California, New York and other states will likely make the reporting easier. Biden has proposed an overtime rule for farmworkers, and ensuring farm workers get a fair wage and decent working conditions is the goal of the White House- including recovering $21 million in back pay and wages ensuring 26,000 farm workers get the wages they earned. Germany has shown that low tech contact tracing efforts work- no apps needed, a phone, a desktop computer with a centralized database, and most important the human relations skills of the person doing the calls. The  sensitivity to the situation facing each person being called, being able to talk to the person in the language they speak in a multilingual environment such as California, is shown here. A 40 person team operates in San Francisco consisting of public health officials, clinicians, medical students and librarians. They call the contacts of people with coronavirus, arrange tests, and as needed send packages of food and medicines to hotel rooms or homes. Every call is expected to last 15 minutes but all sorts of questions are handled.  English and Spanish are used. Here one of the persons doing the contact tracing says she does not use apps, just an open source software used in the fight against Ebola. Definitely low tech, no waiting, get going is the message to every city in the world. She says apps software such as what Google and Apple are putting out can tell you whether the person went to some place, but cannot tell you more about that person, cannot tell you about problems the person is having being tested, and how they are having difficulty providing for families. One of the big lessons from Germany and efforts such as this one in San Francisco, and in other places such as Paris, Singapore, Taiwan, is that there is a complex nature to contact tracing that cannot be solved by tech. In fact the best thing to do is to get started immediately, with a phone and a database on a computer, as long as you have a person who has the motivation and skills, empathy with people, a lot can be done. Waiting for apps is a dangerous waste of time is shown by the low tech German experience, and the experience in other places. Most important is starting immediately. The example shown here of working with migrant workers in contact tracing shows in the most vulnerable places it is these human relations skills that count, that no tech app can do. It requires detective skills to find out and get people to share their history of movements and contacts for 14 days . In Singapore crowded dormitories house 300,000 of 1.4 million migrant workers. Singapore using an app also but its use is secondary. Apps don't work in many situations but fail in the most critical situations such as these dormitories and other eccentric or atypical situations such as faced by South Korea with religious groups and gay communities, elderly people in Europe, that generate the worst dangers of spread and need to be cluster isolated quickly. Human contact tracing has a history of being an effective method and was used in China and South Korea during the 2003 SARS epidemic. More countries need to adopt the method used in Asia and in Germany, particularly Britain, the U.S., France and India. It is OK that Britain's NHS and India's national government with Aarogya Setu app have put out their own apps which balance privacy concerns with the need to act immediately and cover the entire country, but the hard slog of human contact tracing teams in each district is indispensable. This is why the former Health minister in Britain calls it Britain's national mission to do this. Speed is key- putting together teams across the country in every district from skilled volunteers or government workers, and pulling together the phone and a centralized database on a computer as basic equipment. The fact that this is easily doable and people with human skills needed can always be recruited as they have been in Germany- from public officials in local government who are less busy in lockdowns, medical students, clinicians, volunteers, people from different professions- makes it inexcusable not to learn from others experience and get going. Just Do It. You want to reopen business, professions, offices and public services- Just Do It, it makes this possible. You want to prevent spread of the virus- Just Do It, it makes this possible. You want to limit damage to the economy and get the recovery going- Just Do It, it makes this possible. People of all shades of opinion can agree on this- its the only thing that works, even when there is a lack of enough proper accurate testing. ...

Jeremy Hunt, head of the Health Select Committee and Health Secretary 2012-2018, says Britain needs to take up mass contact tracing as its next national mission. Britain he says has passed 20,000 tests a day for coronavirus. America has passed 150,000 tests a day. Both more than South Korea. What is missing when compared to South Korea and Taiwan is mass contact tracing.  The app TraceTogether is not enough, as it was used by only 20% of Singapore's population. Only South Korea and Taiwan are able to open up the economy, have workplaces and life function close to normal through extensive testing and mass contact tracing, with feet on the ground. This is the only path that has worked with South Korea successfully out of the lockdown. This means "feet on the street." Making these calls requires skills, getting information, getting cooperation, offering guidance, and ensuring people isolate themselves after contact with an infected person. Sometimes it is by phone and sometimes in person wearing full PPE. They need to be sensitive enough in talking to someone feeling ill and to see how home isolation can be achieved, who else the coronavirus infected person or someone in the chain of contacts has been in contact with. Mr. Hunt says no effort should be spared in doing this as the millions of jobs in Britain, of people without work, the economy, and the need for light at the end of the tunnel of lockdowns, requires a way out. A huge task but a lot of impossible tasks are being tackled in the health services. The resources of Britain, every spare civil servant, every administrator not working, every one who can do this, needs to be enlisted to do this. The same task needs to be tackled in America, and in other countries as a national mission. ...

The Ukraine, Israel and Indo-Pacific aid bills are passed in the House of Representatives with 316-94 vote on April 19, 2024. Vote rule set with support of Democrats made a simple majority vote sufficient to  pass. It was a significant win for both parties as 165 Democrats and 151 Republicans voted for the bills. 55 Republicans and 39 Democrats voted against. It was as Speaker Johnson had said earlier for each Congressman to vote his conscience. Speaker Johnson said it was the best possible bill "we could get under the circumstances." He said if this wasn't done then Democrats would have bypassed Republican leaders and forced their own package of bills through the House. As a nod to the former president $60 billion in aid to Ukraine has $9.5 billion in forgivable economic loans. To really understand American history from its founding with the Mayflower voyage read the two volumes of Francis Parkman of the period between 1600-1756 that is rarely read and understood about how the American Indians and the French, the British, lived and built new settlements on the American continent. It is told in a very readable and authentic way by the greatest history and story book teller of this period. Library of America published Francis Parkman's France and England in North America. The Washington Post said that a thousand years from now, if their are still Americans here, Parkman will be their Homer. Too much of the American story told by only one person and PBS documentaries. One can learn about it simply by reading about it through different books, asking one's own questions,  and coming up with one's own understanding of American history which would be more authentic. This would include excellent biographies written by authors such as David McCullough whose range and vision combined with other authors including Barbara Tuchman for the 19th century, and many British authors such as Roger Knight covering the Napoleonic period offer a better picture of European and American history intermingled, a better perspective than the monopoly business venture that history becomes with these PBS documentaries by one person.           ...

German chancellor Merz makes his frist trip to Asia starting with India. He sees India and Germany as natural partners and shifts the focus to India from China. Under Merkel Germany remained focused on China. This is changing now that Merz is chancellor. The winds of change are also blowing and the war in Ukraine, the distancing of the US under DJT, US and Chinese restrictions, require this change and Modi, Merkel step up to create anew strategic partnership. The EU and German trade is now set to increase significantly as India modernizes its economy. Merz and Modi see less dependence on Russia for oil and gas and defense needs. India seeks German technologies and capital to industrialize its economy. The scope is immense and both sides are at an historic opportunity. Merz is afar cry from the Merkel years when Germany never grasped India's potential and failed to invest in the German economy. Merz has put forward a $1 trillion plan to invest in modernization of Germany and India is the partner Germany has chosen as central to its plans. This brings the entire EU close to India and its aspirations to be a modern economy like the EU. This is a long term project that began today in Ahmedabad with the two leaders at ease at a Kite Festival in Ahmedabad after Merz visited Gandhiji's Sabarmati Ashram. And Merz showed he understood India-"We are in complete agreement in our assessment of Russia's war of aggression against Ukraine," Merz said. At the same time, he understood how India's dependence on Russian oil and gas had happened only recently. "Obviously, it is not that simple in India, and I am the last person to visit other countries wagging my finger at them." The patience is there as there is a meeting of minds for what is the largest project of its kind to 2037 and 2047 for 2 billion people pooling technologies, capital and talented engineers. ...

Starmer relied too much on the work and influence of his chief of staff, a young person who resigned and whose influence of removing key Labour working class representatives split the Labour party from its roots in working class neighborhoods. Previous leaders of Labour were ostracized and the party won the general election in 2024, but was much weaker than appeared. He is seen as lacking the vision of his own for Britain for the next decade to 2040. Andy Burnham is popular in the North of England, and has called for more power to go to local government across Britain from the London centric view of the last 4 decades. His redesign of the bus and transport system, the Bee network in the Manchester area is popular, after the sometimes failed  performance of privatization of water, transport and other infrastructure by the Conservative party governments. He has experience in running a large Metropolitan Area for three terms, as MP in a Parliament, and Cabinet experience as Chief Secretary of the Treasury, Health Secretary under Gordon Brown. He is one of the rare persons in British politics who has experience in all areas of government, including Shadow Home Secretary, that would make him a rare leader that Britain can use to build a better future for the people of Britain. With the experience in Greater Manchester giving him a headstart in the work of reviving Britain, something similar to the experience Narendra Modi gained in Gujarat state of India for three terms to lead India in 2014.  ...

The best course of action for Labour is direct targeted assistance to rural schools and rural health care, farmers, in affected countries as they recover from years of war. 20,000 crossed the English Channel in boats in 6 months January to June 2025. Eritrea, Syria, Afghanistan, Iran, Iraq, areas of war in Middle East are source of migrants crossing the English Channel in boats.  Britain offering weekly allowance of 50 pounds a person and free National Health Service services encourages migrants to make the journey in boats and pay migrant trafficking operators with their life savings. Without a clear goal on migrants and necessary action Britain under Labour sees further destabilization of the social and political fabric of the country by reducing confidence in the two main political parties.  ...

As the virus toll mounts Japan's prime minister Abe announces a nationwide emergency on April 15. He delayed action to avoid effects on the economy of a lockdown. Japan is shifting to taking stronger action after seeing infections double every 8 days to reach 9000. Abe says person to person contact has to go down by 80%. The measures are not a lockdown as in the UK and are voluntary. Total deaths are 136 in Japan. A Kyodo News poll shows about 80% of the public thinks the moves comes too late. 

Schools are shut and companies have closed operations. Flights were restricted and visitors to Japan dropped 93% in March. These voluntary actions as well as a cultural advantage in people used to wearing face masks, is likely to help Japan through this health crisis. The emergency will cover a holiday period, and is through May 6. The government will give every household $1000 as a way to offset income lost.

The US president calls Brazilian president Lula Inacio Da Silva, "a good person actually," after meetings at the UN in September 2025. Tariffs imposed on Brazil for cocoa, coffee, meat and fruits have been lifted. Lula asserted Brazil's independent institutions and Brazil as a sovereign country. The tariffs were never popular in Brazil and Lula's popularity in Brazil is now up to to 33% after an earlier decline. He is more energized and at 80 is expected to run again for office. COP30 just completed in Belem, Brazil, and Lula has received favorable response in trying to salvage the climate agenda following the shift away from costly climate change decisions to the cost of living crisis.

Former Pearson CEO Marjorie Scardino joins the Board of Directors of Twitter as its first female director. Scardino was the first woman to become CEO of a FTSE 100 company in the UK when she was appointed head of Pearson in 1997. Her reflection on the progress since then is one of disappointment. She told the Telegraph newspaper when she left Pearson that not much had changed in the 16 years since 1997, with few women on the board of directors, chairmen or CEO positions in the corporate world. Yoree Koh points out in this report that only 8.4% of Silicon Valley companies have women directors, according to an annual study put out in Dec. 2012 by the Universiy of California, Davis. About 40% of the tech companies in the S&P Composite 1500 index have no women on their boards, according to an Ernst & Young report.
