He also perceived the risks posed by distorted or incorrect information to financial markets, and economic security. This was confirmed the following year with the rapid spread of reports about a high-speed rail crash in Wenzhou, China, and in numerous other incidents following this, as social media reports that could not be confirmed spread quickly in out of control fashion. He now is the director of a new Central Internet Security and Informatization Leading Group, headed by president Xi Jinping, with the task of coming up with a policy for balancing views of openness needed for the economy with government views on internet oversight. This is not only a political matter, as Chinese officials face the challenge of how to get the public to vent views on critical matters such as public anger about pollution, food contamination, contractors and badly constructed housing in a recent earthquake, mismanagement in the railways ministry, and a whole range of issues related to economic development, health and public safety. ...

Oxford University Wellbeing Research Center has developed Happiness score using Gallup surveys. US score No.10 ranking among 143 countries for older adults over 60 years. Yet it drops off steeply for young people to 62nd of 143 countries. The situation is the same in Canada and to a lesser extent in the European Union. Overall the US dropped out of the top 20 countries  falling from 15th to 23rd. The report is based on Gallup World poll surveys from 2021 to 2023. Young females recording even lower. Normally it starts with youth doing better and higher then in a U curve dropping all the way down during a midlife crisis in 30's and 40's age before rising again for older adults wi have experienced the vicissitudes of life. The US data contradicts this. Why? Jan De Neve of Oxford Wellbeing Center says it could be from social media use and growing health and income disparities. The pandemic also played a role- beginning college or a career in a pandemic was just not the way to start. Housing prices, cost of living, loneliness epidemic, misinformation and social media negative effects add to this. At the same time there is an increase in benevolence among younger people aware of the situation they face and looking for ways to mitigate this. ...

Now China's largest housing developers Evergrande and Country Garden together have a staggering $500 billion in debt and in serious financial trouble in or near default. How will China's government respond? Making sure that the apartments on which people made deposits are built would cost another $72 billion, says Nomura. Yet suppliers, painters, builders and brokers are owed another $390 billion, in one estimate. And foreign creditors are getting together for complicated restructurings. Evergrande had entered wealth management promising 8 or 9% returns and has stopped making payments. All this is affecting public confidence in the future and China's growth story. For decades China depended on housing construction for high growth rates. Now the process is unwinding with both in financial difficulties. This NYT report says that after Evergrande's default, Country Garden failed to make a payment on $200 billion in debt last week and has 400,000 apartments that it sold but has not finished building. ...

China made huge sacrifices in fighting the Japanese just as Russia made huge sacrifices fighting the Nazis in Germany, yet US help was crucial in helping China stay in the war to the end in 1945. Roosevelt sent one of America's best soldiers personally selected by Gen. George Marshall, Joe Stilwell to China. The best documented writing about this period of the war and the role of Stilwell is in Barbara Tuchman's book- Stilwell and the American Experience in China. Stilwell starts his knowledge of China in the period of the First World War when he decides to take the position as military attache to the American consulate in China. Tuchman is the only writer who was welcomed by China's revolutionary leader Mao to write about China during the renewal of US relations. She gives the best account there is of how Stilwell in his different trips to China learned the language and lived with the ordinary people, embracing the conditions of China's backwardness and war torn countryside as Japan invaded. No American or European in history could be said to have done what Stilwell had done in restoring the morale and giving self respect to China at an extremely difficult time of poverty, backwardness and war. To read it is to realize how America and Americans fought all the colonial ideas of the British and the French and Dutch and embraced the dignity and culture of the Asian people. Gen. Joe Stilwell was the best of America- of whom it could be said in all races, especially in China, he defended justice and protected the weak. ...

As the American banks were better capitalized before the global financial crisis than the European banks, and they were recapitalized with taxpayer money during the crisis, the Europeans and the French in particular feel that they have alot of catching up to do. Geithner at U.S. Treasury is pushing for higher capital requirements for the banks, with agreement by the end of 2010 and implementation by 2012. The way these new rules work the Europeans feel would put their banks at a disadvantage, because their banks would have to raise more capital and constrain their ability to provide credit to their local economies. Capital requirements for banks were part of the previous arrangement called Basel II, which covered USA and European banks. Basel II capital requirements rules measured capital compared to assets weighted on the basis of how much risk they carried, but this relied on credit rating firms which were discredited in the crisis. On the subject of bonuses the large banks are trying to influence the discussions. As a result the Financial Stability Board, an international advisory committee of financial regulators is going to make its own recommendations....

India's External Affairs Minister S Jaishankar, who has decades of experience in foreign affairs and relations with China, says in his personal observation the border stand-off with China has "significantly impacted" public sentiment in India. Recalling the tense period after 1962 from memories as a child and a young person, he sees some of these memories coming back. This is a real danger for China says Jaishankar, as it will dissipate the carefully developed goodwill in India. Jaishankar was not only the longest serving Indian ambassador to China but also one who set up cultural contacts in 30 cities for Indian culture in China during the period 2010- 2013. Earlier during 1996-2000 he was Deputy Chief of Mission in Tokyo, Japan, and is married to Kyoko who is from Japan. His relationship with East Asian countries is a rare asset in India's foreign service. In Jaishankar's words- "We are being tested. I have every confidence that we will rise to the occasion and meet the national security challenge." This comes from experience tackling India China border disputes during his period as ambassador. One such situation can be mentioned. In 2013 the PLA encamped in India's Ladakh region in the Depsang Plains. A scheduled trip of premier Li Keqiang to India in 2013 was about to be cancelled before the PLA withdrew.  ...

Between 1970 and 1990 the World Bank was extensively involved in infrastructure projects, by 1990 it retreated from this role and China after 2010 was lending at double the rate of the World Bank for it Belt and Road Initiative programs. At G20 New Delhi, India, Biden and Modi, leaders of Brazil, and South Africa, agreed on advancing the World Bank's loan capacity by $100 billion for next decade under leadership of Ajay Banga. Thjis is happening at the meeting of finance leaders in Marrakech, Morrocco in 2023. The IMF and the World Bank were set up after World War II under the agreements signed at Bretton Woods, New Hampshire, as postwar finance system. The IMF was to serve as lender to countries facing short term finance crises, and the World Bank to finance development in poor countries such as India, Indonesia and after 1990 China. The largest borrowers from the World Bank were India, China and Indonesia. India is at $37 billion loans outstanding in 2021, China at about $21 billion after repaying much of its loans. By 2010 Brazil, Mexico, China and India had shifted to international capital markets for development support. Total outstanding debt of World Bank is $460 billion in 2021. ...

The US should push forward with its plans to compete with China and Taiwan in the chip business. That was the intent of the Chips and Science Act that both parties supported in Congress. The naysayers simply don't want to take up the difficult challenges and are wilting even before the struggle to regain advantage in chip US manufacturing technologies has begun. Gelsinger at Intel says the scale is necessary for gaining technologies, and making chips for other companies is key to doing this. The products business and business manufacturing for other companies complement each other and enables Intel to co-develop technologies and introduce them faster. Amazon cloud computing has given Intel its business order for AI fabric chips, other companies will also decide to go with a US supplier. Gelsinger's goal at Intel is to make it the second largest manufacturer of chips by 2030. This is not just the goal of Intel, it is the goal of the US to recover its chipmaking capacity and technologies as a major priority for the Nation. It takes ten years to make such a change, after the neglect of the US to add funding for US manufacturers as China and Taiwan have done. Intel is doing this faster  and losses will peak in 2024. Leadership at Intel must persevere with "bold, persistent innovation."   ...

This report in WSJ shows how Mexico is planning to receive hundreds of thousands of migrants returned back to Mexico by the DJT administration in the US. The deportation program has led to a 90 percent drop in jungle border crossings across Panama into Mexico from Central and South America. Migrant entry from other countries is also expected to drop similar to this. Previous Mexican administrations allowed the flow of migrants through Mexico from Central and South America helping create the problem of illegal migration to the US of such large numbers of people, without carefully looking at the consequences of such policies. This happened also after World War II leading to president Truman appointing a Commission on this issue in the waning days of his administration and the Eisenhower administration putting the Attorney General in charge of the Operation Wetback in 1954 which returned about 1 million migrants back to Mexico. At that time as happened in 2024 the US was no longer able to cope with flow of such migrants across borders. US legislation has fallen behind the times in addressing immigration issues and this has placed an inappropriate burden on the American people. Bipartisan legislation has to be done as was agreed by Biden and Senator Lankford on the US Congress Republican side, with changes that DJT Republicans sought to have in that bill on numbers of entry and other points. ...

When he took office president Moon halted installation of 4 addition Thaad anti missile launchers, now Moon supports installation. and it is moving ahead.  Anti-war activists earlier protested the installation at a golf course in Soseong-ri, and formed a group supporting Moon. VW which has failed to build market share in the US is leaving aside its appeal point of German engineering in 2023 and now selling itself as an American brand. VW has become dependent on China for half its sales and badly needs to avoid overconcentration in one country. It is trying to enter the SUV market with the Scout brand for buzz as an off road vehicle and will introduce 2 dozen models. Scout is a 4 wheel drive recreational vehicle designed in America for International Harvester, a company VW acquired in 1981 when it was called Navistar. It is a mashup of a World War II Willy Jeep and a pickup truck with its boxy shape. Half a million were sold from 1960 to 1980. With this plan VW with only 4.5%  of the American market is trying one more time, this time as a way out of overconcentration in China. Realizing that America is where the automobile entered mass production in the factories of Detroit. South Carolina's assembly has approved $1.3 billion to support VW in building a new plant near Columbia to build the Scout.   ...
