The Agnipath scheme for Indian Army, Navy and Air Force is explained here in The Indian Express. The scheme is for 45,000 to 50,000 people between about 18 and 21 years to be hired each year. These trainees will be kept for 4 years, and only 25% of those in training will be selected to continue for another 15 years. The recruits will receive between Rs 30,000 and 40,000 a month. 30% of this will be retained for benefits trainees will receive.  The idea behind it is to lower the average of soldiers in the armed services from 32 years to 26 years to reflect India's youthful population and to help those returning to the job market to find jobs in business or as entrepreneurs starting new business with government help. The experience gained in the armed services is seen as also becoming attractive to businesses that are hiring good disciplined employees. The circulation of people joining the services also makes the army a leaner force of about 1.3 million and keeps the cost of pensions at reasonable levels. With India's rapid growth in coming years the trainees leaving after 4 years will have better job opportunities and can contribute to the economic development of the country in many ways. Upon leaving the armed services the trainees will get about Rs. 1.2 million as a package to make a new start in the economy. If there was a death then Rs 1 crore would be given by the government. The government will offer skill certificates and bridge courses so that the quality of trainees remains high and this would provide a skilled workforce for the economy during a period of high growth. A modern armed services like that of India constantly being filled with next generation technology should be able to offer these new recruits the skills and training in advanced electronics, computers, and other technical fields with field training to supplement courses, and the motivation to excel, that would be valuable to many companies. This is the idea behind Agnipath. It is also a tested path as the US armed services also provides this kind of training and many people who have joined and left the US armed services have performed at high levels in American companies in technical and managerial positions. Another feature is "All India All Class" which will make it open to all caste, all region, all religion, and free up the armed services from the current situation of regiments having a caste and region bias.  Americans in the southern states forget that president Kennedy made the famous statement about "a rising tide lifts all boats" in Arkansas, a poor southern state, saying that America must invest in all regions in people in all parts not just in well off northeastern states. In a handful of southern states expanding Medicaid to about $43,000 or 138% of the federal poverty level for a family of four is now being taken up by Republican leaders who show new openness- in Alabama, Georgia and Mississippi. Noah Weiland -of NYT looks at one particular battle -between Democrat Governor Laura Kelly in Kansas and Republican Speaker Hawkins- in Topeka, Kansas, where the fight goes on. Hawkins calling it the greatest Ponzi scheme devised and Kelly telling this reporter that she has included a work requirement so there is no excuse for not doing this. Republicans are coming around and so are states in other places. Missouri, Nebraska, and Oklahoma, states that lie next to Kansas have approved this through ballot initiatives. The point here is that in the years as America comes out of the pandemic there is and should rightly be a realization that this is different, that the children of low income families deserve as equal a chance as their higher income fellow Americans, that depriving them of good medical care makes America a weaker country. As Jerome Powell of the US Fed said in Stanford today about Kennedy's expression of "lifting all boats," it is just this that is needed today. It will be the No.1 election issue in Kansas in 2024, says Governor Kelly. The Republicans are also having second thoughts and are now just face saving. Consider that the Kansas Health Institute a research group, says 70% of the people becoming eligible for Medicaid expansion are working. Many are restaurant business workers who cannot provide proper medical care to children who form the next generation of America. And hiring in rural hospitals would expand for health workers instead of layoffs in southern states lifting financial strain on rural healthcare with additional Medicaid funds. For the approaching US midterm elections president Biden seeks to draw a sharp contrast with Republican Senator Rick Scott's Plan which he says would worsen inflation and increase taxes on working class families. Mr. Scott's plan is for sunset on all federal legislation and president Biden says this would include Medicare and Social Security. Mr. Scott also wants all Americans to pay some income tax to have skin in the game. At this time about half of all Americans pay no taxes says Mr. Scott. Former US president Trump continues to lead the Republican party in 2022  yet he faces a very different Democratic party under president Biden. Mr. Biden's focus is on his $2 trillion plan for Workers and Families, rebuilding American manufacturing and renewing supply chains, unlike Hillary Clinton whose lacked such a focus. Leading to Mr. Trump's appeal with working class families and disdain for traditional Republican policies that secured him the presidency in 2018 by defeating Hillary Clinton. The changes with president Biden's focus on workers and families are happening also in the European Union. Scholz and the Greens in Germany, Macron in France with potentially Melenchon as prime minister, and similar changes in Denmark and other EU countries suggest that there is a renewed focus on infrastructure, rebuilding manufacturing and supply chain renewal, rebuilding incomes and lives of workers and families, in Europe and the US. ...

How a deficiency in trust is affecting the US effort to vaccinate its whole population in 2021. The US government took steps early to build vaccine supplies, and was one of the first countries with the UK to begin its vaccination drive. Then after 6 months something went wrong. The deficiency in trust led to about 80 million people many of them young, to avoid getting vaccinated. US president Biden said the country was losing patience with these people. He setup a vaccine mandate and required all employees in private sector in companies with more than 100 employees to get vaccinated. This applied to about two thirds of American workers. All federal government workers were also required to get vaccinated. Yet even after the vaccine mandate the number of vaccinations has not exceeded 900,000 a day. By contrast India was doing 20 million a day. By September 2021 the US had fallen behind all nations in the G-7 in percentage of people vaccinated with one or two doses, behind Italy, France, UK, Germany, Japan, Canada. Trust was also needed, not just vaccine supplies to make a vaccination drive effective. By September the US passed the 675,000 deaths that happened in 1918 pandemic. The deficiency in trust leads one expert to call it breakthrough without followthrough. Other experts see the entrenched social forces that had diminished American health and life expectancy since the 1970's also affecting the vaccination drive. ...

The EU moves to support Egypt's precarious economy with 7.4 billion in euros of aid and help for its economy. This comes at a crucial time for a country with 106 million people facing economic difficulties. 5 billion euros of concessional loans, 1.8 billion euros of investment, 600 million euros of grants including 200 million euros to manage migration. This is a positive proactive step taken by Leyen and EU. Leyen visited Cairo. Lessons have been learned. Of NYT's decades old indifference, an almost Churchill like distance and indifference to the aspirations of the people of South Asia it can be said- indifference to the aspirations of 1.4 billion people to modernize the country with the same infrastructure that Europe and the US, Japan, and now China take for granted. Indifference to the problems in creating a nation  with 13 languages and 1.4 billion people that has a freely elected parliament never before done in history, one which also delivers on banking accounts, health care, infrastructure, for all its  people, of all races and religions. This indifference runs counter to everything that Indians admire about America. And a lack of awareness of what Indians admire today about the Biden administration's promise to make the words of Jefferson true in America as the Modi administration does in India- "We hold these truths to be self-evident that all men are created equal, (created equal) and that they are endowed by their Creator with certain inalienable rights, among these are life, liberty and the pursuit of happiness." The NYT's indifference to this inequality both in the US and in India run counter to the founding principles of Jefferson and of India's saint from Wardha, Mohandas Gandhi, who both fought the British empire at the height of its prominence.  ...

He mother and her grandparents provided a caring home and signed her up for drama lessons on Saturdays. She attended Catholic school and went on to study at Oxford University in Modern Languages and Modern History, returning to work for Sunderland City Council for 2 years instead of going to London. She is seen as self-effacing but vigorous in putting forward ideas on better childcare and children's education for British children.   ...

Senators Murphy and Cornyn have helped pass legislation on gun control and mental health, public safety, with the support of all Democrats and 15 Senators from Republicans including majority leader McConnell. This comes after shooting in their home states and the two shootings at an elementary school and a supermarket in Uvalde, Texas and Buffalo, New York. The bill passed the Senate 65 to 34 and crossed the 60 vote filibuster threshold which was a barrier in the past. Only two senators from the 15 Republicans are up for election this year, Romney faces an election in 2024, four are retiring and 8 senators of the 15 are up for reelection in 2026. This made a compromise possible separating those who wanted strict gun control from those who want no gun control from the compromise group to achieve a consensus that all could vote for.

This WSJ editorial says about the US Fed guaranteeing the 90% of uninsured deposits at Silicon Valley Bank to prevent systemic risk, that the 250,000 limit was set by Congress to protect average Americans not venture investors in Silicon Valley. Venture capital investors and startups in Silicon Valley put large amounts into the bank. It says the San Francisco Fed regulates Silicon Valley Bank and failed to perform its regulatory function. The Guardian reports that the CEO of SVB lobbied to reduce the regulatory impact on his bank. By choosing higher returns from long term Treasury bonds and expanding too quickly this created the conditions for the collapse, and then rescue by the Fed and Treasury in the all to familiar pattern since 2008.

This report in the Indian Express looks at the details behind India's successful effort at bringing down the cases that was done over a period of 30 days with a combination of effort from the central government, state governments and healthcare workers. The turnaround was achieved effectively in Uttar Pradesh a state of 210 million people so that per thousand population had dropped to below that in the US state of Michigan about 2 weeks before that was achieved in Michigan. This was the result of an extraordinary effort at all levels in India.

Risks of the new variant exist in all countries that are reopening aggressively. Talk about huge open air concerts and filled sports stadiums in the US show that complacency can happen as countries reopen.

US president Biden announces a plan that makes it mandatory for all employers with more than 100 employees to require their workers to be vaccinated. The Labor Department's Occupational Safety and Health Administration will issue an emergency temporary standard for implementing the new rule. This will cover 80 million private sector employees. Businesses that fail to meet the standard will face fines of up to $14,000 per violation. Employers must also give workers paid time off to get vaccinated or recover from any side effects.

Federal government workers and contractors also must meet the new requirement or face regular testing. In all 100 million workers or two thirds of American workers will be covered. 

To meet testing needs the Biden administration is procuring $2 billion in rapid point of care and over the counter at home Covid tests, using the Defense Production Act for accelerated production.

Jimmy Carter is collecting eulogies at 99 years. He has outlived all presidents. Professors Arum of UC Davis and Steven of Stanford show in a color graph visual how selective race based admissions called affirmative action apply only to a small number of schools, only 6% of college students in the US go to schools that select 25% or less of their applicant pool. The rest including all state universities and many colleges in the UC system in California are not affected. Another development is that these selective schools are not that much better than the others that cost a fraction of the money. Names proposed in The Guardian for Tory leaders after the July 4 election should Rishi Sunak have to resign are clearly short of what Britain needs in leadership. It depends on which Tory MP can hold on to his seat. Suella Braverman, Priti Patel, Kim Badennoch, James Cleverly, Tom Tugendhat, Penny Mordaunt, all lack what is needed to lead the Conservatives on July 5, 2024. This has been true all through the last two decades.  David Cameron, Boris Johnson, Theresa May, Liz Truss who preceded Sunak for most of the last decade were also lacking in leadership. The decade wasted with Nigel Farage and David Cameron, Boris Johnson trying to get Britain out of the European Union has hurt Britain. Today most Britons want to go back to a Britain that is growing as part of the EU and Europe.

Remaining Performance Obligations is RPO's which refer to a company meeting probable targets which are not certain. Oracle stock went up 36% in one day because it was saying it would get thei $300 billion from OpenAI. Now as analysts look carefully at Oracle surge they are saying wait a minute who has this $300 billion. This report in the WSJ says RPO's for Oracle are now up to $523 billion. Oracle stock is now down 43%. Analysts are questioning these outlandish claims. Another claim is from the "circularity" in the AI sector, which means A is connected to B is connected to C. OpenAI expects $100 billion in investment from Nvidia which makes advanced chips, but is it definite? Nvidia says in it's latest quarterly report that "there is no assurance that any investment will be completed, on expected terms, it at all." Note that OpenAI makes hardly any money today and is in fundraising stage- it has expectation to make $20 billion. And the $300 billion where does all this come from? When most people in the Nation are living from paycheck to paycheck there is this wild speculation and mania in the AI sector.   ...
