Mr Obama meets Mr Putin at his residence for breakfast which lasted 2 hours. Mr Obama said that he recognized "the extraordinary work that you've done on behalf of the RUssian people." The U.S. experienced a net increase in jobs of 69,000 in May. The average for the March-May 2012 period is 96,000 jobs, which is down from the figure of 245,000 net jobs added in the previous three months December- February 2012. Increasing auto sales did not increase jobs by much- only 12,000. Job gains were in health care, transportation and warehousing, with cutbacks in construction and at the local government level.

Comey sends another letter to Congressional committees on Nov. 6, just 2 days before the election, saying that "based on our review we have not changed our conclusions that we expressed in July with respect to Secretary Clinton." Just 9 days prior to the election Comey had written to Congress that the FBI was looking into emails found on the computer of Mr Weiner, estranged husband of Clinton aide Abedin. By doing this Comey had inserted himself and the FBI into the election in a way that was not proper said leaders of both parties. The heavy criticism continued with Vice presidential candidate Kaine, president Obama and Secretary Clinton, seeing this as a blatant political move by Comey, who is a Republican. It is likely to remain a subject of criticism long after the election, say experts.

Osborn and Gauthier Villars describe how Russian president Putin and his former Dresden KGB associate Chemezov executed their strategy for Avtovaz to create a Russian state owned autombile industry in alliance with Renault. Troika Dialog and state banks put in hundreds of millions of dollars, and Renault put up $1 billion with more of it in cash up front, to get the necessary restructuring and financial setup to obtain state ownership and control of all of Avtovaz's assets. This had to be done because the company had descended into control by gangs and criminal elements by 2005 when Putin put Chemezov in charge with help of state police and prosecutors. And Putin conceded only 25% ownership to Renault as the Russians have gradually reasserted control of their companies and driven out gangs and elements that have grabbed assets in the lawless environment that prevailed with the collapse of communism. What is happening is that the state is then attracting capital and technology from foreign companies by selling them a stake at the best price possible. In the case of Avtovaz because of the highly deteriorated lawless situation, the state will use some of the Renault money to take financial ownership of Avtovaz in addition to loans from state banks. Putin says he has attracted $80 billion in foreign capital in 2007. During the Brezhnev years Fiat invested in Russian automobile factories which became part of Avtovaz. In 1993 it was privatized, but by 2005 it had fallen into Mafia type gangs hands and the state had only about 2% control of ownership. From this low level Avtovaz has recovered, and now is where it was before privatization, with the added infusion of technology and capital and part ownership by foreign companies interested in expanding in a fast growing Russian market. Note that its location is Southern Russia, and its employment base is huge employing 104,000 people. The company is now back on its feet and improving its prospects with newer models to replace the old Lada, of which 736,000 are turned out each year. With the help of Renault, Russians hope to create a large automobile industry of their own. Compared to 2004 when 24% of companies were state owned, now 40% are stateowned as the Putin strategy continues. By getting much better deals and selling off stakes at higher prices, keeping state control of the bulk of the assets, and seeing that capital and technology infusions occur as technology moves forward, this strategy is proving to be a winning proposition for Russia. For foreign companies the growing attractiveness of the Russian market, and the probability that even at the higher prices these assets might be worth much more in the future, makes it a win-win proposition. This is the direction Russia will increasingly take under the Putin-Medvedev administration. Note that Chemezov may take up Aviation industry reorganization next....

Janet Napolitano, president of the University of California, says the Obama plan for ratings of colleges in the U.S. will not add much value because much of the information is already available. More important she says is to tackle the bad actors in education leading to high student debt. She says she will cut costs by a couple of hundred million dollars in the next few years, and will keep pushing on costs as there is a natural tendency to revert back. The Commerce Department released revised figures of GDP growth for the first quarter that showed 0.4% annual rate of growth, which was revised from an earlier estimate of 1.9%. This is startling news because of the extent of the decline in this revision. The GDP growth estimate for the second quarter of 2011 is an annual rate of 1.3%. Economists at IHS Global Insight and Capital Economics point to lower growth in the remainder of the year if Congress cuts spending immediately and the prevailing uncertainty leads to businesses holding off on investment. Inflation adjusted consumer spending increased just slightly by 0.1%, as consumers are paying higher prices even if they spend more. The Commerce Department report also shows that the impact on the auto industry from supply chain disruption in the aftermath of the Japanese earthquake was not as bad as expected earlier. This means say analysts that the bounce from auto industry recovery will not help growth in the remainder of the year.

Karl Rove points to major distortions in the Obama election ads on the Romney tax plan raising taxes on the middle class and increasing the deficit, issues which are shown to be important to independent or undecided voters. Romney left an opening to Democrats by not announcing more details on his tax plans, something he started to correct on the campaign trail in Ohio on Sept. 25, when he provided more details and said his plan would reduce taxes on the middle class. He said his tax cuts would not be large and would be designed around the objective of keeping the deficit under control. Earlier Democrats had seized on the vagueness of his tax plan to state that the Republicans would make a huge increase in the deficit with their tax cuts. Results in the Saarland election show the AfD party with only 6.2% of the vote. The CDU is well ahead of the Social Democrats. This result shows that the support for the AfD is strongest in the east. With the refugee crisis not as big an issue as it was in 2016, and the larger effort put forward in push back by CDU/CSU and SPD in the western part of Germany, the AfD sees its support declining from the levels it had in 2016.

Bush describes the relationship with his father when he was president as one in which it was the comfort and help that counted for more than looking for any particular advice, especially as he admired his father. The elder Bush, 90, was in the audience. Remarkable for the longevity of the father-son pair compared to Adams and John Quincy, as Adams passed away 16 months after his son became U.S. president. And more so because his brother, Jeb Bush, is likely to run for president in 2016....

Wang is the author of the Civil Servant's Notebook, which is described as a guide for the 1.4 million people taking the civil service exams in China each year. This suggests that China's new leadership sees this as one of the ways to give right direction to young people joining the civil service, and comes with a new focus on corruption. Wang is also part philosopher in his musings when he says China has lost its traditional culture and cannot adopt western culture, and so it remains confused at a crossroad. This leads to his idea of operators in China's official circles as people who have lost their faith and spiritual home. ...

Jerry Brown is likely to get a fourth term as Governor of California. Brown's focus is on a Water initiative, Proposition 1, and an initiative for a rainy day fund, Proposition 2, for the state. His campaign spending of only $500,000 suggests that he prefers to make his legacy with the right actions for the state. Proposition 1 addresses the water problems in the state which is facing a long drought. It is a water bond that will invest $7.1 billion on water storage and recycling, watershed management and loans to regional water management projects. Proposition 2 addresses the second major problem in the state of California- the failure to build enough reserves to tide over periods of economic downturn. It requires the state to set aside 1.5% of general fund revenue and a larger percentage of capital gains taxes till the rainy day fund reaches 10% of the state general fund or $15 billion for 2014. Brown is unique among the nation's governors for his ability to stay away from politics and ideologies to take a common sense approach to the state's major problems. As a former governor he returned to office decades later with experience that few governors have, enabling him to carry on the legacy of his father, a former governor, to make a huge contribution to the state. Fed chairman Volcker has started an initiative to encourage public service in the U.S., Jerry Brown has shown how it is done.
