Lula led strikes in 1980, formed the CUT Central Unica de Trabajodores in 1982, ran for Governor of Sao Paulo that year and in 1983 was elected to the Constituent Assembly. The Workers Party was founded on Feb. 10, 1980 during this period of redemocratization. Lular ran for elections as president losing to Cardozo twice in 1994, 1998 and wiining at ae 57 years in 2002.     ...

Steps taken by Secretary of State Tillerson are drawing criticism from Senator McCain and Democrats in Congress for weakening the diplomatic efforts of the U.S. Before taking office Tillerson, who believes the State Department has a bloated staff, announced a 31% cut in its budget. A year later  the cuts are leading to the departure of many senior diplomats. Some like Mr. Miller have received only a few minutes to talk to Tillerson, six top career diplomats were fired by Tillerson. Most hiring is stopped and a $25,000 buyout is being promoted to get 2000 career diplomats to leave by October 2018. This report describes a retirement class for diplomats with 26 senior employees, including two acting secretaries of statein early 50's who would normally wait many years before retiring. The top two position ranks at State are career ambassador and career minister. This is cut from 39 to 19. Political appointees are also missing to fill positions with only 10 of 44 political positions filled. Some experts see a loss also in diversity as this happens. Differences between the Nikki Haley, who is the next senior official in America's foreign service and a potential successor to Tillerson, and Mr Tillerson are also complicating the situation at the State Department. During the Obama and Bush administrations experts cited the weak role played by the institutions such as diplomatic services in promoting America's role in the world. This was not corrected in any significant way in the last decade. The position of the diplomatic service has weakened further, along with the abandonment of America's leadership role under the presidency of Mr. Trump. It will require a future president's concerted effort to restore the diplomatic service under new leadership and with a new generation of diplomats more in tune with the multipolar world of today.   ...

The results of the February 24, 2011, CBS/New York Times poll show strong support for public workers in schools, firefighters, police and other functions. On collective bargaining 60% opposes weakening the bargaining rights of public workers, only 33% support it. On reducing the benefits and pay of public workers to reduce deficits, 56% opposed cutting pay or benefits, only 37% support it. Are public workers overpaid or have overly generous health and pension benefits. On this issue 61% -including over half of Republicans- say the salaries of public workers were either "about right" or "too low" for the work they do. So how are states to reduce their deficits? The people polled say they prefer tax increases over benefit cuts for public employees- only 22% chose to reduce the benefits of public employees, 40% said they would increase taxes, 20% said they would cut financing for roads, only 3% said they would cut financing for education. How this breaks down in politcal groups. 71% of Democrats opposed weakening collective bargaining rights, the opposition was also strong from Independents with 62% of Independents opposing weakening of collective bargaining rights. Followup interviews showed independents saying the public workers work hard and still struggle to have a home, saving for retirement, and sending their kids to college, with both spouses generally having to work, which is why they oppose weakening collective bargaining rights. Which segment of the populations support cutting pay and benefits of public workers? The one income group that showed support for cutting pay and benefits- those earning over $100,000 a year! There 45% said they favored cutting pay and benefits, even here 49% opposed it. On the intentions of the governors and state legislators trying to cut pay or benefits of public workers- 45% said they did this to cut the deficits, and as many as 41% said the saw this as an effort to weaken unions. Which takes one to the last question, so how are unions perceived in the U.S. in 2011? A far smaller number of people, 37% saw unions as having "too much influence" on American life and politics vs. 48% who said that unions had the "right amount" or "too little" influence....

How to get smaller supply chain companies with less than investment grade ratings to shift to renewable energy contracts that last 5-10 years when banks have strict lending criteria. Walmart has a solution working with Schneider Electric. Consider that companies are tackling emissions across their entire supply chain. For Walmart this means cutting one billion metric tons of emissions by 2030. Under Gigaton PPA Walmart suppliers can form a group to buy energy. So that Amy's Kitchen, Great lakes Cheese, and Levi Strauss collectively purchased a12 year renewable energy purchase agreement  from a wind farm in Kansas operated by Danish energy company Orsted. Energize is a similar program funded by drug companies Pfizer, Biogen and others for their supply chain and delivered by Schneider Electric. Consider that for Microsoft's 13 million metric tons of carbon dioxide emissions, 96% come from the supply chain. It needs to cut emissions by half by 2030, a big challenge. In the European Union the solution being considered is for the European Commission to offer state backed and market backed guarantees for deals. Guarantees would be offered by member states of the EU or banks and insurers to provide backing for purchase agreements buyers to overcome credit constraints. ...

Rolls Royce new CEO Mr. Erginbilgic wants an end to pursuing market share. He is renegotiating $2 billion in contracts that could be unprofitable. It had quality issues with its Trent 1000 engine that powered the Boeing Dreamliner ending in paying billions for fixing the product and compensating aircraft makers. Corruption charges were other problems. The pandemic led to companies parking planes and hurt Rolls Royce as enginemaker.  Rolls Royce made the first jet engines the de Haviland Comet, the world's first jetliner plane. Throughout its history it has faced upheavals at regular intervals-cost overruns leading to bankruptcy and government bailout in 1971, and relisting as a private company under Margaret Thatcher that led to a market share competition with GE in the US and more losses. Erginbilgic says he really believes the problems of Rolls Royce come from the approach of increasing market share at any cost. It has to be said that both McCarthy and Biden have shown patient leadership and an optimism about America in getting to an agreement on spending and the debt ceiling in May 2023. They are not taking chances as they sell the deal they made to their party in Congress. Dusty Johnson Republican of South Dakota says Republicans will overwhelmingly support it. He says not much was expected from the Freedom Caucus whose support was not expected. US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Democrats in Congress and president Biden oppose such cuts and hope to eliminate the deficit with cuts that do not place an unfair burden- taxes on the wealthiest with over $100 million and on stock buybacks would generate about $2 trillion to cover the whole deficit which is in the range of $1.4 trillion in 2023 moving to $2 trillion a year. Drying clothes on a line instead of in the dryer, shorter hot water baths, turning off lighting for monuments in cities, changing household lights to LED's, lowering the thermostats by a few degrees in winter, cutting out meat for just one or two days a week. The way Overshoot Day works out the arithmetic 1970 was the year when Earth passed the line where sustainable resources that could be regenerated and the consumption of these resources were equal. This WSJ report looks at the work of Alexei Miller as head of Gazprom which supplies Russian natural gas through the Nordstream pipeline to Europe. Mr. Miller is shown to have put too much reliance on the European market which is now shrinking with the European decision to cut dependence on Russian gas. compared to alternative markets in China Russia has invested too little in pipelines to other regions in Asia. He has also not invested in LNG which could be shipped to China and other countries leaving Russia too dependent on pipelines that run mostly to Europe such as Nordstream 1 and 2.  Russia was sending 160 billion cubic metres of natural gas to Europe and only 11 billion cubic metres to China in 2021. A major shift requires much new infrastructure. Miller also did not grasp how shale oil and gas would boom in the US. Mr. Miller started as a 39 year old economics PhD in 2001 when Putin made him head of Gazprom. Both had worked together in St Petersburg local government, and Miller was Deputy Energy Minister for 1 year, briefly head of a pipeline system to the Gulf of Finland. ...

A new study published in JAMA, Journal of the American Medical Association, shows that quality of diet is critical to lose weight. It is also an intuitively sensible idea. The more you cut back on bad foods- lots of processed high sugar and high calories in processed or packaged foods- the better off you are. The more fruits and vegetable take its place, the more likely you are to lose some of the weight. It is also a sustainable strategy as the vegetables and fruits have other positive effects making it possible to permanently shift to better lifestyles as part of an overall cultural change that includes exercizing regularly. Nutrition experts at the Friedman School of Nutrition Science and Policy at Tufts University say this is the way to go. The strange thing is that such simple and basic ideas as restoring the proper role of healthy foods in our diet require such detailed studies. Packaged and processed foods of today are part of an industry that did not exist a hundred years ago. Doctors offices close, transport services are reduced, other public services are being cut, the cost of living remains a problem for families struggling to make a living. This report in NYT looks at the situation that makes people turn to the RN party. Yet as shown in other reports where RN party is already governing solutions have not been found to these problems. In one report on July 5 from another rural part of France near the Pyrenees the RN city government was mainly about the looks and television not solutions, providing clean neighborhoods,  saying crime was down when this was not serious to begin with. The RN is not about investing in the rural areas of France, in small and midsized towns. Only the United Front Populaire socialist parties are planning to invest $140 billion to provide solutions and yet both Macron and the RN of Le Pen say derogatory things about the socialist parties alliance painting them as extreme and not being honest that rural France needs investment, just as rural America needs investment, for a better life. ...

The U.S. Labor Department reported 120,000 jobs were added by private companies in March 2012. The U.S. government cut jobs by 1000. Manufacturing added 37,000 jobs, with a lot of these jobs in the auto industry. Health care, financial services and professional and business services added jobs. Retailers cut 34,000 jobs. Construction and transportation did not change. Average hourly earnings increased by 5 cents to $23.39, and wages increased by 2.1% over the prior year, still about the same as inflation; leaving workers with no real increase in incomes. The U.S. has to increase jobs by at least 100,000 jobs to keep up with population growth. March 2012 jobs numbers revealed what the U.S. Federal Reserve already knew when it pointed to weak growth in jobs ahead. It comes as the equity markets are sharply overextended after a couple of months of better job numbers. The unemployment rate declined from 8.3% to 8.2%, largely from fewer people looking for work.

The restructuring underway at Pfizer. Experts view the cut in R&D budgets, when more new drugs are needed, with skepticism. Pfizer and other drug manufacturers believe they can make up for this by working closer with universities. Pfizer is reducing the size of its Groton, Connecticut R&D facility and is moving research operations closer to universities in Boston and Cambridge, England. R&D budgets will be cut 30%, from $9.4 billon to $6.5- $7 billion. The emphasis now is to develop a new model for drug development by focussing on a few promising areas, collaborate closely with universities, and fill gaps with acquisitions, as a more efficient way to develop new drugs. In this new approach the infant nutrition business, even with its high growth rates, did not fit in. Amazon makes an offer to buy the whole of TikTok on April 1, 2025 before a April 1, 2025 deadline. A law passed in Congress in 2024 was upheld by the US Supreme Court requiring the sale of China based TikTok to American buyers for national security reasons or be closed to US users altogether. Amazon has connections to TikTok where TikTok users refer other users to products which can be bought on Amazon with revenue being passed on to influencers who get a cut on the transactions.

Experiment conducted at the Gujarat Electricity Board by researchers from MIT and Harvard on correcting the flaws in the audit process for compliance with pollution control regulations by heavily polluting plants. The experiment is conducted in the state of Gujarat in northwestern India. The heavy polluters faced a audit process where fees were paid out of a central fund, were told plants could be audited for a scond time for false reporting on pollutants emittted, and faced additional disincentives of cut off of electricity supplies for noncompliance in correct reporting. This type of improvement is relevant for pollution control in China, India, Indonesia and other developing countries with similiar reporting issues and non compliance with pollution laws. Noncompliance and cozy relationships with auditors and regulators is a major problem for implementing pollution laws in these countries.
