Guiding the debt ceiling talks in a safe way that does not distract in any way from the stronger economy that is taking shape with large investments in every sector, and which people can see and feel in their own lives, is the goal of president Biden. It would be a win for Biden if overall spending can be kept at the level of 2023 for the next two years. How he does this is by maneouvres that concede somewhat in some areas- one example is by reducing spending on the Internal Revenue Service by $10 billion from $80 billion to $70 billion, and shift the $10 billion saved to education and other similar spending. The idea is to mitigate the effects of small cuts by shifting money from other places in the budget spending plan. These maneouvres are designed to keep the overall investment largely intact and deliver results in 2023 and 2024 in a rebuilding of America that the people can see.

This WSJ report says IRS is working on collecting $10.7 bill in taxes from Amgen for the shift of $14 billion in profits to its Puerto Rican subsidiary. Puerto Rico is considered a foreign country for US tax purposes, and by locating profits there Amgen paid much lower taxes than most companies. In 2013 this was effective tax rate of 3.5%. Now this is coming into careful scrutiny from the US government as president Biden plans to generate revenues to pay for the shift to renewable energy to combat climate change with COP26 commitments by the US, and to reduce pharmaceutical cost inflation for the US public. This is the idea behind the $369 billion Inflation Reduction Act of 2022, both a climate and a tax bill that is being passed in the US Congress.

This bill is the biggest climate change bill in history and yes it depends on revenues from fair taxation that has not happened till the Biden administration's resolute effort in this direction.

Apple relies on Chinese suppliers for about 90% of its products. So reliant is Apple on China that it is slow to make changes to adapt to president Biden's policies for a new US Asian Economic Framework that builds new supply chains. Strong hiring and consumer spending is propelling the US economy forward in 2024. With 4th quarter growth at 3.3% the year 2023 ended with the US economy growth at 3.1% for the year. Contrast that with economists projecting 0.2% growth in 2023 in 2022. In 2022 the growth was 0.7%. NFP has put out its economic plan for France, RN National Rally has not. NFP puts out the details that can make it possible to raise the minimum wage in France to euros 1600 a month. And to invest in France's aging infrastructure the way Biden is doing in the US. About $100-$150 billion needed for the economic plan would come from contributions and taxes of the wealthiest similar to Biden's plan in the US. WHite children born in 1992 fared worse in income levels than white children born in 1978. The reverse is true for black children- the income gap narrowing for black children born after 1992 and widening for white children born after 1992. In this unusual twist lies some of the angst about social divisions in America in 2024 where income mobility is a major issue. The Biden administration has achieved a lot with bipartisan legislation such as the Inflation Reduction Act, cancelling student loan debt or reducing it, creating 16 million jobs, bringing supply chain disruption inflation down from 9% to 3%, and yet more action is needed. Inflation in housing that for 25% of apartment renters takes 50% of household income is a challenge. Biden proposed a 5% cap on rent raises, Harris proposed capping rent payment at 30% of household income and  government aid for amounts above 30%. By contrast Trump program promises little to help with housing costs, and economic policy is limited to tax cuts heavily skewed to wealthier households. ...

The 65 million Americans called generation X sandwiched between baby boomers and the millenials are one that are also the 401 K experiment generation, and ones that experienced both the 2009 corporate greed and recklessness caused financial crisis and the pandemic. And experience financial anxiety at a different level.  Without the steady pension checks of their parents these Generation X middle aged people with their 401 K's are much worse off. This is the group Biden Harris, and Biden Walz, has to assuage and bring back up. The 2009 financial crisis left many in disarray with loss of jobs or lack of pay increases, or part time work.
