British prime minister Theresa May's EU withdrawal agreement was defeated in the House of Commons by a vote of 344 to 286, a margin of 58 votes. 5 Labour MP's voted in favor, and 34 Brexiteer MP's in the European Research Group voted against. The Democratic Unionist Party of Northern Ireland voted against. The vote did not include a declaration on the future relations with the European Union. The vote happened on March 29, the deadline for Britain to leave the EU. A new deadline of April 10 has been set to seek a longer extension.

Options going forward are to use a longer delay of a year to come up with consensus, have a second referendum, or hold a general election. Labour party leader Jeremy Corbyn called for Mrs. May to resign and hold a general election. Britain will hold European parliament elections in May.

The WP's Adam Taylor gives readers glimpses of Ukraine's and Crimea's history. The Crimea was at various times part of the Greek and Roman Empires as Taurica, the Mongols, the Khanate since 1400, and part of the Russian Empire since 1783. About 60% of the population is Russian in the Crimea, 12% Tartars. Under the Soviet Union it was first the Crimean Autonomous Socialist Republic till 1945 and then Crimean Oblast, an administrative region of Russia. It was made part of Ukraine by Russian premier Krushchev in 1954, Krushchev himself being a Russian who came up through the Ukrainian Communist party. In Dec. 1991 a referendum was held in Ukraine, 54% of Crimean voters favored independence from Russia. Crimea remained part of Ukraine with autonomy including its own constitution, and legislature. A 1997 treaty allowed Russia to base its Black Sea fleet in Sevastopol, Crimea.

Over half of all Americans don't care about age, and many voters see it as benefitting the country because of the experience. In Biden's case the longest serving Senate record in the US means getting things done. It all depends on the choice voters have. With Trump 78 years old as Election Day approaches, and Biden 81 years, the difference between the two becomes slight- result a wash. If Mr. Trump brings it up as "sleepy Joe" as he did in 2020 it may sound as old hat. A polling research firm Navigator showed Mr. Biden to a group and found 35% approval on the grounds of age, after being shown the State of the Union address with a feisty Biden energized to take on the Republicans the approval jumped to 55% on age alone. Other experts point to the deciding factor being not age but accomplishment. It is true for all Democrats and for the significant voting group of Independents and Moderates. There is a sense from Remainers and Brexiters in the Conservatives and in Labour that Brexit is "acting as a drag on UK growth and limiting its potential" after the pandemic and inflation. This WSJ report shows Russian oil exports to European ports actually increased in April compared to March 2022. Some of the shipments are sent out with destination unknown, and some oil is transferred to bigger oil tankers further out at sea. Mixing of the oil blurs its origin says this report. It cites TankerTrackers.com showing that ports in European Union member states which are historically the largest buyers of Russian oil had seen exports of Russian crude oil to these ports rise to an average of 1.6 million barrels a day in April from 1.3 million a day in March. Companies such as Shell consider oil that is less than 50% Russian as not Russian oil. Countries such as Netherlands are seeing increase in oil from Russia according to charts shown here. Simon Johnson, professor at MIT and former chief economist at the IMF says until there is an oil embargo this is likely to happen, and it is all about cheap energy. Daniel Yergin, expert on international oil markets, says the oil price cap set by the US and EU at $60 and the European prohibition on Russian oil imports after Dec. 5, means the end of the global oil market. That global oil market came into place with the collapse of the Soviet Union and the industrialization of China. In its place comes a partitioned oil market shaped by not only economics and logistics but also by geopolitical strategy, says Yergin. This means Russia no longer sends 4 million barrels a day to Europe. The price cap is a US strategy to prevent a price surge with Russia cutting production to raise prices. It is working. with a slowing world economy, and shipping companies reluctant to take on unknown liabilities from government penalties, the price of Russian oil is now at mid $40's, about 45% below the benchmark price and 33% below the $70 price of oil on which the Russian budget is based, says this report. During the last two decades many people from Poland left the country to find jobs in the European Union and Britain. As a result there were more elderly in many parts of Poland and acute shortage of workers. In the long run Polish officials see the refugees as assimilating easily and welcomed by the people in Warsaw and other cities. The influx of new people is seen as a positive for Poland in the long run. Yet in the current situation there are concerns about the ability of Poland to cope with social services needed for the elderly and traumatized refugees.  About one million of the three million refugees now in Poland from Ukraine are children and there is a dire need for school teachers and other help. Many are women and elderly with young men remaining in Ukraine. Poland has asked the US and Canada for help with dealing with the huge influx of refugees in a period of 2 weeks. ...

The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Higher inflation and interest rates at 2.2% are having a profound effect on the Japanese economy. Japan is starting a new era of positive interest rates with the first interest rate increase in 17 years this week. Pay raises reached an average of 5.28% in 2023, according to the Japan Trade Union Confederation where the highest for the previous decade was 2.4%. PM Kishida has pursued a course that encourages workers to get needed pay raises. It will affect everything from US mortgages to how much money stays at home and is invested in Japan. Japan holds $4.2 trillion in foreign investment holdings of which $1.1 trillion is in US Treasury bonds. As the differential with US interest rates decreases - varying from 1.5% to 3%- it will increase investment in the Japanese economy and in manufacturing at home. Japan has seen low wages and a hollowing out of its manufacturing sector similar to the US creating a sense of less hope for the future. Biden has proposed an overtime rule for farmworkers, and ensuring farm workers get a fair wage and decent working conditions is the goal of the White House- including recovering $21 million in back pay and wages ensuring 26,000 farm workers get the wages they earned. It reduces class sizes by 2 students, which creates more teaching positions per campus, as well as additional mental health services and counselors. The trade union serving 30,000 members, including bus drivers, janitors and teaching assistants, also reached an agreement after a brief strike. AP/NORC poll March 2023 shows 7 out of 10 adults in the US feel that the US is spending too much on development assistance when the budget for USAID is $40 billion. In general Republican administrations prefer foreign aid to be adminstered by the State Department not a separate agency. USAID was setup during the Cold War with the Soviet Union by president John F. Kennedy in 1961. Today it adminsters programs for HIV/Aids and for pandemics, health programs that can be done through the State Department. Attitudes have shifted following the pandemic with 9 out of 10 Republicans opposed to foreign aid through USAID. Some of the criticism is that it funds bureaucrats favorite programs. The actual impact is now uncertain in the developing of an economy. For example Sri Lanka benefits more from aid and development assistance from neighbor India than from programs of USAID as it tackles the current economic crisis following the pandemic. India pulling together the aid through IMF for Sri Lanka, and the investment in energy from India is way more important than the small USAID programs.  ...

Experts say the election of Manuel Lopez Obrador as president of Mexico in June 2018 makes it easier to renegotiate the NAFTA treaty because Mr. Obrador's centre left positions to improve factory conditions and with it factory wages in Mexico, align better with Mr. Trump's goal of raising labor standards in Mexico. Robert Lightnizer, U.S. Trade Representative who leads the U.S. in talks wants to see 40% of the content of auto vehicles that trade duty free within the North American trading bloc of Mexico, Canada and the U.S. to be made at a particular wage level. The wage level the U.S. discussed is $16 an hour. The wage in Mexico is about $8 an hour on average in 2017, with parts plants at $4 an hour, according to the Centre fro Automotive Research. Mr. Obrador is more likely to favor the higher wages for Mexican workers because of his close relationship with the unions in Mexico. Mr. Obrador takes office Dec. 1, 2019, yet a leading member of Mr. Obrador's team will now join in the negotiations as soon as Mr. Obrador is declared president elect by end of June.   ...

The title of this BBC report is a misnomer as the content of the report is that India and the US are actively negotiating a Trade Agreement after some disagreements on Indian oil purchases from Russia bumped up from 2% before 2019 to about one third to 40% of its imports by 2024. This is being rapidly reversed and some estimates by consultants CLSA show India only made $2-3 billion from Russian discounted oil sales, a miniscule amount. On American interest in agricultural exports India can take in some products other than grain which it sees as important to feed 1 billion people and food security.  DJT says the "special relationship" between India and the US is important, and says "there's nothing to worry about. We just have moments on occasion". India has much bigger stakes in trade with the US. In fact it's growth into the third largest economy in the world means doubling or tripling its trade with the US and the European Union in the next few years. This would narrow the difference in GDP and per capita between India and China, as India and China started at the same GDP and per capita in 1950. Only in 1990 with China's trade with the US has the Chinese GDP and per capita income increased to create the huge gap with India. ...

A key figure in approval ratings is 46% with DJT getting 46% approval for the economy and on a range of issues including immigration. On tariffs the situation is steadily improving with new trade agreements with Japan, the EU, South Korea that were announced after or just when this WSJ poll was taken on July 20. Merkel tells Hungarian news portal Partizan that the Baltic States and Poland made efforts to reduce efforts for dialogue with Russia, and that this dialogue and meetings were also made difficult during the Covid pandemic. Merkel did not address other issues of EU and US relations with Russia over the decade when Russia was not integrated into European structures as a Northern European power. Britain and Netherlands also supported Poland and the Baltic States in efforts to keep NATO as a force and counterweight to Russia in Europe, something Merkel did not cover. Merkel appears to have been selective in covering only this issue in EU-Russian relations and not the larger issues that Merkel never addressed of ending the Cold War structure of NATO that Britain, Netherlands and Poland had favored. The result is that without German or US leadership the Cold War structure of NATO favored by Britain, Netherlands and Poland has been expanded to include Sweden and  Finland, and without a clear resolution of the Ukraine issue created a new situation. This situation is the return of the Cold War in another form with Russia and China, losing the opportunities presented to both sides to use trade and improvements in standards of living to create a durable peace for economic development and addressing the problems that have led to deindustrialization of US and European Union countries. ...
