Michael Shear says president Biden is listening to his head about the US Border with Mexico- that he would close the US Border if the bipartisan bill is passed in the US Congress, the same day that he signs it to become law. The new bill agreed to in negotiations between Senator Graham and other Republican Senators and the White House ends current parole and asylum policy  that have led to chaos at the border. Shear who has covered presidents for 30 years shows that president Biden held the view that he was elected to provide a human face to the crisis at the border from international migration and close private prisons and poor treatment of children. He listened to both sides of his party during 2021 and 2022 after becoming increasingly aware that something was wrong and by Jan 2023 was convinced that tough action was needed at the border to deport Haitians and other people from central America smuggled northward with 13 flights a day to Haiti to deport illegal migrants.  He made his first major immigration speech at that time. The problem was that there was a major upheaval in Venezuela adding to the tide of illegal migrants as Venezuela sent millions to all countries in Latin America and north to the US, an international crisis playing out in Colombia and other neighbors for the last 10 years. When Lopez Obrador of Mexico closed his own migrant deportations Biden sent Blinken to Mexico with Homeland Security minister Mayorkas, and after discussions Obrador resumed the deportations. Trains going north in Mexico had conductors who were bribed to slow down to take on migrants. This was stopped and all trains going north were stopped at Eagle Pass in December 2023. Republican governors Abbott of Texas and DeSantis of Florida have sent busloads or flights of these migrants to New York and other cities in the US showing that the entire system of migrant handling was breaking down even as president Biden was convinced by his own advisers including Jake Sullivan that the border required tough action. The president increased planned legal migration to lower illegal migration from Nicaragua and rest of Latin America. By January 2024 Biden was convinced the only solution was closing the US Border immediately after the bipartisan solution. Lindsay Graham senior Republican Senator agreed with Biden with one problem- the Republicans in US House of Representatives did not think it right to work with president Biden to settle the problem.  ...

US workers quit 5.6 million fewer jobs in the first 11 months of 2024, a 12% decline, compared to 2023. This suggests fewer job opportunities than previously. Most of the job creation in 2023 was in three sectors leisure hospitality, government and healthcare with unemployment rate at 3.7%.

The $1 trillion infrastructure and defense dund created by removing a constitutional brake in March 2025 opens the road to investment in an  highly underfunded rail system in Germany which has parts of the system dating back to the 1900 period. First to be upgraded is the Hamburg to Berlin line which has the most passenger and freight traffic in Germany. One can see signs of this everywhere, landing at the Frankfurt main rail station one can see a building falling apart that dates back to the 1900 period, that is a sign of the way infrastructure was neglected in Germany till now.

The economic growth under Merkel was somewhat of a mirage as it was dependent on the automobile industry with little investment in renewable energy technologies, dependence on lower priced energy from Russia, huge neglect of infrastructure and childcare, and lack of future vision for Germany.

Germany's views on DJT Putin meeting in Alaska- proceeding to next step of peace talks with European efforts to ensure a peace that holds. A failure by Ukrainian leaders to build a consensus for the foreign affairs of their country bordered by language and cultural ties to the east but wanting to be open to the west, its unique position after 1990 similar to how Austria navigated German language ties to Germany after 1945 but was outside NATO and carried on with an independent foreign affairs friendly with all sides. The Bush, Obama and Merkel administrations did not pay attention to this and made serious errors, leading to further wrong turns by Ukrainian leaders and Russian leaders for prolonged wars. This led to destabilization in the Middle East, in Latin America, and in Europe and the US around migrant flows, refugees, and local wars, with Russia, US and Europe local regimes acting as adversaries that had not happened in this way in the 1960's -1990 period. This is the mess that DJT and Merz are now having to untangle with the help of countries that suffered huge losses in the war Russia and Ukraine who now may have realized what went wrong and offer their cooperation to end the war. ...

Both the EU and US see another wake up call from China's position of on again off again diplomacy using rare earth as a bargaining chip. US and China separately and in coordination work to develop policy and actions to secure access to rare earth and technologies that is independent of China. China sees it's action on rare earth diplomacy as robust diplomacy in response to DJT tariffs, yet this is getting the US to move quickly to develop its own rare earth access including working with Australia, and taking action to support US industry. The European Union is not far behind in doing the same. This and the action taken by the US to restructure world trade for a level playing field, and getting Asian partners to acknowledge their abuse of the international trading system for two decades and accept some level of temporary tariffs is changing world trade. LNG prices have declined in 2024 to a fraction of what they were from $70 per mmBTU in 2022 with the Ukraine war to about $10 in Jan 2024. India's state owned Petronet signed a 7.5 million ton LNG deal for 20 years with Qatar at the reduced prices. For the world it is a good thing as India moves to natural gas from coal when about 60% of the increased pollution in 2013-2021 is coming from India by some estimates. This translates into climate change. The goal is to go from 6% for natural gas in energy mix in 2013 to 15% by 2030. Few people realize what this means outside India- that every additional dollar that was added to the nation's energy bill was a dollar not going to essential building of modern rail and transport infrastructure, into new colleges, into new health infrastructure hospitals, into logistics for manufacturing hubs, into digital and modernizing the economy. This during the pandemic has meant free rations of food for hundreds of millions in the rural areas which have been continued into 2024. Drier weather is affecting wheat production in Europe, India, Brazil and other countries. This is happening as the war in Ukraine and blockade of Black sea ports such as Odessa is affecting supplies from Ukraine. A more than 5% fall in French wheat production is expected. France is the fifth largest producer of wheat after China, India, Russia, and the US. It is the 4th biggest wheat exporter. EU forecasts for wheat are for about 279 million metric tons in 2022-2023 growing season, down 4% because of dry weather. The UN Food and Agriculture Organization FAO says in its twice a year Global Food Report that global grain production including corn, wheat and other grains is expected at 2.78 billion metric tons in 2022 down almost 16 million metric tons from 2021. It is the first decline in 4 years and much of this is from the problems in Ukraine. India has banned wheat exports for food security reasons after the drier weather.  And Russian production of grains faces problems because paying for Russian grains is more complicated. ...

Financial markets are pricing in 2 quarter point percentage interest rate cuts from Bank of England. But the weaker economic outlook could lead to 4 such cuts creating more room for Labour's Budget as it struggles to fight austerity spending, meet aspirations for better public services and infrastructure and still be seen as responsible in spending goals.  In September 2023 analysts referred to the mini-Truss British budget and the speed with which borrowing costs increased for England as the "moron premium." As debt servicing costs increase in 2025 and less optimism about growth, there is concern that the 9.9 billion reserve that Rachel Reeves had planned after balancing day to day spending with tax receipts to 2029-30 would disappear. The Labour Budget had planned on about 105 billion pounds as debt servicing cost for 2.6 trillion pounds in UK debt as indicated by Office of Budget Responsibility. The 30 year yield is up to 5.3% in Jan 2025 and this could erase the 9.9 billion reserve with higher interest costs. The situation is different from Truss but will need to be watched carefully. ...

Both presidents Biden in 2024 and Carter in 1980 faced high inflation that reduced their popularity, under Biden over 9% and under Carter 13%. Cost of living became a major issue as wage increases did not keep pace with inflation. WSJ attributes the inflation under Carter to policies of Richard Nixon and failure of the Fed under Miller and Volcker to control inflation. It attributes the inflation under Biden to Covid spending and on top of that the Spending under the Inflation Reduction Act and other bills passed to rebuild infrastructure. Biden and Fed's Powell did bring inflation down in 2024, and it had also to do with supply bottlenecks, opportunistic behaviour by retailers in 2022-2023.  A significant weakness for Biden was the Border and failure to act quickly under Homeland Security head Alejandro Mayorkas, against whom the Republicans started impeachment proceedings. Added to this was the continued flow of fentanyl destroying American lives. Another weakness was the unease of parents with policies on transgender. On foreign policy the Obama policy of funding Iran under the nuclear negotiated agreement increased risks for Israel and emboldened Iran. ...

The same is true for Japan where elections are leading to a parliamentary majority for PM Sanae Takaichi who wants to work with the US and build a strong economic partnership, and make the large investments in the US it has promised.  Japan and India are two of the five largest economies in the world (US, China, Japan, India, Germany). German Foreign Minister Wadephul for the CDU welcomed Marco Rubio's call for a "new Western Century" and for strengthening western civilization common heritage of the US and Europe. This means 4 of the 5 largest economies in the world are in sync for the future of world trade, and their economic future.  ...
