Latest data from the U.S. Treasury shows it has collected $63 billion in tariffs over the preceding 12 months. Even though there is no agreement on trade with China, president Trump says the U.S. is benefitting from higher tariffs by tens of billions of dollars. In May he estimated tariff revenues could reach $100 billion.This report in the WSJ says this could happen if the the new tariffs of 10% on additional $300 Chinese goods imported to U.S. goes into effect on September 1. This is likely considering that China sees this in different terms than the U.S. such as its sovereignty, whereas the U.S. sees it simply in terms of fair trade. With new elections China may be simply putting things off till the election is decided as Mr. Trump has pointed out. The tally of what the U.S. Treasury gets annually if $100 billion is generated in tariffs goes something like this. Of this $30 billion was generated previously for the U.S. government, so the incremental amount is $70 billion. Of this about $16 billion goes to offset the effect of loss of farm exports to farmers, mainly soyabeans exports to China, through a rescue fund. This leaves additional $54 billion for the U.S. Treasury. Money that could conceivably be put back into infrastructure that the U.S. badly needs in mobile and fixed to improve internet speeds and move up from its low rankings compared to China and other countries. A WSJ report this week shows Germany in worse shape than the U.S., both countries having dismal status in mobile infrastructure- the U.S. at No. 37, and Australia No. 4, Canada No. 3, and even Croatia No. 9. This throws some light on why this trade dispute has become intractable, for China the right of a sovereign nation to move past middle income status even as its telecom technology with Huawei 5G is top class, and for the U.S. the right not to fall behind in advanced technologies such as Telecom. It is also why one hears so much about Huawei and why it has become a flashpoint of the conflict in trade and trade practices. It is thought Mr. Trump is conducting this trade dispute. Yet less known is the fact that prominent Republicans in Congress such as Senator Warner have stated on television talk shows that they are concerned Mr. Trump may give up too much in negotiations that lead to the U.S. not being able to compete in telecom advanced technologies that matter for competitiveness and for national security. What was treated by Bush and Obama administrations routinely without much attention to the consequences is now a top concern for Republicans and others in Congress and business. ...

This report in the WSJ gives a detailed profile of Liu He, who as vice premier and top regulator is now a top economic official in charge of the financial system and the industrial sector. The appointment will be confirmed at the annual meeting of China's legislature in March 2018. Liu He is a classmate of Jinping at Beijing's Middle School 101, went to Renmin University for a degree in Industrial Economics, and studied at the Kennedy School of Government, Harvard. As the superregulator and overseeing the central bank, Liu He's team has set the goal of bringing financial risks in the Chinese economy under control in 3 years. This team also setup the 2018 economic blueprint that made "Xi Thought" the guiding principles for running China's economy. Financial risks in China's economy from the high debt to GDP ratio which worsened after the 2008 financial crisis and higher lending practices, are seen as a threat to the economy. Policy now is focused on stabilizing the economy and setting a long term path to slower but sustained growth, so that the entire country can share in the benefits of modernization that the coastal regions and parts of the country in the east have experienced during a period of rapid growth. Even the quashing of term limits for presidentcould be seen in the light of this economic blueprint as financial risks could lead to other serious problems if a stable path for the economy is not set and followed over the next decade. As part of this effort Xi Jinping has focused his efforts on corruption to improve perception of the party in the country. Liu He is the main economic official speaking for Jinping at Davos Forum. Another member of the circle advising Jinping is Wang Quishan, who has helped run the anti-corruption campaign. Both Liu He and Wang are expected to handle the future relationship with the U.S. Liu He's policy ideas are for strengthening the state sector with mega mergers, closing less profitable competitors, reducing industrial overcapacity, and making the remaining companies stronger and more profitable. This includes making firms more efficient, better run and more profitable- in the words of the economic blueprint to make "state capital stronger, better and bigger."   ...

Focus on billionaires and remote parts of the world distract from the vital issues of infrastructure renewal, cost of living and incomes growth that affect everyday lives of Americans. In an economy the size of the US the $5 trillion of billionaires out of a $31 trillion US GDP, is about 15% of the nation's wealth. Many of the billionaires such as at Amazon lead product and service companies that generated new products and services. Five of the top 25 in the US are from Walmart a large retailer in the US, 2 from Amazon, three from Microsoft in personal computers, 3 from chemical industries.This accounts for 13 of 25 or half. Removing these billionaires would take out $2.5 trillion leaving the billionaires controlling 7-8% of the country's wealth. The focus by Bernie Sanders in the US and Jeremy Corbyn in the UK on remote spots in the world and on billionaires distracts from the real issues of cost of living, of incomes of ordinary families, of everyday issues of health and quality of life faced by all. It also does not help in the discussion because of the need to move away from the poor leadership of the Blair-Brown, Cameron- Johnson years and the Bush-Obama years in the UK and the US. Here no ideologies are needed just common sense solutions to common problems that affect lives of all the people, with the cooperation of all the people. ...

Steps taken by Secretary of State Tillerson are drawing criticism from Senator McCain and Democrats in Congress for weakening the diplomatic efforts of the U.S. Before taking office Tillerson, who believes the State Department has a bloated staff, announced a 31% cut in its budget. A year later  the cuts are leading to the departure of many senior diplomats. Some like Mr. Miller have received only a few minutes to talk to Tillerson, six top career diplomats were fired by Tillerson. Most hiring is stopped and a $25,000 buyout is being promoted to get 2000 career diplomats to leave by October 2018. This report describes a retirement class for diplomats with 26 senior employees, including two acting secretaries of statein early 50's who would normally wait many years before retiring. The top two position ranks at State are career ambassador and career minister. This is cut from 39 to 19. Political appointees are also missing to fill positions with only 10 of 44 political positions filled. Some experts see a loss also in diversity as this happens. Differences between the Nikki Haley, who is the next senior official in America's foreign service and a potential successor to Tillerson, and Mr Tillerson are also complicating the situation at the State Department. During the Obama and Bush administrations experts cited the weak role played by the institutions such as diplomatic services in promoting America's role in the world. This was not corrected in any significant way in the last decade. The position of the diplomatic service has weakened further, along with the abandonment of America's leadership role under the presidency of Mr. Trump. It will require a future president's concerted effort to restore the diplomatic service under new leadership and with a new generation of diplomats more in tune with the multipolar world of today.   ...

Germany is well known for its auto industry and machinery industries. It lags well behind other countries in its investment in internet infrastructure. Germany ranks 33rd worldwide in average monthly fixed broadband connection speeds, and 47th in mobile, according to Speedtest Global Index. The U.S. ranks No. 7 in fixed broadband and 37th in mobile. To get a sense of how far behind the U.S. and Germany are in mobile infrastructure and in average monthly mobile connection speeds consider Croatia is No. 9 and Canada is No. 3, Australia No. 4 in mobile. Consider in fixed broadband Romania is No. 4 and Hungary No. 10. What happened? In Germany strict fiscal rules prevented investment in infrastructure without considering how much good essential infrastructure can add to economic growth. There was a decade of disinvestment under Merkel in the country's infrastructure. Consider that Germany relies on copper for rather than glass fiber for linking end users to the fixed line network. Deutsche Telekom laced a strategy for investing in a new network in the last decade when early on in the decade Telecom companies inFrance ad Portugal were rolling out new all fiber networks in keeping with a 2010 European Union report that recommended EU countries invest in fiber. So that today after a decade of disinvestment in essential infrastructure Germany is finally waking up to the fact that its development is uneven at best and lopsided for certain with production facilities in cars and other machinery but failure to invest in the technology that drives machines and cars. Even the updating excuse given by Deutsche Telkom of vectoring or reducing interference sounds strange a decade ago as stated in this report, using the same cooper connections simply reducing noise, a failure of singular proportions to modernize. As a result some of the fastest connections are now in Singapore, Hong Kong, South Korea in Asia or countries such as Norway, Netherlands, Switzerland in Europe. ...

Abrams called it a most audacious project to break open Mumbai's belly to make this happen. On the way Bhide had to overcome many hurdles, including a two year gap in 2020-2022 that reflected the way things had slowed down for decades. This bridge in the Reasi district of Jammu and Kashmir is at an height of 359 metres, the tallest bridge in the world. It is expected to open by January 2024. Vande Bharat will run across the bridge and Vande Metro trains between Jammu and Srinagar, cutting travel time between the two cities to 3.5 hours. About 28,000 tons of steel went into building the arch of the bridge. Himalayan tunnels need a horse shoe shape of curvature, an elliptical shape that prevents loose soil from causing landslides. India is only now building the kind of infrastructure the region needs as most of this region remains isolated compared to countries in Europe. This is true of Nepal and much of the Himalayan region. The level of infrastructure building is taking on a new pace and vigor as more roads, highways and bridges are being built in the Indian Himalayan states under the Modi administration. This will increase the economic activity in the region giving new life to agriculture and industry in the region, raising incomes and providing a better life for the people in these states. The Jal Jeevan Mission of Indian prime minister Modi had the goal of bringing clean water by taps in every home. Of 190 million homes in 2023, 116 million homes now have clean tap water. This is 60% of homes in 2023 compared to 17% or 32 million homes when the program was started by prime minister Modi in 2019 just before the pandemic. Jal Jeevan's safe supply of drinking water to 1.2 billion people is closely connected to health of people and diseases, epidemics,  in villages and towns in India. The UNESCO report on Water scarcity and contaminated water. It creates awareness on World Water Day but comes across as a largely academic exercise, ask any rural woman in India and she knows the significance, question is what should have been done and the resources are there. For action it has to come from nations,, large nations such as India from it's Jal Jeevan Mission, China and Japan transferring the knowhow and technologies to Africa and Latin America and other parts of Asia. The period after a pandemic is also a time to focus efforts on  doing this. How it undermines girls and women and their participation in society is part of the understanding in India, and uppermost in the minds of Indian leaders and technologists, and in the mind of PM Modi. Unfortunately the UNESCO reports fails to even cover right up front in its summary how Jal Jeevan is being done for 1.4 billion people in India to have clean tap water so that people in Africa and Latin America can see that this is possible, if in the Himalayan regions possible in their region it is possible. Akio Toyoda, CEO of Toyota may be out of step with the times. As other companies move forward in leaps in developing electric vehicles, Toyota moves slowly and deliberately. Now he is stepping back and Toyoda who is 66 years old is giving the CEO position to 53 year old engineer Koji Sato. When it comes to digitization, electrification and connectivity, Toyoda says that he belongs to an older generation and he wants the younger generation to decide what future mobility will look like.  Toyota under Akio Toyoda has concentrated on hybrids and plug in hybrids which make up about 30% of global sales. Toyota has fallen so far behind in Ev vehicles that it is not even in the top ten car companies making EV's in the US. Its belief was that from an emissions standpoint hybrids do just as well as EV vehicles. By 2035 only zero emission vehicles will be allowed in the EU. In California this includes plug in hybrids only by 2035. Toyota is now making a U turn after studying Tesla's approach and using a new platform dedicated to EV's and set a goal of 3.5 million EV vehicles by 2030.   ...

Crypto currency companies have simply joined the bandwagon for acceptance using the two political parties into the 2024 elections, he says. He calls this a cynical bid by political parties for Silicon Valley cash and young voters. If anything he says the risks are greater today. Sam Bankman and FTX scandal are just the tip of the iceberg of these risks.  Prasad says not to be fooled. China, India and Japanese governments have kept crypto at a distance because of the dangers inherent in a currency that cannot have the backing of the central bank. Prasad says that crypto itself still has dangers of speculation, financial engineering and outright fraud. These dangers can then spillover into traditional banking and financial markets. The information technology that crypto has used is already being used in traditional banking so that this is no longer something that is characteristic of crypto just something that it has been using. This is a scant regulated market and crypto companies like tech companies in social media that threatens education and democracy through misinformation want to keep it that way.   ...

Public health experts warn that Downing Street is in the position to face "an unforgiving reckoning." The UK has done 5400 tests per million population, the U.S. 8894 tests per million, and Germany 15,700 per million, according to data from Worldometer website. UK got off to a slow start.  Experts at Imperial College, London, say a major problem is the lack of contact trace, test, isolate. Contact tracing having fallen behind. The government is relying too much they say on an app from Google and Apple to do the tracing because for this kind of work humans are needed, "boots on the ground" are needed. Akio Toyoda of Toyota Motors resisted making a full scale commitment to EV's leading to Toyota falling behind in EV technology, ceding leadership to Chinese, American and German companies. This report in WSJ looks at how this happened. Toyota vehicle sales are declining and VW has overtaken Toyota. Toyoda failed to make a commitment to a date for going all electric and this has led to criticism of his management of the company and seen as resistance to the climate transition to EV's in the automobile industry putting behind the period of fossil fuel driven cars. Toyoda is the grandson of Kiichiro the founder of the company when it was in textiles in the 1920's. He says the the role of CEO is very lonely and very hard, as his early years were spent without the team spirit seen at the top and he was closer to the grassroots. He is now chairman and has given the decisions of the transition to EV's to the new CEO, Mr. Koji Sato.

The role of middle management, the importance of middle management and the role of younger entrants to the corporation who bring fresh ideas and thinking to revitalize the company is vastly understated and vastly under recognized. Its importance at  a time like this when fresh thinking is needed on a number of dimensions- vision, energy, fresh thinking, dynamism- is growing and a pressing need for corporations. Some corporations and industries would have benefitted vastly from these younger people into the upper ranks of management. Compare the way the new leadership at Fiat and GM, old Chrysler ran their companies and one sees this striking difference of younger managers taking on large responsibilities at Fiat and older management cliques at GM and Chrysler letting the companies suffocate as their adaptability to the new environments was poor. ...

Politics in Britain as Britain prepares for a general election. The UKIP party polls 13 percent and Conservatives 32 percent and only an alliance could beat the Liberals and Labour, Greens combined. So why is Boris Johnson not embracing UKIP and Farage. Boris Johnson top adviser Cummings is said to have kept Farage to a minimum in display during the EU elections, causing resentment. Farage has doubts about the Conservatives and has rejected an alliance. Conservatives see him as playing populist politics and having little interest in the Conservative Party's ideas, somewhat like a Salvini in Italy or Orban in Hungary. Conservatives see Farage as preventing them appealing to moderates.  Boris Johnson hopes to work out new spending to support working class voters in an effort to win broader support for the Conservatives. He also hopes he can go back to voters saying only he could deliver Brexit if given a solid mandate, in dealing with the EU and in dealing with parliament.   ...

This NYT editorial says the Pfizer bid to acquire Astra Zeneca is an inversion, a tax maneouvre using openings in U.S. and British tax laws that allows an American company to incorporate in London by acquiring a British company. In effect Pfizer beomes a subsidiary of the British company. This reduces taxes owed even though business takes place at Pfizer as before. NYT says 25 companies have adopted inversions since 2008. The top corporate tax rate in Britain at 20% is lower thant the top rate of 35% in the U.S. Additional tax maoeuvres could make it easier for income shifting to tax havens, and make it possible to free up cash held in foreign countries without the need to first repatriate it to the U.S. The problem is that such maneouvres are taking place at a time of large U.S. deficits, and deep cuts in public services and government investment in R&D, infrastructure, education, that would lead to future economic growth.

China's top trade negotiator is Liu he, Chinese Vice Premier. He is negotiating with Robert Lighthizer, the U.S. Trade Representative who heads the U.S. side in talks. Liu He says China is planning to reduce auto tariffs on U.S. imports to 15%. U.S. exported 266,000 cars to China in 2017. A number of other issues are coming up between the two countries including cyber hacking as federal prosecutors are expected to unseal charges against hackers linked to the Chinese government, according to this report in WSJ.
