Britain's parliament voted 358 in favor and 234 against to back prime minister Boris Johnson in his effort to get Britain to leave the European Union by January 31, 2020. Negotiation will not be extended beyond 2020. With a comfortable 80 seat majority and many lawmakers newly elected in parliament in favor of Brexit the process appeared easy compared to the problems faced by Theresa May who lacked a majority. In October Mr. Johnson negotiated a deal with the EU which stated how Britain plans to leave the EU. This covered citizens' rights, a financial settlement to leave, and an arrangement to avoid a physical border in Ireland. With another vote in parliament and passage in the House of Lords the process now appears certain to be completed before January end 2020. To get Brexit done Mr. Johnson sought blue collar support in the north of England and the Midlands, a region neglected by Labour and the old Conservatives. Too much of the focus had remained on London. This strategy worked after neglect of working class districts by Labour under Blair and Brown. Mr. Johnson's approach was to commit the Conservatives to new infrastructure spending, spending on schools and the NHS, just as Mr. Trump had done in the U.S. to permanently change the Republican party. This combined with an appeal to patriotism and the idea of Britain drew strong support across England in the election. ...

 Frustration has grown with the poor early management response from U.S. Health and Human Services Secretary Alex Azar, says WSJ.  The president responded at one point with a tweet that "he told me nothing until later." The WSJ looked into Mr. Azar's missteps in a report recently. The president is considering replacing Mr. Azar says WSJ. Ms. Verma the head of Medicaid and Medicare Services is being considered. She has worked closely with vice president Mike Pence throughout this crisis. Mr. Azar served as HHS general counsel and later deputy secretary under president George W. Bush. He then worked as lobbyist for Eli Lilly.  This WSJ report says Mr. Trump called Mr. Azar on his flight from India to Washington, and the next day replaced Mr. Azar as head of the White House coronavirus task force with Mr. Pence. The president says repeatedly that vice president Mike Pence, as head of the White House task force has worked night and day round the clock to guide the effort- including talking to 51 state governors, coordinating the entire effort, and providing the president with reliable advice. In the depths of this crisis never has so much depended on so few- on vice president Pence, a former governor of Indiana, Admiral Polowczyk, Dr. Birx, Dr. Fauci, and the governors of states worst affected by the coronavirus. ...

During a trip to Italy for a G-7 foreign ministers meeting, U.S. Secretary of State Rex Tillerson makes a symbolic stop at a memorial in Lucca, where 560 men, women and children were massacred by the Nazis in World War II. Tillerson said at the memorial that "we rededicate ourselves to holding to account any and all who commit crimes against the innocents anywhere in the world." Also present at the memorial were Frederica Mogherini, the European Union's chief of foreign policy, and Susanne Wasum-Rainer, German ambassador to Italy. DW.com's Ines Pohl says the U.S. presidential election campaign in 2016 with Donald Trump is a reflection of the state of American society today. She says lets not kid ourselves, what is happening is a reflection of the changes in society, demagogy as a reflection of the society we live in- people's lack of interest in serious issues, the loudest getting heard, less interest in checking the facts, and looking for a good show or entertainment in the debate. She points to problems in today's society, new technologies in media, that have fostered a new kind of shallowness. This includes fragmented social media groups, media that allows scapegoat theories to thrive, and elites or people in authority that lack the ability to respond to the challenges posed by this. She rightly points out that it goes beyond this campaign season and will continue into the future till it is resolved. What would Abraham Lincoln think of this, or what would George Washington or Thomas Jefferson think of this? LyrArc has frequently quoted these lines from a letter by Washington to Jefferson in Feb. 1783, and in the First Letter from the Editor- "To merit the approbation of good and virtuous citizens is the height of my ambition;  and will be a full compensation for all my toils and sufferings in the long and painful contest that we have been engaged." Washington told his countrymen in his draft of the First Inaugural Address that "there is no truth more thoroughly established, than that there exists in the economy and course of nature, an indissoluble union between virtue and happiness, between duty and advantage, between the genuine maxims of an honest and magnanimous policy, and the solid rewards of public prosperity and felicity." Japanese prime minister Fumio Kishida  holds talks with Indian prime minister Narendra Modi in New Delhi. Japan has pledged to increase trade with India with $42 billion in investment in India over 5 years. In the 20 years 2000-2019 when Japan invested heavily in China, Japan invested only $32 billion in India. The US and Germany also invested heavily in China, compared to the investment in India.  Business in the US, Germany, the EU, and Japan integrated their economies with China over two decades. The Trump administration brought attention to the US working class and the effects of trade and investment that hurt workers in the domestic economy. The election of Biden in the US, Scholz in Germany and Kishida in Japan have shifted focus to the working class, inequality, lack of infrastructure investment in the domestic economy, and the effects of business decisions that cost jobs in the domestic economy. It is in this context that foreign investment is being shifted to India, Vietnam, and other manufacturing locations in Asia as the entire world supply chain is being reinvented to protect workers in the domestic economy, and the local economies. The pandemic and the war in Europe are now accelerating the reinvention of world supply chains. Indi abstained from the vote in the United Nations on Ukraine yet it maintains that all disputes be settled through peaceful resolution under international law. The joint Kishida Modi statement says- "We confirm that any unilateral change in the status quo cannot be forgiven in any region, and it is necessary to seek peaceful resolution of disputes under international law." ...

Hamburg is the key city in Germany's trade with China. About half of $200 billion in trade between Germany and China passes through the port of Hamburg. The South China Morning Post looks at the dilemma in Hamburg over relations with China in the post Merkel era. Merkel maintained strong and close ties with China signing an agreement with China her last year in office. This was when Mr. Trump was US president. Since then president Biden has changed US policy towards Europe. The South China Morning Post points out that The Greens and the FDP key partners of Scholz in a new coalition government, are critical of Merkel's policy towards China in its overall relationship with the US and the rest of the world. Scholz was mayor of Hamburg, and a partner in Merkel's coalition government in which he was vice chancellor. Scholz has talked very little on what the new German policy would be. China seeks to maintain its economic ties in the next few years with Germany while reducing its dependence on other countries under Xi Jinping's new vision for China that seeks to depend less on trade and real estate for its economy and growth. Yet the pace of change has accelerated during the pandemic with a new global supply chain emerging from the chaotic years of 2020-2021. US policy under president Biden is similar to policies under Franklin Roosevelt in the 1930's during the economic and political crises, and look to be setting a new path to the future for the rest of the world. ...

Mike Flynn, who briefly held the position of National Security Adviser before resigning, tells the FBI and Congressional officials that he is willing to be interviewed if he is given immunity for prosecution. Flynn, a former general, resigned after accepting that he misled White House officials about the phone conversations with the Russian ambassador. Also an issue and seen as improper is that Flynn was paid for speeches by Russia's state sponsored network RT just before becoming an adviser to the Trump campaign, according to documents given to a congressional oversight committee.

German economy contracts in second quarter 2024 by 0.1%. Growth is forecast at 0.3% for 2024 and 1.1% for 2025, according to country statistics office Destatis. The contrast could not be greater in Biden's management of the economy as US economic growth was much higher at about 2.8% in 2024. It shows the positive effects of Biden's effort to revive American manufacturing, and to support chips and science and American industry, and the investment of a trillion dollars from the Inflation Reduction Act in American infrastructure. Without these investments American recovery strong at this time would have hobbled along with much worse effects on jobs and inflation, and looming recession, under a Trump administration. Unusual factors such as the concentration of the supply chain in China have influenced US inflation, which Biden is correcting, and also bringing jobs at home. The economic management is excellent it  is the effects of the pandemic and broken supply chains, high mortgage rates and 20% price increases in apartment rentals that are making cost of living a problem for average Americans. Biden has taken cost of living action including canceling student debt and calling for limiting rent increases for apartment rentals to 5%. Harris has a program to support renters when housing takes up more than 30% of their income. ...

Michigan Governor Gretchen Whitmer interview by NYT's Lulu Navarro looks at the swing state of Michigan and its popular governor. Asked about president president Biden's 3 trillion dollar investments in Manufacturing, in Chips and Science, in Infrastructure, Whitmer says the public is still just coming out of the pandemic and has seen only some of the beneficial effects of this program of massive investment in the US economy. She says it is similar to what she heard from Michiganders which amounted to "Governor Fix the Dam Roads." She says the former president Trump lacks any such vision for the US economy, and for the future. Of the present time Whitmer says that the pandemic has taken a toll in people's lives, people are stressed out, and just hanging in there trying to pay the grocery bills, get the kids to school, and show up at work. They have hardly the time to figure out what the CHIPS Act means. Whitmer is in her second term as governor and comes from the western part of the state around Grand Rapids which is traditionally Republican. In her election for governor she was able to win with good margins in this western part of the State even as a Democrat. The new faces in the Biden administration on economic policy are Janet Yellen, as head of the central bank, the Federal Reserve, and Cecilia Rouse, a Princeton labor economist, as head of the Council of Economic Advisors. In this report WSJ looks at the economic policies of the new administration after Mr. Trump rejected globalization and international trade agreements that were not in America's interest or that hurt American workers.  Informal conversations with experts suggest WSJ says, that globalization is now suspect as a way that benefitted China and other countries including Germany, and hurt the U.S. France, Britain and other countries in Europe that were not strong exporters. This hurt their industries which were eroded by imports resulting in the three decades long destruction of communities across these countries that depended on manufacturing. It has also hurt countries like India that let their markets be dominated by Chinese imports, with a reversal of policy in 2020 with self reliant economy under "Atman Nirbhar" policy as the new goal. Mr. Trump's tactic in this trade war was to fight back to regain America's position in manufacturing with tariffs on imports. The trade deficit had to come down with China just as it had done with Japan decades earlier. This was starting to happen. One problem in bringing down the imports was the increase in the value of the dollar, as Janet Yellen has noted. The new policies will look at what the effective policy will be while keeping this goal in mind.  Both Yellen and Ms. Rouse have spent years studying labor markets and Ms. Rouse is quoted here as saying: " With open trade there are winners and losers. The losers are really losing, and we need to take care of them and take on more nuanced models of international trade as a result." Other experts from the earlier Democratic administrations such as Prof. Frankel at Harvard say that there needs to be increased focus on American workers left behind by trade, technology and unequal education, with more spending on preschool, infrastructure and health. All this suggests that there will be a continuation of U.S. policy in challenging Chinese use of globalization to advance its interests, chastening Americans on the use of the very word globalization which can mean different things to different people based on how they can gain advantage. The word may even be entirely dropped in favor of what the policies are and what they do for the American worker, American communities including small towns, and the American people, spelling each of these out every time supply chains and the global economy is mentioned. The new administration will get an opportunity to show that it too can come up with new ideas and action plan to strengthen American manufacturing and jobs. It will also have to show substantial results as people have lost patience with Democrats and Republicans on the lack of progress in rebuilding America's leadership role in the world economy, and in defending American workers and factories. Clinton, Obama and Bush all offered false promises on trade with China ignoring the damage this had done to American leadership in the world economy. Clinton with support for China's entry into the World Trade Organization, Bush with foreign wars and costly diversions and regulatory failures with banks that led to the 2009 deep recession hurting Americans, and Obama with the lack of will and interest in America's leadership role in the world as the dominant nation in manufacturing,   ...

This NYT report by Thrush, Shear and Sullivan, looks at retired Marine general John Kelly, the head of Homeland Security till he was made the new chief of staff at the White House. He replaces Vince Priebus, who was the Republican National Party chairman during the 2016 election, becoming the new White House chief of Staff in January 2017. Priebus lasted only 6 months. This report points out that presidential family members Kushner and Ivanka Trump now report to Kelly, as part of the new discipline imposed by Kelly in an effort to reverse the chaotic situation in the White House with different quarreling factions. Kelly made this a condition for his taking the position, which Trump accepted as he was keen on firing Vince Priebus and had asked Kelly to take the job since May. Kelly is shown here as monitoring the contacts of Cabinet secretaries with the president. Who sees the president and for how long is now determined by Kelly to impose rigorous discipline. Kelly supported McMaster in the dismissal of a National Security Council member supported by Bannon and Kushner, in an effort to bring discipline. There is one area Kelly does not get into- the tweeting and personal affairs of the president. His job as he sees it is to put some bureaucratic competence around the president. In doing this he takes a tough approach that so far is respected by president Trump, as the presidency suffered from repeated setbacks from infighting and leaks. Will Kelly last where others have failed is a question posed in this report. Two people who were superiors of Kelly give their opinions. Kelly reported to Leon Panetta, a former chief of staff under Bill Clinton who was Defense Secretary, and to Robert Gates,  a Republican who was Defense Secretary. Panetta may know him closely as Kelly was his chief military aide as Defense Secretary. Panetta says of Kelly, that Kelly never minced words, said what he thought looking at you in the eye- if he thought a proposal was nuts he would say it right out. The big question Panetta says is whether president Trump will give him the authority for long. Also stated in this report is that Kelly called Comey when he was fired as FBI Director, and that Kelly even considered resigning in protest.  Less noticed even in this report is the way in which a team of experienced politicians and the senior most officials in defense and national security are working together in August 2017. In an interview with Washington Post editor Ignatius broadcast on PBS, Republican Senator Corker described how he works closely with them, and how the key people in defense and national security work together before they see the president. The appointment of Kelly helps to create a core independent group of advisors around the president, which is positive in the event the U.S. has to respond to a crisis. ...

Astoundingly in America 90 percent of people support universal background checks, yet private party sellers are not required to conduct background checks when selling guns. According to a Pew Research Center poll 67 percent of people support a ban on selling assault weapons to civilians, yet no such ban exists. It has taken this long just for president Trump to come out in favor of background checks. Ironically mass shootings have led to higher stock prices for gun manufacturers such as Smith and Wesson, as DW.com points out.  The National Rifle Association, NRA, has five million members and it lobbies hard to prevent gun control measures being passed in Congress. Members of Congress are even rated A to F based on their support for the NRA. Today an estimated 42% of Americans own guns, with 265 million guns in private hands. The NRA sees gun owning rights as part of the Second Amendment of the U.S. Constitution, believing that the right to bear arms is a basic right supported by the Constitution. The NRA over many decades has shown no flexibility in its stance and fierce lobbying has brought down every gun control measure introduced. ...

In his 2019 State of the Union speech Mr. Trump calls for unity but continued emphasis on the border wall and strict immigration. Democrats offered little approval of the speech even when it sounded conciliatory on parental leave and infrastructure.
