The question remains why the defamation law has remained a part of the Indian Constitutional law and the Indian  Supreme Court has upheld it. Under Britain there must be the sense that this would have put the unified subcontinental government at risk. Under India post independence this could be seen as an effort to keep the unified country India that emerged from the British Indian rule together as one nation. It may not be individual to individual defamation that underlies the spirit of this law. Its spirit may lie in keeping together as one nation a country with many languages and people after centuries of foreign rule by not letting the spirit that keeps it together be undermined in any way or form. Gandhi and the independence movement before Gandhi created the spirit for a new nation from many peoples and languages, this has now taken the form of timely delivery of the services and infrastructure that these peoples are entitled without any dilution of any sort, after all the hard work, sacrifices and aspirational effort of an earlier generation of leaders. ...

OECD forecasts show an acceleration of US economic growth in 2021 with the $1.9 trillion aid package of the Biden administration. OECD forecasts show pre-pandemic levels of output reached by mid 2021, 6 months earlier than expected. Global output is expected to grow by 5.6% in 2021, after declining 3.4% in 2020. Main reason- US economy is seen expanding at 6.5%, twice as fast as previously forecast and fastest since 1984. OECD sees the importance of stimulus coinciding with vaccination of the population. The pace in the US with 18 million vaccinated in March and the goal of vaccinating the whole population by May is part of the reason given for the vigorous growth. Astonishingly the OECD sees the US economy larger in end of year 2022 now than it had forecast before the pandemic. For other countries such as India with slower vaccination progress and large population, OECD forecast is for 8% shortfall in growth from what was expected before the pandemic at end of 2022.  This is an amazing bit of good news amid all the dismay and confusion surrounding the coronavirus lockdowns. ...

The 44 kilometre stretch of rail line being built in the region of West Bengal and Sikkim will for the first time provide a direct rail connection between Sikkim and India. A project that was approved years back in 2009 will be completed in 2 years by December 2022 by the federal government. The investment in the project is 89 billion rupees or $1.2 billion. It is a strategic project for India as it integrates the Himalayan region of Sikkim and Bhutan, Nepal, with India with rapid rail connectivity. The lack of reliable and modern rail infrastructure had held back economic development in the region. This is part of the Himalayan region in India's northeast, with spectacular mountains and requires modern engineering and technology for miles of tunnels through the mountains and bridges over many rivers at high altitude. This project is a combined venture of Indian Railways and its unit Northeast Frontier Railways, and the Indian Railway Construction Company (IRCON). By completing difficult rail and other infrastructure projects in time and in budget the entire development of the Himalayan region is being moved forward.   ...

This report in the NYT says a little known donation raising method used by the Republican National Senatorial Committee may affect Republican chances of taking control of the Senate in the US. The method is considered part of hyper aggressive methods that ask people provocative questions such as "Should Biden resign?" in millions of text messages sent out and asked to reply click YES to Donate, the amount is then processed immediately, says NYT. It was so controversial that WinRed the main Republican donation processing platform banned the practice. It appeared to be working earlier but with the cost of living crisis in 2022 donors are holding back. NYT says the digital ads to get these donations cost more than the donations in some situations. It cost $23.3 million for digital ads and expenses and raised only $6.1 million leading to a $17 million deficit, according to NYT. Senate Minority Leader Mitch McConnell now thinks it could affect chances for the Senate. The NSRC Republican group has $23 million about half what the Democrats have. ...

The US is sending the M142 High Mobility Artillery Rocket System to Ukraine to counter Russian artillery and long range rocket attacks in the eastern Donbas region. This is part of a new $700 million 11th military aid package to Ukraine. Germany will provide its IRIS-T system to Ukraine with radar to track Russian artillery, so that entire cities can be protected from Russian artillery attacks. The US has obtained assurances from Mr. Zelensky that the HIMARS US system will only be used on Ukrainian territory and not into Russian territory. Ukraine currently lacks this type of system that reaches for 45 miles for its midrange system, and it is seen as crucial for defending Ukraine, as Ukrainians are being forced back with Russian artillery attacks. Mr. Biden in an article in the New York Times said the US goal was simply to see "a democratic, independent, sovereign Ukraine," not to oust Mr. Putin, or seek a broader conflict with Moscow. Mr. Biden said that this aid will make a diplomatic settlement more likely, as it will strengthen Ukraine's negotiating position. ...

During the pandemic it was making 40 engines when it could make 30 normally, by adding overtime. It looked for mechanics. Now as demand is slowing workers work fewer hours. And the company which has a hard time finding mechanics is avoiding layoffs. It wants to avoid the expense and trauma of hiring and retaining workers. With fewer engines to build workers are prepping engine blocks and upgrading equipment so that when demand picks up again they will be ready. Workers are being hired to fill unfilled positions allowing overworked employees to return to normal hours.This is a national trend reflected in declining overtime hours and working hours are shifting also with workers opting to work less because of work-life priorities. This should be seen as part of the renewal of America, because when workers do well, the middle class does well, and when the middle class does well America does well. The employees struggle too as the conductor on the return trip offers vouchers from DB to passengers and his apologies. Many DB employees having to deal with customer complaints are planning to leave.  Next trip Jens plans to drive to Fohr.  DB has suffered for years with lack of investment on the 2800 mile rail network. Thanks to chancellor Merkel who never gave priority to such investment and who Jens says called the internet "uncharted territory" in 2013, the digital part of the German economy and DB, along with infrastructure has also suffered. The Scholz coalition promised but failed to deliver on infrastructure with opposition from FDP finance minister Lindner. Only in 2025 has the new coalition of Merz with SDP has the constitutional provision limiting infrastructure spending of Merkel been removed, and DB put on the way to modernizing German rail connections starting with the Berlin Hamburg line. ...

In commenting on Rishi Sunak, a former hedge fund manager's sudden rise from anonymity three years ago when Boris Johnson became prime minister to leadership of the Tory party and prime minister, The Hindu cautions that it is of limited symbolic value, this kind of connection between India and the UK. The Tories are a house divided against itself, with many factions. Truss was brought down by Gove and others on the backbench who were not included in the government. Other Conservatives on the backbenches today, and Johnson, Jacob Rees Mogg, represent factions that are not represented in this government as was evident in questioning by Opposition leader Starmer in QA in the House of Commons. Other problems remain also evident in Starmer's questioning for Labour in parliament, including questioning about non domicile status in the family for tax purposes. Privileged Tories with connections to free markets such as Jacob Rees Mogg or Sunak without an awareness of the pain of ordinary working families, are not what a country with a cost of living crisis sees as leaders who can point to the way forward for Britain. As The Hindu points out he faces the same difficulty that Johnson with his style and personality was able to sidestep, that Truss naively tackled with quick unraveling of tax cuts for the upper incomes, and which Sunak with his experience with financial hedge funds may appear to have grasped but find escaping his grasp. This is the difficulty of matching traditional Tory policy of tax cuts and austerity, at a time when all major countries of Europe and the US are providing significant cost of living assistance to working families. Even small bits of austerity policy, or lack of conviction to help working families may now be seen by the Opposition, Labour, and even within some part of the Tory party and the vast majority of working families as oppressive.  Starmer is keen to remind working people of where Sunak stands as he did with the question in parliament Q&A about the comments made by Sunak at a small gathering that he had transferred money from poor districts to more affluent Tory districts. Would Sunak correct these erroneous funding formulas, Starmer asked. The Hindu also mentions Suella Braverman's appointment as Home Secretary only weeks after her resignation. It was poor judgement shown by Johnson in an appointment that cost him Tory support a few weeks before his resignation. Starmer brought this up from the beginning of parliament Q&A- asking whether a deal was made for her appointment to get far right wing Tory support from Braverman's faction in the party. For India and the Indian people there are so many genuine connections with Britain and the British people, some set when Mohandas Gandhi won the hearts of English working families during his visit for negotiations with the British that are are a better basis  and that will be remembered forever in the hearts and minds of the British people. ...

This article in The Lancet published in February 2018 throws much light on how the ban on gain of function research on virus was lifted -research that carries with it the danger of increasing transmission of virus if something unexpected happens in the manipulation of a virus. It was lifted in 2018 in the US by officials in the US Health Ministry, NIH and HHS. The Cambridge group of scientists and experts opposed lifting the ban on such dangerous research that could make the virus more contagious through manipulation. Epidemiologist Marc Lipsitch of Harvard School of Public Health wrote at the time that the lab research to create a more lethal strain of virus could lead to "an accidental pandemic" yet he was ignored. The public in America and in the world is unaware of how this created serious risks for public health in the world through the coronavirus.  Did US health officials lift the ban on such research without consulting other countries such as India, Brazil, France, Germany, Italy, and the EU on its ramifications. Were public health experts and the publics themselves in the US and around the world not drawn into the discussion of public health and the dangers that existed. Not only did officials in HHS and NIH restart the research by lifting the ban but also sent funds overseas for such research- was this a proper or thoughtful action considering the risks involved.  Is enhanced surveillance of virus- a dubious benefit from manipulation of a virus- something a few health officials can decide for the whole world in addition to the US. How are health officials in one or two countries responsible to the people in India, Brazil, Europe and the poorest populations in the world in the world in Africa, Latin America, and Asia, people who have suffered devastating consequences from transmissibility of the virus, including children and older people with health problems. India, Brazil, Italy, Spain, France, UK, and other countries worst hit by the coronavirus must ask serious questions about how they can protect their people if institutions in the US and international institutions are seen as failing to protect world public health. ...

Typical of so much of what is written about the World Health Organization and its role in the pandemic, this podcast in the WSJ fails to quickly convey the critical function of the WHO as an early warning system the world has depended on, including China. The H1N1 epidemic originated in Mexico. Asian countries including China and India depended on very quick response from the country where the epidemic originated  in allowing entry into the affected area for experts from advanced countries such as the U.S. The global response was then coordinated across countries quickly with complete transparency. The head of China's CDC himself faced a problem with transparency with the provincial authorites in Wuhan. 1.    Fundamentally this quick entry was denied the U.S. Request by U.S. to China was made on Jan. 6 for U.S. team to go to Wuhan, quick permission was denied and given only about 6 weeks later on Feb 16. This delay is the crux of the problem for the U.S.. Taiwan confirmed human to human transmission on Jan. 1, the WHO was saying this was not clear as late as Jan. 14. These costly delays are what the U.S.  letter is about.  The head of the CDC China Gao Fu called Dr. Redfield head of CDC in the U.S. on the next day after he suspected Wuhan provincial authorites were vague about what was happening. Gao Fu was alarmed when scanning the internet on December 30, 2019, about rumors of a vaguely worded lung disease in internal memos of Wuhan. He called Wuhan authorites and was not getting clear answers on that day, then deciding on December 31 to send his own team to Wuhan, as reported in German magazine Der Spiegel- Hackenbroch, Zand, 05/20/2020.  Der Spiegel says in its special report on the early period in Wuhan that Gao Fu was so alarmed about what was happening enough to be in tears in his series of calls with Dr. Redfield in the immediate days that followed. The date was shortly after the GAO Fu sent the team to Wuhan, December 31 and New Years Day 2020, as reported in Der Spiegel. She acted quickly and decisively and no time was lost. It is this failure of the early warning system under the new president of the WHO after 2017 Dr. Tedros that alarms the U.S.  with about 100,000 deaths.  3.  This failure it can now be said was partly a result of a election in 2017 for the position of WHO president which was flawed. This was the first time a WHO head, an important position was put up for an election. The Executive Board was responsible for this appointment since the founding of the WHO as part of the UN, based in Geneva, Switzerland, after World War II. This system worked. The election was clearly a bad process for appointing the president of the WHO which should be done entirely on the capabilities of the person holding this position not on a flawed voting process. It is flawed because India and Bangladesh hit by a cyclone during the coronavirus have suffered greatly, as have other countries, but had only 2 votes for 1.5 billion people, when Barbados (385,000 population) and Laos (7 million) which had less than one  hundredth the population had the same number of votes. The U.S. had one vote. The election resulted in lobbying and a process in which many candidates stayed away because they simply would not go through such a process. The position was too important to the world- most of the advanced countries had forgotten about the danger of epidemics to let this happen by 2017, as shown in the way the austerity years led to cancellation of the preparations for pandemic in France and Britain. The austerity years and neglect of public health during these tech boom years in the western world made it possible for this to happen. 3.   Along with the 1 month ultimatum action is already being taken to restore the effectiveness of the importance of the Executive Board. The head of the health ministry in India, Dr. Harsh Vardhan, has been appointed the new chairman of the Executive Board on May 22. This restores the voice of billions of people in Asia in the process, and brings the major countries with the greatest risk in a pandemic into the decision process for tackling the pandemic, this includes the rest of the world.     ...

Only Chase JP Morgan plays a part in the decline of the Dow among financial stocks, because the other financial stocks have fallen so far that their decline makes little difference. It was stalled for two years after the efforts of political activist Anna Hazare's protest movement for passage of the bill. With national elections approaching in 2014 and the ruling Congress party's image bruised badly in state elections of Dec. 2013, party leaders decided to support the bill. In the elections in the capital Delhi a anti-corruption party, Aaam Aadmi (for the common man), created only recently, won a major part of the seats. In India corruption hurts not only at the national and local level as in China, but affects the daily life of the common man as bribes are required from ordinary people for anything to get done that requires approval from the huge government bureaucracy. In that sense it takes a toll on economic development and affects the quality of services received by the vast majority of people, which is why the party calls itself "common man."...

He was co-host of CNN show "Crossfire." Mr. Carlson is paid $20 million a year. Since the days of president Lincoln and the Douglas debates political debate has created new audiences. With 3.7 million workers in the informal economy Italy is one of the worst hit European countries. Italy's south, including Naples and its capital Campania is one of the hardest hit. Italy's lockdown ended May 18, with some restrictions. Affected worst are small business owners such as shopkeepers, restaurant owners and market vendors, also hit are workers employed in tourism and entertainment. The Italian government has made a 600 euro emergency payment to self employed or part time workers, and 12 million workers have applied so far for these payments, about half of the workforce. A new payment by the government will cover workers in the informal economy with a55 million euro additional aid package by the government of prime minister Conte. Italy's economy will decline by 9.5% in 2020, exceeded in Europe only by Greece. The country is seeing a further erosion of the lower middle class after the difficult period following both the financial crisis of 2008, the eurozone crisis, austerity cuts which hurt people across southern European countries, Spain, Portugal, Greece, and Italy. It is also true that Italians came together during this difficult period in a way not seen since World War II and prime minister Conte provided much needed leadership for Italy, with growing confidence in his leadership. This provides a new sense of hope that Italy can come to grips with many problems it has faced in the last 2 decades, similar to that in other parts of Europe where investment in  infrastructure and manufacturing has fallen behind. ...

Recruiting in the Afghan army from predominantly Pastun areas in the south and southeast is way down, almost nonexistent. For Kandahar, Helmand, Oruzgan, Zabul, Paktika, and Ghazni provinves with largely Pashtun people, the numbers show they make up 17% of the population and contributed only 1.5% of new recruits to the army since 2009. Kandahar and Helmand with 2 millon people contributed about 1200 recruits, or less 1% of 173,000 new recrutis since 2009. The northern provinces make up a large number of the new recruits, with Kunduz having a population of 900,000 and contributing 16,500 recruits. There are about 42% Pastuns in the population and a similiar number of Pastuns in the Afghan army, but most are from the northern or northeastern provinces where the insurgency has been weaker. One third are from one northeastern province- Nangarhar. The reason for this is fear of the Taliban finding out that that a young man has enlisted in the south and retaliation against the enlistee or his family. The lack of a southern Pastun presence in the army makes the army more of a northern institution. With withdrawal of American and NATO forces by 2014, this leaves Afghanistan deeply divided between the northern and southern regions. The southern region Pastuns have a significant presence across the border in the northern part of Pakistan, and the southern Pastuns draw support and resources from this region. Removing the foreign presence shifts the balance towards the southern Pastuns and Pakistani Pastuns in the largely mountainous country of this region. This is why the project in Afghanistan requires the support of all factions and ethnic communities in the South Asian region to succeed, setting aside differences and animosities of the past. D. Mahmood Khan, a member of parliament in Kandahar says ordinary Afghans in Kandahar see the Afghan government of Karzai collapsing in a week or two without foreign support and sense a much stronger Taliban....

Rina Bliss, a professor of sociology at Rutgers, says while AI can bring information to kids it cannot make them think. To truly learn children will have to do it themselves and in interaction with teachers, parents and other children. She took the approach of a scientist and let her two children try out AI tools and software and came to this conclusion. One reason she says is that AI is based on computational intelligence and the human mind and brain are not quantifiable. The brain is flowing like a river and always learning from its environments.  There is a social environmental piece says Marin, there is interaction, there is a drive to know and connect, curiosity and passion that are part of learning.  Basically AI is developed through taking vast amounts of information collecting it and ordering it in a certain way. How each originator of the AI orders it affects how it will work. And what is in the basket of information collected will affect how it will work. There is no thinking brain outside of the human originator who put a particular version together. Like every piece of software there are implicit or explicit instructions on how to use the basket of information collected that is put in by an originator who developed the AI software. For these reasons it will only do basic tasks and is not intended for complex tasks that involve thinking processes and social-emotional aspects of human behaviour. The risks of using it begin to grow as soon as it is used for tasks it was never intended to perform such as replacing the human thinking  processes and the socio-emotional aspects of these processes.  If it is used to do things it was never intended for, the larger the activities it performs, the larger the mistakes and risks it it is liable to make or create. If it is assigned the task of transportation for a country, it will at some point be asked to think and at that point it will fail to make the right decisions, making the risks grow exponentially, very, very fast, leading to disaster. ...

Central Huijin, part of China's sovereign wealth fund, China Investment Corporation, bought shares of China's four major banks in October 2011 to prevent steep price declines. China's bank stocks have lost about a third of their value in 2011. The four major banks- China Construction Bank, Agricultural Bank of China, Bank of China, and the Industrial and Commercial Bank of China- control two-thirds of the banking industry in China. In China's interlocking system of relationships between the state, the banks and the state controlled industrial companies, Central Huijin owns 35.4% of Industrial and Commercial Bank, 67.6% of Bank of China, and similiar stakes in the other 2 banks. It was created in 2003 to bail out China's banks after bad loan losses, and was transferred to China Investment Corporation in 2007. As part of the 2007 move bonds were issued by CIC to compensate the central bank. This means the banks pay dividends to CIC so that it can make payments on the bonds. Today the 4 major banks pay half of their earnings in dividends to CIC. CIC chief Lou Jiwei, says Central Huijin needs 300 million renminbi a day, or $47 million to pay interest on the bonds to the central bank. The 4 major banks are also under pressure from China's regulators to increase their capital reserves, because of large bad loans to local governments after the global financial crisis of 2008....

More voters perceived Obama as caring about people like themselves. The voter turnout was also carefully executed especially for minority voters. For the first time since Mondale's loss to Reagan fewer white voters supported a presidential candidate- only 38% of the white vote went for president Obama compared to 60% for Romney. Obama's campaign focussed on protecting the middle class and working class from sharp spending cuts. Voters major issue was the economy, with unemployment at 7.9%. Yet voters largely did not hold Obama responsible for the economy and considered Wall Street and the previous George W. Bush administration responsible for the events leading to the 2008 financial crisis....

Self-compassion as a useful trait. Being on good terms with oneself helps in improving motivation, self-discipline, and reducing anxiety.The result is a calmer, stronger person in the long run. Actually the research goes back to the 1930's and 1940's, with the books of Harry Emerson Fosdick. He called it self-acceptance and showed that by doing this people shouldered responsibility for themselves. This was for Fosdick a part of "being a real person," also the title of one of his books. The difficulty is that then as it is today, the prevailing notion was that if one engaged in self-acceptance we would take less responsibility for ourselves. In 1927 Fosdick was appointed radio minister for the National Vespers Hour.
