Higher inflation and interest rates at 2.2% are having a profound effect on the Japanese economy. Japan is starting a new era of positive interest rates with the first interest rate increase in 17 years this week. Pay raises reached an average of 5.28% in 2023, according to the Japan Trade Union Confederation where the highest for the previous decade was 2.4%. PM Kishida has pursued a course that encourages workers to get needed pay raises. It will affect everything from US mortgages to how much money stays at home and is invested in Japan. Japan holds $4.2 trillion in foreign investment holdings of which $1.1 trillion is in US Treasury bonds. As the differential with US interest rates decreases - varying from 1.5% to 3%- it will increase investment in the Japanese economy and in manufacturing at home. Japan has seen low wages and a hollowing out of its manufacturing sector similar to the US creating a sense of less hope for the future. This shift to investing in Japan is a change for reasons of supply chain reliability and increasing confidence of workers and worker's families in Japan. ...

His niece is shown in the adjoining article as an adviser in the White House and now campaign manager for 2024. She is a softspoken Latina who grew up around Chavez in the fields and farm pickup trucks of the sixties and seventies, as shown in the Washington Post on this page. Biden has proposed an overtime rule for farmworkers, and ensuring farm workers get a fair wage and decent working conditions is the goal of the White House- including recovering $21 million in back pay and wages ensuring 26,000 farm workers get the wages they earned. It reduces class sizes by 2 students, which creates more teaching positions per campus, as well as additional mental health services and counselors. The trade union serving 30,000 members, including bus drivers, janitors and teaching assistants, also reached an agreement after a brief strike. By end of 2019 U.S. dollar denominated debt securities and cross border loans reached about $27 trillion up from about $17 trillion in 2010. AP/NORC poll March 2023 shows 7 out of 10 adults in the US feel that the US is spending too much on development assistance when the budget for USAID is $40 billion. In general Republican administrations prefer foreign aid to be adminstered by the State Department not a separate agency. USAID was setup during the Cold War with the Soviet Union by president John F. Kennedy in 1961. Today it adminsters programs for HIV/Aids and for pandemics, health programs that can be done through the State Department. Attitudes have shifted following the pandemic with 9 out of 10 Republicans opposed to foreign aid through USAID. Some of the criticism is that it funds bureaucrats favorite programs. The actual impact is now uncertain in the developing of an economy. For example Sri Lanka benefits more from aid and development assistance from neighbor India than from programs of USAID as it tackles the current economic crisis following the pandemic. India pulling together the aid through IMF for Sri Lanka, and the investment in energy from India is way more important than the small USAID programs.  ...

The title of this BBC report is a misnomer as the content of the report is that India and the US are actively negotiating a Trade Agreement after some disagreements on Indian oil purchases from Russia bumped up from 2% before 2019 to about one third to 40% of its imports by 2024. This is being rapidly reversed and some estimates by consultants CLSA show India only made $2-3 billion from Russian discounted oil sales, a miniscule amount. On American interest in agricultural exports India can take in some products other than grain which it sees as important to feed 1 billion people and food security.  DJT says the "special relationship" between India and the US is important, and says "there's nothing to worry about. We just have moments on occasion". India has much bigger stakes in trade with the US. In fact it's growth into the third largest economy in the world means doubling or tripling its trade with the US and the European Union in the next few years. This would narrow the difference in GDP and per capita between India and China, as India and China started at the same GDP and per capita in 1950. Only in 1990 with China's trade with the US has the Chinese GDP and per capita income increased to create the huge gap with India. ...

Merkel tells Hungarian news portal Partizan that the Baltic States and Poland made efforts to reduce efforts for dialogue with Russia, and that this dialogue and meetings were also made difficult during the Covid pandemic. Merkel did not address other issues of EU and US relations with Russia over the decade when Russia was not integrated into European structures as a Northern European power. Britain and Netherlands also supported Poland and the Baltic States in efforts to keep NATO as a force and counterweight to Russia in Europe, something Merkel did not cover. Merkel appears to have been selective in covering only this issue in EU-Russian relations and not the larger issues that Merkel never addressed of ending the Cold War structure of NATO that Britain, Netherlands and Poland had favored. The result is that without German or US leadership the Cold War structure of NATO favored by Britain, Netherlands and Poland has been expanded to include Sweden and  Finland, and without a clear resolution of the Ukraine issue created a new situation. This situation is the return of the Cold War in another form with Russia and China, losing the opportunities presented to both sides to use trade and improvements in standards of living to create a durable peace for economic development and addressing the problems that have led to deindustrialization of US and European Union countries. ...

And yet the U.S. registered high rates of growth. There are several aspects to this period in contrast to the present that also need to be kept in mind. The post war booming economy after two decades of slow growth and war. Much of the present infrastructure in the U.S. was built during this period including the interstate highway system started under Eisenhower. The workers of developing countries of China, India and other parts of the world were not a part of the global labor force till the 1990's, with technology and transportation making global manufacturing a reality. The major factor in lowering wages and creating lower levels of unionized workers in the automobile as in other industries is the competition from lower wage labor in China and other Asian countries, and the presence of non unionized plants in the U.S. The choices made by economic decisionmakers of both parties in the last two decades, say experts including Fed chairman Bernanke, created a huge inflow of capital from Asia that led to housing and other bubbles, creating economic crises such as the one in 2008 and aggravating economic inequality. ...

Krugman says voters in France, Greece, the UK and other countries are protesting against austerity measures imposed in the EU countries. The policies were based on the assumption made by the Chrisitian Democrats in Germany that the German model if applied in other countries would generate the kind of recovery Germany made in the last decade from the high unemployment under chancellor Gerhard Schroeder. German wage restraint agreement between unions, industry and government made this possible under the Hartz reforms, and France is already embarking on wage restraint, with the two major parties, unions and industry backing the plan. But for this to work France and other countries such as Spain and Italy have to be able to export to Germany or other countries. German workers are suffering from stagnant wages for many years, stemming from concessions made to reduce unemployment. Allowing wages to rise in Germany when there is a shortage of workers in industry, would benefit workers in Germany and help France and other EU countries increase exports. German industry is failing to make this normal adjustment in markets by insisting on smaller concessions, even though there is support within the government for higher wages. German growth was possible because of demand outside for its exporters. The "austerity measures" Germany supports would depress demand inside the domestic economies of France, Spain, Italy and other EU countries, and without the wage and inflation adjustments with Germany leave demand weak outside. Without needed demand output falls, unemployment rises and tax revenues decline, leaving deficits worse than before, and a dangerous downward spiral. Better management of finances as Germany has insisted has ceased to become the issue, as both Hollande in France and Rajoy in Spain, and Monti in Italy, are keen on getting control of finances, especially regional spending in Spain....

Only the week before Tuesday April 7 Pakistan Foreign Minister Dhar failed to convince China to get involved. April 7th Tuesday in the US 1.30 pm US time, 8 pm Islamabad Pakistan time, China finally decided to jump in to convince Iran to accept peace talks in Islamabad. It is quite possible that behind the scenes the US was talking with China which has a 25 Year Comprehensive Agreement with Iran signed in 2021 that is the main support for the Iranian economy. China acted to reassure Iran that talks in Islamabad would proceed smoothly, and persuade Iran to accept ceasefire and talks. Why? Knowing that brinksmanship by US and Iran would lead to unforeseen consequences and hurt China's economy with oil price volatility as well as  hurt the US economy, and hurt the prospects for the planned May14-15 visit by DJT to Beijing to improve economic and political ties, both China and the US wanted to do everything to prevent this from happening. The result a hastily arranged peace talks in Islamabad so that by 4 am Islamabad time on Wednesday or 6.30 pm US time on Tuesday evening the ceasefire had already been agree to by US and Iran, according to this report in The Guardian from Pakistan. The crux of the matter was that it would affect US and China's economy with oil volatility, and US-China relations by jeopardizing May 14-15 revised date for DJT visit to Beijing. This good sense prevailed over all the war rhetoric and the media information and disinformation. It is confusing because of all the misinformation, but becomes clear when one understands this in the context provided in this report from Pakistan by the Guardian. Why Pakistan? For Pakistan the missile attack the day before of a Saudi petrochemical complex by Iran was drawing Saudis into the war and Pakistan has signed a defense agreement with Saudi Arabia that requires Pakistan to support Saudi Arabia if it gets into a war. For Pakistan it was a fragile situation that would be a catastrophe with unforeseen consequences on its economy. Already schools are closed for 1 month in Pakistan and oil is in short supply, paying for it at $115 or $125 a barrel would put severe strain on Pakistan. Who wins, who loses is being told in the media- much less on the good sense that prevailed  the efforts and the predicament of the large powers China, India, the US, and Germany, European Union, the poorer countries, all hurt economically, caught in a war they do not want, do not need. ...

Baker and Erlanger describe Russian president Putin's effort to finance parties on the right and the left to oppose western sanctions on Russia. The effort by Russian television RT to spread disinformation in the European Union. The goal is to create fractures in European unity and weaken the European Union and NATO. Other experts such as former national intelligence officer, Fiona Hill, and former assistant secretary of state, David Kramer, are skeptical about the effectiveness of these methods. These methods may also come from an old book of methods from the Cold War period because of president Putin's experience in Dresden during the Soviet days, which current European Union leaders would see as having little relevance to the global economy and global scene of today. The rise of the smaller parties in Europe in opposition to the traditional parties has more to do with the difficult economic conditions in Europe, and has little in common with Russia and its problems with its oil dependent economy and its interests in Eastern Europe. As the 2015 Pew Research survey on Europe shows, opinion is shifting towards greater support for the European Union as economic conditions improve, and is likely to move further in this direction with a return to economic growth. Favorable views of the EU which dropped from 60% in 2012 to 53% in 2014, was up to 61% in 2015, according to the survey. The Euroskeptic parties are viewed "as a good thing," as a way to shake up the complacency of the major ruling parties in tackling the economy, according to the Pew Europe Survey. In the percentage of people who see the Euroskeptic parties as a good thing for the country- Podemos left party in Spain gets 70% favorable rating, UK Independence Party 66% favorable, Five Star Movement in Italy 58%, AfD in Germany 50%, and much less so in France with 36% saying this for the National Front, and 36% for the New Right in Poland....

Scholz made a pitch in his campaign for "respect" as a way to unify German society, with respect for the less well off and people left behind. He also loves rowing, which he says can get him out of bed before 7 am in the morning. He is married to Britta Ernst, who is a SPD politician and minister of education in the state of Brandenburg that is next to Berlin. What does Olaf Scholz see as the main issue of our time? - Borgomano says it is the disintegration of European and American societies under the combined effects of technological progress and globalization. Where does Scholz get his ideas of "respect" for workers and families? Isn't Mr. Biden sharing the same ideas in the US? The SPD party got its start at the Bad Godesberg Convention in 1959 when it embraced the idea of a social market economy as a party of the people. Wily Brandt as chancellor from 1969 to 1974, whose personal struggle against the Germany of World War II was based in the Nordic countries, embodies best this renewal aspect of the SPD. Scholz sees his role as renewal of Germany, Europe, hand in hand with Mr. Biden's renewal efforts in the US on the same basic ideas of respect of the dignity of the worker and families that in Germany were seen with Wily Brandt and in the US with Harry Truman who followed FDR. Scholz rejects the overemphasis on the of merit in German society, European society, or American society, in the way it has taken shape in the last fifty years. Scholz cites Michael Sandel's Essay "The Tyranny of Merit" rejcting it because it makes a case for inequality based on merit, on capital allocation on an implied idea of merit of free markets managed in damaging ways for personal interest. It is wrong because it robs the worker and families of the basic dignity that is the right of every individual and of every person. It is wrong because it makes a false justification for growing inequality, and makes those who do not succeed feel that it is their fault. Meritocratic elites have made the idea that those who work hard and play by the rules get all the benefits and wealth even if the rules were first set in a way that benefits them alone. When these rules become implicit they are rarely questioned as happened in the period after 2000. It is not just in Europe and America that this happens, and not just in the 20th century.  Strange but true- During the 1850's in the heyday of industrialization in Britain the Ethnological Society of Britain justified the inequality between the British and Indians in the British Empire by saying Indians were inferior in exams and did not have the motivation or the aptitude and energy to excel in the way British students did. Dadabhai Naoroji, the first Indian member of the British parliament in Mr. Gladstone's Liberals singlehandedly took up the job Sandel and Scholz and Mr. Biden are taking on today to restore the respect of workers, farmers, and families in America and Europe and in all parts of the world. Sandel goes on to say what Scholz has heard clearly- "the parties that made the offer of upward mobility to workers and families have missed the insult implicit in it to a large number of working people." In a way it is going back to the roots, to the founding fathers in America who said in the 18th century that "all men are created equal and they are endowed by their Creator with certain inalienable rights, and among these are life, liberty and the pursuit of happiness," -nothing less.   ...

As it says in the Times the upper levels are quiet and pianos are playing at the lower levels with a gateway to Belgium and France. The Ivanova station 150 miles northeast of Moscow is restored to 1930's style along with hammer and sickle murals and design of that period with wooden benches rehabilitated. The glitzy Union station in Los Angeles is all orange looking ceilings that have a flower sculpted design. Next there is Shibuya station in Tokyo with huge mural modernistic paintings. ...

About 110,000 workers, or about 20% of the number of people retiring each year in France, will be able to retire at the age of 60 in 2013 under a new presidential decree. These are workers who started to work at the age of 18-19 and put in 41 years of contributions into the state run pension fund. The decree by French president Hollande leaves the Sarkozy reform of increasing the retirement age to 62 from 60 in place, but creates an exception for these workers, at a cost of 1 billion euros in 2013, and 3 billion euros in 2017. This could also be a way to get labor union support for public spending cuts to reduce the deficit which are expected.
