Germany's kurzabeit or short work system avoids layoffs in a crisis. The Bundestag parliament in Germany quickly reintroduced it following the coronavirus. It provides subsidy to employers so that wages of upto 2500 euros can be paid to employees. The German parliament changed the requirement that makes it law fro a 30% of workers of a company being impacted by a crisis to 10%. About 2.3 million workers will benefit at a cost of 10 billion euros says this report in The Financial Times. The Federal labor office has a fund of $26 billion to which workers and employers contributed just for this purpose of safety net.  Workers get about 60% of their wages under this scheme while the crisis lasts. The last time it was used during the financial crisis of 2008-2009 1.3 million workers benefited from this scheme to prevent layoffs.  Germany with its strong vocational training system invests in worker training. The logical next step was to preserve this knowledge component of workers and avoid its loss through layoffs due to some crisis that is temporary and beyond the control of the company. Britain is adopting this idea this time with the British Treasury supporting  80% of lost wages upto 2500 pounds a month in the new economic aid package announced by the British government. Spain has a scheme under ERTE for 70% of wages to be paid as safety net. France has set aside 8.5 billion euros aid for assistance to workers in a similar scheme as safety net. ...

House rules of order from the U.S. House of Representatives would have as presiding officer at the Republican National Convention, Speaker Paul Ryan. Efforts to change this were pushed back at a RNC meeting in Florida. Trump's representatives Manafort and Ben Carson attempted to repair damaged relations between the Republican National Committee, its chairman Vince Preibus, and Trump, at that meeting. The Manafort argument was that Trump's flaws were of personality not character, which would be easier to fix than that facing Hillary Clinton, yet many RNC members were skeptical of this. A April 2016 WSJ/NBC poll shows Hillary Clinton leading Trump 50% to 39%, by 11 points- the surprising finding is that the poll also shows 56% of both candidates support comes from voters anxious to avoid the alternative candidate.

Did Senator Dodd receive favors from Angelo Mozilo of Countrywide in refinancing 2 mortgage properties in exchange for support in Congress to push Fannie and Freddie into buying up shoddy mortgages generated by Countrywide, that later helped cause Fannie and Freddie's collapse and shook confidence in credit markets? Without Fannie and Freddie's willingness to buy up all these mortgages as soon as they were produced the mortgage machine that Countrywide became would not have ocurred to the extent and out of control manner that it did, leaving a huge mess behind.

Petrobras remains stuck in 2016 with a huge debt load of over $125 billion and a slump in oil prices. CEO Aldemir Bendine is a career government banker appointed by President Rousseff in 2015, as she faces impeachment proceedings for a corruption scandal involving Petrobras. His 11 months in office have been marked by disagreements with the board, with Bendine walking out from one meeting. Petrobras has changed chairmen twice in the 11 months. Bendine's goal of divesting assets worth $15 billion in 2016 may not be achievable say analysts, with other oil companies also divesting assets. As an outsider Bendine faces skepticism from insiders in the company. A oil strike went on for weeks before workers won a raise, resulting in lost production.

H-P takes a huge $8.8 billion charge over the Autonomy Inc. acquisition in Nov. 2012. H-P's CEO Whitman says Autonomy Inc. had misrepresented the revenue before its acquisition by H-P under CEO Apotheker for $11.1 billon in Oct. 2011. Apotheker was fired by the H-P Board following the acquisition, after his strategy to shift H-P's focus from PC's to software came under criticism from investors and the tech community. H-P alleges accounting irregularities, with $5 billion of the $8.8 billion charge announced by Whitman coming from accounting errors. H-P has asked the UK's Serious Fraud Office to investigate. The SEC was alerted and it is starting its investigation into the allegations of "serious accounting improprieties" and "outright misrepresentations."

Experts point to several factors favoring a lawsuit by the EU against Google. Google's dominance in Europe is higher than in the U.S., with Google used for 90% of web searches in Europe. The case is easier to build in Europe because the EU commission acts as prosecutor, and EU judges in Luxembourg rarely overturn the commission's major decisions. The EU competition commissioner, Margrethe Vestager, who took office in Nov.1, 2014, sees the need to give smaller internet companies room to compete with Google as a definite priority. She favors setting a legal precedent through a formal court process, and says that "citizens and companies should see that we are willing to go to court if that is the right thing to do."

Bank of England minutes for the Jan 8-9, 2014 meeting show officials saying "they saw no immediate need to raise the Bank Rate even if the 7% unempoyment threshhold were to be reached in the near future." This comes as the unemployment rate average in 3 months to November 2013 was shown at 7.1%, according to the Office of National Statistics. The rate declined from 7.4% in the previous three months. In August 2013 Bank of England officials said unemployment would have to fall to 7% before raising the Bank's benchmark interest rate. The Bank of England has set the bechmark rate at a low of 0.5% and the size of the bond buying program at 375 billion pounds.

Estimates show the 50 million Americans enrolled in Medicare today will increase to 80 million by 2030, according to the program's actuaries. Simple demographics as the baby boom generation ages is making controlling the deficit without controlling increase in health care costs as both sides in the fiscal cliff negotiations are attempting to do can only lead to defunding critical areas such as education, R&D and infrastructure, and breaching the safety net for lower income Americans. Health care spending took up 7% of GDP in 1960, increasing to 17.9% of GDP in 2010. Federal spending on healthcare has grown to about 25% in 2012 from 10% in 1960, and is projected to increase to about 33% in ten years by the Congressional Budget Office.

The use of Zyprexa in nursing homes, and Lilly's marketing of the drug as "requiring fewer skilled nursing staff hours", and "reduced caregiver stress." The lawsuit alleged that this meant it was " an effective chemical restraint for demanding, vulnerable and needy patients." Zyprexa has the risk of life-threatening infections like pneumonia and of heart failure in elderly patients. Lilly also marketed the use of Zyprexa to treat disruptive children, even though there are side effects of severe weight gain and metabolic disorders. The case is being prosecuted by the US Attorney's Office of the Eastern District of Pennsylvania. In the negotiations Lilly agreed to pay $1.2 billion to 31,000 Zyorexa plaintiffs. This is the biggest case and settlement of its kind.

The head of the Chinese Communist Party's rural policy office, Chen Xiwen, says about 20 million migrant workers or one sixth of a total of about 120 million migrant workers have lost their jobs in the 2008 global financial crisis. About 5-7 million migrants join the workforce each year, and this brings the total to about 25 million migrant workers looking for jobs. This presents a major problem in job losses for China. The government is making every effort to ease the problems of migrants, to retain jobs, talk to migrants to explain the situation, and provide asistance. A NYT series on the forgotten men and women of the second world war includes stories on black women breaking the logjam of 17 million pieces of mail in Britain ready to be sent to allied soldiers in Europe. Read about Captain Adams from South Carolina who is the first black woman in the officer corps of the American Women's Auxiliary Corps, part of the American Army by 1944. By 1942 General Dwight Eisenhower had already found an equal role for black men in the war and American forces. He also included a role for black women in roles such as that facing Captain Adams whose unit made critical contributions to getting the mail to allied soldiers fighting in Europe. This included sorting mail in Birmingham, England, in difficult conditions, and in France as the Battle of the Bulge took place in France with heavy casualties, and after the war ended in 1945 in Rouen, France. Mail meant life and death correspondence between loved ones when there were no phones with connections we have today. In this sense it was a role that had great significance. These women worked 7 days a week, round the clock, in rotating shifts. It was an activity that meant as much to the army as anything else. ...

This article by Saeed Shah and Syed Hasan describes the Taliban factions from the tribal areas that control parts of Karachi, Pakistan's main commercial city on the Arabian Sea. It provides a detailed map showing the outlying areas around the city centre, especially the shantytown areas and the areas with Pashtun majority population controlled by Taliban with roots in the tribal areas. The Taliban charge taxes and adminster law in the areas they control. A major operation was launched since Sept. 2013 by the Sharif government to free this key city of Pakistan from Taliban control and the wave of kidnappings, extortion and other violence from Taliban members. About 168 police officers have been killed in the efforts to control the city, but areas under Taliban control are still hard to patrol by government police and special Ranger force. Karachi anxiously awaits the result of peace talks of the Sharif government with Taliban. If the talks fail and an operation is launched against Taliban in tribal areas the repercussions will be felt in Karachi. Shah and Hasan provide a excellent picture of the tribal loyalties, religious extremism and entrenched culture of violent activity that extends from the border tribal regions of Pakistan into the commercial centres such as Karachi that is a vexing problem for the Sharif administration, police, business and ordinary citizens....

After capturing about 40% of the smartphone market Samsung still remains for the most part a hardware based company with strengths in production, cost and efficiency. Samsung still remains dependent on the Google Android software. Competitors in China are making smartphones that compete with Samsung products and cost much less. There is also the awareness of the problems faced by Motorola, Nokia, Blackberry, HTC, having only a temporary advantage in the fast paced software driven industry. Samsung's software efforts include merging its research effort in mobile operating systems with an industry effort that includes Intel Corp called Tizen operating system. In 2011 Samsung hired David Eun, who worked for AOL and Google, as one of the executives leading its software effort. The Boxee startup for television software was acquired and a partnership setup with the Flipboard news reading app company. In Feb. 2013 the Open Innovation Center was opened in S. This report shows that the austerity policies of the last ten years in Britain have bit by bit hurt people's chances of finding work.  The OECD/Centre for Cities study shows something else that is striking- it says Liverpool has the highest rate of hidden jobless in its study, with about 20% of working age adults out of work compared to an official rate of 5.8%. The mayor of the Liverpool region, Steve Rotheram, sitting in his office overlooking the Albert Dock on the banks of the Mersey river, where Britain's mighty shipbuilding industry once dominated and now in decay, says sanctioning people does not work,  a decade of cuts have done damage, and that his authority runs Households into Work, in an attempt to treat people as human beings first to get a better response. The government job centres tend to focus on people 25-35, says food bank and job support charity at the Anglican Cathedral on a ridge overlooking the Mersey. Vanguard offers investment advice in assembling mutual funds. The investment advice will depend on algorithms not people to provide investment advice.  Ant owns 51% Vanguard 49%. Chinese investors are known for speculative approach to investing and making risky investments. By contrast Vanguard's approach in the U.S. is more careful and makes a serious effort to reduce risk with its index based mutual funds which it pioneered. China is making an effort to bring American companies into its financial  markets as part of the opening up sought by the U.S. Vanguard CEO Tim Buckley says his goal is "to fundamentally change for the better how individuals in China invest." Vanguard says it has taken the long view having worked for a long time on getting regulatory approval and its own approach for investing to introduce in China. It studied the market since 2018 talking to industry peers, regulators and clients. It says Chinese regulators appreciate Vanguard taking the long view. Today Vanguard's office in China has only 20 employees, and it has stayed away from setting up private investment funds for wealthy individuals and institutions which is permitted for western firms in China such as Fidelity International.  Vanguard's Mr.Bogle pioneered low cost index mutual funds that follow and index as opposed to having mutual fund managers determine investments. This takes the guesswork and individual bias out of the equation as experience has proven that over the long run this approach works best. Vanguard now has $6 trillion in funds under management, and is by far the largest mutual funds company in the world. Svenja Schulze brings new hope and dynamism to Germany's Development Ministry. As head of the Development Ministry she brings international experience in fighting climate change as SPD minister in the last government heading the climate change related Environment ministry. There she launched the climate protection package measures aimed at making Germany climate neutral by 2045. She now heads a ministry with a budget of $13.5 billion (12 billion euros). She wants to cooperate better with the Global South with an effort to tackle poverty and help developing nations. After the shocks of the pandemic this is an essential and important task. Her predecessor as Development minister Heidemarie Wiezcorek-Zeul, SPD minister 1998-2009 says the ministry needs clout in decisionmaking and for this it is important that the Development ministry is separate and an independent entity not lumped in with the Foreign Office as in Britain. That would be quite disastrous she says.  Climate change issues are also seen as development issues and about poverty reduction. This is a useful point that Mr. Modi was trying to make as he addressed the COP26 Summit- that climate change has to be done in the overall context of mitigation, that climate change control is part of poverty reduction and brings in new opportunities when done this way. Examples are zero budget farming, and solar energy as low cost energy for rural areas in India. Here Schulze talks to employees at the Ministry and tell them "We must all strive to make a good life possible for everyone in the world, That may sound overly emotional, but it is our aspiration."  Martina Schaub, chairwoman for VENRO whivh represents 140 private and church development organizations in Germany sees Schulze as a sign of optimism. One member of the steering committee for Sanders in New Hampshire named Dudley Dudley, reflects the opinion that has shifted the party to emerge united during and even more so in the final months of the presidential campaign of 2016- she tells the CNN reporter Spodak that she supports Hillary because "of the way she has grown, and stretched," and the way Clinton and Sanders are now campaigning together and working together. No other country recovered better and stronger, and yet because of the lingering effects of the pandemic with 1 million dead from the Covid virus, and increases in the cost of living even as inflation was brought down from 9% to 3% for reasons stemming from unwise decision of American business to concentrate the supply chain in China, from housing and automobile price increases, the Nation did not immediately grasp the sheer magnitude of what had been achieved. ...

US Business has considerable apprehension about the former president in 2024 compared to its willingness to consider Trump in 2016. At the time executives from investment bank Goldman Sachs and heads of oil companies joined the Trump administration. This time US business and corporate interests are apprehensive about becoming the target of a tweet they might find the next morning under a Trump administration. They are not supportive of student loan forgiveness, but when it comes to the CHIPS and Science Act they see president Biden as effective and helping industry. Business leaders have a negative view on the Trump effort through appointment of 3 Supreme Court Justices of overturning decades old rights of women on abortion, and on this issue alone many will support Harris-Walz, overriding other concerns they might have. The visions of Harris and Trump are so vastly different with one calling climate change a hoax and hyping up social issues and infrastructure needs without any record of delivery when in office, and the other a strong position on climate change, wages and income, delivering on infrastructure and CHIPS that US Business. The result is that it leaves US Business with no better option in 2024 than to support the vision  that takes America forward. There are different sections of the business community which have different priorities.  Silicon Valley, and oil, pharmaceuticals because it profits most from light regulation which brings with it social costs is a special issue not addressed here. Other business, banking, automobiles, and a range of other industries have other priorities yet also see the need for the economy and the US to move forward with a different vision than one that simply ignores climate change, and fails to address child care, child poverty, wide disparities in wealth, and other issues facing of wages, cost of living facing most Americans.  ...

Myanmar's economy shows slower growth in the early period of the Suu Kyi administration. Experts say part of the reason is that the administration has slowed investment in petroleum and mining and pushed it in favor of other areas to diversify the economy. The inexperience of the government is also an issue, as Myanmar needs workplace reforms. The IMF says growth should improve to 7.5% after 6.3% growth in 2016. The government is in office for only about 2 years, and this comes after decades of mismanagement and cronyism under military rule. Another problem is that Suu Kyi is considered a micromanager and is only now delegating matters to experts, some from Australia. In a sign of the sluggish foreign investment the two American companies investing in Burma are Coca Cola and a can making company. The initial enthusiasm for investment has waned.

On spending the Office of Government Efficiency is not a department and Vivek Ramaswamy age 39 years lacks experience in administration, cost cutting. Elon Musk has cut costs at Tesla and Twitter but has no experience handling budgets of agencies. Trump has promised more spending. The cost cuts would be the opposite of what he promised if it cuts essential programs not for efficiency but for viewpoint.   ...
