Steep drops in economic activity and loss of so many jobs is the reason why total lockdowns are not the best solution as seen from the experience gained by August. Selective lockdowns are now being applied across France, Germany and Britain in specific areas. About 400 million jobs have been lost, 13 million in the U.S.  Hospitals overwhelmed in northern Italy by March is what made the total lockdowns necessary.  These steps for total lockdown were made with very little known about the pandemic and the need to protect hospital and health systems. These decisions at that time are not questioned today. It is that now  with some treatments found, a vaccine close to being introduced, hospital system protocols established, health ministries and departments organized to respond quickly, and the public awareness at high levels,  it is now possible to impose these selective lockdowns effectively and quickly. As the WSJ now says the CDC had botched the initial development and distribution of tests in February- see WSJ analysis and our Lyrarc links of how 3 crucial weeks were lost in Feb with failure of the CDC and HHS in testing- making test and contact trace strategy window to be missed. China had not cooperated in letting a U.S. team quickly in the early days of February creating more uncertainty and risk. In that situation total lockdown suddenly became the reality to avoid a catastrophe. Today a carefully applied selective application of solutions can be done and is seen as the right way to protect jobs and livelihoods of people. ...

Britain staged a rehearsal for a pandemic called Cygnus in 2016. Till that time the preparations for a pandemic that started years earlier during the SARS crisis were conducted vigorously. Yet the by this time Britain was becoming immersed in the Brexit struggles in the ruling Conservative Party. Prime minister Cameron resigned on July 13, 2016  and was replaced by Theresa May. From that time on the struggles with pro Brexit factions led by Boris Johnson consumed the COnservative Party and sucked the life out of the pandemic planning that Britain had conducted for years before. The recommendations to correct deficiencies from the pandemic rehearsal exercize were ignored. The second failure happened as the crisis approached. Again the Brexit date of January 31 intervened and the months long struggle to get Brexit had taken so much energy and tired out most of the British public including new prime minister and leader of the Conservative Party Boris Johnson. Johnson did not attend the first Cobra meeting of the highest level ministers and military, convened on January 25, 2020, as reported in the Times. Such meeting are convened only for a national threat. Only 5 weeks later on March 2 did the prime minister attend a Cobra meeting. During this time the situation was grave in Italy with rising cases and infections. The entire process was conducted during this time by the Health minister Mr. Hancock who had assured the public that the situation was under control. Britain now has the highest number of infections in Europe exceeding that in Italy- at 240,000 on May 15, 2020. The prime minister and his adviser Mr. Cummings, were also infected by the virus, and Mr. Johnson spent time in ICU before recovering. Queen Elizabeth addressed the nation on Easter day, the first such address since 1940, to boost Briain's spirits. Never had Britain been less prepared as in 2020 when earlier preparations were ditched for austerity plans and events such as Brexit fatigue conspired to strip the nation of the crucial 5-6 weeks of preparation since the first January 25 Cobra meeting of the highest people in government.  Never had such preparation even for 6 weeks been more crucial than in February and March as the infectivity ratio was determined by infectious disease specialists at the best British universities and scientific institutions to be between 2.6 and 3.4 compared to the Spanish flu pandemic of 1918 which was somewhere between 2.0 and 3.0. This means every one person infects another 3 persons, compared to about 1 person in a regular flu season. This reproduction ratio and the nature of coronavirus remain a threat today as Britain, Europe, the U.S. and the world reopens.  As reported in the Times the infectivity ratio was also the reason for the mindset that refused to believe that the virus was real because at 3.0 infectivity the only way to tackle it was a "lockdown," and this was itself an "apocalypse" scenario for many in the pro-Brexit Conservative party that won the election, which badly wanted to get back to economic activity after Brexit. ...

This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. The Third Biennial Update Report at COP26 Glasgow shows where India stands on renewable energy, solar, forest cover enhancement, and improving carbon intensity in its climate change efforts so far.  For instance a 17 times increase in solar in the last 7 years to 45 gigawatts, with target of 450 gigawatts by 2030. In carbon intensity 24% improvement between 2005-2014. Scientist Bhatt presented the report for India's Environment Ministry saying India represented 17% of the world's population and historically 4% of world carbon emissions, today 5%. Improvements of carbon intensity per unit of GDP planned under Mod's plan for 2030 require 45% reduction in carbon intensity by 2030. This suggests the trajectory of China will be avoided where highly polluting parts of industries such as steel and cement were left unregulated and lacking strict supervision leading to rampant pollution in 2000-2021. Mr. Birol, head of the Renewables Energy Agency said on BBC's "Hard Talk" program recently that if you combine all of China's steel and cement factory carbon emissions, that alone would equal the total sum of carbon emissions of the whole European Union today. A quick look at a graph of global carbon emissions trajectories shows three fold increase of China's carbon emissions from about 4 billion tons to 12 billion tons between 2000-2021, the period and the explosion of carbon that is the one activity that singlehandedly created the crisis of climate change today. By comparison US remains at about 6 billion tons of emissions, and EU, US, Britain Japan show flat trajectories. Business, globalization interests, US and European financial interests, and local governments in China that financed this explosion in steel and cement ignored the implications of so much pollution in so short a time through unregulated activities- writing a chapter of failure with most of the world's people left to bear the results of such a failure.  It is this that India plans to correct with a 45% improvement in carbon intensity per unit of GDP by 2030, and nothing could be more important in the government's plan than this. New technologies will be key for this. Modi and India realize how vulnerable India is to floods, drought stricken areas, shortages of water, and climate extremes, and see these plans as critical for healthy growth that benefits all of India's people and regions, It is a long term vision like no other today and sets a new direction for all developing regions of Asia, Latin America and Africa. As India leads the way in new technologies and ambitious programs such as one solar, one world, one grid, these technologies will also break open new paths for the regions of the world that need this most from Brazil to Indonesia.  China too suffers from the impact of so much pollution. Even as early as 2010 reports showed the higher pollution had lowered life expectancy in northern region of China compared to its southern region. Yet the most polluting factories were not removed and only recently is the activity being conducted seriously leading to the shortages of fuel from so much overexpansion in the boom years, and making adjustments done abruptly today more difficult.   ...

Uber and Lyft, ride-hailing apps are adding to the traffic in downtown areas of major cities in the U.S. It is getting worse to the point where cities are looking for ways to ease the congestion in downtown areas of Chicago, San Francisco, New York, New fees are being enacted in these cities on Uber and Lyft, and regulators are also considering fees. The problem is that ride sharing apps customers prefer not to pool or share rides as the ride sharing apps said they would to prevent congestion. Another problem is that Uber and Lyft are actually pulling people away from buses, subways and walking creating new waves of congestion and poor utilization of public transportation designed to ease travel for most of the post war period. Worse they are not supporting healthy living because it is harder to walk on traffic congested streets and some people become lazy and just grab a ride rather than walk a short distance or walk to public transportation. Another issue is that an estimated 40% of the time the Uber and Lyft drivers in major cities cruise around for fares without passengers. San Francisco county officials have found in a study that over 60% of the slowdown of traffic speeds in San Francisco between 2010 and 2016 was due to the introduction of ride hailing apps. In Chicago, the policy director in the mayor's office says there is exponential growth in traffic congestion from these ride hailing apps.  A December report by the California Air Resources Board found that ride- hailing cars are driving with no passengers 39% of the time, and New York city estimates cruising at 41%. Mr. Schaller, a New York City official who has studied this issue says surveys in many cities show about 60% of riders in Uber and Lyft would have walked, biked or taken public transit or stayed home if a ride hail car was'nt available. More and more so called disruption by Silicon Valley in the interest of rapid and chaotic growth is looking like a bad thing, says this report in the WSJ, creating a whole new set of problems. What is not even understood here is the vast misallocation of resources, the billions of dollars that could have improved public transportation, bike paths and other means of getting around, improvements in cities downtowns to make them friendlier and with new park spaces with those dollars invested there instead of in ride hailing apps.   ...

This editorial in WSJ says the WHO report on the most likely source of the pathogen for the coronavirus lacks credibility. It says the statement by former CDC head Mr. Redfield is more credible when he said last week, that the "I still think the most likely etiology of the pathogen in Wuhan was from a laboratory." Redfield added that virus transfer to a lab worker is not unusual in such research. Even WHO says it needs more research into the source. This editorial says the Biden administration knows the underlying intelligence and should release it to the public, that it should not accept a whitewash of the whole thing, leaving it as an unknowable. The need to take preventive steps in the future would help the world's population including China and India, the most populous nations in the world with most of the world's population, as well as the  countries in Latin America, North America, Africa, and Europe. Because the brunt of the coronavirus impact was borne by the people of the world preventive action is needed to restore hope for the future. One of the lessons of the crisis is that public and governmental involvement from many countries particularly the leading democracies is essential to restore hope, health cannot be delegated to any organization alone much less the WHO, ...

The Kristian Anderson memo to Dr. Fauci is the No. 1 story in the WSJ on June 5. This memo written on Jan 31, 2020 shows the initial reaction of the leader of five virologists to the coronavirus genome. Nicholas Wade writing in WSJ cites this memo as having missed the censors marker as the emails to Fauci were released under the Freedom of Information Act. The initial reaction is cited in the Anderson memo to Dr Fauci as seeing "unusual features" in the virus. These were in a small percentage of the genome, "so that one has to look really closely at all the sequences to see that some of the features (potentially) look engineered." Mr. Anderson goes on to note that he and his team of virologists 'all find the genome inconsistent with expectations from evolutionary theory." What does Anderson mean by this important phrase? Anything inconsistent with evolutionary origin has to be man-made is the conclusion drawn by many virologists including David Baltimore, cited here in the WSJ. Virologist later modified their stand saying it was evolutionary because of professional interest in not starting a what WSJ calls "storm of condemnation" over gain of function research, a exotic name for genetically enhancing the pathogenic power of viruses or increasing its transmissibility effect. Many African countries have high growth rates but this can be misleading. Much of the wealth is generated from drilling or mining for resources. There is no transparency about the wealth generated and its use, with much of the wealth siphoned off to go to the ruling elites. Even the thriving private sectors can give the false impression of progress, when they are cartels of firms run for the benefit of the ruling party and its cronies. Independent media is purchased by the ruling elites and the information is one sided, concealing the imbalanced development and widening gaps between the wealthy and the vast majority of poor. When investments are made they show a stark reality of years of neglect of education and healthcare. Angola has built 24 new hospitals with oil revenues, but has only 1500 doctors for a population of 18 million. Much of Nigeria's electricity supply comes from small generators as the government electricity system has seen underinvestment for years. State owned firms are "privatised" in Nigeria by giving them to cronies of the government in power. These countries lack a honest civil service, an ethic of responsibility in the educated and ruling classes, institutions of democracy with checks and balances, and independent media. The anti colonialist movements in African countries have failed to deliver on education, democratic institutions, and building a prosperous middle class in most of Africa with a few exceptions. Both military and civilian leaders have failed to relinquish power once in control, with the rare exceptions....

The first budget of the Obama government makes a sharp swing away from decades of earlier policy, and puts America on a new direction focussed on priorities in education, health care for all, and energy. The 134 page doocument on the budget defines the governing principles and priorities of the new government. "This is the legacy that we inherit- a legacy of mismanagement and misplaced priorities, of missed opportunities and of deep, strutural problems ignored for too long," the document says. It declares that "government must lead" in contrast to Reagan's "government is not the solution, government is the problem." In contrast to "trickle down" policies of Reagan it proposes "trickle up" policies- shifting income from rich to the poor. It creates a $630 billion fund towards a national health insurance program built with the help of savings and cuts elsewhere. Government takes over most student lending, and dramatically expands Pell grants for poor college bound strudents, transforming it into something like Medicare that is automatic rather than approved each year by Congress. Businesses that emit carbon and heat trapping gases will have to purchase permits to do so starting in 2012. Hundreds of billions of dollars from these permits will pay for clean-energy technology and for tax credits for working couples. Income tax rates will rise for couples earning more than $250,000 beginning in 2011 and will have lower personal exemptions, lower itemized deductions, and higher capital gains tax rates. The estate tax will be preserved. Hedge fund and private equity managers wil have to pay income tax rates for that compensation as high as 39.6% after 2010, not the low 15% capital gains rate they pay now. The Defense Department would see a $20.4 billion boost or a 4% increase in 2010 over 2009, it will request an additional $75.5 billion in 2009 for the wars in Iraq and Afghanistan, and an additional $130 billion for 2010. The budget is for $3.6 trillion for 2009, and projects a deficit of $1.75 trillion for 2009, or 12.3% of GDP- a level see in 1942 when the US entered World War II. Under optimistic White House assumptions for a strong economic rebound, the deficit would drop to $533 billion by 2013....

Experts say Chief Justice Roberts somehow found a path through in bridging the ideological divide and avoiding a show of partisanship in an election year. He somehow navigated and found a path through in his vote on the U.S. healthcare law letting it stand. Early on Roberts advocated "judicial modesty and humility" in jurisprudence. He compared the judge's role to that of an umpire in baseball during the 2005 confirmation hearings. The umpire would not pitch or bat, his job would be to call balls and strikes. It was seen as a determmined show of independence at a time when Justice Kennedy was seen as the swing vote. He has also earned political capital to be able to vote independently on other issues before the court instead of becoming embroiled in controversy about the role of the Court in overturning the work of Congress during the early part of the Obama administration.
