Citigroup is in negotiations with the New York state Attorney general's office, the SEC and other state securities regulators for alleged fraud in the marketing and sales of auction-rate securities, and for wrongly telling customers that the securities were safe and liquid and cash-equivalent. Mr. Cuomo the NY state Attorney General's office said that Citigroup failed to tell investors that from August 2007 until early 2008 the market for auction-rate securities was kept afloat primarily because the bank placed bids in auctions for the securities. UBS also faces similiar charges. If Citigroup reaches an agreement it could be forced to spend more than $5 billion to buy out individuals, charities and other investors whose cash is tied up in the frozen auction-rate securities market, and it could face a fine of $100 million.

As the Brexit deal goes to a vote in Britain's parliament in January 2019, most experts expect an historic defeat. This report says the best prime minister Theresa May can do is to limit the size of the defeat in parliament, so that there is no political meltdown. Mr. May is trying to persuafe members of parliament to vote for her plan to avoid a disorderly exit from the EUropean Union on March 29, the last date for negotiations unless the date is extended. She is trying to show there is more support for her plan than no-deal Brexit, and for a second referendum. Yet members of parliament are moving to be decisive in voting against no-deal Brexit, seen as harmful to the British economy. The EUropean Union leaders meanwhile say a strong vote defeating May's plan would mean no more meaningful negotiations. A vote of more than 100 votes defeating the plan would be the first such vote since 1924. Labor MP's are gearing up for the vote, as are Tory members who dislike the "backstop" that is part of May's plan for Brexit- which would continue a free border as before between the two parts of Ireland. One Labor MP says she plans to delay her cesarean section for a baby by 2 days against medical advice just so she can personally vote in parliament. ...

Luigi Di Maio, 31 years, the head of the Fuve Star Movement Party, that won the most seats in the 2018 Italian election, was elected as leader of the party in September 2017. He was chosen by Beppe Grillo, to give a younger face to the party in upcoming elections. As in France this brings young people into the new parliament. Luigi Di Maio was elected Vice President of the lower house of parliament, the Chamber of Deputies, in 2013 at the age of 26. Maio attended engineering school at the University of Naples, switching later to law, but did not complete the degree studies. During his time there he headed the student council. Before Beppe Grillo started his Five Star Movement in 2009 during the period of Berlusconi and older politicians on the right and the left who were losing confidence, Maio formed the Friends of Beppe Grillo Movement. He joined the movement to support the popular comedian Grillo early, and in the party election was chosen by Grillo to lead the Five Star Party. ...

Andrew Sparrow of The Guardian describes the prime minister's questions in the British parliament in October 2016. Opposition leader Corbyn brings up Brexit after avoiding the topic for some time. Sparrow uses a tennis analogy that Corbyn as usual has a good serve, asks good questions, but fails to follow up, and so lacks a return of serve. With the pound falling, and more uncertainty about the economy, May says yes to a Brexit debate in parliament, but makes no commitment for a vote.

About half a trillion dollars in business investment was lost as a result of the financial crisis of 2008-2009 and its lingering effects in 2010-2012. Irwin points out that business investment in equipment and software increased by 8.9% in 2010 and 11% in 2011, but this was off lower numbers after the financial crisis of 2012. And business investment has declined in the last 3 quarters, with a 13.2 % drop in durable goods orders for August 2012 driven partly by a drop in aircraft orders.
