A look at the deficit/imports deficits divided by imports ratio formula used by DJT in Rose Garden chart Liberation Day April 2, 2025 shows the importance of deficits and total imports by country. The criticism in NYT of this formula centers on- Why not the use of manufactured goods plus services and why exclude services. This is easily answered the whole idea is to bring manufacturing back to the US. US Trade Representative Jamieson and president DJT say 5 million manufacturing jobs were lost and 90,000 factories closed over 2 decades of outshoring by American companies, most of it to China. Only by focusing on manufactured goods can this be corrected. What about using a five year average of the trade deficit instead of most recent 2024 trade deficit used by the president DJT? NYT says it distorts the ratio for Equatorial Guinea? But it shifts it only slightly by less than 1 percent for China and even less than that for the European Union. US is focused on correcting the unfair treatment of American workers and factories inside America that led to this loss of 5 million jobs and tens of thousands of factories, destroying the Nation's industrial base. Most of it to China, What that has to do with Equatorial Guinea is beyond comprehension and shows the ignorance that is fueling much of the criticism of the efforts to support American workers who are the best in the world when given the opportunity and management is doing it's job right. ...

German chancellor Merz makes his frist trip to Asia starting with India. He sees India and Germany as natural partners and shifts the focus to India from China. Under Merkel Germany remained focused on China. This is changing now that Merz is chancellor. The winds of change are also blowing and the war in Ukraine, the distancing of the US under DJT, US and Chinese restrictions, require this change and Modi, Merkel step up to create anew strategic partnership. The EU and German trade is now set to increase significantly as India modernizes its economy. Merz and Modi see less dependence on Russia for oil and gas and defense needs. India seeks German technologies and capital to industrialize its economy. The scope is immense and both sides are at an historic opportunity. Merz is afar cry from the Merkel years when Germany never grasped India's potential and failed to invest in the German economy. Merz has put forward a $1 trillion plan to invest in modernization of Germany and India is the partner Germany has chosen as central to its plans. This brings the entire EU close to India and its aspirations to be a modern economy like the EU. This is a long term project that began today in Ahmedabad with the two leaders at ease at a Kite Festival in Ahmedabad after Merz visited Gandhiji's Sabarmati Ashram. And Merz showed he understood India-"We are in complete agreement in our assessment of Russia's war of aggression against Ukraine," Merz said. At the same time, he understood how India's dependence on Russian oil and gas had happened only recently. "Obviously, it is not that simple in India, and I am the last person to visit other countries wagging my finger at them." The patience is there as there is a meeting of minds for what is the largest project of its kind to 2037 and 2047 for 2 billion people pooling technologies, capital and talented engineers. ...

U.S. vice president Mike Pence visits the demilitarized zone between North and South Korea and says that North Korea should not pursue its nuclear weapons program. Pence says the U.S. wants to persuade North Korea to abandon its nuclear program "through peaceful means" but "all options are on the table." Pence said North Korea should not test "U.S. strength and resolve."  Snap elections are to be held May 9, 2017 in South Korea, with one of the candidates saying he would reconsider deployment of the THAAD missile system. Following the deployment of THAAD anti missile system in South Korea China has responded with a economic boycott of South Korean goods. Seoul is only 30 miles from the border with North Korea and the sentiment in South Korea is to avoid military action which would affect the region around Seoul of 20 million people. The missile tests by the North are also seen as a threat to South Korea and Japan. China sees the THAAD system as an effort to increase American presence in the region and has opposed deployment. The U.S. response has been to speed up the deployment of the THAAD missile system ahead of the election in South Korea on May 9, 2017. ...

Stephen Bosworth was appointed by Hillary Clinton as U.S. Representative for North Korea Policy. He is one of America's best diplomats who served in several postings overseas before becoming Dean of the Fletcher School of Law and Diplomacy, Tufts University, Medford, Massachusetts. Prof. Drezner points to the work done by Bosworth in keeping dialogue with North Korea alive, till a solution can be found. He also cites Chinese analysts who say pressuring China comes from a worn playbook, that China would not agree to reunification on the Korean peninsula, to bring U.S. influence right up to its borders. South Koreans have been wary of reunification because of the decade long experience of integrating East Germany. As a result new solutions need to be found and the valuable work of diplomats like Bosworth is badly needed to keep dialogue alive for a solution to be found.

Swiss dairy farmers cutting cheese production by 5-10% to tackle temporary US tariff rate of 39%.  Gruyere and Emmentaler cheese to US make up 13% of Swiss cheese exports. Swiss dairy farmers are looking for markets in Asia and waiting for trade negotiations to bring tariffs down so that they can bounce back. The cow is sacred in Swiss Alpine country because of its role in cheese and mil chocolate production for overseas markets. Switzerland's cheese exports are $830 million in 2024 compared to about $7 billion for Germany, $6 billion for Netherlands, $5 billion for Italy and $4 billion for France, and $2.5 billion for the US. Overall Switzerland is a small exporter for a country the size of Virginia. Much of the extra milk production from a bumper harvest in 2025 can be converted into baby milk powder  and exported to China and India. In trade negotiations the Swiss became complacent even condescending and took the US market for granted. This will now change as the Swiss now have time for some soul searching on how best to negotiate a deal that respects the interests of both nations. ...

The full text of the letter is given here. In this letter the U.S. sets out some important facts about events that happened during the coronavirus crisis during the crucial 4 month period from December 2019 to March 2020. Every week lost in this time due to reasons of a lack of transparency, openness meant hundreds of thousands of people more infected and tens of thousands of deaths worldwide. There are questions of transparency, of openness and this raises questions about the manner in which the World Health Assembly operates with hundreds of small countries in Africa and Asia having votes equal to that of the U.S., India, Brazil, Mexico with votes taken of over 200 countries. The entire election process can now be seen as questionable, when over a billion people in one country alone such as India or hundreds of millions in Brazil and Mexico would have to bear the consequences of poor decisions made by small countries that can be swayed in one direction or another based on political bias and other considerations that have nothing to do with global health.  At the conclusion of the letter by the U.S. to the current WHO shaped by a controversial election in 2017 the following is stated about the standards set by Gro Harlem Brundtland and which helped the world prevent the SARS crisis which originated in China in 2003 from spreading to the large countries of the world India, Brazil, Mexico, and other such countries in Asia and Africa, Latin America, and the U.S. European Union. "In 2003, in response to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in China, Director-General Harlem Brundtland boldly declared the World Health Organization’s first emergency travel advisory in 55 years, recommending against travel to and from the disease epicenter in southern China. She also did not hesitate to criticize China for endangering global health by attempting to cover up the outbreak through its usual playbook of arresting whistleblowers and censoring media. Many lives could have been saved had you followed Dr. Brundtland’s example." Even this does not come to grips with the flawed way in which the election of WHO head is done. It can no longer be relied on when there is the danger that lack of transparency can emerge in the WHO leadership itself because of a flawed process. It risks endangering the lives and livelihoods of hundreds of millions in countries such as India, Brazil, Mexico, as well as in the relatively small countries of Africa and Latin America where even basic water supplies are at risk but which could tilt elections at the World Health Assembly. Consider that a cyclone just hit the Indian state of West Bengal and Bangladesh on May 20 just as the coronavirus pandemic is spreading. That this region of 1.5 billion people had just 2 votes out of over 200 cast at the World Health Assembly in 2017 shocking. And even these votes cast based on old geopolitical considerations not how good the candidate is, and how good the country he is coming from is in terms of its record  on public health. The irony here is that private foundations in the advanced countries in the U.S. and Europe some of whom are major donors to WHO did not think that more experienced candidates in their own countries with a better record of public health such as in France or Germany are better qualified, in a flawed NGO support mentality left from the Clinton years. Basically the people in these large countries such as India, Brazil, Mexico were disenfranchised, when the austerity policies were consuming the European Union, and the U.S. had just elected a new administration itself groping for ways to reverse years of neglect of public services and infrastructure priorities. They would trust good leaders no matter where they come from, who have a record of transparency, leadership, and all the values we cherish together no matter where we come from. ...

Xi Jinping's effort to shift the economy of China more towards serving the interests of Chinese who were left behind in the boom years includes a shift away from coal, away from real estate for speculation, and away from reliance on trade with the US and Europe as a driver for growth. This is proving to be difficult as the pandemic has increased demand for Chinese exports making trade a bigger driver for growth than before the pandemic. Introduction of a property tax to cut into real estate speculation has been scaled down to trials in 10 cities.  China did not put stimulus checks in the accounts of its people the way the US did which has led to Chinese domestic consumption not rebounding the way it has done in the US. Figures for consumer spending in China for September show an increase of 4.4% from the year earlier far below the pace of 8% set for 2019. The lack of social security and other safety nets in China makes people to save even more today. Chinese savings rate was 40% in 2019, today it is 45.2% for May 2021, according to one survey. Personal consumption makes up 38% of China's GDP in 2020, it was 39% in 2019. In the US it went up in 2021 June to 69% compared to 67% by the end of 2020. Infrastructure and construction deepened debt problems in China, and expanding exports created trade tensions. Both these problems have deepened with the pandemic. As this report says Chinese exports have gone gangbusters. Problems in production in Vietnam and Malaysia have added to export surge from China. China's trade surplus with the world is now at $535 billion in 2020, and surplus with US increased by 7% to $317 billion in 2020 from 2019.  Chinese government policy is now for "common prosperity" to reduce inequality and spread wealth and income more evenly for all the Chinese people. This is taking time and Chinese government policy is now set for the long run with these short run problems. ...

Atul Aneja looks at Chinese Foreign Minister Wang Yi's comments on the India- China relationship in March 2018.  The comments by Wang Yi show an extraordinary effort by the Foreign Minister to push for better relations. He raises the need for greater dialogue and "mutual trust" to improve the relations. Wang visited India in December during the period of tense relations and the post-Doklam meeting between prime minister Modi and president Jinping on the sidelines of the BRICS meeting in Xiamen. India's Foreign Secretary Vijay Gokhale visited China in Feb. 2017. A China-India economic dialogue is planned for April, 2018, preceded by visits of Commerce Minister Zhong Shan and Guo Yezhou, Vice Minister of the International Department of the Communist Party of China. Compared to the comments by both sides during the Doklam crisis there appears to be a significant change in policy. Wang refers to "more far-sighted leaders" who have realized the importance of the India- China relationship as that between the two largest developing countries each with a population of 1 billion.  In the context of events in early March with pressure from the Trump administration on trade with China- calling for China to come up with plans to reduce the trade surplus in 2018- and the growing influence of Mr. Lighthizer as a trusted advisor of president Trump and exit of Gary Cohn, this could be a strategic move.   ...

A recent book "The Spirit Level" has become popular in Britain. It says that countries with greater disparities in income also do worse in a number of social indicators, from higher murder rates to lower life expectancy. It also affects the consensus in society which is a necessary underpinning for sustained economic development and economic growth. Inequality when it affects the middle class and reduces the size of incomes in the middle, or creates stagnation in incomes, poses large risks for society and affects economic growth. In the US the home foreclosure crisis and the lack of bargaining power of wage earners in the middle class has created this problem. This is exacerbated by the banking crisis and bad loans in the banking system. Studies show that slow growth in college graduating rates in the USA after 1970 compared to the period 1900-1970, has increased inequality, especially with today's knowledge economy. Germany is also affected by this problem as wages for workers have remained stagnant with the labor reforms. Interestingly a combination of economic growth and payments to the poor have increased the size of the middle class and its incomes in Brazil. The austerity policies in Britain will affect incomes and income growth in Britain for the middle class. In China the gap is widening quickly between the urban areas and the rural areas. And the policy of residency permits- the hukou system-which limits internal mobility from rural areas to the cities and towns, makes the inequality all the more glaring. The lack of democratic election makes the situation worse in China compared to Brazil, because free elections in Brazil enabled leaders from the working classes such as Luiz Inacio Da Silva and Ms. Rousseff to emerge as heads of government. These leaders pursued policies that would explicitly bring a more shared prosperity in Brazil compared to the leadership in China. In China policies are determined by entrenched interests in its model of development- the state-owned companies and banks and their managers, local and government officials of the Communist party, and businesses with the networks and connections with the Communist party and local governments. This is why the ginni coefficient which measures inequality has dropped significantly in China, putting it in the rank of developing countries with poor records in equality. Inflation in China, India and Africa also affects the poor and lower middle classes to a greater extent. Current trends suggest that rebuilding the middle class in the developed countries and providing fairer distribution in developing countries will be of serious importance in coming years. Especially with the likelihood of more economic crises which tend to adversely affect the middle and lower classes disproportionately....

Mexico has emerged as the world's fourth largest exporter of cars in 2012 after Japan, Germany, and S. Korea. Mexico is expected to surpass S. Korea in a few years. In 2011 2.68 millon cars and trucks were manufactured in Mexico. Honda, Nissan, VW and other companies are building new plants in Mexico. Exports in 2012 are expected to reach 2.14 million cars. With the increase in wages in China's auto plants Mexican wages are highly competitive with China, considering the proximity to markets in N. America and Latin America. Wages in Mexico are about $40 a day for assembly line workers. By comparison wages in China are about $3 an hour. Honda plans to manufacture its Fit small car in Mexico. VW executives say a VW car made in Europe is imported into Brazil with 35% duty, into the U.S. with a 25% duty on trucks, and this can be avoided by making automobiles in Mexico. The quality and reliability of vehicles made in Mexico compares well with vehicles made in Japan, according to Nissan, and productivity at plants is high. There is also good avialability of engineers and plant workers. Zero covid lockdowns have added to the sentiment seeing China as a less attractive location for foreign investment. American companies are seeing staff resign due the lockdowns and zero covid policy. About a fourth of companies in a US Chamber of Commerce survey see a 20% drop in sales in 2022. A similar situation is being seen for European companies in China. The other area of growth from property sector is not working anymore as there is a 59% drop in demand for new property units. Investors in the property sector fear  another situation like that of property developer Evergrande's collapse.  Similar to Japan by 2000 a lot of the government infrastructure for roads and rail and automobiles has already been built leaving less room for this sector to kick in. Investments are possible in AI, renewables, electric cars, and advanced technologies, with limited potential to tackle loss of jobs in other sectors such as construction and government financed infrastructure spending and in retail stores. Retail sales are hit by inflation and high gas prices. The result is that China's GDP may fall by 1% according to one estimate for this quarter from the previous year. For growth and foreign investment look to India where a surge in government financed infrastructure in construction of roads and rapid transit, fast rail, construction of housing, and rapid increase in use of mobile phones, automobiles, and appliances is taking place. A new logistics system is being built with a Master plan for the whole economy under Gati Shakti creating a whole new place for foreign investment in a country of 1.3 billion. The US China student exchange is very uneven- there are 270,000 Chinese students in the US and only 11,000 American students in China. This is a problem as this increases the misperceptions about China and reduces knowledge about China when there are common challenges of climate change, about keeping the global economy healthy, and reducing risks from other states such as Taiwan and Ukraine, and of failed states.

This report in the NYT still fails to recognize the importance to the US of the fentanyl challenge to American lives as it flows from China and Mexico to the US. This is at the root of the dismay in the US with China and Mexico today and of porous borders with Canada and Mexico that are a serious problem for America and its people.

Brazil's hosting of the Olympics and World Cup helped it maintain its position. The emerging market countries performance has slipped further since the survey, including Brazil, and the U.S. has made further gains in investor sentiment. The unrest among young people in Turkey, India, China, and Brazil as seen in street protests and credit financed booms may have further affected investor sentiment. Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

California's economy is going through tough times during the coronavirus. Unemployment is up to over 20% which compares to 14.7% for the U.S., closer to that of New York. The state depends on the tourism industry, agriculture in the San Joaquin Valley, and entertainment industry around Los Angeles for jobs. Tech in the San Jose area does not account for as many jobs. The state also has a public university system and foreign students mostly from China bringing in $7 billion.   Its port system around Long Beach and Los Angeles connects with the Asian economies and China, for goods mainly transported to the rest of the U.S.  All these sectors are the ones most badly hit during the coronavirus.  California now has a deficit of $54 billion and was the first state to borrow from the federal government to pay $13 billion in unemployment claims. Undocumented Californians are not able to collect unemployment because of their immigration status, creating an American version of the informal economy that is found in India and Italy or Spain. California has 83 million people taking plane trips to the state for a tourism industry that normally brings in $145 billion. 600,000 travel industry jobs were lost in the state. Taxes related to travel are a significant source of revenue for cities in California bringing in $12 billion. The only sector that is less affected is the tech industry, yet this makes up only about 10% of the jobs or 1.7 million higher paid but fewer jobs. This tech sector at about just 15% of the California economy GDP, is of a precarious nature with a boom bust pattern, the last boom one that happened since the 2009 financial crisis. It in no way forms a significant support for employment or income for people in California or the U.S., and may even be responsible for distortions in the allocation of capital away from infrastructure and public services, through its disproportionate influence on how the nation's capital is allocated. The broader changes underway during coronavirus are likely to affect the state over many years, as supply chains shift away from China, and as infrastructure and public services investment assume their rightful role again in the nation rebuilding effort, agriculture and rural America become a part of the American renewal story.   ...

The U.S. Education Department in its report on American universities says foreign funds were often not disclosed, comes with strings attached, and the contacts without transparency or oversight by the U.S. In one instance Cornell University initially failed to report to U.S. authorites more than $1.2 billion it received, says this WSJ report. The U.S. government is concerned that this kind of foreign money gives improper access to U.S. technology to foreign governments, including China. "The U.S. universities are a technological treasure trove in leading internationally competitive fields. For too long these institutions have provided an unprecedented level of access to foreign governments and their instrumentalities in an environment lacking transparency and oversight," says the Education Department report. The report went on to say that "institutional decision making is generally divorced from any sense of obligation to American national interests, security or values." This NYT report says there is scandal fatigue among Republicans and a sense about Mr. Trump that his time has passed. Much of the political gains made by Mr. Trump in 2017 were a result of the failures of president Bush within the Republican party wasting national resources on 2 remote wars while infrastructure was neglected, and the neglect of manufacturing communities in the US with jobs outsourced to China that presidents Bush and Obama failed to stop. With president Biden ending these wars period. And with Mr. Biden getting the legislation passed to put workers and families, American manufacturing, American infrastructure to the top of the agenda, the focus has shifted to China and Russia two countries that gained during the largely failed Clinton, Bush and Obama presidencies. The Ukraine war and China's belligerence over Taiwan remain an ever present risk. President Biden has articulated American resolve in this situation in a way that matches another president Harry Truman when he addressed the Soviet expansion in Berlin, then Greece, then across Eastern Europe, not seeking conflict yet not shirking responsibility for the free world. It is this new context in which the sordid affairs of a political outsider are presented to the ordinary American struggling to make a living during a cost of living crisis in 2023. ...

China's sharp slowdown in growth to below 4% is likely to reduce inflation in the US, Europe and the rest of the world. This means less demand for oil and gas, other commodities, that China absorbed for the higher growth, in a degree that was disproportionate when compared to the needs of the rest of Asia, Latin America, Africa, the US and Europe. The inflation in other parts of the world with inflation now exceeding 10% in Britain, is driven by the war in Ukraine cutting off supplies of Russian oil, and by supply chain issues. Lower demand for fossil fuels in China could compensate for the loss of Russian oil supplies by adding that much oil and gas to oil markets. Supply chain issues are being resolved though this may take some time. And a new supply chain is being built that replaces the old one that was too stretched out all over the world without emphasis on making at home in the US and Europe, India and other countries. US shale oil companies have not invested in increasing production and this could change adding to oil and gas supplies. Moderating inflation and a winding down of the war in Ukraine could help the economies of the US, Europe, India and other countries. ...

Toyota will invest $14 billion in a battery plant site in North Carolina, at a site located between Greensboro and Raleigh. The plant will make batteries for EV's and hybrids so that Toyota can respond to market demand and regulatory changes. This North Carolina plant will supply factories assembling cars, hybrids, plug ins that travel short distances before switching to gas. Hybrids including plug in hybrids make about 15% of US sales, a sector Toyota dominates. How does it affect tariffs risk? Currently Toyota plays a 15% tariff to import plug-in hybrids. The North Carolina plant will build capacity for batteries to put in 74,000 plug in cars, 45,000 EV's, 600,000 hybrid cars. How will it fight climate change? Toyota has always believed that hybrids with twice the mileage of gas cars are a good way to fight climate change, even when EV's were the rage in the days of the Biden administration. Hybrid Camry at $25,000 and RAV4 at $29,000 give 51 and 41 mpg. This strategy is now turning out to be the right one because of cost of living concerns balancing climate change concerns as priorities. It was alone in this view and took a lot of criticism for this. Now that rare earth metals that are hard to access from China are needed for EV's it is proving doubly right- giving Toyota the opportunity to double down on hybrids and also move into EV's with short range distances using gas after that. Future design of cities that are self sustaining in smaller distances, eliminating long commutes, could make this an interesting option, a style of living being tried out in Nordic countries and in Germany, France. With India and China burning coal and investing in renewables at the same time this was overlooked by the climate change planners in US and EU- the solution being natural gas and renewables including hybrids for the US and EU/ Japan advanced nations.   ...
