Germany's president Steinmeier is emerging as a key figure in the current effort to form a majority government in Germany under chancellor Merkel, reports Griff Witte in the Washington Post. This is because the FDP under Lindner with 11% of the vote has pulled out of the coalition talks, and the only alternative is for the SPD to change its position and agree to join the talks. Under Schulz the SPD has for 2 months turned down any effort to join the coalition talks. Partly because the SPD has not done well in recent elections and lost some of its worker base support. Some in the SPD have blamed this on the previous coalitions with the CDU party of Merkel. Steinmeier is a leader from the SPD who was foreign minister in the previous coalition of the CDU-SPD, and has greater influence on the SPD.  Steinmeier has pushed all parties to make another effort. This includes the SPD and Schulz now says the SPD shoulders "a responsibility to the country." After some prodding by Steinmeier and a 8 hour party meeting the SPD now says it will not say no to the talks. One SPD leader, a former mayor of Munich, says the SPD should be careful about what it says because we don't want to sound like "an agitated heap of chickens." In that case Schulz may step aside. ...

After years of rapid growth and rapid rate of credit creation China's economy is stalling. Each $1 of new credit generates only 17 cents in GDP growth, according to Bloomberg. This compares with 83 cents of GDP growth for each credit dollar in 2007. Local governments cannot find projects that are worthy of investment. Financial repression with low interest rates for savers is further depressing consumer spending when it is needed to rebalance the economy away from exports.

A 35 year old Engineering professor from Texas who studies how transportation systems propagate infectious diseases and her 2 graduate students from China started and since January maintain the database of coronavirus confirmed cases and deaths. This is one of the widely used databases, also used by public health officials in the U.S. The database was started with a hunch from one of Lauren Gardner's students from China Ensheng Dong who comes from Shanxi province, north of Wuhan. A geography and mapping specialist he had studied in the U.S. since 2012, and spent many hours inputting data by hand following his classes. This WSJ report says the website was built in 1 day and was launched on January 22, when the coronavirus cases were practically nonexistent in the rest of the world and were concentrated in the Wuhan area. This report says behind the data reported in the media everyday is a complicated supply chain filled with challenges that come with data, what is reported, underreported and with what assumptions it is reported. Dr. Gardner says she is dealing with so much data on her dashboard, 4000 points of data, that its hard enough to pull all the data scraped together from different sources, its impossible for her to check the assumptions behind the data for consistency and trying to figure out facts underlying the data.  One of the ways the virus developed in the rest of the world is the surprise with which it caught western countries and then the rest of the world. As a result something that the government authorites would do such as the Centres of Disease Control is being done in a totally ad hoc manner. The U.S. government uses the University of Washington Health Metrics database, and in turn the University of Washington Health Metrics database takes some of the data from the John Hopkins database. Because a complacent population in the western countries were relying on numbers counted as cases to know how serious this epidemic was or whether there was an epidemic, the significance of data count from China assumed a signifcance far out of proportion to what it might normally be. This was because the western countries in Europe and America never encountered an epidemic of this kind in living memory, the last one forgotten from 1917 hundred years ago. Researchers in Gottingen University study in Germany conducted analysis of data in studies of cases published in Lancet Journal and found that only 6% of cases were being shown- that a much larger part of the population was infected. A researcher at Princeton University Ramanan Laxminarayan says countries tend to delay reporting until a problem becomes certain, because telling others comes with economic costs such as a rapid drop in trade and travel. Yet he says early warning systems are key to prevention. Early warning from the different publicly available data bases was not possible for many reasons. Relying on such ad hoc data was hazardous considering that as the NYT reported recently when there was the first confirmed detected case reported in New York there were already 10,000 persons estimated to be undetected. James Glanz and Benedict Carey, say in the NYT.com on May 7, that hidden outbreaks spread through U.S. cities far earlier than Americans knew, estimates show, which makes the publicly available databases giving a false sense of security, and not acting as an early warning because of the inadequacy of the resources for this task for individual researchers to handle. Not depending on  hurriedly put together databases with inadequate resources and having an independent sense of what the danger was as German chancellor Merkel described it in her first coronavirus address in March, was a better early warning signal than the databases in retrospect. And this too had come late. The reason is that the response had to be fast, very fast, and public perceptions had to be shaped quickly about the magnitude and speed of enormous proportions of the coronavirus, so that actions could be shaped quickly and executed quickly to stop it in its tracks.    ...

The U.S. House of Representatives voted 332 to 94 to approve a budget deal for 2 years negotiated by Rep. Paul Ryan (Republican) and Senator Pat Murray (Democrat). This ends a chapter of 3 years of crisis prone budgeting negotiations and a brief government shutdown from failure to negotiate a deal between the two political parties. Ryan, the vice presidential candidate in the 2012 elections has credibility with all parts of the Republican Party which helped get the deal passed overwhelmingly. On the floor of the House Ryan said about the deal- "This is good government, it's also divided government. And under divided government, we need to take steps in the right direction." Ryan was able to win 169 Republican votes, with 62 against. House Speaker Boehner (Republican) was critical of Tea Party supporters and groups such as Heritage Action, Club for Growth, FreedomWorks and Senate Conservatives Fund opposing the Ryan deal, because he said these groups were pushing the Republican party into places where it did not want to be through "misleading" information and had "lost credibility."...

Thomas Fuller of the NYT cites Thai historian Nidhi Eoseewong about the social transformation taking place in Thailand and the emergence of farmers in the northeast as part of the middle class. This change is a result of Asia's rapid economic growth and brings with it new tensions in the social and political fabric of the country. Suthep Thangsuban, a leader of the Democrat Party, is leading protests in Nov. 2013. Because the northeast Thailand voters form about one third of the vote, the older established Democratic Party- allied to the middle class in Bangkok- has failed to win elections since 1992. The established older middle class wants to see less electoral participation that diminishes its role and is pushing for a Senate with half of the members appointed by civil servants and judges. The party of Thaksin Shinawatra and his sister, the current prime minister, appeals to the northeastern voters who want greater representation. These issues are behind the protests in Bangkok and are not likely to be resolved anytime soon as it will take time to integrate the northeast....

Spain's banks are using funds borrowed from the ECB under its Long Term Financing Operation to buy Spain's government bonds. Spanish banks bought 39 billion of government bonds in Jan and Feb 2012. The WSJ's Laurence Norman talks to Yukiya Amano, head of the UN agency, the International Atomic Energy Agency (IAEA), which has the responsibility of verification and inspection of Iran's nuclear development and facilities. Amano describes the issues raised by a 2011 report which outlined 12 sets of concerns to which Iran has to explain, a condition included in the final nuclear agreement. Iran has to respond by mid-August, IAEA then responds, and does work in Sept and Oct, and submits its report by Dec. 2015. Yamano says he has to fill in all the missing pieces in this jigsaw puzzle to get a full picture of Iran's nuclear development. Iran has denied access to military sites and Mr. Amano couldn't say if he has access to the Parchin military site. A concession that was made in the agreement is the long interval of three weeks before access to a particular site that arouses suspicions-the agreement gives Iran the right to appeal an IAEA request to visit such a site to a special commission. The U.S. and its European allies have a majority on the commission yet three weeks are allowed in which Iran could move material to some other location. For critics the question will be why such a concession was needed if Iran truly has decided not to develop nuclear weapons technologies. The U.S. president's response at a news conference on July 15, 2015, was that with the laws of physics the U.S. monitoring tools would detect nuclear activity at that site. The agreement also gives Iran an earlier than planned lifting of a ban on sales of arms and missiles and missile parts if the IAEA says Iran's nuclear activities are peaceful. Iran could conceivably wait till the ban is lifted and its economy in a much stronger position to withstand any future limited sanctions to pursue nuclear weapons development. This would have delayed development for a few years during which time the hope is that Iran has changed into a more peaceful nation pursuing economic development in its region, yet even if this is the case as as happened with India and Pakistan it could still pursue nuclear weapons development. The alternative is a status quo till a better agreement is reached with the leverage of tight economic sanctions and continuing dialogue during which time Iran continues to get closer to a nuclear weapon, or the use of force to prevent this. Iran added the arms embargo issue during the last weeks of the negotiation in June, a controversial move on Iran's part, as this may have complicated the picture with ballistic missiles technology exports to Iran approved after 8 years in the final agreement, compared to the agreement reached in April 2015 which made no mention of the lifting of the arms embargo. Iran played on the notion that if Zarif returned to Iran without an agreement hardliners including Khamanei would veto any agreement, yet this could just be the Iranian negotiating strategy. U.S. president Obama stated at the July 15, 2015 news conference that it would be hard to hold sanctions for longer. Critics might argue that China was already benefitting from the small easing of sanctions by increasing Iranian oil imports by 30% in 2014, and would have less incentive to withdraw from sanctions, as it is dependent on the U.S. and the EU, major markets for its exports and access to technologies. A WSJ/NBC poll in July shows almost half of the people polled in the U.S. saying they do not know enough to express an opinion, a steady 36% support an agreement, showing that the public has not been educated and taken along during the different steps in the largely secret negotiations....

Tells the story of Cherry, a state owned company that is China's largest independent car maker. It started about 1995 with just an idea in the head of Zhan Xialai an assistant to the mayor of Wuhu, and some other local government officials, in a poor eastern province Anhui who saw this is a way to boost incomes and growth in the province. Zhan brought in Zhoua manager in a cityowned building supply company. They brought in Yin an Anhui native who worked at a VW joint venture. In 1996 Zhou went to England to buy engine assembly equipment discarded by a Ford plant there and in March 1997 started building its first factory. It hired a Taiwanese company to help design its first model the Fengyun or Wind Cloud which it cobbled together using parts from component makers that supplied the China operations of VW and GM. It was not till Dec 1999 that the first cars came off this makeshift assembly line. And then it ran into bureaucratic obstacles as the company did not have a government license to be in the auto business . To solve this it became a part of the Shanghai Automotive Industry Corporation a large state owned company that had partnerships with VW and GM. Then it wasn't till 2001 that this Fengyun made it to market with 28000 being sold that year. Cherry then began work on a 4 door hatchback minicar that was called the QQ when it went on sale 2 years later in 2003 and looked like the Chevy Spark, a GM model. GM sued Cherry in Chinese court in 2004 saying Cherry had copied its design for the Spark and the lawsuit was settled in 2005. The settlement was described by Cherry as "very friendly." GM may have secured other concessions for manufacture and assembly in China because the QQ was then manufactured with local partners at a plant in southwestern China. It is Cherry's No. 1 model and far outsells the Chevy Spark. About this time in 2003 a big shift was ocurring in China as the car market was being pushed up by continuing development of infrastructure and road expansion, new ventures from Europe and the US expanding car sales in China. Government planners and executives began thinking about how China could develop its own potential in this growing and about to explode market. They decided they had to move upscale and buy the best technologies from Europe and the United Staes and recruit Chinese engineers working in the automotive industries in these regions. This led to a new phase of massive new investments. One of the goals after Cherry's brush with GM over copying its designs, was to acquire and then develop the technology so that it would be Cherry's own technology. In 2003 Cherry hired Xu Min an engineer at Delphi who was an Anhui native and was a specialist in combustion and fuel injection. They turned to an engineering consulting firm in Austria that specializes in internal combustion engines, and this firm AVL List GmbH agreed to train Cherry engineers to design and build the sophisticated engines. The culture that has grown up around this company in Wuhu, Anhui province, is also what drives the company. It exhorts employees in posters hanging on factory walls, "Know plain living and hard struggle." And in some areas of the plant JD Powers charts showing where Cherry lags behind its western counterparts in quality control surveys are shown on bulletin boards. Zhou, Zhan and Yin are known around Anhui and in the rest of China as "the Eight Guardians", a reference to eight defendors of the faith in Buddhist legend. ...

How the work ethic has changed in Japan through the last two decades as the country never really recovered from the low growth and deflationary situation since the early nineties. Places like the Tokyo Metropolitan government a destination for the city's elite say only 14% of eligible employees took the higher level exams for management positionsin 2007, down from 40% three decades ago. And information technology companies and electronics companies and other companies are finding that people are looking to switch jobs to get out of positions that are too demanding. A comic book series called "Otaryman"has become this year's hit. The new salaryman worries about his collleagues files spilling on his desk rather than trying to impress bosses. He is content and not ambitious, something the author 28 year old Yoshitani says "people my age find comforting," Another popular book is titled "Slow Career: Job Survival for People Not Rushing Career Advancement", with chapters like, "Forget goals, just stay true to yourself" and " Not everybody needs to become a leader." Dr Arai who has written about this says this situation has arisen because of the long slump in the nineties and early 2000's when younger workers saw older generations throw themselves at work only to face job and pay cuts in company restructuring. Also in Japan a promotion does not mean a big pay raise, so there isn't any real incentive to put off time witha girlfriend to put in late hours at work, or not have family time with kids to put in these long hours. The wage difference between managerial and rank and filepositions has actually shrunk over the past decade as companies cut compensation amid restructuring. In 2005 division mangers were paid 2.2 times the rank and file worker, down from 2.7 times in 1985. So younger Japanese have figured out that it makes sense to get more free time, and in fact to retain good employees companies are increasing wages without promotions, so that those not looking for bigger workloads can carry on at the company. In this story a office employee Nishikido looks with disapproval on a 31 year old female manager Ms Matsumoto, who leaves her sick baby with her husband at home, so she can be at work. Says 24 year old Nishikido, " thats definitely not the life I want, no way." For the younger generation the thinking goes like this: my job is important but its not what makes me tick. ...
