India's External Affairs Minister S Jaishankar, who has decades of experience in foreign affairs and relations with China, says in his personal observation the border stand-off with China has "significantly impacted" public sentiment in India. Recalling the tense period after 1962 from memories as a child and a young person, he sees some of these memories coming back. This is a real danger for China says Jaishankar, as it will dissipate the carefully developed goodwill in India. Jaishankar was not only the longest serving Indian ambassador to China but also one who set up cultural contacts in 30 cities for Indian culture in China during the period 2010- 2013. Earlier during 1996-2000 he was Deputy Chief of Mission in Tokyo, Japan, and is married to Kyoko who is from Japan. His relationship with East Asian countries is a rare asset in India's foreign service. In Jaishankar's words- "We are being tested. I have every confidence that we will rise to the occasion and meet the national security challenge." This comes from experience tackling India China border disputes during his period as ambassador. One such situation can be mentioned. In 2013 the PLA encamped in India's Ladakh region in the Depsang Plains. A scheduled trip of premier Li Keqiang to India in 2013 was about to be cancelled before the PLA withdrew.  ...

WSJ Lingling Wei's interview with Ding Xuedong, chairman of China Investment Corporation on its plans and strategies for 2015-2016, and future years. China's government formed CIC in 2007 to improve the returns on its foreign exchange reserves, estimated at $3.8 trillion in 2015. China Investment Corporation had largely stayed with low yields on U.S. Treasury debt till 2007. CIC has about $650 billion in assets in 2015. Its strategies provide insights into how China sees the outlook for the global economy. Ding sees opportunities in real estate and infrastructure, with a focus on the U.S. and Europe for steady cash flows. He singles out the U.S. as of particular interest as its economy rebounds. Strategies also include paring down of energy holdings. Foreign holdings are now $220 billion and have increased by 16.6% since 2009. A special unit CIC Capital was formed recently to more directly participate in managing foreign holdings with a long term view. Earlier focus of CIC on natural resources and commodities is now shifting as the commodities crisis has reduced long term prospects in that sector. The plan for the future is to shift to an allocation where financial products such as stocks and bonds are about 50%, and long term assets such as infrastructure investments, real estate and other investment take up the other 50%. At the end of 2013 equities and fixed income represented 57.4% of CIC global assets, and 28.2% were in long term assets. Ding wants to see China as the No. 2 engine for the global economy after the U.S. as No. 1. He sees the prospects for Brazil, Russia and South Africa as poor, and is optimistic about good performance from India, Mexico and Nigeria. On Japan Ding is skeptical of prime minister Abe's plans because he sees the lack of structural reforms in the efforts leading to a kind of lazy effort in his view. CIC is learning from the experience of other national investment funds and improving its in-house investment and management capabilities. Xi Jinping's effort to shift the economy of China more towards serving the interests of Chinese who were left behind in the boom years includes a shift away from coal, away from real estate for speculation, and away from reliance on trade with the US and Europe as a driver for growth. This is proving to be difficult as the pandemic has increased demand for Chinese exports making trade a bigger driver for growth than before the pandemic. Introduction of a property tax to cut into real estate speculation has been scaled down to trials in 10 cities.  China did not put stimulus checks in the accounts of its people the way the US did which has led to Chinese domestic consumption not rebounding the way it has done in the US. Figures for consumer spending in China for September show an increase of 4.4% from the year earlier far below the pace of 8% set for 2019. The lack of social security and other safety nets in China makes people to save even more today. Chinese savings rate was 40% in 2019, today it is 45.2% for May 2021, according to one survey. Personal consumption makes up 38% of China's GDP in 2020, it was 39% in 2019. In the US it went up in 2021 June to 69% compared to 67% by the end of 2020. Infrastructure and construction deepened debt problems in China, and expanding exports created trade tensions. Both these problems have deepened with the pandemic. As this report says Chinese exports have gone gangbusters. Problems in production in Vietnam and Malaysia have added to export surge from China. China's trade surplus with the world is now at $535 billion in 2020, and surplus with US increased by 7% to $317 billion in 2020 from 2019.  Chinese government policy is now for "common prosperity" to reduce inequality and spread wealth and income more evenly for all the Chinese people. This is taking time and Chinese government policy is now set for the long run with these short run problems. ...

Plastic use has increased with the tripling in parcels delivered in the last 4 years, up to 64 billion parcels. As much as 93% of the growth in trash in major cities in China in 2018 comes from this one source- an astonishing 850,000 tons of plastic waste in 2018 from the e-commerce and delivery sector. Food deliveries and Alibaba online deliveries add to plastic waste. The government is cracking down with new rules from the Environment Ministry. By the end of 2020 non biodegradable plastic bags will largely be banned from cities, and single use straws banned in restaurants across China.  This ban will extend to all cities and towns by 2022 and to markets selling fresh produce by 2025. Restaurants will have to cut use of plastic by 30% by 2025. In 2018 China stopped taking imports of plastic waste. China is beginning to realize the costs of letting single use plastic grow. The last regulation was in 2008 banning the giving of free plastic bags at retail markets and banning production of super thin bags. It has taken the sudden jump in use in package delivery and in food delivery for the government to finally act. Experts say China uses too much plastic. India has taken strong action against single use plastic in 2019 under the leadership of prime minister Modi. ...

Gone are the days when Pat Brown was able to put his son Jerry Brown in the race for governor, there are 9 persons running for governor of California in 2026. The current governor Gavin Newsom is said to be promoting his book in Nashville, Tennessee, where many Californians are moving with the inflated cost of housing in the state. Gavin Newsom's grand father gave a $5000 check to Pat Brown in 1943 to run for District Attorney, this report says citing the book. From that time Pat Brown became Attorney General and then governor of California in 1958, defeating Richard Nixon in 1962. In 1962 Pat Brown seemed vulnerable as his signature accomplishment setting up the UC system of college campuses and the water reservoir, tax increases to pay for this, were in their beginning stages and their lasting value not recognized at the time. Nixon from Whittier, California, was a former Vice President and was seen as likely winner. This toughly fought election created the Pat Brown myth and so called machine that helped his son Jerry Brown to two terms as governor 1975 to 1983, and again after serving as Mayor of Oakland and Attorney General to come back to governors race again in 2011 (because term limits came after 2011) and be governor again 2011-2018. Another way of looking at it is that in his last two terms it was also Jerry Brown's careful balancing of the budget and finances of the state, his environmental support, that made him a reliable figure for the public interest not just the political machine backing him.  California to be sure has had popular governors on both sides Reagan won in 1966 as governor of California to succeed Pat Brown. The Kennedys and Pat Brown are matched by the Reagan supporters in the state. In today's situation where China's dominance in industry and manufacturing has affected all parts of deindustrialized America, California is no exception, where much of the middle class has seen their savings eroded, the issues are different and the challenges are different. ...

The Stimson Center looks at the closing of an era of Conservative politics in Japan which ended in 2025 after the death of Shinzo Abe and the 2 year premiership of Kishida. Interview is conducted by the Stimson Center of a senior Japanese political figure with 30 years of experience in the Foreign Service, and the author of the only English language book on Shinzo Abe, reflecting the paucity of research on Japan. Shinzo Abe was premier for a short time in 2005-2006 and for a full term in 2012. He made changes to Japan's SDF, its partnership with India, Australia in the Quad, and his economic policy which increased women's participation in the economy. For the first time in post war Japan there was a new sensde of confidence under Abe and he is missed sorely in Japan today. Yet as this senior Japanese politician says, Japan has changed the way the US and Europe have changed, and nationalist politics are replacing old Conservative politics of the LDP. In a way also how the deindustrialization of US, Europe and Japan has also taken place discrediting that era. Takaichi Sanae is itself a representative of the new era, as she did not hesitate to say Japan would get involved if China attacked Taiwan. Her popularity is at 62% and she has called a snap election, as she came in to replace Shigeru Ishiba in October 2025 and was not directly elected PM. Yet in the long view this is also a misconception because neither the Stimson Center or the interview participants had a keen sense of who Abe really was and Abe's grasp of the history of the Kamakura period of Buddhist Japan and China, India, of the 12th century before the foreign invasions from the north. One of Shinzo Abe's biggest legacies is the relationship that was close to his heart, the relationship with India and prime minister Modi. This week chancellor Merz of the Federal Republic of Germany was at the kite festival with PM Modi in Ahmedabad and at the Sabarmati Ashram of Gandhiji. The same degree of warmth shown by the German leader and Modi reflecting Vivekananda's time in Germany, was seen long time back between Modi and Abe. The bullet train project Mumbai to Ahmedabad and the ones that follow across India are a testimony to the warmth shown by Abe for India, and his knowledge of history from the Buddhist period in India when by the 12th century in Japan in Dogen's time Tenjiku (India) was the sacred homeland of Buddhism. Today India has revived the Buddhist traditions and centers of Buddhism, the universities and research centers for Buddhism from that period in Indian history. Buddhism started in India near Nepal in what is now Bihar state at Sarnath and Kushinagar, and spread through China to Japan and Korea. The whole continent of Asia would reflect Buddhist ideals and ideas without the intervening period of Vedic culture in India and China's Mongolian and Manchurian northern invasions, and the periods of European colonialism. Today Buddhism and The Bhagavad Gita are itself strung like pearls on a string as the Gita itself says, part of the long spiritual traditions of three nations- India, China and Japan, and of the many others Vietnam and Korea. In the third fiscal quarter ending June 28, 2014, Apple sold 35.2 million iPhones, up 13% from the year ago quarter. Profit reported was $7.75 billion for the quarter, up from $6.9 billion in the prior year quarter. Revenue increased to $37.43 billion from $35.32 billion the prior year quarter. Apple is not experiencing the weakness in smartphone sales that Samsung is seeing. The strong sales comes with increasing sales in China following the distribution deal with China Mobile. iPad sales slowed with sales declining to 13.3 million iPads in the quarter, down 9% from the prior year quarter. While Samsung has difficulty in preventing lower cost competitors such as Xiaomi and Huawei from eroding sales in China Apple sales are increasing. Apple's revenue in China increased by 28% for the quarter. China is a western brand conscious market as seen in sales of U.S. and German made automobiles. Another trend Apple is capitalizing on is the sale of larger screen iPhones. Screens larger than 5 inches make up 20% of iPhones shipped in China, according to IDC, which are estimated to go up to 50% by 2017....

Apple makes most of its products in China. This exposes Apple to high risk with the Chinese tariff set at 46% on April 2, 2025. If it passes on the tariff to customers it faces a loss in sales, if it does not pass onto customers the higher tariff price and cuts margins it will affect Apple profits. Apple's high margin strategy by making in China is now at risk. Apple had been given a warning to shift from over concentrating manufacturing in China. 19 percent of China's exports went to the US in 2017, in 2024 this is 15%, but wait, the difference of 4 percent it is simply coming back to the US but through Southeast Asia. As a result some of the same issues that puzzled Trump negotiators exist today. China's exports surged 12.7% in October 2024 over the prior year. Biden was facing this situation and had yet to respond to the surge in exports to US. These exports were sent to Mexico and to Southeast Asia to circumvent the tariffs. It is the same situation revisited in 2024 with two other aspects of the Chinese economy-economic stimulus gets smaller and the housing and construction industry has imploded, the economy has slower growth. The overall price level in the US with a 60% tariff plus 10% for all countries would be 0.72 addition to the price level of 1.10 percent today- that is when including the depreciation of China's yuan by 10%. as it did last time. The result would be price level in the US at 1.82%, according to J.P. Morgan. Drag on China's GDP of the Trump tariffs in first term was 0.65% according to one investment bank GS, with 60% tariffs it would be 2%. Trump secured a return of $116 billion or 58% of the $200 billion China said it would buy of US exports. The other 42%- the deal was not completed in the end. ...

West Bengal elections in April-May 2026- the elections come after Sri Lanka, Bangladesh, and Nepal, nearby countries, all changed governments following protests about corrupt governance, mismanangement of the economy. Inside India there is a profound change that is not even covered in the  established media such as the BBC and DW.com. The states of Orissa, Andhra Pradesh, and Bihar, in the northeastern part of India had landslides in voting for the ruling BJP party and NDA alliance for Clean government and Modernization of the economy. A similar vote took place also with a landslide for Clean Governance and Modernization in the state of Maharashtra in the western part of India with the commercial hub of Mumbai (Bombay). In the southern part of India in Kerala, the capital city local government in Thiruvananthapuram has also shifted to this Clean Governance and Modernization under the BJP government that governs at the federal level in New Delhi. India is like China and Japan before it, going through massive change to modernize the country with new infrastructure building and rapid development including investments in hospitals, universities and airports, trade logistics, factories for industrial production. The magnitude of the change is reflected inthe population of most of these states being close to 100 million in each state West Bengal(105 million), Maharashtra(130 million), Bihar (133 million), almost the whole population of the US in just 3 of the many states- witnessing huge changes that could mean 20-25% growth rate a year n the next couple of years to 2030 doubling their GDP. ...

An official report after a 7 year survey finds 19.4% of arable land in China is polluted. The pollution comes for the most part from inorganic materials such as heavy metals cadmium, nickel which are byproducts of mining. Pollution is severe in the Pearl River Delta in the south, in Yangtze River Delta in the east, and in older industrial zones in the north east. Earlier efforts to get this data were stymied by some officials calling it a state secret about the time of the discovery of cadmium contaminated rice in Hunan province. China's 334 million acres of arable land, according to the most recent land survey at the end of 2012, is only 37 million acres above the minimum considered necessary to feed the large population, making this a major issue for China.

Samuelson says the bill in the U.S. Senate is symbolic because it allows companies to cite the undervalued renminbi as an illegal subsidy and have the Commerce Department impose duties on Chinese products. This would have to be done on a case by case basis, making it largely ineffective in dealing with the large trade deficit with China. He also cites the differences among economists that show a range between 1 million and 2.8 million jobs lost. The 2.8 million jobs estimate is from the Economic Policy Institute for the period 2001-2010. The 1 million is an estimate for 1990-2007, which estimates a loss of quarter of all manufacturing jobs. By WTO rules subsidies that are not targeted at specific industries or firms are allowed, according to lawyers. Which means China could appeal to the WTO, and impose retaliatory duties. In the meantime the trade deficit with China, with imports of $364 billion in 2010, and $86 billion in exports, would remain largely unaffected. This is the reason some Senators, including Republican Orrin Hatch (Utah), see this move as political posturing by President Obama and the Democrats, because the administration has no new proposals to address the trade deficit and the gradual erosion of America's manufacturing base. Samuelson cites Arvind Subramanium of the Peterson Institute, and his book "Eclipse: Living in the Shadow of China's Economic Dominance." Subramanium says what is at stake is not a temporary imbalance in world trade a happened with Japan in the 1980's, but a gradual shift to a system of trade in which China has preferential access to raw materials (oil, grain, minerals), subsidizes exports in new industries as it moves upscale from shoes and textiles to automobiles, aircraft and alternative energy, and changes the very nature of the global trading system as it becomes the dominant trading nation in the world. By Subramanium's estimate China's share of global trade increased from 1.6% to 9.8% in the 2 decades from 1990 to 2010. In two more decades he estimates China could increase this to 15% of global trade, significantly larger than the U.S. In a response to Congressmen, businessmen and policymakers wary of starting a trade war, Samuelson says there already is a trade war as a "fixed" system of trade undermines America's manufacturing and industrial base. The only difference being that today only one side is fighting that war, and America is slow to grasp the implications or its policymakers are clueless how to respond....

Easwar Prasad, Cornell University economist, and a former head of the IMF's China division, says the new report by the World Bank and the Development Reform Commission (DRC), is part of an effort by government officials in China to push the agenda for change forward during the transition to a new leadership. This includes Premier Wen. There is pushback from large state enterprises. The DRC and the World Bank had called for a change from the current situation to allow more private sector involvement in the economy, which means restricting the growth of the large state owned companies and letting the private sector operate in more parts of the economy. The alternative is to see growth slowing quickly and -some economists- say suddenly without warning. The role of Zhu Rongji, a former prime minister during the period Jiang Zemin was president, in pushing for changes appropriate to the period, is also cited. The last decade under prime minister Wen Biao is seen as one in which China relentlessly pursued its currrent export led model of development with large state run companies and state run banks dominating the economy. This has made change even harder to achieve because of the pushback to preserve the status quo....

Central Huijin, part of China's sovereign wealth fund, China Investment Corporation, bought shares of China's four major banks in October 2011 to prevent steep price declines. China's bank stocks have lost about a third of their value in 2011. The four major banks- China Construction Bank, Agricultural Bank of China, Bank of China, and the Industrial and Commercial Bank of China- control two-thirds of the banking industry in China. In China's interlocking system of relationships between the state, the banks and the state controlled industrial companies, Central Huijin owns 35.4% of Industrial and Commercial Bank, 67.6% of Bank of China, and similiar stakes in the other 2 banks. It was created in 2003 to bail out China's banks after bad loan losses, and was transferred to China Investment Corporation in 2007. As part of the 2007 move bonds were issued by CIC to compensate the central bank. This means the banks pay dividends to CIC so that it can make payments on the bonds. Today the 4 major banks pay half of their earnings in dividends to CIC. CIC chief Lou Jiwei, says Central Huijin needs 300 million renminbi a day, or $47 million to pay interest on the bonds to the central bank. The 4 major banks are also under pressure from China's regulators to increase their capital reserves, because of large bad loans to local governments after the global financial crisis of 2008....

Strikers at a Honda transmission factory in Hoshan, 100 miles northwest of Hong Kong are asking for raises of $117 or 800 renminbi in cash above the $132 a month or 900 renminbi that they are now paid. About 950 of 1900 workers at the plant are trainees, young people from vocational schools or high schools earn $132 a month. Older employees earn upto 1500 renminbi or $220 a month. The significance of this strike is that the Chinese government is tacitly encouraging the strike as it begins making moves to increase domestic consumption and make the economy less dependent on exports. This requires consumer's having larger purchasing power and higher wages. It also means that China will not remain the low cost manufacturer for manufacture goods makers around the world for very long. Consider the size of the increase and the policy change of the government and this implies a significant shift by China.

After making headlines the issue of TikTok is no longer making news. Here is what has happened since- TikTok took the case to the Supreme Court after the Biden Administration's effort to bring it under US security with American ownership. The Supreme Court ruled in favor of the government. Social media helped Republicans and DJT in the election. DJT wanted TiTok to be an American company if it was to operate in US. China was opposed to this and would not allow ByteDance the owner of TikTok negotiate this-leading to an impasse. The DJT administration worked out a relationship  with China by September 2025 following tit for tat tariffs in May 2025. Xi's strategy was to put rare earths on the table after it had gained a 90% monopoly on rare earths processing technologies and supplies. Some supplies include a site in Greenland, so that the Greenland issue as opponents of US acquisition have made appear is not fiction. DJT Administration pulled back and negotiated a deal with China but realized how the US had left key gaps in its security which is why the Greenland issue came up in 2025. Similar to how Democrat president Harry Truman had done as the Soviets expanded influence in Greece and Turkey by 1948. Yet this does not address the dangers and damage done by social media hours for youth in the US, endless hours from education shifted to phones and social media videos. Australia has banned it for under 16 year olds, UK parliament has voted to ban, French parliament has also voted for a ban, China has strict rules that protect its youth for use specifying hours and restrictions, leaving the US and India, Brazil vulnerable to dangers of social media. Strictly speaking You Tube is considered as social media even though it serves an information function, Facebook and TikTok are where a lot of the damage to education takes place in social media. US is entirely leaving its young people especially women unprotected. Once the fentanyl issue is tackled attention will again focus on these dangers to creating good citizens in the US  with civic education if democracy is to be preserved, something endless numbers of lobbyists- which even in Teddy Roosevelt's and FDR's, JFK's days have opposed- will again oppose.     ...

Damian Paletta of the Washington Post says that credit goes to Gary Cohn a former Goldman Sachs president, and head of the president's National Economic Council for the way he has quietly built up a group of leading experts on major initiatives of the Trump administration such as tax reform, infrastructure plans. Compared to the infighting and other problems in the first 100 days of the Trump presidency, Cohn is credited with building a core of ideas and experts that bring Trump more to the centre and with the prospect of winning Democratic party support. He has helped shift the president to set up a more balanced approach, less confrontational with China and not calling China a currency manipulator, getting support for the Export Import Bank, and more receptive to the Federal Reserve led by Janet Yellen. This report says an alliance of moderates is centering around Adviser Jared Kushner, Cohn, and in other reports Tillerson in foreign affairs is seen as being part of this group. On NAFTA the president has moved to a less confrontational approach with Mexico, which has helped the Mexican peso recover and improved prospects for the Mexican economy.  On infrastructure new ideas to find financing are needed and a plan to tax carbon emissions is intended to draw Democratic support as well as provide some of the funding. About $200 billion in taxpayer money and $800 billion from private investors is being discussed at the National Economic Council. This report says Cohn suffered from dyslexia in childhood, graduated from American University, and joined Goldman Sachs in an unconventional way. He shares a passion for deal making with president Trump, yet at the same time values the views of experts he has brought to formulate concrete plans for the way ahead. About 25 experts with extensive experience in government helped put together new tax changes, infrastructure plans, and international trade deal plans. His predecessor at the NEC, Gene Sperling, gives him credit for quietly pulling together the experts and doing the planning that the Trump administration now depends on. ...
