Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. A win-win for Toyota with more room for hybrid sales and the Biden administration showing it is listening to Americans worrying about the cost of living, by making change to EV's more realistic. New Biden EPA rules that allow for slower acceptance of EV's in the early years till 2030 and accelerate in 2031 and 2032 to reach climate goals  create more room for hybrids . This vindicates Toyota Motor's strategy to put emphasis on hybrids in the transition to all EV's. Toyota has a significant presence in the hybrid market which has picked up in 2024 as the lack of charging station infrastrucure and cost of EV's limit growth till cost comes down and EV charging infrastructure is put in place. Ironically Akio Toyoda planned the transition to a new CEO in the belief that he had not changed Toyota's strategy fast enough to match competitors in development of new EV's when sales of EV's boomed in prior years before this years slowdown. The Biden administration coming around to the view that climate goals could be reached by accelerating in the latter part of the years to 2032 when new technologies cut cost and investments in charging infrastructure made it realistic. With the 15% mandated cuts to energy use in the European Union countries and the shutoff of Russian gas supplies, three remaining German nuclear plants can be run for an extended period to take off some of the strain on the German economy. Sentiment for nuclear power is changing in Germany. Effects of the two storms in Florida and North Carolina reduced job growth in October. Overall the unemployment rate was steady at 4.1%. Job growth and the unemployment come from 2 different surveys one from households for the unemployment rate and one from employers by the Labor Department for job growth.  The hurricanes and weather events meant people were still being paid but could not get to jobs during the month of October, the estimate of this number was 512,000 in 2024. In 2016 and 2018 with hurricanes this number was about 250,000 in each year. 512,000 in 2024 is double the size from 8 years earlier in 2016, it shows that this could reach double this or 1 million jobs affected if another 4 years are lost pretending that climate change is "a scam" or that it was not serious, doing nothing and reversing direction. On average over 20 years the loss of jobs from hurricanes is about 69,000, excluding 2016 and 2018 it would be about 45,000. This shows that there are effects that are growing from climate change on jobs at an accelerated pace, another economic warning sign for the need for climate change action. ...

That is really a good thing." Greg Ip of the WSJ looks at the 9 year period of most growth cycles in the US economy since 1980 and says a soft landing could be followed by growth till about 2030. Business investment led to 2.4% growth in the second quarter 2023. More investment is in the pipeline under the Biden economic plan. As inflation is going down to about 3% from 9% at its peak in 2022 the US is set for economic growth that would help it grow in a way that would enable America to meet the challenges of today in climate change, worker incomes and the cost of living, and in need to rebuild the nation's infrastructure in the way it was done in the years after 1945 under Truman and Eisenhower.

The plans for 20 liquefied natural gas projects are being launched or sped up in the EU which would give about 83% of the natural gas imported by the EU from Russia in 2021. LNG produces half of the carbon dioxide emissions of coal and Europe sees it as a transitional fuel. The EU plans a 14% reduction in greenhouse gas emissions by 2030 compared to 2020, and a lot of this will come from a massive expansion of wind and solar energy, and using energy more efficiently.

Doubling down on LNG means the EU will find itself into many long term commitments to LNG that would hurt the effort to meet climate change action goals say experts.

When Belarus and Russia which make 40% of world supply of potash could not supply the world market because of the war in Ukraine, Canadian producers which make 30% of potash stepped in to increase market share. Two Canadian producers will increase production to meet demand after a 28% increase in the price of potash. Potash has the added advantage of being good for the environment and for climate change action. The use of potash needs to double to meet climate change action goals. Nutrien, the world's largest producer of potash in Saskatchewan, Canada will increase production by 2026 from 15 million tons to 18 million tons a year. BHP has a new plant coming up in Saskatchewan in 2026 for 4.35 million metric tons of potash.

Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...

The speed with which GST revenues grow in India will determine the pace of industrial development, infrastructure building, and exports growth in India. It is the main source of government revenues and plays a role similar to what land sales played in China's rapid development over two decades.  States that generate the maximum GST reflect the industrial and commercial activity of the state in the overall context of India's growth. This is why Maharashtra with the commercial capital Mumbai plays an important role with Gujarat and its commercial capital Ahmedabad. Both states formed the industrial core of the country under the British Empire as one state called Bombay state. Maharashtra today makes up 15% of the country's GST revenue with Gujarat coming in close to Karnataka at third. Maharashtra at 2.7 lakh crores for 2022-2023, Gujarat at 1.1 lakh crores and Karnataka at 1.2 lakh crores. Karnataka has the IT capital of India in Bangalore now called Bengaluru. The compound annual growth rate of Maharashtra is 12.3% for the five years to 2022-2023 and for Gujarat 11.8%, Karnataka 11.7%. During the last year Maharashtra GST grew at 24%. National compound annual growth rate for GST tax collections is 11.3%. These states all have state and federal governments aligned for maximum effort in infrastructure and logistics development through allocation of capital, land, human resources, and other inputs. Tamilnadu comes next with 11% growth with the state capital of Madras or Chennai. These were the main commercial centres under the British. Bangalore emerged after independence in 1947 as the center for IT industries. To repeat the kind of development acceleration seen one after another in Japan, South Korea and China, and learning from their experience particularly the climate change and pollution negative aspects of the Chinese experience, India needs the accelerated growth at these rates for GST to finance growth in investments. It also needs to increase the quality of these investments by paying attention to negatives such as pollution and climate change through government regulation of activities that create these negative aspects.  ...

US economic growth was 2.4% in the second quarter of 2023. Even though the Fed increased rates at 10 consecutive meetings by 5% since March 2022 to tackle inflation the US economy appears strong. Large investments in the trillions of dollars in US manufacturing and infrastructure, tackling climate change is what is different this time compared to the past 2 decades when bad decisions were made with twin wars in the Arab and Muslim world, and the supply chain was transferred to China, investments were neglected in infrastructure, education and health in public goods, and capital markets allocated money with decreasing advantage to the economy. President Biden was in a unique position after the pandemic to take stock of all these mistakes and move the nation forward in positive directions in a decisive way in scale as well as in spirit and determination. That he has done so is more proof of the resilience of America.
