Comey sends another letter to Congressional committees on Nov. 6, just 2 days before the election, saying that "based on our review we have not changed our conclusions that we expressed in July with respect to Secretary Clinton." Just 9 days prior to the election Comey had written to Congress that the FBI was looking into emails found on the computer of Mr Weiner, estranged husband of Clinton aide Abedin. By doing this Comey had inserted himself and the FBI into the election in a way that was not proper said leaders of both parties. The heavy criticism continued with Vice presidential candidate Kaine, president Obama and Secretary Clinton, seeing this as a blatant political move by Comey, who is a Republican. It is likely to remain a subject of criticism long after the election, say experts.

Former FBI chief Comey tells the U.S. Senate Intelligence Committee that he had turned over all his memos of conversations with president Trump to Special Counsel Mueller. It would be for Mueller to examine this for possibility obstruction of justice. Comey said Mueller would have to "try and understand what the intention was there and whether that's an offense." The Indian Supreme Court Bench of Chief Justice DY Chandrachud and JB Pardiwala rejected a petition of 14 political parties in India for guidelines to prevent avoidable arrest of political opponents, saying it is asking for special immunity for politicians.

"Ultimately a political leader is also a citizen, and as a citizen he or she is amenable to the same law."

"Once we accept that political leaders stand absolutely on the same footing as citizens of the country, they will face the same due process of law and are not entitled to a higher immunity than what is available under law."

"You (political parties) say there is selective targeting of opposition leaders. But at the same time you say you do not want any special treatment of politicians as they are only citizens of the country, they will face the same due process of law and are not entitled to higher immunity than what is available under law."

Siss central will help recapitalize UBS with investment of $5.3 billion for a 9% stake in UBS. Credit Suisse told the central bank that it would raise its funds privtely. It is raising $9 billion privately with help of Quatar Investment Authority. This takes Tier One Capital Ratio to 13.7% for Credit Suisse and to 11.5% for UBS. The governments investment in UBS takes the form of a bond that pays 12.5% coupon and is convertible into a roughly 9% nonvoting stake in the bank. Under the Swiss bailout plan UBS will transfer securities backed mostly by US and European residential mortgages into a special fund, which will borrow as much as $54 billion from the Swiss central bank to finance the holdings. The other $6 billion will come from an equity injection by UBS. The fund will attempt to seel the assets over 8 t 12 years, with the government getting the first $1 billion of any profit and splitting the rest with UBS. In the case of a loss the governemnt would get added stake in the bank. The government intervention will meaqn a reduction in risk taking by the leading Swiss banks. The reason for the governments immediate actionto take the toxic assets off of UBS books was that other banks and institutions wer recently shying away from UBS affecting Switzerland's ability to keep its leading position as a banker for wealth management worldwide. The head of the Siss Federal Finance Administration said that the $60 billion asset purchasing agreement would not lead to losses for the government as the toxic assets had already been aggressively been written down on UBS books. ...

The last time the FBI involved itself in elections was with Edgar Hoover in the election between Harry Truman and Dewey for U.S. president in the 1948 election, when Hoover made clandestine efforts. One Georgetown scholar says it may be an unfair comparison for Comey, but it raises questions about his bringing up the email inquiry a week before the election. Other experts say it may be a sort of moral hubris of Comey that led him to this. An expert at New York University School of Law, Mr. Gillers, is cited by NYT. Gillers says the letter to Congress was a second or third mistake to cover up a previous mistake, that Comey should not have made repeated public statements, not the statement criticizing Hillary Clinton about the email practices, not writing a letter to Congress a week before the election. Michael Chertoff, a Republican who led the criminal division of the Justice Department under Bush, says Comey violated longstanding Justice Department rules and practices in July and this week, and provided fodder for all kinds of speculation.  ...

UBS buys Credit Suisse for $3 billion when the tangible book value of Credit Suisse was $45 billion. Tangible book value means little says this report in the WSJ. More significant for investors was that Credit Suisse was losing billions each year and its governance, its investment banking activities were seen negatively. It either had to stop the losses or shrink quickly. Another lesson is that digital banking makes it easier to withdraw deposits and digital communication magnifies the damage. Bonds can be risker than stocks in this situation. Tier One capital ratios also mean little in this situation as both UBS and Credit Suisse had capital ratios of about 14.2. 

What is notable is that even the $3 billion UBS paid was seen as risky so that the Swiss government had to step in with a guarantee that it would provide $9 billion to cover losses after the first $5 billion in losses were taken by UBS, after that the losses would be split between the two.

The Reserve Bank of India (RBI), India's central bank, left rates unchanged in October 2012. RBI Governor Subbarao says inflation could go above 8% by January 2013. High global oil prices and a weaker currency are adding to food price increases to push inflation higher. The RBI lowered its growth forecast to 5.8% from 6.5%. Mr Rangarajan, chairman of the Prime Minister's Advisory Council said the RBI will not lower rates till January 2013 unless there is a significant tendency for a decline in inflation before then.

This analysis by Gerald Seib in the WSJ shows the FBI chief Comey reopening the investigation into Clinton's email server just one week before election date November 8, as a move that does not enhance the democratic process because either way it will lead to questions why this was done at this late stage. The emails were found on a laptop used by Huma Abedin, an assistant to Hillary Clinton. Experts say the emails can be processed in a few days, and the FBI, the Justice Department are moving quickly to do this. 

Election experts say most of the decided voters for both parties will not be affected by this especially since most people will have made up their minds by now. Some voters who had questions about Trump might be moved to vote for him, and some undecided voters may be less enthused to come out to vote, though it is not clear at this stage. By mid week a clearer picture is likely to emerge.
