This report in WSJ looks at the Biden education, healthcare and climate change plan. It is part of the Families and Workers Plan put forward by president Biden for $3.6 trillion. This figure has now been lowered to $2 trillion and may drop crucial provisions for education such as the cost free community college which poses serious risks for working class families unable to afford community college, and skews education access even further to higher income families. It also lowers college attendance of American men, which is falling to alarming levels. The reason the plans are being whittled down is the 50-50 split between Democrats and Republicans in the Senate and the failure of Republicans and two Democrat senators Manchin of West Virginia, Sinema of Arizona to support community college access. Parts of the current bill support child care, access to affordable housing and in home care for elderly Americans. New elections for Senate and House of Representatives in 2022 would have to settle the issues related to financing assistance for families and workers as the Senate today is divided 50-50 between Democrats and Republicans. A separate Bipartisan Infrastructure package has the support of all in the US Congress to build bridges and roads, other infrastructure badly neglected by different administrations over the last 2 decades. ...

The Lewinsky scandal broke out in January 1998. Bill Clinton admitted "an imprpper relationship" in August 1998. The vote to impeach Clinton was in December 1998. The acquittal took place in Jan-Feb 1999 with the lack of a two thirds majority of 67 votes in the Senate. The damage is not just in reputations. It is in distraction sufficient to lead to flawed legislation that lacked key provisions for the China US Relations Act of 2000 that was taken up by the Senate in May 2000. Could such a major step be taken in the last year of a lame duck administration? Republicans returned to the White House in December of 2000 with George Bush. There were no provisions in the China Relations Act for abuse of the status after joining WTO through unfair trad practices. The result is millions of jobs lost and the entire manufacturing base of the US and Europe shipped to China by 2019. Under Xi Jinping China returned to an adversarial relationship with the US on the issues of Hong Kong and Taiwan. It could have done serious damage to the 1.4 billion people of India as the gap between China and India opened up dangerous security implications for South Asia, a time when governance model of the Nehru era had failed by 2014 leading to fragmentation of the kind that happened in China when Japan had surged ahead in the 1920's and 1930's leading to the devastating war and Japanese invasion of China in the 1930's by provoked incidents. It shows the grave consequences of poor governance including the periods under Bush and Obama that led to decisions to get into wars in remote mountainous and desert regions. A series of such events can as shown by Joel Mokyr of Northwestern University, that can lead to permanent decline for regions and nations. Under both Biden and DJT an effort is underway to respond to these challenges. ...

Yoon Suk Yeol from visit to Biden at White House as South Korea's president to jail sentence for life for ordering arrests and deploying military troops on Dec 3 2024. It shows the unstable situation for democracy and politics in South Korea, with the country polarized. It is much more polarized than the US  or Europe. South Korea may have advanced rapidly with its economy using Japan as a model, yet the political situation in South Korea and the Korean peninsula remains highly unstable. By comparison India has a long history of elected assemblies in the states and regions dating back to the 1936-37 provincial assembly elections under the British- nearing a century of democratic self government by 2036, ten years from now. Even the shorter period of elected government in South Korea was interrupted by dictatorships and the military rule. The Indian Constitution modeled on the unwritten constitution of Britain and the written one in the US, has the allegiance of a population of 1.4 billion people, unprecedented in the history of mankind. There are as many languages in India as in Europe and the media is lively in every language, so that it is an encounter that is the one of the wonders of the world to know and grow up inside India in the second half of the twentieth and the first part of the 21st century. It is also the first modernization effort in the context of Britoish and American democratic forms of government for over 1.4 billion people, almost 2 billion people counting other regions such as Malaysia, Indonesia, Vietnam and the Philippines, that use India as their role model. The economic dynamism of the region required integration of sorts with the European Union and the US for scientific and industrial cooperation at every level which is now happening. ...

When it comes to the wars in the Middle East Biden showed courage in "doing the right thing," even if it would cost him. Biden pulled America from wars in the Middle East that DJT had laid the ground work for by setting up that goal and taking action. Obama by contrast lacked the courage, and would not take any risks to his reelection effort. Biden in one term proved to be a transformative president in ways that Obama never even comes close, by building on the wave of support for rebuilding infrastructure that DJT had created in his first term. In ways that were unpredictable but real it could be said that DJT anticipated Biden and Biden anticipated DJT's efforts to get America out of wars that were never really in America's interest and started under the Reagan and Bush administrations continued through the Obama years. In the same way DJT anticipated Biden on rebuilding infrastructure and Biden anticipated DJT in action on the US Border and shutting down fentanyl flows from Mexico and China by getting Republican Senator Lankford to write up the legislation on the Border. This is also why president Biden can welcome DJT at the White House on the day of the Inauguration Jan 20 knowing both worked for the best interests of the Nation, and in the end listened to each other. ...

Thanks go to Pfizer and CEO Albert Bourla for their latest effort the antiviral pill Paxlovid, says the editorial Board of the WSJ. It reduces viral load ten fold and is a game changer in the pandemic, says the WSJ, when vaccinations are not as effective as they could be with the large number of unvaccinated. Pfizer charges $530 per treatment for the 10 million doses ordered by the Biden Administration and signed a voluntary licensing agreement with UN backed Medicines Patent Pool for worldwide access. This should enable access in all countries.

Senate Majority Leader Mitch McConnell says he doesn't yet have the necessary votes to stop Democrats from calling for witnesses. Democrats want former presidential National Security Adviser Mr. Bolton to testify under oath about the president's motivations for freezing aid to Ukraine. During three day of presentations by Mr. Trump's defense legal team the focus of Pat Philbin and Alan Dershowitz was on the actions of the president on Ukraine policy not rising to the level of Abuse of Power and Obstruction of Justice that Democrats in the House have presented as the 2 Articles for impeachment. Earlier the White House legal team put the focus on Mr. Biden, and his son Hunter Biden's role in the Ukrainian company Burisma as a board member. Burisma was being investigated for corruption by Ukrainian prosecutors. Much of the defense presentation recalled the effort during the early days after the Civil War to impeach president Andrew Johnson simply because Republicans in Lincoln's party did not like Mr. Johnson's views on Reconstruction of the South, and his dismissal of Mr. Stanton, the Secretary of War. That effort failed because it lacked one additional vote needed for a two thirds majority in the Senate. Republicans say not only are the president's actions on Ukraine calling for an investigation of the Biden's not an impeachable offense as "a high crime," but also that Democrats dislike of Mr. Trump just as Republican dislike for Mr. Johnson was lowering the bar for impeachment by making malleable charges. They argued that one of the country's founders Mr. Mason even rejected the idea presented to him that "maladministration" as grounds for impeachment should be put in the Constitution for the very same reason, that it was malleable to a preconceived notion of what is wrong. Four Republican senators Gardner of Colorado, McSally of Arizona, Tillis of North Carolina and Collins of Maine face tight races in upcoming elections, and may decide in favor of a compromise for the calling of witnesses. This would allow Republicans to call Mr. Biden and Hunter Biden to testify, and Democrats to call Mr. Bolton to testify on his views expressed in his to be published book that the president withheld aid to Ukraine because he felt that corruption needed to be investigated.   ...

This NYT report looks at Pennsylvania in late October 2022.

The Jan 6 Panel of the US Congress puts out its report on the efforts to overturn the election results of the 2020 election that elected Joe Biden as president. Social fracturing from decades of policy that misallocated capital away from education, communities and health, hollowed out American manufacturing, neglected American communities and infrastructure, increased the gaps in income and wealth in society, led to unintended consequences.

In the process tech companies in the US also directed massive capital misallocation away from much needed infrastructure, and other essential needs in the US. Some of that capital was also wasted as the productivity of tech invested capital dropped sharply. US president Biden's investment in climate change prevention, chips and science, in infrastructure and to support working families brought America back to much needed national renewal.

Biden approves 31 Abrams tanks for Ukraine. This will take months. Germany has also approved 14 Leopard tanks to Ukraine and this allows Poland and Spain to also send Leopard tanks to Ukraine. The German Leopards are more mobile and easier to deploy in Ukraine than the Abrams US tanks, which is why there was extraordinary effort to get German approval to start their deployment in Ukraine.

The US, China, Japan, India and South Korea will release oil from their strategic petroleum oil reserves to dampen the steep rise in oil prices. The Biden administration will release 50 million barrels of oil from US reserves onto world markets. This is about half of the 100 million barrels of oil of daily world consumption. The effect on oil prices is muted because the move was expected.

Canada makes the decision to reinstate the visa requirement for Mexican citizens effective February 29th 2024. This was lifted by Trudeau in 2016 without a careful understanding of its implications. Since then Quebec insisted it was at the breaking point and pushed for reinstating the visa requirement. The Biden administration also pushed for the visa requirement as more people were illegally entering the US from Canada.

This WSJ analysis shows that in the counties that flipped to Biden in the U.S. election about 40% of the people had white collar jobs and were better educated and in metropolitan regions. Of the counties that flipped to Trump about 20% had white collar jobs with only 1.4% jobs growth whereas the improvement in the counties that flipped to Biden had much higher jobs growth of 5.3%. Where Biden prevailed 70% of America's GDP is generated, where Trump prevailed 30% is generated. One is white collar in metropolitan regions, in cities and suburbs, better educated. The other is blue collar, less educated. One blue collar is hit hard by the pandemic, the other is white collar but also includes some of the people hardest hit in the pandemic of minorities in the cities and suburbs. In truth none can benefit without bringing all along. And loyalties shift as most of the professional class was once with Republicans who were the party of business. The sending out of American manufacturing to China has not only affected the economy, it has also changed the parties as the Republicans took up the cause of American manufacturing workers changing the two parties. For most of the twentieth century this was not the case as FDR, Truman and Kennedy-Johnson, were Democratic presidents supported by blue collar workers.   ...

This Editorial Board view in the WSJ asks what does it say when Mr. Biden beats Mr. Trump 44% to 41% even with Mr. Biden's low ratings of 33% in the Siena/New York Times poll, and Republicans looking good in the upcoming midterms to win both the Senate and the House. It says so far most of the recent elections for seats in the Senate and the House have shown that Trump backed candidates have not done well with one or two exceptions. It cites elections for two Congressional seats in Georgia where Democrats prevailed against Trump backed candidates.  It says Trumps position that the election was stolen is not going to help Republicans. That Democrats are keen on keeping the attention on Mr. Trump and not on inflation through events such as the January 6 hearings on the Capitol attacks. In swing districts the Trump distraction is the only factor that could hurt Republicans 4 months before the midterms, says, the WSJ. It says Trump is likely to announce his candidacy for president in 2024 before the midterms. ...

US president Biden says efforts are being made to provide emergency assistance to India for vaccine making supplies, as well as therapeutics, ventilators and other equipment. The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Joe Biden said that "Just as India sent assistance to the United States as our hospitals were strained early in the pandemic, we are determined to help India in its time of need." This assistance is now being coordinated at the highest levels and being done round the clock. Chancellor Merkel of Germany - "The fight against the pandemic is our common fight. Germany stands in solidarity with India and is urgently preparing a mission of support."  The European Union's von der Leyen said "The EU is pooling resources to respond rapidly to India's request for assistance via the EU Civil Protection Mechanism. This group of 26 leading scientists from Australia, France, Britain and the US are calling for a new international full, open and unrestricted forensic investigation into the origins of the coronavirus in its original location of Wuhan. This happens as scientists on the WHO investigation team in Wuhan say they did not have unrestricted access to conduct their investigation. The Biden administration has restored ties to the World Health Organization after the Trump administration cut ties on this issue of transparency. The Biden administration says transparency is an essential condition for the US as it seeks to continue US participation in WHO. The US, India, France, Britain and other European nations have a long history of participation in WHO and were original founders. Recent flawed election processes at WHO and the lack of effective leadership from western foundations have led to the lack of effective leadership of WHO that prevailed in post war world for the first five decades of the organization. Much of that leadership was from western nations, India and Japan, during a period in which the pandemics were managed limiting their spread from the areas of origin. ...
