Limiting tax deductions, loopholes to say $35,000 for high income earners goes further than earlier proposals from Obama advisors to limit tax deductions to 28% in distributing the tax burden more equitably. Obama advisor, Christina Romer, and Romney advisor Feldstein, support limiting tax deductions in this way to help reduce the deficit, creating the basis for an agreement between Republicans and Democrats.

Under the Worker's party socialist governments that get much of their support from the northeast, this disguised the low investments in public infrastructure services for drinking water, health sanitation, public schools and transportation services. This is a problem in developing countries of Latin America, South Asia, and Africa, with some regions lagging behind in essential infrastructure services, even with high growth rates.

The briefs presented by both parties present arguments about what are the limits of federal power under its powers to regulate interstate commerce and in what circumstances- with the Obama administration arguing that it imposes larger costs on people in all states if some people refuse to buy insurance.

The Indian lower house of parliament passed a Food Security bill in August 2013. Rieff says China made serious progress to reduce malnutrition from over 21% for children under 5 years to around 7% today after 1990. In India malnutrition for children under 5 years is above 40%. There is a lot that developing coutnries can learn from each other in this area including the Bolsa Familia program in Brazil which uses the concept of improving vaccination for children and school attendance as requirements for subsidy payments to the poor. Mexico and Indonesia have different versions of programs to help the poorer sections of society. The problem is acute in India because of indifference induced by caste and other considerations and the high level of malnutrition for children. Rief says how good is ademographic dividend when many of these children are permanently and silently impaired by malnutrition by the age of three. India's Congress party leader, Sonia Gandhi, put it differently in parliament: "What is our responsibility to these people?"
