The US Justice Department and Attorney General Merrick Garland file the second lawsuit against Google seeking the breakup of Google. It is joined by 8 states in this lawsuit including the states of New York and California. The lawsuit seeks the divestiture of Double Click and other acquisitions that helped Google establish its monopoly in online advertising. It covers the ad brokering business that makes up 12% of Google revenues. 

In filing the lawsuit Attorney General Merrick Garland said:

"For 15 years Google has pursued a course of anticompetitive conduct that has allowed it to halt the rise of rival technologies, manipulate auction mechanics, insulate itself from competition, and forced advertisers and publishers to use its tools.

Google has engaged in exclusionary conduct that has severely weakened if not destroyed competition in the ad-tech industry."

The ruling National Action Party in Mexico nominated Josefina Vazquez Mota, an economist and a former education secretary, as its nominee in the presidential election. Ms. Mota is likely to appeal to female voters in Mexico and is presented as a soothing maternal figure during a period when Mexicans have faced a grueling war against drug gangs, and someone who is quite different from the PRI candidate, Mr Enrique Pena Nieto. Anglo American responds to declining commodity prices and the slowdown in China with deep cuts of 53,000 jobs from its 151,000 workforce. Some of the jobs will be layoffs and other job cuts will be through sale of mines. In Australia mining employment is down 13% in the 2d quarter of 2015 over prior year. Anglo American plans to sell over a quarter of assets in the downsizing. BHP has spun off over ten mines into a separate company called South32. American Pittsburgh based company Consol Energy says it will no longer provide guaranteed health insurance to retired workers. Anglo American is one of the hardest hit companies. It had losses of $3 billion for the first half of 2015, and needs $1.5 billion in cost cutting to become profitable again.

China's State Council announced it was suspending approval of all new nuclear plants. It also announced that China would do a safety review of all existing nuclear plants and plants now under construction. China has 13 nuclear reactors in operation and 26 are under construction. This reverses an earlier decision to move ahead with existing plans. The situation in Japan has created growing concern in China about radioactive spillover across the sea.

Prince Felipe uses Catalan in a visit to Girona. He praised the Catalan language saying Catalan "is in a permanent, sincere and enriching dialogue and co-existence with Spanish." Under the Spanish constitution following the Franco period divisions, the king is thrust into the role of "arbitrating and moderating" between institutions. The Partido Popular of former premier Anzar and current premier Rajoy, is seen as performing poorly in interaction with regions such as Basque and Catalonia. Spanish public opinion, as reflected in a 2014 poll of the newspaper El Pais, show 75% of Spaniards supporting the king playing a role in creating a dialogue and facilitating agreements between politicians.

Leonhardt points out in the NYT that Hillary Clinton actually won in the popular vote by a substantial margin, by more than 2 million votes and more than 1.5 percentage points. He says that Democrats need to pay more attention to the working class in midwestern states- the job losses, crumbling infrastructure, and the plight of communities such as Detroit, Michigan which suffered through the bankruptcies of Chrysler and GM, and again with the foreclosure crisis, the financial crisis of the City of Detroit. With a similar situation in the neighboring states of Wisconsin and Ohio, in places like Toledo and other parts of communities facing industrial decline. While the Silicon Valley centred region powered the economy in California, and the financial industry and real estate powered New York, older midwestern communities never really recovered from a long decline stretching over 2 decades. The result was the loss of faith in Democrats among union workers and young people, leading to the loss of Wisconsin, Ohio and Michigan. For most of its history the Democratic Party was based on its union and working class base including a large number of white voters. Only under Obama because of his unique candidacy was the coalition so dependent on the minorities vote. Before minorities were part of the Democratic coalition, but not in the way under the Obama candidacy. A return to its historic and normal base among whites in unions and working class communities, liberals, minorities, is a way to go back to the historic and natural base of Democratic support. In a sense dependence on tech communities for election funding and the tech booms, globalization, may have distorted Democrats sense of their historic role as champions of the working class and middle class communities throughout the country. There is now an opportunity to restore this lost mission of protecting the interests of the middle and working class who have seen huge drop in net worth as reported by Janet Yellen of the Federal Reserve at the Inequality Conference on October 17, 2014-"62 million households with a net worth of $11,000 for the year 2013." Poorly covered in the media and not made the utmost priority by Democrats (or Republicans). In the words of Janet Yellen, this was in the past several decades "the most sustained rise in inequality since the 19th century after more than 40 years of narrowing inequality since the Great Depression." She added the shocking words "by some estimates, income and wealth inequality near their highest levels in the past hundred years, and probably much higher than much of American history before then." Even discussion in the media goes back to the Obama coalition and treats it as a way forward for Democrats, when history shows it was different and the situation described by Yellen calls for a serious response. ...

Andrew Roth describes a situation in Russia where president Putin is more popular than the ruling party. The United Russia Party was shown having support of 45% in pre election polls. The election campaign used Putin posters and the slogan "the party of the president," to increase voter support.  Some voters see Putin working really hard to improve the economic situation. Samuel Greene, director of the Russia Institute at King's College, London, says that even after efforts to increase support United Russia Party has failed to generate voter enthusiasm. Voter turnout was low especially in Moscow and St Petersburg. The election result is seen by experts as a way to give Putin support to tackle the economic problems facing the country, and ensure stability. About 343 members of the parliament out of total 450 are from the United Russia Party. The budget shortfall of 3% is being met by the government  by using state funds, and one of the sovereign funds is likely to be exhausted in 2017. One of the options is to cut back on social entitlements, increase the pension age. Prime minister Medvedev has already said state pensions cannot be indexed because "we don't have the money right now." ...

Last week China announced it was suspending all imports of American agricultural products in a blow to the farm sector in the U.S. American farmers are also a key support base for president Trump. Kerala has a highly educated people and longevity is over 70 years so the investments and prioritites for health and schools do pay off even with low per capita incomes. On the other hand industrialization and trade are definitely also needed to generate jobs and money for infrastructure to support the industry and jobs. Kerala has addressed that problem in a state with few hopes for employment by sending residents to the Gulf and other parts of the world. About $5 billion in remittances from abroad support the local economy and one in 3 residents depend on this source for income. So definitely Kerala needs to promote free trade. What about tourism? Could Kerala use its coastline and coconut palms fringed rivers and lagoons for a much bigger international tourism than it does now? And foreign investment- is there any reason a state with high educational levels and health standards cannot use these as assets to attract foreign investment to then generate the revenues to build the infrastructure to generate even more and substantial foreign investment, given a change in attitudes that sees trade and foreign investment as beneficial and eventually moves the local economy up the ladder to make more sophisticated products and develop advantages in a global economy? Even countries advanced in industry like japan today are trying to attract foreign investment because it breaks the insular way of looking at things and brings in new ideas given the efforts to attract the right kind of foreign investment that will stimlate the local economy and bring in fresh ways of doing things as well as opportunities for acquiring new technology and knowhow. ...

South Africa's economic growth is expected to be 3.5% in 2011, foreign direct investment is lower, yet the rand which should be closer to eight to the dollar is trading at about 7 to the dollar. The rand appreciated 12% against the dollar in 2010. A lower level for the rand should boost growth to 4% say experts. In recent months net capital outflows - foreigners selling a net 6.6 billion rand or $950 million of bonds and a net 2.3 billion of equities- is helping reverse the high value of the rand. Government policies relaxing the amount residents can take out of the country- allowing 4 million rand to be taken offshore each year- is also intended to weaken the rand.

New details emerge on how India informed Pakistan that only terrorist bases were targets not the Pakistan military. India's Foereign Minister Jaishankar says this was to make clear that only terrorist bases would be struck in response to the terrorist attack in Pahalgam on tourists. This was to be careful so that deescalatory steps could be taken. When Pakistan chose to attack military targets in India India did the same on military targets and air defense systems in Pakistan were taken out. At that point India insisted that for a stop to the war Pakistan's general would call India's general to end the war, which is what happened. Jaishankar made it clear that US Marco Rubio of JD Vance complied with India's request to the US that only after the Pakistan general called the Indian general would the conflict be stopped as India had not targeted Pakistan military.
