Montes and Cordoba of the WSJ provide this exceptional account of corruption at the state level in Mexico. Ironically the very effort to reduce the power of centralized administration with PRI winning repeated elections and having a monopoly in power for many years, led to the decentralization and passing on power and money to the state governments in Mexico after the 1990's. But this was done without putting in the checks and balances required. Instead too much power was now concentrated in the hands of the state governments which appointed even the judges and officials at all levels including election bodies. Federal transfers of tax money to states increased 20 fold to $88 billion in 2016, according to this report.  The result 41 state governors faced corruption charges between 2000 and 2013, according to the Mexican Competitiveness Institute. This includes the state of Veracruz where state coffers are almost empty and there is no money to pay municipal bodies. The PRI governor of Veracruz Mr. Duarte supported president Pena Nieto, and was at 43 years age cited as the new face of the young PRI. This report  says he is nowhere to be found now that $2.5 billion in state funds cannot be verified. Other states are Tamaulipas, Quintana Roo, Coahuila, Sonora, where corruption charges remain. The Veracruz scandal is among the worst and is the focus of attention for the public in Mexico. At this point president Pena Nieto of PRI has about 12% popularity rating, lowest of any modern Mexican president.   ...

The Federal Reserve's Open Market Committee voted 7 to 3 to continue a policy of keeping the federal funds rate at exceptionally low levels "at least through mid-2013." Presidents of the Federal Reserve regional banks- Fisher of Dallas, Kocherlakota of Minneapolis, and Plosser of Philadelphia preferred different language that would only say exceptionally low rates for "for an extended period."

President Biden and Russian president Putin held a two hour virtual meeting on December 7, to discuss Ukraine. Biden stated that the US would take action to support defense arrangements in Ukraine, Poland, Romania, and other Eastern European countries, if Russia invaded Ukraine. He urged Russia to return to diplomatic talks to settle differences over Ukraine. US National Security Adviser Jake Sullivan described the virtual meeting in this way- "There was a lot of give and take. No finger wagging. But the president was crystal clear about where the United States stands on all of these issues."

Rep. Wesley Hunt is flown to Washington from campaigning in Texas to get the vote in the US House of Representatives to 215-215 on a War Powers Resolution on the president's action in Venezuela. He was driven directly to the House with escort from the Washington Dulles Airport by Capitol Police. Such is the drama in the House nowadays as Democrats look for ways to restrict the president's action in the international arena on the Monroe Doctrine. The resolution if passed would require Congress to authorize the action to deploy troops. The Venezuelan action was taken quickly in a few hours bringing Maduro to the US. The US set a naval blockade of the country which has fallen apart with high inflation and mismanagement, corruption and drug trafficking after Chavez entered Venezuelan politics with a military coup in 1998 and set up an authoritarian government. When he died the power was handed to a person who lacked experience tackling a complex oil economy and inflation reached 1000 percent destroying the economy. The Monroe doctrine had fallen into disuse since 1824 and its revival in 1904 by Teddy Roosevelt which made it difficult for the US to take action in the interests of peace and security in its neighborhood free of European colonial powers. Russia withdrew from Venezuela after the Trump administration set a new start for US Russia relations based on "respect" for Russia as a power in Northern Europe. In 1824 the situation facing Venezuela and other South American countries blocked by president Monroe was intervention by France, Spain to collect debts.  President Teddy Roosevelt affirmed the Monroe Doctrine during his term 1900-1909 to ensure fairplay, democratic governance and good governance in the western hemisphere free of European powers. In 2026 much of this is being misrepresented in a torrent of what TR called "mendacity." The issue of Greenland and security for the Eastern seaboard of America from foreign powers is also getting the same treatment by the US and European press with no mention of Admiral Perry's discoveries in Greenland for the US Navy in 1890's, and Denmark as a colonial power which had no belief in representation of local people having transferred its colonies in Asia and other parts of the world to other nations for payment or in exchange of territory. The entire population of Denmark of 6 million is smaller than the Houston area and the entire population of Greenland of 50,000 would not fill a baseball stadium, and yet it seeks to block US security for the entire eastern seaboard of  North America from foreign powers in 2026 after it did so in 1947 when Harry Truman offered $100 million for Greenland, as the Cold War intensified in Eastern Europe. ...

Trump says he hopes Mueller is fair, and will be fair, is going to be fair. Yet that is not what Conservative media is saying. Trump has criticized the Justice Department. Here he says that he the President can do what he wants with the Justice Department, using the words "absolute rights," for the president's powers. This is a misreading of the powers of the Presidency under the Constitution. If the president thinks this hope is not realized of Mueller acting fairly it could lead to a situation in which the president acts beyond the powers of the president, creating a new gap between Congress and the president and overreaching of powers.

Francois Fillon wins 44% of the vote to Alain Juppe at 28.6%.  Mr Sakozy suffers defeat in the election primary after 3 presidential debates in which Fillon's "statesmanlike" image came across better than the flamboyant style of Sarkozy. Another factor is that Juppe is seen as too close to former president Chirac and suffered from his effort to make changes and job cuts as prime minister under Chirac. Fillon is less well known which turned out to be an advantage. Fillon has the support of traditionalist Catholic groups. Fillon's platform is for 500,000 job cuts to reduce the large size of France's public sector, remove the wealth tax imposed by Hollande, reduce taxes, increase work week to 48 hours maximum and scrap 35 hour work week, gradually raise retirement age to 65, increase business incentives to improve economic growth. Fillon lives in Le Mans western France.

Mr. Moon Jae-in, South Korea's leader, emerges from this week of direct talks between president Trum and Kim Jong Un of North Korea, with many of his goals accomplished. During most of 2018 with threats and missile tests from the North relations with the U.S. had worsened, South Korea was left out in many developments relating to the Korean peninsula, and tensions had risen. After this weeks diplomacy in Singapore, the South Korean leader has reduced tensions, achieved the goal of direct talks between the U.S. and North Korea, and reduced tensions. Moon-Jae-in now has poplarity of 79% according to Gallup South Korea, and won in local elections. Even the cancellation of military exercizes by president Trump after the Kim meeting achieves a long standing goal of reducing tensions by moderating the exercizes- which are seen by North Korea as a threat. A Gallup poll shows 66% of South Koreans supporting the Kim- Trump talks. Conservatives in South Korea are still skeptical that this can last given past experience with North Korea. The consensus is still that reduction of tensions and dialogue is still the best way to resolve the disputes, with the added pressure of sanctions with China's active participation to make the effort work. ...

President Biden meets newly elected South Korean president Yoon Suk-yeol on his visit to South Korea. During the visit Biden also promoted South Korean investments in Texas and Georgia. He visited a Samsung semiconductor plant with the president of Samsung. Samsung is investing billions of dollars $10 billion for a new electric vehicle plant in Savannah, Georgia. By getting American semiconductor and electric car manufacturers to invest heavily in the US president Biden is changing how America invests for regaining technological leadership by 2030. In an effort to get plants to support unions president Biden called for the plants to hire union workers. Biden called by name two Senate contestants in upcoming Georgia elections for their efforts in getting the Hyundai plant that will hire 8000 workers. In contrast to Mr. Trump who lacked a plan or vision for the future Mr. Biden is keenly focused on getting South Korea, Japan and Germany to invest heavily in the US and help restructure the whole supply chain. Where Mr. Trump called for South Korea and other partners to share the defense burden, Mr. Biden is focused on getting American allies to have their large companies invest in American plants and jobs and a new supply chain. ...

Turkey's elections for parliament and for president are on May 14, 2023. President Erdogan is running again after two decades in power. Turkey faces high inflation of over 57% which has created a serious cost of living crisis in Turkey. Erdogan has issued a wide range of stimulus measures- energy subsidies, a doubling of the minimum wage, pension increases, and a chance for 2 million retirees to retire immediately. A kilogram of tomatoes used to cost 8-10 liras and now costs 25 liras. Rents are going up with steep increases. Turkey has been hit hard by the war in Ukraine as it depends on Ukraine for grain supplies. A popular mayor of Istabul Ekrem Imamoglu from the Opposition is shown here as an alternative for president. Erdogan started his political career as Mayor of Istanbul with the military opposing him. His management of the economy helped him win two terms as president, which is now in a severe crisis.

French president Macron meets president Putin of Russia for a deescalation of tensions on NATO and Ukraine. Macron for the first time offers an approach that he calls the "Finlandization" of Ukraine. Finland maintained its independence as a neutral country in tensions between US and Russia.  President Biden says the US and Germany are united in their approach, and Nordstream 2 pipeline just completed to supply Germany with Russian gas will be shut down if Russia invades Ukraine. German chancellor Olaf Scholz says little during the crisis and is described as not "audible." Germany has fought two world wars with Russia and seeks a solution that recognizes Russian concerns about NATO yet one that is consistent with the alliance it has with America and concerns of its Polish and Baltic neighbors such as Finland, Sweden, and Lithuania. Vice president Kamala Harris had this to say about Hur's report and his comments on the president's age, after talking to president Biden on the classified intelligence documents case. Harris said directly about Hur's report and behaviour- "The way that the president's demeanour was characterized, it was politically motivated." Haberman and Thrush of the NYT provide an account of what happened at the White House when U.S. president Trump met privately with Chuck Schumer and Nancy Pelosi to work out a deal on the Dreamers, or Deferred Action for Childhood Arrivals, called DACA, that under president Obama allowed 800,000 young immigrants to stay in the country. President Trump had earlier said he would reverse DACA. DACA was setup under an executive order by president Obama in 2012 to allow immigrant children brought in under the age of 16 to stay in the country, with maximum age 30. In 2014 a second executive order by president Obama expanded this to include children under the age of 18, with no maximum age. Both executive orders were opposed by Republicans. In the meeting Chuck Schumer answered Trump's question on delaying or changing Trump's mind on DACA, "what's in it for me?"  Schumer said Democrats would work with Trump on new legislation on border security, but not on funding for a border wall. Trump agreed to work on a deal, including no deportations for a six month period. After different back and forth in the media, typical of the politics in immigration issues, the president says he is ready to work out a deal on DACA, if the Democrats work with him on toughening border security. Both Democrats and Republicans in Congress now agree that steps have to be taken on border security in stages. ...

U.S. president Trump has a meeting with the Pope at the Vatican in which both were seated at a wooden desk in the pope's private study, and both listened carefully. Trump told the pope, "Thank you, thank you, I won't forget what you said." The pope gave Trump an encyclical on the environment, in which he said that capitalism had contributed to degrading the environment and this hurt the poor. Trump said he would read the encyclical. The U.S. president was critical of the Paris climate change accord on the campaign trail in 2016. Now as he decides whether the U.S. should withdraw, aides at the White House in favor of it see this as an opportunity for Trump to get a better understanding of the issue before deciding. Mr. Trump gave the pope a first edition copy of Martin Luther King's writings, and Francis gave Trump a medal bearing an olive branch. Trump then met for 50 minutes with the Vatican Secretary of State Cardinal Parolin.

The Rand drops by 5% after the news of the resignation. This article provides exceptionally detailed and useful graphs showing how much the debt limit was increased each year since 1993 and how Republicans and Democrats in Congress voted to support the increase each year. As Rep. Steny Hoyer pointed out in Congress both Democrat and Republican presidents have increased the debt limit to the point where U.S. debt is $17.3 trillion in 2014. Marking a change in strategy Republican leaders Boehner and Darrell Issa voted in Jan 2014 in favor of stand alone debt limit increase to March 16, 2015, with almost all Democrats supporting it. Republicans added spending limit and other conditions to debt limit increases in previous years leading to a standoff with the Obama administration and recurring crisis talks with last minute deals. Strategy has now shifted for the Republican leadership to focus on the goal of winning the Senate to control both houses of Congress and preparing to elect a Republican president in 2016.
