The FDIC acknowledges that it has not been able to get banks interested in a pilot program called the Legacy Loans Program. That program was designed to give the banks an opportunity to sell off $1 billion of troubled mortgages. Since November with the efforts of the Troubled Asset Program under Secretary Paulson to have the banks sell off these assets in an auction or some other way, the whole issue of getting the toxic or troubled assets off the books of the banks has been effectively shelved. The Obama administration's version of this was the Geithner Public Private Partnership program, but this like Paulson's TARP never really got off the ground. Instead several things have happened that have enabled banks to show higher profits and improve stock prices. The period from March 2009 to June 2009, a period of several months has seen bank stock prices recover and banks are now able to raise capital on their own from investors. The government's "stress tests" gave the banks credibility with investors and they were designed not to be so stringent as to affect confidence. The mark to market rule has also been relaxed so that banks are no longer required to show these toxic assets at prices that reflect large losses. Bank executives also are wary of the new executive compensation rules of the government. All of these things have combined to create asituation where some confidence has been restored, but at the same time experts are pointing out that the underlying problems of an estimated $1 trillion in troubled assets remains. Banks are even less likely to want to part with these assets at lower prices now that some semblence of confidence is returning, as they would then have to show large losses. What this implies is that if the economy suffered a setback, these problems would return and be just as intractable as ever....

In this desolate isolated border region America's future is being decided- Biden being the only Democrat since Harry Truman in 1948 to take Arizona and by just 10,000 votes. There near Nogales the border wall Trump built ends abruptly at the Kelly ranch in a picture shown in this report. Rural Santa Cruz County is except for migrants a solitary and quiet place along the border. Mr. Kelly moved here in 2002 and runs more of a hobby ranch unlike the bigger cattle ranches in the area. Migrants make their way through this part of the border and the Kelly ranch. In the most recent episode a migrant is shot and Mr. Kelly reports the shooting to police. Healy looks at the lives of the rancher and the migrant to give a snapshot picture of what life is really like on the border. And the different sides of the story seen from the rancher's and migrant's situation.  A border area where in a vast dry mesquite region ranchers on the Arizona side live alongside Mexico with people facing high unemployment where people are looking for work and choose to take the risks of crossing the border illegally. Crossings that are made at points on the border wall that end in canyons and riverbeds where migrants and their smugglers make their way. It affects the lives of the ranchers and the migrants in many ways. Ranchers who are in isolated areas- the Kelley ranch is 170 acres- feel isolated and vulnerable as they see a threat in the network of smugglers sending migrants across the border. This is also where the future of America is being decided. After the overconcentration of manufacturing in China, there is the border with Mexico, two regions that have little to do with each other but determine politics and emotions in the US about workers, about migrants and about borders. By understanding both sides of the story president Biden became the first president since Harry Truman to win Arizona in the presidential election of 2021. He won it by just 10,000 votes with a recount showing about 360 more votes. Without Arizona and Georgia both won by Harry Truman in 1948 Biden could not have begun the process of tackling the major issues facing America in 2021. The mistakes  and the right action done in Italy that the world can learn from as Italy tackles the coronavirus. The coronavirus is a dangerous pandemic yet there is one part of it that can be used to take the right action. The timeline of countries affected early in January and February and early March with information from these countries on what worked very effectively and what did not work with bad results is available. The mistakes were made in Bergamo, a town in Lombardy region of northern Italy with the highest number of infections and deaths in Italy. Bergamo had limited testing, no rigorous attitude for quarantining those who had come in contact with people testing positive, and lack of contact tracing. In Vo another town in northern Italy the situation is a complete contrast with resort to mass testing and isolation of clusters which has reduced infections to zero and made it a safe place. Vo is a small rural town 85 miles east of Bergamo in the Veneto region. This was the method used in South Korea, China, Taiwan and other Asian countries that have overcome the virus. Bergamo is an example of what failed in Italy with the worst number of fatalities. The health crisis worldwide has shown this  method of first general quarantine to buy time to build capabilities for testing  and preventing things spiralling out of control,  then mass testing, contact tracing and isolating the people who test positive, and repeating this process again and again till infections are way down,  is the only way to control this crisis. In the early days massive quarantine or stay at home strictly enforced is the best solution till production of tests accelerates to permit mass testing and isolating the clusters of infections. This mass quarantine buys time for accelerated production of tests and building up the capabilities of labs to process these tests, including use of a central national lab centre with national data on computers for microbiologists to monitor the entire country. This was done in South Korea reports in WSJ show. This is vital for everyone involved in the effort to control the virus to understand based on the experience of  countries that have successfully overcome coronavirus. It is the experience in South Korea and Italy that the U.S. White House response coordinator Dr. Brx is looking at and learning from as she and the White House team in the U.S., governors of all 51 states, health officials including CDC, are looking at as they execute their action plan in phases.  ...

MBZ is also seen as a mentor for Mohamad bin Salman of the Saudi country. MBS is also striking out  for a different path for the region. Saudis are financing development agenda for Egypt by helping rescue the Egyptian economy with investment and assistance at a critical time of the pandemic. This also extends to aid and assistance to Turkey. For MBZ and MBS the British approach to modernity and the American approach to modernity, with science, technology and both respecting and modernizing traditional ways, offer a way forward for the entire Gulf region. When these countries look around them they see India as also striking out in the same or similar direction. Both Arab and Indian traditions are being seen in a respectful way, without ever losing sight of the development goals and fully accepting the modernity that Britain has brought not just to Asia but long before that to Europe and the US. This may be the true foundation of the new relationship of the Gulf region with India - seeking a common path to modernity and development for all the people of their countries after the failures of the last 75 years. ...

Skeptical experts say this is mostly damage control. Yet it has helped defuse tensions on NAFTA and other issues, in some situations having president Trump reverse his stance. Mexico sends 80% of exports to the U.S., making this relationship crucial. Yet the scaling down of plans for a border wall, the emergence of a solution to NAFTA through changes without canceling NAFTA with support from Wilbur Ross, the Commerce Secretary, show the dialogue has preserved relations. Uncertainties loom such as the trade stance of president Trump, and the potential of front runner Lopez Obrador from the opposition party to emerge in upcoming elections as the new president of Mexico. Obrador, a former mayor of Mexico who was a close contendor in previous elections, says he will take a different stand than the current government in negotiations. Mexico's Foreign Minister Luis Videgaray made 12 trips to Washington in 2017 as part of the effort by the Mexican government to preserve NAFTA with some changes. Focus on one or two tasks, what he calls deep focus work, play and connection. Experts say it is not true that there are sudden leaps in performance. Most work is diligently done each step preparing ne for the next step which eventually with patience and persevering on tasks brings results. They only appear to be sudden achievements, but always build on work done before patiently and step by step. This can be seen in the work of recent Nobel prize winners in science who have worked on a new discovery for decades with failures that were overcome, and obstacles that were surmounted with patient work day after day. Stolberg quotes St. Augustine and the Buddha on the importance of close knit groups, companionship and being part of a deep community. When Buddha's disciple Ananda says this is half of the spiritual life, Buddha says in response -  not so, this deep community is the whole spiritual life. Stolberg's new book is "The Practice of Groundedness." Much of this is also seen as important in the Bhagavad Gita and in Christianity- the ideas of simplicity and concentration in life on just one or two tasks, the clarity of mind that comes from this free of tensions.  The Cistercian monasteries all over Europe in the Middle Ages attest to this. One such abbey the restored Abbey of Fontenay in France, embodies this idea. Written about the restored abbey are the words- "The sun brings life to the austere bareness of Cistercian architecture, the way God's light spreads grace through the simplicity loving souls of the monks." ...

Bret Stephens talks with Shiite Imam Mohsen Quadivar, who was a student of Hossein-Ali Montazeri, and a seminarian at Qom, Iran. He now teaches at Duke. Kadivar is the author of a three part work of political philosophy titled "The Theories of the State in Shiite Jurisprudence," which questions Khomeini's idea of vilayat e-Faqih, or principle for a supreme leader with near dictatorial powers. Nothing in this principle he says is intuitively obvious or necessary for religion. It is he says not a part of Shiite general principles, and by near consensus of the Shiite Ulama, a minor jurisprudential hypothesis. He says there are two interpretations of Islam: the aggressive Islam of Ahamadinejad or the mercy Islam of Moussavi. Kadivar points out that 2 of Iran's 4 major seminaries have refused to endorse Ahmadinejad's victory. There is here a search and a struggle for the true soul of Islam that goes beyond Iran, to Iraq, Turkey, Pakistan and Afghanistan. The U.S., India, Pakistan and the Middle Eastern nations are having to walk carefully through a period where a search and a struggle for this true soul is taking place. Ashley Clinton reminded people of her father's love for the country and family- telling the country how her father took the train from Washington D.C. to Wilmington Delaware just to see Ashley, Jill and the family for her birthday when she was just seven years, stayed for a few minutes at the station and after blowing the candles headed right back to D.C. Dignity, decency, values, personal sacrifice, courage, these are the values that Coach Steve Kerr said America expected from its leaders. Thes are the values of Joe Biden of Delaware as he went through 50 years int he US Senate, 8 years as Vice President and his term as president. Robert Putnam a 79 year old Professor of Public Policy at Harvard answers the question what is happening now- when everything seems to be stalling and solutions offered by parties of centre, right and left are all failing to deliver for improving lives of poor white people, black people, middle class white people. Failing to deliver on health care for all, on access to medicines, access to infrastructure, on access to public services. He sees this as a result of the over focus on "I' and on the concentration of wealth in the hands of a few people in the financial world or in Silicon Valley without concern for the needs of the country or the people.  Putnam compares this to the period of the 1870's onwards in America. when for several decades the emphasis was on selfish pursuit of money and wealth with everyone focussed on individual gain. It was only after this period brought America as a nation and the people of America into hard times people was the whole culture of "I" and overfocus on individual gain questioned and repudiated. The period of "we" began with Theodore Roosevelt breaking up the monopolies and Franklin Roosevelt fighting for a New Deal for American workers and the people of the United States. Putnam sees this happening again and America at a crucial juncture of repudiating the existing culture and values in the same way as it did in the past. The change in culture in America is part of a wider trend that includes all English speaking countries Britain, Canada, Australia and India. In all these countries the shift is towards rebuilding the culture that brings opportunities and hope to the working class and middle class, to rural areas, through a new vision for infrastructure, public services, healthcare and education. Putnam brings long experience studying the development of America starting with the book "Bowling Alone" published in 2000 which described the trend to rampant and unrestricted individualism in public and business life. In 2015 Putnam's "Our Kids" covered the issue of declining upward mobility and  failing to give opportunity for young people to make improvement in their social and economic aspects of their lives. The three books have extensive research and look at a lot of data making them academic of nature but they also serve a useful purpose. Any intuitive grasp of the situation also leads one to think in the same direction that the past carries lessons for the future, that there is a better way out, and that this situation cannot go on for much longer without damaging the nation and the people, not just America, but other English speaking nations Britain, Canada, Australia and India that share the same problems of lack of development, lack of infrastructure and services, and neglect of the common man, of everyman.   ...

David Autor at MIT authored some of the first detailed studies about the severe disruption in U.S. communities from the trade with China following China's entry into the World Trade Organization in 2001. The sheer size of the impact now appears to have been underestimated by economists and other experts. It was believed says Hilsenrath and Davis, that the U.S. having absorbed the impact of trade with Japan in the seventies and eighties, and with Mexico following NAFTA, could do the same with China. That turns out to be false. Much of 2016 election season has been spent seeing the rise of anti-trade movements led by Trump and Sanders, and reveals a deep discontent with job shifting overseas, and disruption of communities across America by trade patterns. What happened? In 2015 China's exports to the U.S. reached 2.7% of U.S. GDP. Hilsenrath and Davis say it was about 1% less with Japan and Mexico when their exports surged. The rapidity of the impact is another problem. It took 12 years following Japan's emergence as a major supplier, to reach the same level of impact that China had only 4 years after China's entry into the WTO in 2001. A similiar situation of 12 years happened with Mexico after NAFTA. Another problem is that Japan's exports impacted mostly steel and autos, China's exports impacted a whole range of industries. The speed with which China's planners sought to change and modernize their manufacturing  base is unprecedented in history, and has an impact not only on the U.S. as a recipient of low cost exports, but also on China as it struggles with bad debts and job losses today, that are a legacy of that too rapid move. This was part of the drive to urbanize China rapidly by shifting agricultural workers to factories in the cities, at a pace unprecedented in history. Another factor not mentioned is the global financial crisis of 2008-2009 that hurt U.S. manufacturing in the auto and other industries, and the wide impact this had in loss of jobs and decline in wages. By 2010 the tide of public opinion had shifted. The WSJ/NBC poll of September 2010, cited in detail in WSJ 10/2/2010 under "Americans Sour on Foreign Trade" shows over 80% consistently for all levels of income, over $75,000 and under $75,000, Republicans and Democrats, working class Americans or well educated Americans, saying that Americans were struggling and there was less hiring, because of how trade had impacted their communities. Lyrarc covered this in considerable detail since 2006. All political parties, business leaders, ignored the implications of this huge change, the media covered it but assumed it would take care of itself as trade with Japan had done previously, and it was left to Trump and Sanders as outsiders to call it like they saw it 5 years later.  Economic inequality has widened in China to the point of it becoming unrecognizable as a former socialist economy. Now both countries are faced with the job of picking up, chastened by the experience, and hoping to limit the political fallout to achieve economic recovery. The very open trading system that had generated prosperity since World War II was being put at risk by a lack of awareness that trade brings with it changes, winners and losers, and manufacturing jobs moving overseas on a scale and speed unprecedented in history, was something that no one could cope with. ...

This report shows how ethnic strife of leaders of the new country of South Sudan, has resulted in civil war and millions of refugees. In 2011 South Sudan voted to separate from Sudan. The ethnic groups, the Dinka and Neuer join together as part of the new government. In 2012 a peace agreement was signed between Sudan and South Sudan. In December 2013 fighting breaks out between Salva Kiir from the Dinka ethnic group and Riek Machar of the Nuer ethnic group. The rivalry between the two leaders engulfs the whole country. The fighting between Mr. Kiir and Mr. Machar dates back to 1991, yet a peace deal was signed in 2005 between the two, and South Sudan became independent in 2011. About 1.5 million people are refugees and over 3.8 million people are short of food in 2015, according to the World Food Program in South Sudan.

The UK after a headstart in its vaccination drive has fallen behind other European countries and the US in the vaccination of children and teenagers. A third of the rail lines operate late with trains not reaching on time in Britain. This some say shows that privatization has failed. Such delays are accepted in the way privatization is organized in Britain because the rail lines make the same revenues whether they run late or on time. Rail lines look to be incentivized to operate on time, a strange proposition because operating on time is part of running an efficient rail system.The Labour Party plans to nationalize the railways. France and Germany have the largest rail network in Europe, which is operated by state owned SNCF in France and Deutsche Bahn in Germany. Public ownership of railways is not new for European countries even though it is presented as a radical idea in Britain. Rail has to be run efficiently which is possible under state ownership for a public service as it is in major European countries.

The question remains why the defamation law has remained a part of the Indian Constitutional law and the Indian  Supreme Court has upheld it. Under Britain there must be the sense that this would have put the unified subcontinental government at risk. Under India post independence this could be seen as an effort to keep the unified country India that emerged from the British Indian rule together as one nation. It may not be individual to individual defamation that underlies the spirit of this law. Its spirit may lie in keeping together as one nation a country with many languages and people after centuries of foreign rule by not letting the spirit that keeps it together be undermined in any way or form. Gandhi and the independence movement before Gandhi created the spirit for a new nation from many peoples and languages, this has now taken the form of timely delivery of the services and infrastructure that these peoples are entitled without any dilution of any sort, after all the hard work, sacrifices and aspirational effort of an earlier generation of leaders. ...

OECD forecasts show an acceleration of US economic growth in 2021 with the $1.9 trillion aid package of the Biden administration. OECD forecasts show pre-pandemic levels of output reached by mid 2021, 6 months earlier than expected. Global output is expected to grow by 5.6% in 2021, after declining 3.4% in 2020. Main reason- US economy is seen expanding at 6.5%, twice as fast as previously forecast and fastest since 1984. OECD sees the importance of stimulus coinciding with vaccination of the population. The pace in the US with 18 million vaccinated in March and the goal of vaccinating the whole population by May is part of the reason given for the vigorous growth. Astonishingly the OECD sees the US economy larger in end of year 2022 now than it had forecast before the pandemic. For other countries such as India with slower vaccination progress and large population, OECD forecast is for 8% shortfall in growth from what was expected before the pandemic at end of 2022.  This is an amazing bit of good news amid all the dismay and confusion surrounding the coronavirus lockdowns. ...

The 44 kilometre stretch of rail line being built in the region of West Bengal and Sikkim will for the first time provide a direct rail connection between Sikkim and India. A project that was approved years back in 2009 will be completed in 2 years by December 2022 by the federal government. The investment in the project is 89 billion rupees or $1.2 billion. It is a strategic project for India as it integrates the Himalayan region of Sikkim and Bhutan, Nepal, with India with rapid rail connectivity. The lack of reliable and modern rail infrastructure had held back economic development in the region. This is part of the Himalayan region in India's northeast, with spectacular mountains and requires modern engineering and technology for miles of tunnels through the mountains and bridges over many rivers at high altitude. This project is a combined venture of Indian Railways and its unit Northeast Frontier Railways, and the Indian Railway Construction Company (IRCON). By completing difficult rail and other infrastructure projects in time and in budget the entire development of the Himalayan region is being moved forward.   ...

This report in the NYT says a little known donation raising method used by the Republican National Senatorial Committee may affect Republican chances of taking control of the Senate in the US. The method is considered part of hyper aggressive methods that ask people provocative questions such as "Should Biden resign?" in millions of text messages sent out and asked to reply click YES to Donate, the amount is then processed immediately, says NYT. It was so controversial that WinRed the main Republican donation processing platform banned the practice. It appeared to be working earlier but with the cost of living crisis in 2022 donors are holding back. NYT says the digital ads to get these donations cost more than the donations in some situations. It cost $23.3 million for digital ads and expenses and raised only $6.1 million leading to a $17 million deficit, according to NYT. Senate Minority Leader Mitch McConnell now thinks it could affect chances for the Senate. The NSRC Republican group has $23 million about half what the Democrats have. ...

The US is sending the M142 High Mobility Artillery Rocket System to Ukraine to counter Russian artillery and long range rocket attacks in the eastern Donbas region. This is part of a new $700 million 11th military aid package to Ukraine. Germany will provide its IRIS-T system to Ukraine with radar to track Russian artillery, so that entire cities can be protected from Russian artillery attacks. The US has obtained assurances from Mr. Zelensky that the HIMARS US system will only be used on Ukrainian territory and not into Russian territory.
