The Standing Committe of the Politburo of the Chinese Communist party will have seven members including Li Keqiang, the new prime minister and Xi Jinping, the new president. Most of the other members are close allies of former president, Jiang Zemin, who began the now three decade old the modernization effort after Deng Xiaoping initiated economic reforms. This leaves a clear imprint on the Standing Committee of 86 year old Jiang Zemin. The incoming president Jinping is supported by Jiang Zemin, and this should make it less difficult for him to make economic changes say experts. Hu Jintao, the current president could not get his way in making appointments to the Standing Committee, except for selecting his protege Li Keqiang. Hu was able to select members for the 25 member Politburo who are likely to become members of the Standing Committee in 2017, when many of the current members in their mid 60's retire as required by party rules.

The Journal's interview with Weight Watchers International CEO, David Kirchhoff. Weight Watcher's strategies focus on increasing its online business and getting males to join Weight Watchers. According to Kirchhoff it has 1.4 million people, 90% of whom are women, attending meetings each week all over the world. Online business is surging, with an average of 1.8 million additional subscribers for the first 3 quarters of 2011. In the first 3 quarters of 2011 the online business showed gains of 70%. Estimates are for the online business to generate $400 million in revenues and $200 million in operating income in 2011. Today 65% of the business is in the U.S. and a large part of the rest is in Europe. Kirchhoff sees new opportunities in China, where poor lifestyles- the use of the internet instead of being outdoors, and the increased access to all kinds of food- is creating a surge in obesity.

The new fiscal 2012 budget proposed by the Obama administration projects this years deficit will reach $1.6 trillion. This includes the renewal of the Bush tax cuts and the temporary cut to the payroll tax that was part of the tax deal reached in December 2010. This is up from the $1.3 trillion deficit in 2010. At this time both the Democrats and Republicans are choosing to leave Medicare and Social Security out of the picture as they deal with the 15% of total spending that is discretionary and unrelated to defense and security. Both parties are hesitant to propose changes to the popular Medicare and Social Security programs without getting the other party to join in the proposed changes. As this could affect voters perceptions. Social Security, Medicare and other entitlement programs will take up 60% of all federal spending or $2 trillion next year, not counting the interest on the federal debt, according to the Congressional Budget Office.

Greg Ip points out that Saudi Arabia's effort to get back market share is not working so far as shale oil producers continue to increase production. OPEC now confronts a very different competitor in the U.S. shale oil industry- 77 different producers produce 75% of American oil production, each acting like a tech startup, with access to capital markets which are continuing to provide capital. These producers can increase or reduce production with agility, and act differently from state owned oil producers or the major western oil companies. He cites Goldman Sachs figures showing average rig in Texas Eagle Ford shale yielding 5000 barrels a day in the first year compared to 2000 barrels in 2011. This analysis also shows shale oil production cost on a declining curve- $80 in 2014 and $60 in 2015, which could upset Saudi calculations with the advances in technology. Majors such as ExxonMobil are also moving forward with the technological advances.

Greg Ip of the WSJ looks at the result of changes in supply chains away from China, and the new trading relationship with China to 2028. He says the shift to a new global supply chain that diversifies it away from concentration in China is taking place. Would taking the tariffs from 30% to 60% under a new Trump administration be a good idea? Greg Ip thinks it is a bad idea as the change is gradual and is actually taking place. It may have the unintended effect of worsening US China relations essential for global stability when it is coupled with erratic or retaliatory rhetoric. Rhetoric that appears to China that it is being singled out in world trade beyond what are changes that have taken place with Japan in the past in trade. The Biden administration is for good reasons working to restore a balanced yet stable relationship with China. Apple is shifting production of 25% of iPhones to India. Samsung is investing more in Vietnam. The trade deficit with Mexico has reached $151 billion twice as large as in 2017. And $100 billion with Vietnam three times as large as 2017. The US trade deficit with China has dropped from $381 billion to $281 billion in the last 12 months, the Commerce Department reports show. And from $1.1 trillion with the whole world from $1.2 trillion for the last 12 months, 4% of US GDP. Overall the Trump era tariffs of 30% have not reduced the US  trade deficit substantially but has shifted American and European foreign investment to India, Vietnam, Mexico and other countries as well as to the home country. Over time the supply chain would become truly diversified as India makes great strides to become the third largest economy with new infrastructure by 2030. The head emeritus of the European Union Chamber of Commerce in China, Joerg Wuttke, says the pressure to export will be high for China as its economy shifts more to manufacturing from construction. Most Chinese companies are producing more than internal demand in China, and most companies in solar are losing money, in wind turbines and solar all are losing money, Wuttke says. This means China will double down and increase its investments in Mexico, Vietnam, Morocco and other countries so that it can send its products to the US through third countries that do the final export. One expert even says removing a few screws here and some there, find a different supplier, and shipping to a third party for final export that makes it not 100% Chinese content, the pressure for that is high. ...

Timothy Rooks in DW.com points out rightly that it will be how well Macron grasps the opportunity to turnaround the economy within the EU that will make a difference. France needs some of the changes Macron is proposing because it has one of the largest state sectors of western economies, and private industry needs to be revitalized to generate the jobs to reduce youth unemployment. A cut in the corporate tax to 25% from 33% would be in line with Britain, Germany and other countries. Some cuts in spending 60 billion euros over 5 years, and 50 billion euro stimulus package. The wealth tax would be retained, and the 35 hour work week.  He has opposing views on 35 hour week but now will focus on flexibility on overtime, capping severance pay and investing in education, job training, other ways of reviving the labor markets to get hiring started again and cut into 25% unemployment for persons under age 25. He also plans to follow the German model of letting companies deal with unions at the local level, at the company level, not only at a national level. Close cooperation with Germany and the confidence of French industry will be a plus as he works to revive the French economy, with the conviction that this will also be a project to fulfill the hope of young people for jobs, and a way to reduce the number who have turned to extremist parties in France. ...

This report in the WSJ  shows that president Xi is pulling back from his signature economic policy to reduce wide gaps in wealth and opportunities in China. In 2021 this was a policy that Xi pushed to reduce inequalities that have built up over decades of hypergrowth. One tenth of the population owns 68% of the wealth in China creating an highly unequal society. Concerned about the future of the Communist party as disparities kept widening and 40% of the population was left behind, Xi early on in his first and second terms made tackling corruption and inequality part of his policy.  Yet the way China's economy is structured, its dependence on the construction industry for growth, and on local governments for investment, it is easier to tackle infrastructure projects than address widening gaps in society. Xi's efforts have led to slowdown in growth to 5% or less. With the US and Europe moving to shorter supply chains and moving supply chains to less integration with China, slowing growth to less than 4-5% presents a major challenge for China. Leading to a pull back from the Common Prosperity policies that Xi initiated and which are part of Communist party policy in its early period after 1949. A major problem for China says WSJ is that social security contributions revenue is 6.5% of GDP compared to 9% for advanced countries in the OECD, the Organization for Economic Cooperation and Development. Personal income taxes are 1.2% of GDP compared to 10% in UK and US. This prevents the better funding of programs for maintaining a better safety net and social support for the less well off in society. The pandemic followed by Ukraine war have added new urgency to the acceleration of the effort to build new supply chains, leading to new manufacturing innovation and manufacturing leadership in the US and European Union, and in countries such as Japan, India, and other parts of Asia. This too has made the goals of reducing inequalities and addressing the wide disparities in Chinese society more difficult with sharply slowing growth in China. Issues of inequality and lack of upward mobility came up in the last presidential election. A Federal Reserve Survey for 2018 shows the financial fragility facing many Americans. One quarter of working individuals say they do not have any retirement savings. About 17% of households say they cannot pay all their monthly bills. About 40% of Americans say they do not have enough cash to cover an unexpected $400 expense, and would have to rely on credit cards balances or loans from family to make the payment. This survey by the Federal Reserve is done each year since 2013, after the financial crisis hit in 2009 it became more important. Still Americans are showing unusual resilience and upbeat spirit. About 75% say they were doing Ok or living comfortably up from 63% in 2013. And two out of three described lovcal economic conditions as "good" or "excellent."  This shows that the financial vulnerability resulting in the loss of jobs in the U.S. both from jobs lost in manufacturing going overseas,  jobs lost through automation or industrial decline in some sectors, and the hit from job loss during the financial crisis and its aftermath years of 2009-2014 is still leaving a lot of families financially vulnerable. Low interest rates and stagnant wages also meant savings growth for ordinary Americans was less than it should be in a healthy economy without booms and busts. This is also the environment in which the U.S. is tackling challenges to its technological leadership in 5G following a decline in sectors such as autos and electronics, with job losses to Japan and South Korea. New trade agreements are focussed on correcting the imbalance, first with Mexico, South Korea, and now with China. Focus is also on fair wages and labour overseas to raise American wages in key sectors. The damage done by a low interest rate to savings of ordinary Americans outside the stock markets is also being seen as a downside in the boom bust cycle, that includes loss of jobs for vulnerable American families. The rise of the tech sectors has diluted the traditional protections of working class Americans with the shifts and realignment of the major parties. ...

China is building a port hub at Chancay that will have an initial 1.5 million TEU or twenty foot long containers capacity. It will be opened by president Xi in November. This megaport will cut the time it takes from South American coastline to Shanghai from 35 days to 25 days. Before this port China trade was conducted through Long Beach or Manzanillo in Mexico. China is now Brazil's largest trading partner and this port offers the possibility of connecting further from Brazil to Peru by land. This does pose new challenges such as crossing the Andes mountains and Brazilian jungle. The port will cost COSCO China's large shipping company $3.5 billion. China has invested in 100 foreign seaports with $30 billion over 2 decades. The port of Piraeus is operated by Chinese companies, and China has invested in a stake in the port of Hamburg, Germany which is the main gateway for Chinese exports into the EU. The US neglected Latin America and India during the three decades in which Reagan and Bush Sr, Bush Jr, engaged in wars in Iraq and Afghanistan wasting trillions of dollars, neglecting infrastructure investment in the US, and in Latin America and India. Over two decades the US has invested by comparison trillions of dollars in wars in Iraq starting with Reagan and Weinberger, Bush Sr. in the 1980's, and Bush junior in Afghanistan. Much of the oil dividend of the Middle East wasted by regimes in the region in wars. Not only the US infrastructure was starved of resources, Latin America, India and Indonesia did not receive the investment these countries needed for rapid development. Yet today Reagan and Bush are lauded for their contribution by Baker in WSJ today and by columnists in the NYT. The fall of the Berlin Wall was itself just an episode in the US relations with Russia as Russia and China are competing with the US. Germany itself of the Berlin Wall remains divided (with AfD popular in the East around Dresden), and Germany divided on pursuing policies that lead to worsening relations with Russia. Germany also maintains a strong trading relationship with China including a stake in Hamburg port given to China during the pandemic at a time when the supply chain over concentration in China was being questioned in US, EU, India. ...

Equity markets in Europe and the U.S. are likely to see some of the 62 trillion yen, or $630 billion, which the Bank of Japan plans to add to holdings of banks and households in two years 2013-2014. A senior advisor to Deutsche Bank, Thomas Mayer, says equities of Germany, France and Britain are likey to see interest from Japanese investors, as are bonds and equities of the U.S. Japanese companies such as Toyota and consumer product companies such as Sony and Panasonic will now be able to better compete on price against their S. Shale oil producer spending in the U.S. is forecast to drop by 3%, but this will still add one million barrels a day of additional shale oil production. Prices are now at about $45 a barrel and shale producers are cutting back on production rigs in operation with the 40% decline in oil prices. The EIA expects oil production to reach an average of 12.1 million barrels daily in 2019 from an average of 10.9 barrels a day in 2018. This suggests there will be additional supplies and continued downward pressure on oil prices. The situation is favorable for the U.S. and countries such as India which benefit from lower oil prices.

Increasing use of opioids, suicides, chronic liver disease, are resulting in higher mortality rates for white Americans middle aged 45-54. This group has been hit hard by manufacturing losses, by the mortgage crisis of 2008 with its aftermath of job losses and low interest rates that slashed savings. Added to this is the effect of people with lower incomes needing to take retirement social security early, leading to another hit on incomes and the quality of lives, increasing uncertainty and even despair. People without a college education are hit harder in the current environment with fewer opportunities and greater uncertainty in life. The social security check being smaller for this group and its shorter life span means more of the social security pie is going to better off Americans who retire later, creating a uniquely American situation of widening economic inequality and unfair distribution of the economic benefits of society. This means disadvantaged groups are facing a crisis that will affect not just this generation but the children of these disadvantaged groups for the next generation- a failure to keep the promise of "life, liberty, and the pursuit of happiness," American ideal for most of its history. ...

About 60% of the population in Guinea, Sierra Leone, and Liberia, countries worst affected by the Ebola virus are facing food shortages. Markets are closed in these countries reducing access to food. The virus is affecting West Africa in other ways. Ample food supplies with lower prices of corn, wheat and rice on world markets, as a result of supplies from Brazil, India and Thailand, is not reaching Africa because of restricted access because of Ebola. Clogged ports, and conflicts adding to this reduced access. In East Africa the FAO estimates 20 millon people face food shortages up from 15 million estimate earlier. The rise in value of the dollar in relation to African currencies is increasing prices of food. Food price inflation is leading to a situation where an household with many children in a relatively better off country like Uganda being able to afford only one meal a day. The result will be increase in malnutrition in Africa if solutions are not found to get access to large food supplies outside Africa with lower prices. ...

WSJ reports that there is considerable unease at making clients wealthier amid rising inequality and cost of living crisis in the US. Many financial planners who work for large banks with clients having over $3 million to $50 million are leaving as they do not find job satisfaction advising clients unless some of the money goes to help other people. Clients making less than a couple of million are more likely to help others in society than clients making $20 million who cannot grasp the problems of society from a third of fourth graders filing reading comprehension tests, the 40 million people on student loans, or people struggling to tackle the cost of living. 

About 35% of 330,000 financial planners/wealth managers in the US work with client assets under half a million, 19% with clients having assets under $2 million.

Most insurers in the US have responded to this by cutting back on fossils, not State Farm and Berkshire Hathaway which are still betting on fossil fuels with multibillion dollar bets on oil companies, says this WSJ Exclusive report. The alliance between the PRD on the left and the PAN party on the right in Mexico on an anti-corruption platform creates a third option in Mexico after the PRI under president Nieto, and the party of Lopez Obrador. Obrador and the candidate of the PAN/PRD Ricardo Anaya, 38 years, now are level in polls with 32 percent support and the PRI candidate Antonio Meade at 25%. The Nieto administration is tainted with several corruption scandals and about 75% of Mexicans want a change in government, in a Reforma poll. Obrador contested for the PRD in 2006 in a close election, and in 2012 formed his own party. If successful this would be the first time three parties form together to form a coalition government in Mexico, with the Citizens Party joining the PRD/PAN coalition. This is similar to the way in which the left and the right are getting together to topple the old politicians with new younger faces in other countries- including in France, and in Italy in upcoming elections with the left and the right represented in the En Marche movement in France, and in the Five Star Movement in Italy. In Germany a left -right coalition is being put together with the CDU and the Social Democrats coming together on social issues. After state elections in 2016 the opposition winning 3 governorships from ruling PRI, and the election in the state of Mexico where a divided field made it possible for the ruling PRI to hold onto power even after losing 1 million votes, both the PRD and the PAN parties realized the need to come together on an anti-corruption platform. Corruption and rejection of the old politicians bringing in a younger generation into politics is a major issue in many countries. ...

The water situation on the Euphrates river. Three reporters for the NYT, Amir, Mohammed, and Abeer, join NYT's Campbell Robertson in talking to farmers along different stretches of theEuphrates river in Iraq, near Jubaish, Karbala and where it meets the Tigris. The causes of the problem are the water policies of TUrkey and Syria which are the upstrema countries and have built dams along the river which control its flow, a two year drought, and water mismanagement and neglect in Iraq. The river is significantly smaller now, and at this rate could be half of what it once was. It affects rice and wheat fields along the river which are turning into scorched dirt, canals becoming small streams, and water treatment plants sitting idle. The area for wheat and barley in the rainfed north is down 95%, and the date and citrus orchards in the east are dry. There are no treaties for water use with Turkey and Syria, so the situation is unpredictable. Recently Turkey doubled the waer flow into the Euphrates, a mover that increased water flow to ablut 60% to cover half the irrigation requirements for the rice growing season....

Deteriorating China Iran relations as the oil imports from Iran for China face US tariffs of 25% on China's exports to US, and US economic relations far more significant for the Chinese economy. China gets somwhere between 1.4 to 1.6 million barrels aday from Iran (80% of Iran's oil exports) into Shandong refiners at $10 below Brent crude prices. Another 400 mbd comes from Venezuela to China. This means $30 billion comes to Iran from oil sales to China at $59 a barrel, and $8 billion for Venezuela from oil sales to China. This has financed much of the bellicose policies towards the US in the western hemisphere and in the Gulf region. Iran's bellicose policies in the Middle East, its nuclear policy, are now seen by China as a distraction and  detract from good economic relations with the US. China $400 billion oil deal 25 year cooperation agreement signed in 2021 was signed under the Biden administration and China today faces a completely different situation in 2026. Even China's relations with Russia are not the same as the US builds better relations with Russia. A wind down of the Ukraine war would change the situation completely and ensure peace in Europe including Russia, as the US works with the EU to meet future challenges having learned from this experience in Europe (Ukraine dividing Europe) and in the Western hemisphere (drug/ migrant. trafficking). When historians write this chapter of the inflows of capital from advanced West to Arab countries and the Gulf region they will write about the huge contrast between China/India's efforts to modernize and these nations where much of that capital was wasted in wars and conflicts and in grandiose projects that made no material difference to the standard of living and quality of life of the vast number of ordinary people. Once the oil dividend is gone with fossil fuels replaced with renewable energy by 2035-2040 this opportunity to advance is lost for the Arab and Gulf region. ...

International arrivals to the US that were still down by about 35% in June last year over the pre pandemic levels of 2019, are going to be only about 20% below prepandemic 2019 levels this summer 2023. The cost of gasoline for people in the US is about $3.57 a gallon compared to $4.60 last summer. Justin Lahart in WSJ says Americans with steady checks and low unemployment are willing to spend on trips this summer. Among Americans about 40% still avoided travel by airplane, train or subway in 2022. This is now down to 18% or less in 2023.

Traditional vacations are up as old style remote work vacations are receding. Marriott, Hilton and other hotels, and airlines report strong demand. Older people who spend more are also joining the trend this summer leading to higher spending. This may even help the US avoid a recession, says Lahart.
