Rohan Premkumar in The Hindu provides this report of Chinese prisoners from the Opium wars of the 1850's sent to this "ancient sub-jail"in the Nilgiris hills Tamilnadu by the British.  These POW camps provided cheap indentured labor to establish tea plantations in the Nilgiri hills. It helped to bring in revenue for the Empire through tea cultivation. About $1 million was spent to renovate this building so that future generations know what happened here since the arrival of the British by 1800. By contrast Yuen Yuen Ang at John Hopkins University from Singapore is interviewed for the NYT by Ezra Klein on China's Xi Jinping and the autocracy with democracy characteristics that prevailed under Deng, without an awareness of this period. For Zhongxun and Qi Xin, Jinping's parents this period of the Opium Wars, Taiping Rebellion, Boxer Uprising from 1850's and British, European invasion, must have been very real in the 1930's. And added to this the Japanese invasion of China. What will China look like in the future depends on Li Qiang as well as Xi Jinping. Li Qiang is a close associate of Xi Jinping, as his chief of staff in the early 2000's in Zhejiang province. At that time he interfaced with Chinese companies on investment and economic policies. This WSJ report looks at Li Qiang and how he could be a moderating influence on Xi and provide another perspective for business and economic policy in China. He is seen as having his own instincts on policy, believing in competition, yet deferring to president Xi on broader policy issues for the CCP and China. He replaces Li Keqiang who was sidelined by Mr. Xi as Xi formed his own team from his early days in the provincial governments in China. Some of these connections date back to the early days under Xi's father, Xi Zhongxun, who was one of the leaders in Yenan in the war against the Japanese and the encirclement efforts of the Nationalists against the Communist party local governments in the north during the 1930's. Xi's father was later one of the leaders in the 80's shaping the opening up of China to a market economy under premier Deng- a role not tackled by hardly any of China's leaders from the 1930's. In this sense both Xi's having taken on difficult roles in shaping China's recent history, with the younger Xi building his own team to chart a new path for China. ...

As president Jinping begins a second five year term his focus is on the small communities like Chashan, only a 6 hour drive from Beijing, that were neglected in the rush to industrialization. He has vowed to get rid of poverty in China by 2020. About 43 million people live in rural communities that have mostly older people and live on 95 cents a day. There is another challenge say experts which is the much larger popuation that lives in rural and urban areas- including urban migrants without property and residence rights- who live on less than $5.50 per day, $165 a month, according to the World Bank. This is about 1070 yuan per month, or in Indian rupees for a comparison with India- which was at a similar stage of development in 1990- of Rs 10,000 per month. About 40% of China's population or 560 million people are in this group. With a rapidly aging society as a result of the earlier one child policy, China faces the risk of not advancing from the level of a middle income country, in the way that South Korea and Japan have moved to levels similar to Western Europe and the U.S. As China's growth level slows and with an aging society this remains a major challenge. As this report shows there is great pressure on local officials to eliminate the poverty level of people living below $30 or about 200 yuan a month, as targets are set at local levels and corruption weakens the effort. There is concern at the lack of an effort to improve the living conditions of the 200 million rural migrants living in cities, who under China's "hukou" system are not considered residents and are not getting education and health benefits. ...

Here Spanish newspaper El Pais describes the new role of China's chief economic representative He Lifeng sent to negotiate with the US and his success in getting a 90 day reprieve where US brings tariffs to 30% and China to 10%. Yet because he is only now representing China overseas what is overlooked is Lifeng's extraordinary connections to the economic emergence of China in Asia. He was just graduating as a civil servant in China when president Xi was vice minister of Xiamen, Fujian province. He studied at Xiamen University getting a Ph.D in economics in 1979. He shares the struggles of going through the Great Proleterian Cultural Revolution experienced by Xi in rural areas.  Lifeng has driven development of China's state driven economy, as deputy director of the National Developement and Reform Commission in 2014, and driector in 2017, as Xi emerged as leader of China. ...

Local media reports in China say president Xi Jinping has lost some credibility in his efforts to manage the stock market, with the prevailing sentiment that all government decisions require his approval, and the Tinajin warehouse explosion. One of the errors insiders in the Party say was to bring decisions normally under the prime minister Li Keqiang, such as decisions related to economic policy making and financial markets, under committees headed by Xi Jinping. As a result the perception that a good economic team was running the economy has been lost. Experts say the current leadership faces increasing pressure after events in July and August 2015, with sharp slowdown and efforts to use stock markets to reduce debt of state owned companies.

An intimate biographical account of new Chinese leader Xi Jinping and his connections with Muscatine Iowa, where he visited as a head of a Chinese farm delegation in 1985. Xi Jinping remembers the trip vivdly and plans to spend time with friends from that visit during a visit to the U.S. in 2012. He spent two nights during that visit in the bedroom of two college age boys of the Dvorchak family. This revealing account of Jinping's life shows that the actual story of his life is quite different from the title of "princelings" or privileged sons of former communist leaders that is suggested by this reference in the media. Because of the volatile nature of Chinese politics, his father Xi Zhongxun, who led communist partisans in the struggle of the pre World War II years, was rehabilitated twice after falling out of favor. The first period was in 1962 and it was not till 1979 when he was fully rehabilitated. During this period which coincides with the growing up period of Xi from 9-26 years of age, Xi experienced many hardships. During the years of the Cultural revoultion Xi was sent at age 15 to Shanxi province where his father had led partisans. He lived there for 7 years in a traditional cave dwelling in the village of Liangjahe doing farm work. He was denied admission to Tsinghua University twice before being accepted in 1974. There he graduated with a degree in organic chemistry. This was followed by three years working as an assistant to Geng Biao, defense minister and a partisan who was a colleague of his father. The next job was deputy Communist party chief of Zhengding county in Hebei province. Iowa Governor Branstad visited Hebei in 1984, and Branstad played host to a animal-feed delegation led by Jinping in 1985- the visit to Muscatine was part of this trip and which Jinping has told others he enjoyed more than his visits to Oregon or California that year. The second time Xinping's father went out of favor was after his criticism of the crackdown of protests at Tienanmen Square. These experiences have given Xinping a confidence and experience in different situations that other Chinese leaders including the current leaders lacked. If Jinping has inherited some characteristics from his father he may also have the courage to take China in a new direction, and make the kind of changes China needs as it shifts away from an export based economy. At the same time rule in China is by consensus of leaders on the communist party's standing committee. His father helped initiate the special economic zone in Guangdong province in 1978, and Xi Xinping held senior posts in the provinces of Fujian and Zhejiang and in Shanghai, giving him close ties with industry and local government in areas that led the export based economy. Prime Minister Lee Kuan Yew of Singapore puts Jinping in the" class of Nelson Mandela type leaders, who has great emotional stability to not let his personal misfortunes and sufferings cloud his personal judgement." Of political positions Jinping has a certain wariness. He once responded to mention of him as the potential leader with the words: "Are you trying to give me a fright."...

Even with corruption existing in the system the efforts to root it out of president Xi Jinping are generally recognized in China with 80% of the population respecting these efforts. Government officials in China are seen as much more well behaved than before. And in areas such as pollution control, climate change, renewable energy major efforts by Xi Jinping. In an essay published on March 16, 2012, in Seeking Truth, the Communist party's main ideological publication, Xi Jinping cited the importance of consensus decisionmaking in the Chinese leadership now and in the future. "All decisions on major undertakings must adhere to the Party's principle of democratic centralism... They can't be decided by an individual or a small group of people... but should be decided according to collective wisdom and strict procedure." The efforts of Bo Xilai, the Communist leader in Chongqing, were seen as "playing to the crowd." By reviving Mao theory and advocating policies which would mean more participation by the state in the economy, Xilai was moving in the opposite direction of a World Bank-DRC Report on the Chinese economy- supported by the next premier Li Keqiang- that calls for less dominantt role of the state owned companies in the economy. Bo Xilai recently resigned as party head in that province. The essay is based on a speech on March 1 by Xi Jinping at the Central Party School, the Communist party's leading think tank. Xi said "if you crave to be ostentatious, to play to the crowd, and seek personal gains and high office, and if you don't aim for higher goals, it is not only difficult to push forward the work of the Party and the people, but also damages the Party's image, lets people down, and makes them lose faith in us." This sets the tone for consensus leadership in China, based on collective wisdom and careful thinking, into the next generation....

President Xi said about this period of global transformations that are taking place in this century that it was important that the two countries act in a way that "benefits the two peoples and fulfills their responsibilities for human progress." The two leaders came to an agreement on fentanyl, and on AI, and setting up high level communications including direct conversation between Biden and Xi Jinping. The Standing Committe of the Politburo of the Chinese Communist party will have seven members including Li Keqiang, the new prime minister and Xi Jinping, the new president. Most of the other members are close allies of former president, Jiang Zemin, who began the now three decade old the modernization effort after Deng Xiaoping initiated economic reforms. This leaves a clear imprint on the Standing Committee of 86 year old Jiang Zemin. The incoming president Jinping is supported by Jiang Zemin, and this should make it less difficult for him to make economic changes say experts. Hu Jintao, the current president could not get his way in making appointments to the Standing Committee, except for selecting his protege Li Keqiang. Hu was able to select members for the 25 member Politburo who are likely to become members of the Standing Committee in 2017, when many of the current members in their mid 60's retire as required by party rules.
