The department can look at how efficiently water is being use to give approval. He suggests this approach as the states of California and Arizona are nowhere near agreement on use of water from the Colorado river. Babbitt says there is risk of deadpool where the water in Lake Mead drops to levels that make water to stop running from the lake downstream to Arizona and California.

Gokhale describes the intense discussions that are taking place in the inner circles of all three parties, Merkel's CDU out of power questioning Merkel's policies of building so much concentration of business in China, the SPD questioning why it went along, and the Greens knowing that India is their natural partner and the one partner that thinks and acts most like the Greens Baerbock and Habeck. Baerbock is critical of the sale of a stake in Hamburg port to China. No other German leader is like Baerbock, who feels really at home in India in a way that few German leaders have during her recent visit. There is so much change in the Biden administration and in the three major parties thinking about China and how the future of the western nations rests squarely on India's shoulders and its young aspiring population of 1.2 billion, that even India under Modi's leadership for technological change and infrastructure has not kept pace with these changes. A tipping point happens when a small push can create a large outcome. Energy experts say we are at tipping points for renewable energy because cost of renewables solar and wind plants is now lower than fossil fuel new plants. Another tipping point is when new renewable energy plants have less cost than old fossil fuel plants. Another tipping point is when storage and production of renewables cost less than new fossil fuel plants. The first is already here and the second and third points are being reached in 2023 and 2024. Another tipping point is the confidence point and this is when it is no longer necessary to use fossil fuels because the costs are just too high. Once this is reached renewables are the first choice around the world. The world is now reaching this confidence point. Germany's Energy and Economy Minister Habeck says Germany will be 80% on renewable energy by 2030.

About one third of cars in China will be electric cars by the end of 2023 from one fourth today. Compare this with 6% of cars being electric in the US. EU, US and Japan are far behind. Toyota has only now ramped up EV's with a new CEO. In the domestic Chinese market 80% of EV's are made by Chinese auto manufacturers, And this could go up to 90%.  This means the share of the Chinese market for German and US manufacturers is actually shrinking. Chinese buyers now prefer Chinese brands over foreign brands. Over 4 decades says Keith Bradsher in NYT the US and European auto manufacturers trained a whole generation of Chinese auto engineers who now work for Chinese electric auto makers. This is one market in which China has built a formidable capacity. This is also a big contribution to cutting emissions from fossil fuel powered cars after China's massive use of fossil fuels over two decades worsening climate change.

Potash a potassium based fertilizer mined from the earth is environmentally friendly unlike nitrogen and phosporous based fertilizers. When Belarus and Russia which make 40% of world supply of potash could not supply the world market because of the war in Ukraine, Canadian producers which make 30% of potash stepped in to increase market share. Two Canadian producers will increase production to meet demand after a 28% increase in the price of potash. Potash has the added advantage of being good for the environment and for climate change action. The use of potash needs to double to meet climate change action goals. Nutrien, the world's largest producer of potash in Saskatchewan, Canada will increase production by 2026 from 15 million tons to 18 million tons a year. BHP has a new plant coming up in Saskatchewan in 2026 for 4.35 million metric tons of potash.

Big banks in the US post big increases in profit and revenue in 2023. Chase bank posted 52% increase in first quarter 2023 profit and record revenue. Chase attracted $50 billion in deposits from midsized banks. The problems at midsized banks, including collapse of SVB bank, have not affected the large banks. Depositors shifted deposits from midsized banks to larger banks. The Fed's sharp increase in interest rates to 4.75%-5.0% from about zero% in 2021 have increased bank margins as interest rates on deposits have not been increased as much. The glut in deposits means banks could keep depositor interest rates lower. The result is that America's banking system is in strong shape during a localized banking crisis affecting startups and Silicon Valley.

The head of the World trade Organization Okonjo-Iweala and the prime minister of Bahamas Mia Mottley say that overconcentration of manufacturing in China creates fewer opportunities for growth for poor countries. The supply chain needs to be redesigned after the pandemic not just because it creates a more dependable supply chain for the US and the European Union. It also  needs to be resdesigned to increase manufacturing in countries such as India and Mexico because this will create more opportunities for growth in other countries. For this to happen the infrastructure has to be made similar to that in China. This program of rapidly building the latest infrastructure and logistics with next generation technologies is underway in India with the Modi administration building new pools of capital, skilled labor, land and logistical infrastructure for the purpose of  rapid export led growth. A target of 2 trillion dollars in exports by 2030 has been set by India. This will affect a broad region from Indonesia to Vietnam in Asia and Mexico, Brazil in Latin America, bringing the benefits of trade to a wider region for the first time and making allies of the US and the European Union true partners in trade and manufacturing for the supply chain. ...

The view presented that Ambedkar's conversion to Buddhism was because of frustration that he had agreed to give up his demand for separate electorates for the lowest castes with the Poona Pact that he made with Gandhi in 1932. Gandhi saw separate electorates as one more effort at continuing divide and rule by the British to keep India divided and weak. This report in Indian Express says Ambedkar addressed a huge gathering of Mahars in Bombay in 1936 and advocated conversion to Buddhism. How much this was done to practice Buddhism is not clear. The Four Noble Truths are described as being dismissed from being part of Buddhism. Yet Buddhism as practiced in Sri Lanka, Japan and other countries consider it to be central to grasping the idea of Buddhism.

Looking back Mohandas Gandhi's effort to prevent separate electorates was an important contribution to today's rapid industrial development and modernization of India. Delivery of infrastructure, education, healthcare and other improvements could not have been delivered as they are today with weak governments. Gandhi understood clearly the effects of divide and rule and how this had led to over one hundred years of disinvestment in India by 1900. Even after 1950 it took another 70 years for governments to follow the experience of Japan and China and rapidly modernize. Separate electorates as suggested by Ambedkar for lower castes would only further weaken India, as would communal representation of that type. Not integrating the one third of India that was under princely states would have had the same effect. Sardar Patel grasped clearly the effects of not integrating these princely states would continue the effects of divide and rule. In this way the foresight and wisdom of Gandhi and Patel have given a new generation of leaders the sound fundamentals on which to build a modernized nation, the largest democracy, and a nation with a young population that is fulfilling the aspirations of its young people. ...

AP News describes Biden's long association with Irish poets W.B. Yeats and Seamus Haney. In an earlier presidential run in 2008 he said- "I believe with every fibre of my being that we have a chance to make hope and history rhyme." In the 2020 campaign this happened and Biden believes today that this is reflected in the hearts and sentiments of the vast majority of the American people. 

Haney's poem uses these words in a translation of the Greek playwright Sophocles. From Haney's The Cure at Troy:
