Post, the Guardian, on the television news channels any coverage of what each candidate for the next 4 years running the US government is going to do for climate change effects? Inaction on climate change would produce severe costs for the US economy which will drain its resources 2-4 years from now as the effects of climate actually accelerate when nothing is done. This could cost as much as a trillion dollars in 2028 if nothing is done for climate change under the former president.

This report in NYT suggests that coronavirus in New York is becoming endemic. Endemic means chronic instead of the acute crisis situation in 2020. This is because hospitalizations are not filling up ICU's the way they did in 2020. The burden of the coronavirus pandemic is now on people who are unvaccinated and people under 45 years.  New York has a higher rate of vaccination than the rest of the country. About 76% of people ages 12 and over in New York are vaccinated. Yet the 24% of younger people who remain unvaccinated is a part of the population that has fears about getting vaccinated which are harder to overcome. As many of these younger people also spend more time outdoors, and are part of the community, more likely to be in contact with families, relatives and friends indoors in winter, and less likely to wear masks and follow social distancing the pandemic, one could see another surge in the winter of 2021.  Another problem could be that some portion of the population of vaccinated has not taken booster shots by the middle of winter which would create a population of a third of the people even in cities such as New York that remain unprotected. The emergence of another difficult variant could also be a complicating factor. In this way chronic or endemic may still be elusive where masking, social distancing and other preventive actions are not taken. For the community as a whole there will be the risk to upward mobility from the people who risk losing jobs because of fears of the vaccine.     ...

Nature Conservancy reports that trees planted in cities reduce particulate matter by between 7% and 24%.  Particulate matter are microscopic particles we breathe in when there is polluted air from automobiles, factories, or smoking. The cooling effect is about 2 degrees centigrade or 3.6 degrees fahrenheit. Outdoor air pollution causes asthma and other lung diseases, and led to premature deaths of about 3 million people in 2012, according to the World Health Organization (WHO). Hospitalization from high pollution levels is another major problem, especially in poor and middle income nations, such as Brazil, Mexico, India, China and Indonesia. Air Flow should be considered when planting trees in congested urban areas. Cities in the west also benefit from tree planting, and London has benefitted from the park spaces and tree planting.

Chinese president Xi's determination to make good on the slogan "Housing is for living, not for speculation," by imposing a property tax on homes in 30 cities, is facing resistance within the Communist party and from local governments. Mr Xi hopes to squeeze out the excesses of the adoption of capitalist market systems in China since 2000. China's government opted to get feedback on this idea and the feedback is largely negative forcing the government to scale it back and look at other alternatives such as affordable housing to make home purchases accessible.  Some reasons for the pushback are that it is becoming a social stability issue and risks alienating officials within the ruling party and homeowners. The fact is that 90% of urban Chinese families own their homes and housing related industry makes up about a third of China's output. Also significant is that 80% of China's wealth is tied up in real estate. What could happen is that if housing prices drop in China urban consumers might cut back on spending because they feel poorer. Party officlals advised against introducing property tax in 30 cities. Now it is scaled back to ten cities, and a new law could take till 2025 to introduce property taxes in the whole of China. Cities that are likely to be used for the property tax now are Shanghai, Chongqing, where an annual charge is levied on second homes since 2011. Cities added to the list would be Shenzen, Hangzhou, China has financed much of its industrialization through land sales by the Communist local governments in a country where land ownership was with the national Communist government after the revolution in 1949.  Mr. Xi wrote in Qiushi party journal that "we should actively and steadily promote the legislation and reform of real estate tax, and do a good job in the pilot work." Local communist governments get about one third of their revenues from selling land to property developers, and they are anxious that a tax on real estate would make demand and price for the land they sell to drop drastically. To get some idea of this- the local governments had $1 trillion in revenues last year. ...

By investing in the US economy, in US manufacturing and US jobs, the US under Biden now has the best economy of the 7 advanced economies with higher growth and unemployment below 4% for 24 straight months, lower inflation apples to apples. Sperling says there were 4 lessons learned during his work with the White House. The first to avoid harm to workers whose lives get scarred by loss of jobs. This happened in 1982 and again in 2008 after the financial crisis. Unemployment took 6 years to recover after 2008. And he says the unemployment rate was 15% for younger workers. For the first time economists like Sperling and Treasury Secretary Yellen have grasped what workers feel and have gone through. Sperling cites the devastation to people's lives - the mental health, the divorce, the loss of earnings and depression. The new policy after 2020 resulted in the fastest drop in longterm unemployment ever with black and hispanic unemployment reaching record lows by 2023. A first ever national eviction prevention policy led to 20% less evictions than prepandemic. Second Sperling says 650,000 jobs were lost by state and local governments in the three years after 2008 financial crisis. State and local budget cuts and mass layoffs seriously hit the economy. This time in after 2020 1.2 million jobs were added with the money in the Rescue Plan and lost jobs recovered in one third the time it took in 2008. Third state and local governments need to deal with the harm coming from the downturn and after 2008 the cupboard was empty. Whereas after 2008 only 154 cities and counties got help to tackle commericial blight, effects on communities, foreclosure and long term joblessness in 2020 Biden was able to send direct funding to all 20,000 local governments and 15,000 school districts. This helped tackle learning loss, crime, and address mental health needs. What a difference it made. Lastly one needed to anticipate something unexpected to happen that flattened projections of recovery. In 2011 3.7% growth projected was flattened when Sperling was senior adviser, and this was flattened by Fukushima nuclear disaster, Arab Spring spike in oil prices, and debt default negotiations. This time there was cushion in the plan so that when covid variants and unexpected Ukraine war happened the rescue could withstand and deliver with resilience. Growth was 3.4% average for the first 3 years of Biden's term and unemployment went down from 8% to 4% for 24 months. Coming from someone who had seen mistakes happen and corrected them, who had served three presidents and the last Biden ,this is a story of how Sperling, Yellen, with the help of Powell at the Federal Reserve, and the bipartisan support put together by a US president in Congress , one who has served the country in the Senate more than any other recent Senator and led the nation with courage, patience and determination. ...

Either China or India was going to at some point develop the Brahmaputra river known as Tsangpo in Tibet where it starts for hydroenergy. It turns out that the modernization of China preceding India's by 20 years and the occupation of Tibet in 1950 has put China in the position of developing this river with a huge dam. The Brahmaputra in Arunachal Pradesh and Assam states of India is the same river that is called Tsangpo in Tibet when since 1000 China had little physical contact with the region greatly remote from Chinese cities such as Beijing and Shanghai. The Brahmaputra in its Tsangpo stretch of the river in Tibetan region originates at lake Mansarovar and Mount Kailas and on a map can be seen as very close to Guwahati, Assam and distant thousands of miles from Beijing. The dam will include 5 hydropower stations, produce 300 billion kilowatt hours and cost $170 billion. Two decades of rapid growth in China supported by the US with technology and capital have given China the capital needed for this type of scale of investment in renewable hydro energy. Poland's collapsing birth rate at 1.0 compared 1.62 in France another Catholic country, and Spain's 1.1, Germany's 1.3- 2.1 is the replacement rate per woman. This has profound consequences for Poland. The future workforce will be 20% smaller compared to 4% smaller in France in 2 decades. Many schools will close in rural areas which are hit hard. There are more deaths than births in many small towns. At this rate 1.7 million homes will become vacant in 2 decades.This report looks at Warsaw as well as rural areas near Belarus where the war has created much anxiety. The population of Poland will shrink from 36 million to 31 million over three decades if these trends continue. By 2000 the birhtrate dropped from 2.1 to 1.3 and the government introduced payments of 190 euros per child per month and expanded the childcare system. But this has not helped as the rate dropped to 1.03 in 2025. Under the Communist system industries were located in small towns and men stayed there while women moved to cities leading to a mismathch for men and women. The economic boom that doubled per capita income led to less interest in having children. The economy was supported by long hours of work which led to less interest in bearing children for women. Other reasons are a lack of interest in sharing and making the effort, the cost of raising children in a hyper competitive society like South Korea where births are at 0.7. ...

President Macron announces a curfew from 9.00 pm to 6.00 am in Paris and eight other metropolitan regions of France covering about a third of the population. To do this he said: "we won't be leaving the restaurant after 9.00 pm and we won't be partying with friends because we know that that's where the contamination risk is greatest." Macron made it clear that scientists are all in agreement on the pandemic continuing till the summer of 2021. He urged people to limit gatherings at home to 6 people and wear masks.  Financial support will be given to people affected by the curfew in the hospitality industry.  Anyone found outdoors after 9.00 pm will be fined 135 euros and 10 times that for repeat offences.  ...

China has scaled down the Belt and Road Initiative and is reorganizing the effort to introduce risk controls and reduce lending. The story of Kharkiv, Ukraine's second largest city only 25 miles to the border. Santora and Hicks give this report on life in the city which faces constant missile and other attacks with much of its power and other infrastructure destroyed, and schools operating deep inside subway stations. Nothing like this destruction has been seen in European cities since 1945. Europe had only the Balkan conflict limited to Yugoslavia 1991-1995 as the country split into several states, Serbia, Croatia, Bosnia, Kosovo, Montenegro, and Slovenia and the US settlement in 1995 following NATO bombing in Serbian Bosnia. The Ukraine conflict stretches back decades starting in 2014 with the Maidan protests in Kiev and fall of the pro-Russian Yakunovych government. After a brief war and Russia taking Crimea it ended with the Minsk Agreement in 2015. Russia had supported separatists in Donbas region. Russian is the language in Russia and Ukraine and both countries share a common historical heritage. It started again with Putin's complaints about NATO enlargement in 2021, followed by an attack on Ukraine in 2021 bringing Finland and Sweden into joining NATO, and US support to Ukraine's defense.  ...

Republican candidate Trump wins 51% of the vote in Iowa to De Santis 21% and Nikki Haley 19%. Trump won among evangelical voters with 58% support. In cities his vote declined. Iowa is a state with a large farm and agriculture sector. Other states with manufacturing in the midwest tended to move away from Democrats in 2016. Some of this momentum has reversed with union support for Mr. Biden who has taken a pro-union stance in a way that is not matched by any Democrat since FDR and Harry Truman in the 1930's to 1950's. The shift of Clinton to globalism and Obama to tech companies cost Democrats heavily in 2016 with workers in manufacturing- something that is reversed in drastic ways since 2020 with Mr. Biden on the picket line at UAW union auto strikes in Michigan. ...

This report in the WSJ looks at the war in Ukraine in July 2022 as seen from the Ukrainian side. Ukraine has 12 million people displaced or refugees, about a third of the population, particularly in the east. Most of the refugees are women and children. Cities in the east and the south face artillery attacks and airspace over Ukraine lacks the air defense systems that would help Ukrainians live lives not constantly under threat of bombs going off. In this situation and with the massive damage, there is also a breakdown of trust on both sides. Not just the leadership but 93% of the population is against negotiating a peace till the territories lost in the south and the east are regained, says this WSJ report. This report shows Zelensky describing his typical day, his yearning for peace, but serious fears after the failure of the 2014 peace agreements with Russia that Russia is simply negotiating agreements so that it can consolidate its control over territory till it launches another attack. This means that the war will go into a counter offensive phase in the south where Ukraine has its economic links on the Black Sea around the port of Odessa. Ukraine will want to recover the territories in the south so that its future on the Black Sea is restored to what it was before. The eastern part of Ukraine in the Donbas region is being integrated into Russia and Ukraine may seek to improve its position in that area around major cities that it controls and controlled till losses in June.  The lack of air defense systems over Ukrainian airspace that would protect civilians and people of Ukraine in the countryside and cities is what hurts Ukrainians the most. It is the reason why there are so many refugees and displaced people. The US and European countries have failed to provide the air defense systems that would have protected the civilian population and created the worst aspects of this war in the number of refugees having to flee their homes and seeing them destroyed. Years from now people may look back and say this is the worst aspect of this war apart from the claims of either side. As Lincoln said during the civil war in the US in his annual message of 1862 the land is there for ever, and this generation will pass away. The conflicts and tearing apart that this generation of Russians and Ukrainians have experienced, may not be the feelings of future generations.  ...

Just about half of Africa's population is within 25 kilometres of a fiber network for mobile telephone connections. In Nigeria this is much lower at 14%. Instead of having to lay costly fiber optic networks for high speed broadband connections Africa can benefit from new 5G network technologies that enable Africa to leapfrog to better high speed internet connections. The telecom company MTN has started testing 5G mobile internet in Nigeria with live demonstrations in Abuja and Calabar, and in other Nigerian cities during a 3 month trial period. Nigeria is one of the few African countries that is pushing 5G with rollout in 2020. 5G uses radio waves to transmit and receive data between an antenna and one's mobile phone. It operates at high radio wave frequencies which cannot travel as far as other frequencies, so a denser network of base stations or masts is needed. This makes it highly suitable for large urban areas. A report by GMSA shows that South Africa, Nigeria and Kenya and four other African countries will have 5G by 2025 and this will be about 3% of mobile data compared to 16% worldwide. Problems with use of 4G in Nigeria show the issues facing Africa. Cost of using 4G is high for the average user, so that only 4% of users of mobile internet in Nigeria are 4G even though Nigeria has an extensive 4G network. Instead 40% of Nigerian users use 3G networks. 5G faster internet could help Africa in areas such as health with telemedicine, and in remote education, say experts. They also say 5G rollout in Africa will benefit from drop in costs as the technology becomes widely used in Europe, China and America. ...

Hardeep Puri writes in the Indian Express that one of the biggest problems in development in India was that government programs for development just kept getting delayed, and there were leakages of funds that could never be tracked. It is the sign of a developing country that it remain perpetually a developing country when it does not find a way to overcome this situation. Most of Asia, Japan, South Korea, China has found a way out, and it is a sign of character in a country and its administration that real implementation takes place to transform a developing country into a modern country organizing and combining the inputs of land, capital, technology and human resources. Just one example is the Pradhan Mantri Awas Yojana to build housing in India's cities to promote quality of living. In the last 7 years Puri writes in the Indian Express that 11.2 million houses were sanctioned, 4.9 million built and the rest to be built by March 2022. Compared to 1.2 million in the prior 10 years. To do this investment jumped by about 10 times. In the US infrastructure was neglected in the last 2 decades. In India urban infrastructure was delayed by never ending delays and leakages of funds. Across a range of projects from Metro urban transport to rail, bridges and road, infrastructure was slow and wobbly in India for most of the decades since 1947. The Smart Cities Mission is being financed with an investment planned of Rupees 2 trillion or over $200 billion to change the urban landscape with people centred priorities. As Puri writes silently, non performers are being weeded out, loopholes plugged, targets set, in scrutiny and monitoring of projects all the way to the prime minister in a way that has never happened before. The pent up energy from 4 years in the Opposition and the preparation made in the months before the election for the first days in office are reasons cited for the speed in which executive orders were issued on the first day. The president signed executive orders to declare a national emergency at the US Border, to designate gangs and drug traffickers as terrorist organizations, end birthright citizenship, as actions to deliver for the 87% of people in the Pew Research poll and similar numbers in NYT poll who want the US Border and immigration under control. Other actions were about the fentanyl flows from China, Mexico and Canada, not enough is being done by these countries causing 105,000 deaths in 2023 and 107,000 deaths in 2022 alone. When the Vietnam War led to 60,000 deaths there was a huge outcry, nowadays heads of responding agencies have no serious answers, the nation is not in a uproar as it should be. This is what the tariffs are about and this is why the American people do not see tariffs in the way they were used in beggar thy neighbor policy during the Hoover administration of the 1930's. This amazing story about Bend Oregon is a reminder of the mental health crisis that lurks behind the homelessness crisis in America's cities. It is also most unusual because it is about the Mayor of Bend, Oregon, grandson of the mayor of Bend, Oregon then a timber capital in the 1900's, who is a public defender attorney, and finds himself at at a homeless shelter in 2023 in the city he built, the result of mental health issues. He reconciles with two daughters before his death after periods of isolation from his family and ending up in a homeless tent on city streets. At one point he had helped turn Bend into a tourist destination pushing up average home prices to $800,000 to protect residents when timber demand dropped. He finds himself unable to afford a home in this very same town after his mental illness and losing his job.
