After repeated surge across the U.S. from the northeast to the south and west mask use has increased in the U.S. Texas has made it mandatory and president Trump wore a mask at Walter Reed Army hospital. Ypu.gov and other surveys show mask use as high as 80%, not universal as health agencies want to see, higher than Canada, Finland or Denmark.

Other factors such as gatherings at beaches, restaurant and bars, and earlier sport stadiums gatherings are additional factors for a surge. Young people's cooperation has lagged behind accounting for about 50% of cases in some southern states recently being among young people.

This is part of a 184 page report prepared for UK bank governance practices following the financial crisis. David Walker is now the new chairman of Barclays and considered an excellent choice with the experience and wisdom to correct the problems facing the financial industry. He calls for putting corporate governance at the centre of things in the current environment- this applies to banks in Europe and the U.S.- in the following passage from the report which deserves careful reading: "The need now is to bring corporate governance issues closer to centre stage. Better financial regulation has much to accomplish, but cannot alone satisfactorily assure performance of the major banks at the heart of the free market economy. These entities must also be better governed... The behavioural changes that may be needed are unlikely to be fostered by regulatory fiat, which in any event risks provoking unintended consequences. Behavioural improvement is more likely to be achieved through clearer identification of best practice and more effective but, in most areas, non-statutory routes to implementation so that boards and their major owners feel "ownership" of good corporate governance." Walker calls the role of the chairman paramount in doing this, requiring "exceptional leadership skills and the ability to get confidently and competently to grips with major strategic issues." Many of the debates of 2016 are a thing of the past, as the nation has learned from that period and is moving ahead in a new direction under the Biden economic plan- for an economy that works for working people and families. This is critical for the task of building an America that reduces the huge disparities in America that have built up after decades of outshoring factories and jobs. The task that Mr. Biden has taken up with federal investment with business in key industries, cost of living actions, building a modern infrastructure for the US, and efforts to raise income and wages of workers and their families.

Scientist Kim Mishra at the Swiss Federal Institute of Technology has come up with a method to make chocolate not just from the cocoa seeds discarding the pulp, husk and juice as is done today. This is wasteful. The new method uses the cocoa pulp, the husk and the juice as a way to make chocolate without sugar and use the whole fruit. This will reduce the impact on the climate with more chocolate production and less deforestation for new cocoa planted in South American countries as an addition to production in African countries like Ghana. It will also benefit cocoa farmers in Africa and Guatemala by increasing their income. This report looks at the colonial past of chocolate production by companies such as Lindt as Swiss producers worked with French and British colonies to expand production in the late 19th century.

About a third of coronavirus cases in France of three or more cases are in schools and universities as France tackles a second wave in October 2020. France has decided to keep schools open as a priority over closing schools as soon as there a couple of cases and there are no uniform rules across schools for masks to be worn. In France mask requirement begins in junior high with exceptions for lunch and gym class. In Italy the mask requirement is present for all grades until they take seats in class. Some schools ask children to keep masks on in the classroom. UK has no mask requirement in schools. Spain requires masks for all school children over age 6 years. Parents in lower income households lack the flexibility to keep children home while they go out to work. Many parents look forward to keeping their children in school after the long lockdown.
