This increases US military sales to India to over $20 billion. FOr India to get a good trade agreement with the US, the US government set two conditions - increase purchases of US products and stop funding Russian attacks on Ukraine by reverting to the situation in 2019 when India purchased about 4% of its oil from Russia. India's purchases of discounted oil from Russia are a recent development. Indian and Chinese refiners have cut purchases of Russian oil, according to recent reports in WSJ. The increasing arms purchases from the US is a development that has taken place throughout the Modi administration since 2014 cutting dependence on Russian supplies including India's building its own capacity for defense products.

One result of the rapprochement of the US and Russia is that Russia has now   agreed to Ukraine joining the European Union. This is part of the Ukraine/EU Peace Plan put forward by Ukraine, with Ukraine calling for aset date to join the EU. Ukraine has proposed a demilitarized zone in the eastern region that would put eastern Donetsk in the demilitarized zone including also parts of Russian occupied eastern Ukraine. This is a major step in the right direction so that the Ukraine issue can be settled. Germany meantime is leading the effort to build its arms industry to counter Russia and Germany, France, Britain are joining together to counter Russia as the US pulls back under the DJT administration to asserting itself in the Western Hemisphere with the Monroe Doctrine to fight the drug trafficking gangs in Venezuela and Mexico and pother parts of the western hemisphere. The Monroe Doctrine was possible in 1823 till 1960 with the full support of Britain. It is now possible with the cooperation of Russia as Russia is accepted as a dominant power in Northern Europe, a goal set by Russia under Putin.  ...

Two professors from Northwestern University from Slavic Languages and Literature, and from Economics, look at the cultural outlook of Russians in the recent period of the Bolsheviks and of Putin, that takes on a attitude of ruthlessness in the Bolshevik period writings of Sholokhov and Lenin. They contrast it with the works of other writers in Russian literature such as Tolstoy, Turgenev and Chekov, which provide the basis of humanism and concern for individual suffering. Morson and Schapiro say Russia is different in that unlike the US and to some extent Britain and the Netherlands which are commercial societies based on a shopkeepers mentality of trade and commerce, Russia tends to look at the state in a different way. Individual interests are not paramount according to this view in Russia, it is the state that matters.  Yet this has limited use as theory because it is also true that a lot is shared by all human beings and societies. There is a English saying that "power corrupts, and absolute power corrupts absolutely." Leaders start out differently and change over long periods of power, the power tends to isolate them and corrupt them. Mistakes are made after decades in power that can push back the country's development. The Russian president is no exception and may have understood history and literature in a Russian context but long periods of power may have led to the kind of isolation that led to the severe miscalculation in Ukraine leading to a prolonged war and so much destruction on all sides. This has extended to the effects of the war in countries that depend on wheat from Russia such as Turkey, Egypt and much of the Middle East and Africa.         ...

Japan release of 80 million barrels of oil from about 470 million in its total oil reserves for emergencies- March 18 2026. It gets 90% of its supplies from the volatile Middle East and little has been done about this leaving Japan in a situation similar to Germany when it under Merkel allowed an over dependence on Russian oil. The Nordstream pipelines built at cost of billions to transport Russian oil to Europe are now remaining unused after the Ukraine war in its 5th year. 470 million barrels or 254 days of reserves cannot support the Japanese economy in wars that stretch out over longer periods.

The world today is in a much better position to complete the transition to zero dependence on the volatile Middle East for oil. Today in 2026 the world's largest nations 1. US   2. China  3. India  4. Germany are all free of Middle East oil (India through waivers for Russian sources). European Union and UK is at about 12% which can be quickly substituted from the US+ Venezuela and other sources. US is self sufficient in oil and gas and exports oil to the UK, India, Germany and the European Union. Canada is self sufficient. Germany gets only 6% of its oil from the Middle East, the UK 12%, Spain 13% and Italy 14%. The Iran war is likely to shift more of the needs of UK, Spain and Italy to other more stable sources including oil from the US and Venezuela managed by the US, and other sources. This means that US policymakers can act in the best interests of all the nations of the world for preventing the spread of nuclear weapons and long range ballistic missiles. Germany is moving rapidly to renewable energy and this could bring its dependence on the Middle East to zero. India will meet its needs from Russia for the time being till it also shifts to oil from US+ Venezuela. India get 55% of its oil from the Middle East or about 2.7 million b/d. Russia was an important source of oil for India till the US trade agreement called for it to shift- a 30 day waiver and extension means India can get this oil from Russia without sanctions for the duration of the war. Reducing European demand and Indian demand frees up oil for Japan and South Korea on the world market the other 2 countries dependent on Middle East oil- Japan importing 95% of its oil consumption with imports of 2.5 million b/d and South Korea importing about 2 million b/d or 70% of its consumption. This means Japan and South Korea need a new strategy as they are overexposed to one source just as Germany was and learned a difficult lesson to diversify its sources. Japan has learned to reduce consumption for the same level of GDP and some of this can be through conservation, also tried in Germany in the last 4 years. During the 4 years. of Ukraine war Germany had to find ways to diversify sources Japan and South Korea will need rapidly to do the same in the Iran War. This means that only Japan and South Korea because of their lack of policy direction and vigilance have allowed this overdependence on the Gulf region,  (even as Germany diversified its sources, DJT and Israel were firm on nuclear weapons policy) they failed to see signs that they should diversify. Former German chancellor Angela Merkel and foreign minister Steinmeier are singled out for their policies that likely emboldened Russia into its invasion of Ukraine. The DW.com says Merkel's tenure now shows deep seated flaws in leadership with her policies with Russia having gone too far in the other direction and leaving Europe in a vulnerable position. Merkel saw herself as continuing old policies from the period of SPD chancellor Willy Brandt of engaging with Russia, then called the Soviet Union. Yet looking at it closely the policy of Brandt was to reach accomodation with the eastern half of Germany, called the GDR, not to weaken Germany's position. By distancing herself from the US Merkel was in sense out on her own. Consider says DW.com that in 2014 Germany imported 36% of its gas from Moscow, by 2022 when Russia invaded Ukraine it was 55%. The SPD under Gerhard Schroeder and Steinmeier following Schroeder share responsibility with Merkel for this dependence.    A similar integration of the German economy with China's economy happened under the 4 term administration of Angela Merkel. This can be seen in the port of Hamburg. This may have similarly emboldened China in its relations with neighbors in the Indo-Pacific region and with Taiwan. German chancellor Scholz is by one report reading Cambridge historian Brendan Simms- "Europe The Struggle for Supremacy 1453 to the Present." This historical account of the relations of major European states in the 5 centuries before the present period shows the Balance of Power as critical to the liberty and freedom that Britain and Netherlands as well as other countries were able to keep. Sweden was attacked in 1700 with sign of weakness, Britain faced challenges from France in 1700 and in 1800, and allied with the Hapsburgs and German states to maintain its democracy and way of life. Merkel of CSU and Steinmeier of SPD may have failed to realize this when they ignored the history of Europe. The WSJ report on the miscalculations on the German and French side with Sarkozy, Hollande and Macron show that all these leaders failed to grasp that by leaving the issue unsettled of Ukraine's NATO admission they had created the situation that was bad for both Russia and for Ukraine, creating seeds for serious differences that could lead to future conflict and war. By not respecting and giving room to the lessons of history these leaders in Western Europe have created the conditions for the very opposite of what they intended to do.  ...

Most of the reporting on Ukraine follows the war. Questions are asked how will this conflict end? This report in Der Spiegel is one of the rare reports that looks at the Ukrainian economy with images and reporting from the ground that answer that question. If the Ukrainian economy is surviving in 2023 then Ukraine will continue long after a peace settlement is reached. It shows for instance that supermarket shelves are well stocked. It shows energy from half a million generators keeps the lights on and companies working in Ukraine. The steel industry is mostly destroyed yet the software industry continues to grow. Unemployment is 30% even after hundreds of thousands of younger Ukrainians are at the war front. Of about $62 billion promised by US and European countries about $31 billion has actually been transferred to Ukraine. The IMF has created an exception for aid to Ukraine with offices in Kviv and Brussels. All defense needs are covered from the Ukraine budget. Before the invasion in Feb 2021 defense took up 9% of the budget, now it takes up 42% of the budget. Another 16% for public security. For social benefits 16%, and another 26% for other expenditures. By having an economy that is functioning and life even in light from generators and solar energy, with supermarkets well stocked and providing office space for workers, with aid mechanisms working. Ukraine has already emerged as part of Europe, tried, tested and come through adversity of the worst sort. It is supposed to join the European Union, yet Der Spiegel says it is already tightly integrated into the EU. Its power grid was integrated with the EU power grid before the war, and nuclear power was sent to the EU from Ukraine before Russian attacks on the nuclear plant. Then transmission lines brought energy to Ukraine from the EU. The EU takes in 80% of Ukraine agricultural exports compared to 20% before the war. Even at the risk of lower prices and hurting farmers in Poland, the Polish government has allowed large imports of agricultural products into Poland. The close links with countries of the EU that share a border with Russia have increased. The problems now are that Ukraine after this war will have severe shortage of manpower. Already with the fall of the Soviet Union Ukraine lost about 8 million people and population was 44 million before the war. About 8 million people moved to Ukraine in the one year following Russian invasion. Of this 1.5 million stayed in Poland, the rest went on to other countries in the EU or returned. The countries such as Germany, Finland, Czech Republic have labor shortages of their own and encourage refugees to stay. Rebuilding is estimated to cost $131 billion. Yet as is evident in Poland after most of the damage from the second world war in Poland it was rebuilt using modern technology. Ukraine survives, its life goes on, is the message from Der Spiegel. In this way the war's outcome is already evident. Much of it comes from the European Union having sensed that attacks made with impunity would endanger all of the European countries when made by any dominant power. This is also what Cambridge historian Brendan Simms has shown about European history for the past 500 years in History of Europe- The struggle for Supremacy 1452 to the present. No one country says Simms was able to act with impunity and pose athreat to its neighbors as all other countries in Europe rallied to prevent this. This war is no exception.   ...

The decision by Germany's Merz comes as Kyiv suffers a cruise missile attack that destroys an apartment block leading to 31 dead and 159 wounded on July 31, 2025. Russian commentary on Russian nationalism today suggests Russia seeks acceptance as a major European power without Wall Street's evaluation based on GDP of nations leaving Russia middling status. Witkoff is on the way as DJT emissary to Russia to seek some solution, but the war drags on as Russia sees itself making slow yet steady progress and seeks to end the war on terms favorable to it following huge loss of life estimated at hundreds of thousands. In August both sides including DJT are losing patience. DJT offers more sanctions but says at the same time that this may not deter Russia. Following SPD's Scholz frustrated yet restrained approach to the war, Chancellor Merz is investing in a rebuilding of Germany's defense forces and it's infrastructure. ...

The WP's Adam Taylor gives readers glimpses of Ukraine's and Crimea's history. The Crimea was at various times part of the Greek and Roman Empires as Taurica, the Mongols, the Khanate since 1400, and part of the Russian Empire since 1783. About 60% of the population is Russian in the Crimea, 12% Tartars. Under the Soviet Union it was first the Crimean Autonomous Socialist Republic till 1945 and then Crimean Oblast, an administrative region of Russia. It was made part of Ukraine by Russian premier Krushchev in 1954, Krushchev himself being a Russian who came up through the Ukrainian Communist party. In Dec. 1991 a referendum was held in Ukraine, 54% of Crimean voters favored independence from Russia. Crimea remained part of Ukraine with autonomy including its own constitution, and legislature. A 1997 treaty allowed Russia to base its Black Sea fleet in Sevastopol, Crimea.
