion about ultra low interest rates that hurt savers and in particular retirees who number 57 million. Ultra low interest rates lead to wasteful use of capital and misallocation of capital in the US, and were largely a result of the effort to correct for the mistakes of the financial industry causing the crisis of 2009. The US was the leading economy in th world and the standards of living in the US were higher during the post war period 1950-1990 that covered the Kennedy-LBJ, Reagan administrations when inflation was accepted at 4% and interest rates were for the most part around 5-8% on average. As Krugman points in a recent NYT column in August 2023 Fed research has been wrong in estimating the right inflation rate for the economy. The best rate for the economy requires knowledge of and careful judgement about the situation of different parts of the American population, of workers and families that are struggling with the cost of living, and half of retirees with no savings. ...

This leads to a more complicated picture at the border.  About 2 million will have attempted to cross the southern border in 2022 fiscal year. About 22% of crossings involve repeat border crossers.Two thirds of the 182,000 migrants crossing in July 2022 were single individuals. The pandemic hit Mexico and Central America hard and the quicker economic rebound in the US is leading to a surge in migrants looking for work. In addition to Central America asylum seekers come from Cuba and Venezuela with repressive action by regimes. Mexico only takes some of these migrants back. There is also a flow of illegal drugs across the border from Mexico which continues to this day even after the Trump Wall at the border, as most of it comes through official entry points. Both Republican and Democratic administrations have taken action of different kinds yet the problem remains unresolved. ...

This astounding story in WSJ by Jiyoung Sohn in Seoul and Yang Jie from Tokyo, shows how South Korea stopped the illegal transfer to China of entire  computer chip factory setup information of Samsung by a South Korean engineer in Singapore. This shows president Biden has accomplished what no other president has been able to do in the last 40 years. Biden brought Japan and South Korea together reminding them that their differences over wartime occupation can be overcome, leading to the US, Japan and South Korea forming  close cooperation in 2023. After all it was the US that helped setup the democratic framework in the two Asian neighbors after 1945. This story shows how the problem of South Korean and Japanese technologies illegally transferred is being tackled by both countries in 2023. This is part of overall cooperation in the Indo-Pacific region that includes India and Australia, for an open Indo-Pacific region based on the rule of law. ...

Only on April 9 is a new CDU/CSU and SPD coalition government in place led by CDU chancellor Merz. Marking the sixth straight month of declines the US consumer price index rose by 6.5% over a year earlier in Dec. 2023. This is down from 7.1% in November and 9.1% in June. The US central bank chairman Jay Powell is resolutely pursuing anti inflation policy.
