He would be willing to negotiate the giving up of the rest of the West Bank. Another condition is that the Palestinian government cannot include Hamas. This was outlined in a speech he made to Parliament on May 16, 2011. In a speech outlining his government's policy in the Middle East President Obama called for a return to pre-1967 borders for Israel.

During the civil war the Libyan government of Gaddafi used mercenaries from Mali and the Shaharan region region to suppress the young people fighting for democracy. After the fall of Gaddafi, these troops with arms returned to Mali and the Sahel region and formed militias that now control the northern part of Mali. These mercenaries who linked up with Al Quaeda are suspected of the attack on the U.S. consulate in Benghazi. The U.S. with French support is only now focussing on this problem. During much of the Libyan struggle for democracy the Obama administration let France take the lead in Libya, and may have missed the volatile situation developing in the Saharan region of Niger and Mali as a result of the flow of arms into the region from people of Mali and Niger returning to their countries from Libya.

Where the Democrats and Republicans differ is that economic growth generated by creating incentives for business to invest and hire also plays a part in generating the additional revenues as it did under Reagan's economic plan. John Bolton looks at the continual dithering behaviour of the U.S. president in the Middle East- Iran, Libya, Syria, Iraq in sequence- and provides some insights into the president's behaviour. He says it comes from Obama's distrust of the U.S. role in the world as a positive factor, and a deterministic view of the "arc of history" bending towards outcomes he finds ideologically acceptable. This coincides with a different public perception of America's role in the world, not so much of mistrust and skepticism, as of indifference and focus back on domestic issues following the event of the first war in Iraq and of the 2008-2009 financial crisis. The two are different in nature as the public including women may not share the ideological frame of mind of the president that the U.S. is not overall a serious positive factor in the world through the presidencies of TR, Wilson, FDR, Truman, Ike, to Kennedy, Reagan and Clinton, from the Russo-Japanese war, through the First and Second World War, the Berlin Airlift and the Korean War, to the Balkan conflict. Bolton writes at a time when the two perceptions are about to diverge as the U.S. returns to its normal role of positive and constructive engagement with the world....

The racial polarization in the U.S. before the presidential elections of 2012 between Romney and Obama. During the 2008 elections Obama did as well as Clinton by getting 43% of the white vote, it now appears headed into the 30's. This situation is reminiscent of the one facing Mondale in the 1980 election with Reagan, when Mondale received only 35% of the white vote. Fully 91% of the support for Romney comes from white voters as he passes 50% among overall voters in a late Oct. 2012 ABC/Washington Post poll. One irony in this situation is that Obama contested the 2008 election as a person who could bridge the racial divide.

Brooks describes the U.S. presidential campaigns of Republican Romney and Democrat Obama as very consequential but incredibly dull, an effort to get uninformed voters with a barrage of negative advertising. There is very little enthusiasm for either candidate in their parties and the only feeling motivating each party is that the other candidate and his policies would be a disaster. There is hardly any effort at intellectual innovation, bringing new ideas or thoughtful debate into the election campaign. With four months left before the presidential elections the situation appears likely to drag on in this way right into the final days, with each side running a well oiled media campaign around themes that cast the other side in a negative light.
