A House budget bill passed in Texas would cut an already lean budget- because of years of prudent fiscal policies- by $23 billion from the current level of state and federal spending over the next 2 year budget cycle. This is a reduction of 12.3%. The budget makes large cuts in public education, healthcare for the poor, highways, prisons and state parks. It takes away full day preschool, cuts teacher incentive pay, and reduces scholarships for college students by two-thirds.

The US will sell 5 Virginia class nuclear submarines to Australia. Manufacturing will start in the US and be shifted to Australia with nuclear submarine visits to Perth in western Australia by 2027. The US will at some point augment its own nuclear submarine fleet where about 1.5 submarines are added each year. The new US fiscal 2024 defense budget will be $835 billion, higher than in 2023. Australia and Britain will acquire new technologies and the knowledge to maintain these submarines. It says in this edition of its journal that trade unions have stood their ground to better protect workers rights during the pandemic when workers suffered from its devastating impact and in a difficult environment. Opening up of the Bystre and Sulina canals to get Ukraine wheat from the port of Odessa on the Black Sea to Romanian ports and to the Danube. This is one more step in getting grain out of Ukraine. Ukraine taking over Snake Island on the Romanian coast south of Odessa in July was a positive step for creating a route for ships getting to Romania and the Danube. BYD electric car Chinese automaker has doubled sales in 2022 and is surging past Tesla in China. Most of its component makers are located in Shenzen which were not affected by the lockdowns in 2022, compared to its competitors VW and Tesla with parts makers in Shanghai area. BYD was a pioneer in making batteries for cars in China, which gives it a considerable advantage over VW and Tesla which source the batteries from outside.

Warren Buffett invested 210 million for 7.7% of BYD in 2008. Other US investors also invested in BYD.

Ukraine's electricity grid makes it though a tough winter with frequent Russian missile attacks that led to power cutbacks throughout Ukraine. Kviv residents had only 4 hours of electricity and heat, water were also cut off for hours as the winter progressed. With better more advanced defense systems the attacks are fewer now, and the power grid is being repaired. Large transformers and other spare parts are being sent to Ukraine for the repairs. Ukraine is now able to resume exports of electricity in April 2023 showing that the worst of the electricity grid crisis is over.

President Biden and Russian president Putin held a two hour virtual meeting on December 7, to discuss Ukraine. Biden stated that the US would take action to support defense arrangements in Ukraine, Poland, Romania, and other Eastern European countries, if Russia invaded Ukraine. He urged Russia to return to diplomatic talks to settle differences over Ukraine. US National Security Adviser Jake Sullivan described the virtual meeting in this way- "There was a lot of give and take. No finger wagging. Panasonic announced a third quarter loss of over $8.8 billion. New CEO Kazuhiro Tsuga says Panasonic will reduce manufacturing in Japan, cease selling mobile phones overseas and reduce investments in solar panels and rechargeable batteries. Was president Biden right to get the Fed, the FDIC and Treasury to cover the uninsured deposits in Silicon Valley Bank. Is it a good use of taxpayer money? $25 billion was provided by the Treasury to the Fed to stabilize other medium sized banks. The answer from the administration is that it was necessary to protect working families from any effects on the overall economy of the ripple effect on medium sized banks that were left unregulated by former president Trump's 2018 roll back of regulation on banks with less than 250 billion in assets.The Office of the Budget has shown that the government recovered all except $31 billion from the much larger bailout of 2008. Paul Krugman in NYT says the assets of SVB are invested in long term US Treasury securities which have value and should cover most of the cost of insuring depositors. Moral hazard is covered by the management at SVB and Signature losing their jobs and by the losses in stock value and bonds which are left unprotected as a cautionary signal to investors. A much larger impact is hidden in the hearts and minds of Silicon Valley who will be expected to reflect on the nature of their self serving deal where they oppose regulation of tech monopolies and of regulatory action except where it serves their  own interests, and see a laissez faire system that works for them but not for workers and families across communities in states across America. A situation made worse by the loss of America's manufacturing base on which issue Silicon Valley neither reflected or acted. ...

Argentina faces severe inflation of over 70%. The central bank raised its main interest rate to 75% to rein in inflation. In December 2022 the International Monetary Fund approved $6 billion, in a 30 month program that is expected to reach a total of $44 billion. Bhupinder Bhalla, the Secretary, Ministry for Renewable Energy in India, talks to The Hindu's Jacob Koshy about India's plans for solar panel manufacturing. He says a key bottleneck is reliance on Chinese made components such as poly-silicone wafers. Manufacturing these components in India is key for the health of the solar ecosystem in India.
