This WSJ report says IRS is working on collecting $10.7 bill in taxes from Amgen for the shift of $14 billion in profits to its Puerto Rican subsidiary. Puerto Rico is considered a foreign country for US tax purposes, and by locating profits there Amgen paid much lower taxes than most companies. In 2013 this was effective tax rate of 3.5%. Now this is coming into careful scrutiny from the US government as president Biden plans to generate revenues to pay for the shift to renewable energy to combat climate change with COP26 commitments by the US, and to reduce pharmaceutical cost inflation for the US public. This is the idea behind the $369 billion Inflation Reduction Act of 2022, both a climate and a tax bill that is being passed in the US Congress.

This bill is the biggest climate change bill in history and yes it depends on revenues from fair taxation that has not happened till the Biden administration's resolute effort in this direction.

The WSJ covers men's falling enrollment in colleges, with a sharp drop in community college enrollment during the pandemic, in a recent report. The NYT look at this issue from the perspective of women pointing out that women have historically experienced a disadvantage. Women are shown to be struggling in lower paid professions, and underrepresented in higher income fields and positions. Seen from this perspective what is seen as a calamity for men is also not happening in a way that is providing visible advantage for women. Women stayed home more than men during the pandemic and were more likely to quit work during the coronavirus pandemic to take care of children when schools were closed. This was happening not just in the US, but also in Europe. The result is that both men and women have suffered setbacks during the pandemic. Texas under new state law S.B. 4 can  impose criminal penalties of upto 6 months in jail on non citizens who illegally enter Texas from Mexico. It allows state judges to order deportations to Mexico- without Mexico's consent- and allows local law enforcement to carry out the orders. The US Supreme Court upheld the US Court of Appeals 5th Circuit decision that says the law S.B. 4 passed in Texas can be enforced temporarily till it is submitted to the Court for final decision. Both Biden and Trump have visited the Texas border with Mexico. This was after Biden and Schumer passed a immigration bill 70- 30 in the Senate which Jim Lankford  Republican of Oklahoma had negotiated with Democrats. Biden said he would sign it to close the border- it would also change parole and asylum law to stop large illegal migration entirely. The former president intervened to stop passage in the House to keep the issue alive for 2024.

The closest parallel of the campaigns for president in 2016, 2020, 2024 are in the campaign of 1952. The difference is that Eisenhower was widely respected in both parties and had fought the war against Germany and Japan alongside Gen.George Marshall under president Harry Truman. His name was put on the ballot in New Hampshire but he himself preferred not to run or run as an Independent according to JFK. The Eastern Establishment including Governor Dewey of NY pushed for Eisenhower while the Midwestern States more isolationist in their approach supported Robert Taft. Eisenhower also did not choose Senator Nixon and he was chosen to win support in California and as a compromise with the Taft group. Eisenhower did not at any time approve of the reckless criticism tactics of McCarthy, though he remained silent on the issue not wanting to distract from the need to find a new approach to ending the war in Korea and with the Soviets than the one offered by Truman. Strong hiring and consumer spending is propelling the US economy forward in 2024. With 4th quarter growth at 3.3% the year 2023 ended with the US economy growth at 3.1% for the year. Contrast that with economists projecting 0.2% growth in 2023 in 2022. In 2022 the growth was 0.7%. Much of this growth can be attributed to the Biden administration going all out to support American industry and bringing jobs and factories home, supporting wage increases which in turn supported consumer spending into 2023 and now into 2024. Unintended effects of Title 42 law introduced by president Trump which quickly returns migrants crossing the US border with Mexico leading to repeated crossings by the same persons. This leads to a more complicated picture at the border.  About 2 million will have attempted to cross the southern border in 2022 fiscal year. About 22% of crossings involve repeat border crossers.Two thirds of the 182,000 migrants crossing in July 2022 were single individuals. The pandemic hit Mexico and Central America hard and the quicker economic rebound in the US is leading to a surge in migrants looking for work. In addition to Central America asylum seekers come from Cuba and Venezuela with repressive action by regimes. Mexico only takes some of these migrants back. There is also a flow of illegal drugs across the border from Mexico which continues to this day even after the Trump Wall at the border, as most of it comes through official entry points. UBS buys Credit Suisse for $3 billion when the tangible book value of Credit Suisse was $45 billion. Tangible book value means little says this report in the WSJ. More significant for investors was that Credit Suisse was losing billions each year and its governance, its investment banking activities were seen negatively. It either had to stop the losses or shrink quickly. Another lesson is that digital banking makes it easier to withdraw deposits and digital communication magnifies the damage. Bonds can be risker than stocks in this situation. Tier One capital ratios also mean little in this situation as both UBS and Credit Suisse had capital ratios of about 14.2. 

What is notable is that even the $3 billion UBS paid was seen as risky so that the Swiss government had to step in with a guarantee that it would provide $9 billion to cover losses after the first $5 billion in losses were taken by UBS, after that the losses would be split between the two.

The Biden administration is pursuing legal immigration channels by taking in a specified number and cutting the dangerous migrant flow over the Mexican border, the only policy open to Republicans also in this situation. At some future date the Venezuelans absorbed into the US can fill worker shortages, in the present it is creating some chaos for many nations including Mexico and the US and other latin American nations, and neither party Democrat or Republican has easy answers. This astounding story in WSJ by Jiyoung Sohn in Seoul and Yang Jie from Tokyo, shows how South Korea stopped the illegal transfer to China of entire  computer chip factory setup information of Samsung by a South Korean engineer in Singapore. This shows president Biden has accomplished what no other president has been able to do in the last 40 years. Biden brought Japan and South Korea together reminding them that their differences over wartime occupation can be overcome, leading to the US, Japan and South Korea forming  close cooperation in 2023. After all it was the US that helped setup the democratic framework in the two Asian neighbors after 1945. This story shows how the problem of South Korean and Japanese technologies illegally transferred is being tackled by both countries in 2023. Car buying has changed permanently in 5 ways, says this report in WSJ. There are fewer cars made and fewer cars on manufacturer's and dealer's lots, cars are more expensive these days. Car sales have dropped from 17 million before the pandemic to 13 million and up only to 15 million in 2023 as more cars were made. Carmakers have learned to make money by selling fewer cars concentrating on the pricier cars and reducing cars available in the lower end of price range. Used car prices are up on average to $30,000. New car prices have surged to an average of $47,000 in 2022 and 46,000 in 2023.  New car loans are up from average $562 to $733. The share of leased light vehicles has dropped from 30% to 20% of cars sold and carmakers are offering fewer lease deals as demand is easily fulfilled. With fewer leased cars coming in the dealers have to actually go out and buy them.

This analysis by Gerald Seib in the WSJ shows the FBI chief Comey reopening the investigation into Clinton's email server just one week before election date November 8, as a move that does not enhance the democratic process because either way it will lead to questions why this was done at this late stage. The emails were found on a laptop used by Huma Abedin, an assistant to Hillary Clinton. Experts say the emails can be processed in a few days, and the FBI, the Justice Department are moving quickly to do this. 

Election experts say most of the decided voters for both parties will not be affected by this especially since most people will have made up their minds by now. Some voters who had questions about Trump might be moved to vote for him, and some undecided voters may be less enthused to come out to vote, though it is not clear at this stage. By mid week a clearer picture is likely to emerge.

The 65 million Americans called generation X sandwiched between baby boomers and the millenials are one that are also the 401 K experiment generation, and ones that experienced both the 2009 corporate greed and recklessness caused financial crisis and the pandemic. And experience financial anxiety at a different level.  Without the steady pension checks of their parents these Generation X middle aged people with their 401 K's are much worse off. This is the group Biden Harris, and Biden Walz, has to assuage and bring back up. The 2009 financial crisis left many in disarray with loss of jobs or lack of pay increases, or part time work. Many have not recovered after the pandemic delivered another blow to finances and cost of living surprises. Median household wealth of Generation X people 45 years to 54 years old was $250,000 in 2022, 7% lower than that of baby boomers in 2007, the only age group that experienced drop in median wealth.

California has lots of water after record breaking rains in 2024 but this is not the situation in the Central Valley leading agricultural region of California and the nation. Farmers in the San Joaquin Valley in California say they are getting a reduced allottment of water because of concern about endangered fish species. Farmers in the Central Valley the fruit and vegetable basket of California will get just 40% of their usual alottment of water this year and will plant less crops. Some ranches planting only 60% instead of 80% of their land. In 2014, 2015 and 2022 droughts the farmers lost about $7 billion and it cost 40,000 jobs, say University of California researchers. This area is a top producer of almonds, pistachios, and tomatoes. Westland Water District, which covers this area and is largest irrigator in the US, has a study that shows correlation between water and poverty in this part of California. One cocoa pod gives enough cocoa for one chocolate bar. Cocoa farms in Ghana and Ivory Coast are the world's largest producers of cocoa. Production declined in 2024 by about 25% in the two countries from bad weather with rain in the dry season and not enough rain in the west season. To protect farmers both West African countries decided to give farmers a fixed price for their cocoa. With surging prices farmers do not get to benefit from the higher price. Government fertilizer support is lacking.

With buyers in Europe insisting that no trees get cut on forested land for new farming, farmers are restricted to their old plots and have to take out old trees which costs more. As a result of these factors cocoa farms are shifting to other crops including palm oil in Ghana.

Other countries in West Africa including Cameroon and Nigeria are also producing cocoa. Outside of this region Ecuador and Brazil also produce cocoa.

And by letting DJT tackle issues of Border and fentanyl flows from Mexico and China in the first 2 years, of unfair trade that have not been resolved for decades, so that America can benefit from the the best of both parties resources and strengths. Contrary to what so called "smart heads" say the two party system is working by engaging people in an ongoing vigorous debate and bringing fresh faces into public service.
